Abstract

Pembangunan panti rehabilitasi Narkotika dan Psikotropika diharapakan menjadi wadah pembinaan untuk menghentikan kecanduan/ketergantungan di bawah pengaruh narkotika, psikotropika dan obat-obatan lainnya. Penyediaan fasilitas-fasilitas fisik desain diperlukan untuk membina dan mengembalikan pengguna narkotika seperti sebelumnya; terlepas dari hukuman baik formal konstitusional maupun norma-norma susila yang tak tertulis.  Langgam arsitektur postmodern historicism sebagai pendekatan desain bangunan diharapkan mampu memberikan nuansa berbeda sebagai bentuk adaptasi secara tidak langsung terhadap residen dalam hal melakukan proses pemulihan. Dengan melihat, menetap sementara di bangunan dengan konsep tidak seperti biasanya atau dengan kata lain sebagai sesuatu yang baru, residen siap memasuki hidup yang baru pula. Tentunya dengan pelayanan baik dan perawatan yang intensif. Kompleks bangunan panti ini direncanakan pada lahan seluas kurang lebih 4,3 Ha yang terletak di Kecamatan Manggala, Kota Makassar. Pemilihan lokasi didasarkan atas perencanaan rencana tata ruang berjenis pelayanan sosial dan pemukiman. Akses mudah, pencapaian pun demikian. Panti rehabilitasi ini direncanakan bermassa, di antaranya unit medik, unit rehabilitasi psikososial, psikologi, psikoreligi dan juga unit hunian. Keenam unit tersebut dihubungkan oleh ruang luar, sekaligus ruang-ruang sosial. Secara umum, bangunan ini termasuk dalam jenis hunian dan kesehatan.The construction of the Narcotics and Psychotropic Rehabilitation Center is hoped to become a forum for guidance to stop addiction/dependence under the influence of narcotics, psychotropic substances and other drugs. Provision of design physical facilities is needed to foster and return narcotics users as before; regardless of the formal constitutional punishment and unwritten moral norms. The postmodern-historicism architectural style as a building design approach is expected to be able to provide a different nuance as an indirect form of adaptation to the residents in carrying out the recovery process. By seeing, temporarily living in a building with an unusual concept or in other words as something new, the resident is ready to enter a new life as well. Of course, with good service and intensive care. This dormitory building complex is planned on an area ofapproximately 4.3 hectares which is located in Manggala District, Makassar City. The location selection is based on the social service and settlement type spatial plan planning, as well as conseidering easy access. The rehabilitation center is planned to have several masses, including a medical unit, a psychosocial, psychology, psycho-religous rehabilitation units and also residential units. Abstract

Pada perencanaan terminal yang baik adalah yang perencanaan lokasinya secara sistem jaringan mampu berperan dalam melancarkan pergerakan sistem transportasi secara keseluruhan, dengan demikian perencanaan dan pengembangannya perlu ditata dalam satu kesatuan sistem yang terpadu. Oleh karena itu penelitian ini bertujuan untuk menganalisis lokasi perencanaan Terminal Topoyo, Mamuju Tengah, baik secara makro maupun mikro. Letak terminal sangatlah berperan, terutama dalam kaitannya dengan peran yang disandang oleh terminal bersangkutan dalam sistem jaringan rute ataupun keberadaan terminal tersebut dalam system prasarana jaringan jalan. Jenis studi ini adalah deskriptif evaluatif dengan membandingkan kriteria lokasi terminal yang ideal dengan kondisi alternatif-alternatif lokasi yang ada. Analisis terbagi menjadi dua, yaitu analisis lokasi terminal decara makro dan secara mikro. Analisis lokasi secara makro dilakukan dengan metode skoring berdasarkan tujuh kriteria lokasi terminal yang telah ditetapkan. Sedangkan untuk Analisis lokasi secara mikro, juga menggunakan teknik analisis skoring dan matriks kinerja (performance matrix)  yang merupakan representasi dari tingkat pemenuhan kriteria dari suatu alternatif yang merupakan hasil perkalian dari skor alternative terhadap variabel kriteria dengan besarnya bobot setiap kriteria. Hasil analisis makro, dengan menggunakan metode skoring dan penilaian kualitatif, maka terpilih lokasi alternatif pertama. Pada lokasi tersebut dianalisis mikro dengan juga menggunakan teknik analisis skoring dan matriks kinerja (performance matrix)  maka diperoleh hasil pada Lokasi 1 (nilai 87.397)  ditetapkan sebagai lokasi terbaik dalam pembangunan terminal di Kabupaten Mamuju Tengah dibandingkan dengan lokasi alternatif 2 yang hanya memiliki nilai 84.613

