Abstract

Abstract

This research aimed to examine the role played by The ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management (AHA Centre) as the disaster coordination agency in the ASEAN region in addressing gender-based approach in Lombok earthquake disasters in 2018. The research utilized a qualitative descriptive research design. The findings indicate that the activities of the AHA Centre following the Lombok earthquake were predominantly focused on emergency response efforts and lacked significant involvement in gender-sensitive initiatives, ultimately yielding a dual impact on women. Through this research, it was ascertained that the suboptimal integration of gender perspectives in disaster management exacerbates the societal marginalization of women. The absence of gender-informed disaster management is evidenced by non-gender-disaggregated victim data, logistic aid provision overlooking gender-specific needs, as well as mitigation efforts and information dissemination disregarding gender dynamics. Thus, it emphasizes the lingering absence of a gender-responsive disaster management framework. This raises questions considering that ASEAN, including the AHA Centre, has already implemented a responsive gender declaration in 2015, whereas the AHA Centre has yet to demonstrate the establishment and implementation of a gender-based framework, due to inconsistencies in motivations towards universal norms. This study suggests that a masculine approach to disaster management hinders gender-sensitive disaster response efforts. It employs the concepts of gender mainstreaming and gender sensitivity to examine both the AHA Centre's disaster response efforts and the necessary steps to implement gender-sensitive disaster management. This research constructs the notion that disaster management efforts conducted without gender sensitivity, regardless of their quality, will not be optimal or effective.

This research used a conceptual approach that is para-diplomacy and environmental diplomacy. This analysis used a qualitative research method with five stages: data collection, data reduction, data presentation in the form of narratives, graphs, and tables, and the final stage is writing conclusions. This study indicates that sub-states can carry out diplomacy in overcoming global climate problems, West Nusa Tenggara which participated in the United Nations Climate Change Conference (COP-26) in Glasgow, was able to have its charm with several countries such as England, Sweden, Denmark, and the United States because NTB is seen to have the potential to develop renewable energy; moreover, it already has Provincial Regulation concerning the General Plan of Regional Energy to achieve the Net Zero Emission and it is in line with the objectives of the COP-26.

Abstract

This article aims to analyze the role of Greenpeace Indonesia in saving the Grime Nawa Valley from deforestation in Papua. Although President Joko Widodo and several government agencies have revoked PNM LLC, to date, the impact of the operations of PNM LLC, namely deforestation in the Grime Nawa Valley, is still unresolved. This was known by Greenpeace Indonesia because the organization did not ignore its observations and discovered through satellite imagery that PT. PNM is still operating. This issue becomes the focal point of this article to analyze thoroughly. This research uses the concept of NGOs and deforestation with descriptive qualitative research methods. The usage of Greenpeace Indonesia, under the concept of NGO, will help reveal the roles it carries, namely advocacy, monitoring, facilitator and consultation. It is hoped that Greenpeace Indonesia and the community can stop PNM LLC’s business by carrying out its role. The research results show that Greenpeace Indonesia has carried out its role with various results, some of which are in its advocacy role, Greenpeace Indonesia carried out a campaign to save the Grime Nawa Valley. The role of monitoring is to go to the field to see the impacts caused. The role of the facilitator is to organize the traditional community of the Grime Nawa Valley. Abstract

This community project highlights the socio-legal challenges faced by Indonesian female workers in Malaysia, particularly those engaged in mixed status marriages with refugees or undocumented individuals such as the Rohingya. These women and their children often experience vulnerabilities due to the absence of legal recognition, which hinders their access to education, healthcare, and citizenship rights. Malaysia’s non-signatory position to the UN Refugee Convention, coupled with restrictive national laws, further complicates their situation, while Indonesia also lacks legal provisions to accommodate such cases. In response, this project seeks to raise citizenship awareness, emphasizing the risks of marrying non-state actors and the implications of statelessness. Implemented in collaboration with Universiti Sains Malaysia, Universiti Utara Malaysia, and the Rohingya Learning Center, the initiative combines socialization, training, and mentorship to empower women with essential knowledge. By integrating social media campaigns and academic outputs, the program aims to promote the Sustainable Development Goals (SDGs) 1 (No Poverty) and 5 (Gender Equality), while also advocating for policy reforms. Through this approach, the project aspires to reduce vulnerabilities, strengthen community resilience, and contribute to broader discussions on migration and refugee rights in Malaysia.
