Abstract

Penelitian ini bertujuan untuk mengkaji, menganalisis dan mendeskripsikan Akuntabilitas  pelaksanaan  pelayanan  fakir miskin dilihat dari segi kesederhanaan, kejelasan dan akses informasi serta itikad dan inisiatif pada  Dinas Sosial Kota Makassar. Berdasarkan jenis penelitiannya yang dimana menggunakan metode penelitian kualitatif, penelitian ini menyelidiki suatu fenomena sosial dan masalah manusia, penelitian ini menggunakan pendekatan studi kasus, Sumber data dalam penelitian ini meliputi: Sumber Data Primer dan Sumber Data Sekunder. Hasil Penelitian menunjukkan bahwa akuntabilitas  pelaksanaan pelayanan fakir miskin dilihat dari segi kesederhanaan, kejelasan dan akses informasi serta itikad dan inisiatif pada Dinas Sosial Kota Makassar. Pelaksanaan pelayanan fakir miskin yang dilaksanakan oleh pemerintah melalui dinas yang ditunjuk yakni dinas sosial  telah dilaksanakan sesuai Standard Operational Procedur (SOP), namun dalam pelaksanaanya masih terdapat banyak kendala, pelayanan pengentasan kemiskinan belum menyentuh akar persoalan, selama ini pemerintah masih lebih terfokus pada upaya menekan laju kemiskinan sementara akar persoalan belum ditangani secara integrated (totalitas) sehingga dari tahun ketahun kemiskinan akan tetap tumbuh.

Abstract

Accountability in providing public administration to the poor people in the Social Department of Makassar. This study was qualitative case study approach, while the instruments were the researchers themselves. This study showed that the accountability in providing public administration to the poor people had not run optimally. There were various approaches and alleviation programs for poverty that had not been able to change significantly. There was no continuous program during the official turnover. If the official was changed, then the policy would be changed, thus the programs were ineffective to minimize the poverty in Makassar. The policies and the supports were necessary from all the elements of construction and the involvement of entrepreneurs like stakeholders and community leaders. The government is necessary to take a role in uniting and bridging these issues. In addition, the strategic planning was necessary to involve society, not only as objects of development but also to be involved as the subject of development to alleviate the poverty in Makassar.

Abstract

This study examines the effect of competence and work discipline on employee performance at the Inspectorate Office of Maros Regency. The sample for this research was 80 employees who were randomly selected using a random sampling technique. Data were collected through questionnaires and analyzed using multiple linear regression. The study results a show that competence and work discipline positively and significantly impact employee performance. This shows that increasing competence and work discipline can improve employee performance. In addition, further research can be carried out using a larger sample and examining other factors that can affect employee performance. This research implies that the management must pay more attention to competency development and improving employee work discipline. The recommendation from this research is that the administration must provide training, education, and skill development to employees to improve competence, as well as provide appropriate supervision, sanctions, and rewards for employees who are not/disciplined.

Abstract

The purpose of this study was to determine the effectiveness of the performance of legislative members on community satisfaction and the factors that influence the performance carried out by legislative members in order to fulfill community satisfaction as constituents in increasing community participation. The research method used is descriptive research with a qualitative approach. Data collection techniques through observation, interviews and documentation. The data source, namely primary data, is data obtained directly by researchers from informants at the research location through interviews with legislative member informants.The results of field research show that the effectiveness of the performance of legislative members on community satisfaction is characterized by community participation in supporting every law that has been decided. This can be seen from the supporting factors of the formulation and ratification of local regulations, participation in legislative sessions, communication with constituents, responsiveness to community needs. While the inhibiting factors, namely the availability of skilled human resources, complete facilities and infrastructure, information, and experience are openly conveyed and have been optimized as they should.The findings of this study can be used as a basis for improving the effectiveness of the performance of legislative members in meeting the satisfaction of the community/constituents.

Abstract

This study aims to analyze the influence of discipline and work motivation on employee productivity at the Panakkukang District Office, Makassar City. Employee productivity is a crucial factor in achieving institutional goals, and both discipline and motivation play significant roles in enhancing work performance. This research employs a quantitative approach, using primary data collected through questionnaires and observations of employees. The analysis includes validity and reliability tests, as well as hypothesis testing using the F-test, T-test, multiple linear regression, and the coefficient of determination (R²). A total of 60 respondents were selected using the Slovin sampling technique. The findings reveal that the discipline variable has a significant positive effect on work productivity, as indicated by the t-test results (t-calculated = 7.132 > t-table = 2.002). Similarly, work motivation also significantly influences work productivity (t-calculated = 19.614 > t-table = 2.002). The F-test results show that discipline and work motivation simultaneously impact work productivity (F-calculated = 824.481 > F-table = 3.16). The multiple linear regression analysis further confirms the positive impact, with a coefficient of determination (R²) of 96.5%, meaning that the independent variables account for 96.5% of the variation in work productivity, while the remaining 3.5% is influenced by other factors not examined in this study.

Abstract

Digital transformation has become a critical requirement for Micro, Small, and Medium Enterprises (MSMEs) to strengthen competitiveness in the digital economy. This study analyzes government–community collaboration in fostering digital innovation among MSMEs in Makassar City, Indonesia. A qualitative case study was conducted through in-depth interviews, observation, and document analysis involving MSME actors, government officials, and community leaders. The findings indicate that government programs mainly provide regulatory frameworks and resource support, while communities contribute social capital, participation, and locally adaptive practices. MSMEs increasingly use digital platforms for marketing, financial management, and customer networking. However, persistent challenges remain, including limited infrastructure, uneven digital literacy, and fragmented institutional coordination. This study highlights the relevance of collaborative governance in integrating state policies with community initiatives to accelerate MSME digital transformation. The practical implications include the need for more targeted digital literacy training, the establishment of community-based innovation hubs, and long-term partnership models to ensure sustainable digital ecosystems. Theoretically, the study contributes to discussions on governance and digital innovation in developing economies by contextualizing collaborative practices within a mid-sized Indonesian city.