Abstract

Tujuan penelitian ini adalah untuk mendesain Rumah Susun yang layak huni bagi Buruh PT KIMA Makassar melalui pendekatan yang humanis, sejalan dengan kebutuhan kaum buruh sehari-hari untuk beristirahat, sekaligus memaksimalkan potensi perancangan tapak yang menunjang interaksi sosial dan rekreasi. Pemilihan lokasi Rumah Susun berada di dalam kawasan PT KIMA yang dapat ditempuh berjalan kaki sehingga dapat menunjang produktivitas kerja serta memberikan waktu lebih banyak untuk berinteraksi dengan keluarga. Material yang digunakan adalah kontainer bekas sebab ketersediaannya yang cukup banyak dan kemudahan dalam proses pembangunannya serta memiliki bentuk yang dapat disusun secara modular. Perancangan yang humanis terhadap material kontainer ini dicapai melalui perancangan ruang-ruang yang menunjang kenyamanan akses, kenyamanan termal, dan interaksi sosial. Massa bangunan ditata agar mampu memaksimalkan pengkondisian iklim mikro secara alami. Pada unit-unitnya dirancang dengan memaksimalkan bukaan untuk pencahayaan dan penghawaan alami, serta dengan sistem insulasi menggunakan material glass wool. Ruang-ruang diatur agar memungkinkan interaksi sosial. Ruang-ruang terbuka dan komunal dioptimalkan, seperti pada area selasar dan taman-taman di dalam tapak.The purpose of this research is to design a decent housing for PT KIMA Makassar laborers through a humanistic approach, in line with the needs of the daily laborers to rest, while maximizing the potential of site design that supports social interaction and recreation. The selection of flats location is within PT KIMA area which can be reached on foot so that it can support work productivity and give more time to interact with family. The material used is used shipping container because of its considerable availability and ease of construction process as well as has a form that can be arranged in modular. The humanist design of the container material is achieved through the design of spaces that facilitate access comfort, thermal comfort, and social interaction. Building masses are designed to maximize microclimate conditioning naturally. The units are designed to maximize openings for natural lighting and cross ventilation, as well as with insulation systems using glass wool material. Spaces are arranged to allow for social interaction. The open and communal spaces are optimized, as in the lobby area and the gardens within the site.

Abstract

Kecelakaan lalu lintas dijalan raya merupakan penyumbang angka kematian terbesar di dunia. World Health Organization (WHO) mencatat hampir 3.400 orang meninggal di jalan dunia setiap hari. Puluhan juta orang terluka setiap tahun. Anak, pejalan kaki, pengendara sepeda dan orang tua paling rentan dari pengguna jalan. Secara umum Kepolisian Republik Indonesia mencatat 98.419 kecelakaan pada tahun 2017. Pelaporan oleh polisi dan keakuratan laporan polisi akan memastikan penentuan pengelompokan penyebab terjadinya kecelakaan dan dengan demikian akan memungkinkan penyusunan daftar penyebab sebagai sesuatu yang berpengaruh pada terjadinya kecelakaan. Hal ini dilakukan dengan menyusun jumlah data kecelakaan pada lokasi tertentu dan jenis cedera kecelakaan atau sistem pembobotan (Asian Development Bank, 1998: 42). Untuk menganalisis setiap permasalahan yang ada, langkah pertama adalah membawa pengetahuan ke data yang ada. Penemuan pengetahuan dimulai pada lingkungan tingkat dan pengumpulan data dari sumber data. Mencermati data, tujuan dapat disesuaikan, dan berdasarkan tujuan data target dapat dipilih. Sulawesi selatan sebagai salah satu provinsi dengan jumlah pergerakan antar wilayah yang cukup padat. Dengan intensitas pergerakan yang sibuk, tidak sedikit kecelakaan lalu lintas yang terjadi. Tulisan ini menganalisis statistic kecelakaan dilihat dari potensi kecelakaan, lokasi rawan kecelakaan, accident rate,  serta kerugian yang ditimbulkan akibat kecelakaan lalu lintas.

Abstract

Tujuan penelitian ini adalah untuk mengetahui bagaimana kebutuhan fasilitas sisi laut pelabuhan pada rencana pembangunan terminal khusus CNG PLTGU Lombok Peaker. Untuk mengetahui kebutuhan fasilitas pelabuhan terlebh dahulu dianalisis kebutuhan listrik, jumlah gas yang dibutuhkan untuk memproduksi listrik, jenis kapal yang digunakan untuk mengangkut gas tersebut, perencanaan terminal khusus dengan analisis proyeksi volume bongkar muat, dan frekuensi kunjungan kapal di terminal khusus. Selanjutnya dilakukan analisis kebutuhan fasilitas laut atau sisi perairan.

Abstract

Palopo City is a member of the Indonesian Heritage City Network (JKPI) and has been directed by the government as a Heritage City. Lalebbata is an important space in the history of Palopo City. In this area, the pulse of the economy, socio-culture and religiosity of the Palopo people begins. The intertwining of these three aspects is symbolized by the existence of the market – as the center of crowds, the Kedatuan Palace of Luwu and the Old Mosque of Palopo City. Lalebata as one of the historical areas needs efforts to be structured as an effort to revive activities in this area as well as as an effort to protect, including controlling the development of the area so as not to lose its historical identity. The Regional Regulation of the City of Palopo on Cultural Heritage mandates that the spatial pattern of the Cultural Conservation Area is stipulated in the Batupasi Sub-District. The management plan for this cultural heritage area includes the revitalization of cultural heritage, as well as the preservation and maintenance of historical buildings as well as being directed as a Trade and Service Allocation Area, particularly as a shopping center and public open space. This paper aims to produce a planning concept and arrangement of the Lalebbata Area in Batupasi as a Center of Heritage as well as a public space in Palopo City. The method used is a participatory approach to the residents living around the site, to explore potential and problems, as well as to review policies related to planning and arrangement that will be carried out. The result of this paper is the area planning concept by dividing the area into several functions such as commercial space, public and pedestrian space, green area/parks/sclupture, plaza, exhibition space and museum.

Abstract

The safety aspect, especially the fire disaster, is essential for Makassar City because of its role as a metropolitan city and a center of activity in the Eastern Indonesia Region. The dense population and activities make Makassar City vulnerable to fires. A vulnerability assessment can assist in urban disaster management, especially in highlighting areas of fire disaster mitigation.Based on this urgency, this study aims to identify fire-prone areas in Makassar City. This study examines the fire vulnerability of Makassar City from population density, building density, frequency of previous fire events, fire fires, distance to the availability of clean water, and dangerous buildings. Fire susceptibility criteria are based on stakeholder assessments involving disaster experts, city planners, and firefighters through the Analytical Hierarchy Process. Spatial assessment using multi-criteria analysis through the Simple Additive Weighting method, which is integrated with the Geographic Information System to allow spatial weighting. The study results show that the western and northern parts of Makassar City are very prone to fires. This area is an early development area for Makassar City, characterized by a dense population and buildings with various activities.