Abstract

Penelitian ini bertujuan untuk (1) Mengetahui “Fenomena Sleep call dalam memeilhara komunikasi interpersonal pada hubungan jarak jauh mahasiswa Univesitas Islam Makassar”, (2) Memahami faktor-faktor apa saja yang mempengaruhi mahasiswa untuk melakukan Sleep Call dalam hubungan jarak jauh.Penelitian menggunakan metode kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan dokumentasi terhadap 7 orang mahasiswa yang menjalani LDR. Analisis data dilakukan dengan pendekatan Miles dan Huberman, yang meliputi reduksi data, penyajian data, dan penarikan kesimpulan.Hasil penelitian menunjukkan bahwa sleep call berperan penting dalam menjaga komunikasi yang sehat dalam hubungan LDR. Praktik ini memperkuat empat aspek utama komunikasi interpersonal, yaitu keterbukaan, empati, sikap mendukung, dan sikap positif. Melalui sleep call, pasangan menjadi lebih terbuka dalam berbagi cerita dan perasaan, menunjukkan kepedulian emosional, memberikan dukungan moral, serta menciptakan suasana positif yang menguatkan ikatan emosional.Informan mengungkapkan bahwa sleep call menjadi waktu yang tepat untuk membicarakan keseharian, mengurangi rasa khawatir, dan menjaga keintiman emosional meski terpisah secara fisik. Meskipun sederhana, sleep call menjadi sarana penting dalam mempertahankan kedekatan psikologis dan komunikasi yang berkualitas dalam hubungan jarak jauh. Abstract

The transformation of the labor landscape driven by automation and artificial intelligence (AI) demands new, relevant, and adaptive skills from the workforce. This study aims to identify contextual and inclusive reskilling and upskilling strategies in rural areas, focusing on Bone Regency, South Sulawesi. Using a qualitative case study approach with in-depth interviews involving training providers, participants, community leaders, and local government agencies, the study finds that strengthening basic digital literacy is a critical foundation for preparing communities to navigate technological transitions. Blended learning models, the use of locally relevant media, and the involvement of community mentors have proven effective in increasing participation and comprehension. However, challenges such as limited digital infrastructure, a shortage of qualified trainers, and low training literacy persist. Multi-stakeholder collaboration among vocational training institutions, village governments, and local businesses emerges as a key strategy to expand training reach and ensure program sustainability. Locally relevant training, such as digital marketing for SMEs and online modules aligned with the national Prakerja program, shows strong potential to create new employment opportunities and enhance community competitiveness. This study recommends strengthening training infrastructure, providing continuous mentoring, and designing community-based policies as essential strategies for successful workforce transformation in the digital era. The findings contribute to Indonesia’s national human resource development agenda by offering evidence-based insights on how localized, collaborative approaches can accelerate workforce adaptation to global technological disruption.

Abstract

This study investigates public communication governance and its role in supporting the marketing of Micro, Small, and Medium Enterprises (MSMEs) in Makassar City, focusing on multi-actor collaboration, participation dynamics, and communication effectiveness. Using a qualitative approach, data were collected through in-depth interviews with government officials, MSME actors, supporting communities, and associations. Findings show a shift toward a more collaborative and participatory communication model, where MSMEs, communities, and government actors co-create strategies from planning to evaluation. The use of diverse communication channels—from social media and websites to informal networks—has improved MSMEs’ access to promotional programs, training, and policy information. Responsive feedback mechanisms and active stakeholder participation strengthen program relevance and effectiveness. However, persistent challenges remain, including digital literacy gaps, infrastructure limitations, and preferences for conventional communication. These findings underscore the need for adaptive, inclusive, and multi-layered communication strategies tailored to the diverse characteristics of urban MSMEs. The study recommends strengthening digital literacy, institutionalizing cross-sector collaboration, and conducting regular evaluations to sustain public communication innovations. By highlighting the strategic role of local communication governance, this research contributes to Indonesia’s broader agenda of enhancing MSME competitiveness and advancing an inclusive digital economy.

Abstract

The purpose of this research is to evaluate the framing of the Palestine-Israel issue by Kompas.com where the framing will be analyzed using Robert Entman's framing analysis approach. A total of 27 news contents were analyzed from 7 May to 31 May 2021 in a cross-tabulation to analyze how Kompas.com defines problems, identifies causes, makes moral judgments, and recommends actions to solve these problems. The results of this study displayed in four schemes of Robert Entman's framing analysis, starting with 1) defining the problem, i.e. how Kompas describes the problems that occur, Kompas.com provides balanced information about events starting with evictions, which led to demonstrations, followed by the Jerusalem Day parade, which led to Israeli military repression; 2) diagnosis of causes, i.e how Kompas identifies what caused the problem to occur, and the presentation of Kompas.com is comprehensive enough to discuss the causes of each event; 3) make a moral assessment, i.e. how Kompas.com packs what is right and what is wrong in the events discussed, and uses words that are quite straightforward to blame Israel in the incident; 4) recommendations for treatment or recommendations for solutions from Kompas.com that put more pressure on Israel to stop violations of human rights