Abstract

At the end of 2021 Kambo was selected as the Top 100 Indonesian Tourism Village Award (ADWI) 2021 by the Ministry of Tourism and Creative Economy. This proves that Kambo has huge tourism potential. However, this potential has not been managed properly. This can be seen from the absence of management and governance of tourism activities carried out by the local community. Kambo also does not have planning documents related to tourism development, either in the form of an academic manuscript or a master plan. Even the things discussed and determined at the sub-district level musrembang have not accommodated these, while in fact, these documents are very important to be a guideline for planning and developing tourism. For this reason, the Palopo Urban Forum with Andi Djemma University took the initiative together with a number of volunteers from various communities, institutions and professions, taking a role to participate in assisting the residents of Kambo in identifying problems, mapping potential and designing places, through the Placemaking Workshop. The Placemaking Workshop is broadly a tourism planning with a participatory approach so as to provide space and opportunity for the people of Kambo to tell stories about their village, knitting history, describing the area, explaining existing problems, expressing hopes and aspirations, and making concepts and plans together. The people of Kambo are the holders of the right to the future of their own territory. Therefore, they are really in charge of the vision, planning, activities and efforts to control their own living space.

Abstract

At least 617 cases of fire disasters were recorded in Balikpapan City from 2010 to 2020. In response, fire disaster mitigation is still a problem, especially in dense residential areas and unclean environments. One of the sub-districts with the characteristics of dense settlements and a history of fire incidents is Karang Rejo Village. This condition can be an obstacle in disaster mitigation. Therefore, it is necessary to identify appropriate mitigation efforts for this sub-district. Vulnerability assessment can be an essential first step to reducing the impact and losses of a fire disaster. The purpose of this study is to formulate fire disaster mitigation based on the level of vulnerability in Karang Rejo Village, Central Balikpapan District, using the spatial multi-criteria analysis method. The research results obtained are structural fire disaster mitigation at low, medium, and high vulnerability by mitigating aspects of building density, percentage of built-up areas, building materials, the width of access roads, availability of water reservoirs, availability of vacant land, the portion of households working in the informal sector, and the ratio of poor people.

Abstract

Perkembangan jumlah kendaraan yang pesat di kota Makassar tidak diimbangi oleh pembangunan infrastruktur perkotaan khususnya pada sektor transportasi sehingga menimbulkan kemacetan, oleh karena itu dibutuhkan langkah-langkah strategis untuk menyelesaikan permasalahan tersebut salah satunya dengan mengembangkan transportasi alternatif dengan melihat potensi yang ada. Kota Makassar memiliki kanal Jongaya dan Panampu yang letaknya berada ditengah kota, membelah kota Makassar dari utara hingga selatan dan berfungsi sebagai drainase perkotaan. Penelitian ini bertujuan untuk mengungkap potensi dan masalah pada kanal jongaya dan panampu dalam perspektif pemanfaatannya sebagai transportasi air perkotaan, dan juga melihat hubungannya dengan moda transportasi lainnya dengan menentukan titik perhentian atau halte pada jalur kanal. Analisis yang digunakan dalam penelitian ini yaitu analisis kelayakan pelayaran kanal, analisis SWOT untuk kondisi lingkungan kanal, dan analisis penentuan lokasi halte. Dari hasil analisis tersebut dihasilkan beberapa kesimpulan yang akan menjadi rekomendasi atau arahan yang harus dilakukan sebelum melakukan kegiatan perencanaan transportasi pada kanal jongaya dan panampu Kota Makassar.  The rapid growth in the number of vehicles in the city of Makassar is not matched by the development of urban infrastructure especially in the transport sector, causing traffic jam. Therefore, it takes strategic steps to resolve these problems, one of them by developing alternative transportation by seeing the potential that exists. Makassar has Jongaya and Panampu canal that is located in the center of the city, divides the city from north to south and serves as urban drainage. This study aims to uncover the potential and problems of the Panampu and Jongaya canal in perspective of it’s utilization as urban water transport, and also to see the relationship with the other transport modes by defining stop spots on the canal path.  The analysis used in this research are, feasibility analysis of the canal for shipping, SWOT analysis for the environmental contition of the canal, and siting analysis for stops location. From this analysis, produced some conclusions that will become a recommendation or a referral that must be followed prior to the transportation planning activities in Panampu and Jongaya canal in Makassar.
