Abstract

Sustainable economic growth requires structural transformation to enhance the competitiveness of leading sectors in a region. This research aims to analyze the structural transformation of Palu City's economy from 2019 to 2024 using Location Quotient (LQ) and Shift-Share Analysis (SSA) analytical tools. The research results show that sectors such as Construction, Wholesale and Retail Trade, and Information and Communication have LQ values greater than 1 and contribute significantly to Palu City's GRDP. Conversely, the Agriculture and Manufacturing sectors reflect challenges in maintaining competitiveness. Results from Shift-Share Analysis reveal that the Information and Communication, Trade and Construction sectors remain the main pillars in post-disaster economic recovery, despite decreases in some components. This research contributes to understanding Palu City's economic transformation and provides a foundation for more effective economic development policies.

Abstract

Economic growth measures the progress of a region. In Palu City, economic development is influenced by various factors, including total of MSMEs, population, and workforce. MSMEs play a role as driver of the local economy, while the total of population and workforce reflects the potential of human resources that can contribute to economic growth. The purpose this study is analyze the relationship between the total of MSMEs, population and workforce with economic growth in Palu City in 2019-2023. The research method uses quantitative approach with correlational associative research type. The analysis method uses Pearson Correlation. The results of the analysis show that the total of MSMEs has positive but insignificant correlation with economic growth, with low level of closeness, the total of population has positive but insignificant correlation with economic growth, with moderate level of closeness and the workforce has a positive but insignificant correlation, with moderate level of closeness with economic growth.

Abstract

The aim of this research is to determine the effectiveness of ZISWAF fundraising through QRIS media for the income of institutions in Wahdah, the inspiration for zakat, Makassar city. The research method used in this research uses a qualitative method using a phenomonological approach to see the phenomena that occur in institutions and society with the existence of QRIS media as a fundraising tool at Wahdah zakat inspiration. The results of the research show that collecting funds through QRIS is quite helpful in making transactions easier for people who want to pay zakat or want to donate to the Wahdah Inspiration Zakat city of Makassar. It's just that with the existence of QRIS media, there are still many people who don't trust collecting through QRIS media and don't even know how to do it. its operation. QRIS media has not had a big impact on fundraising because people who donate large amounts use mobile banking and there is a lack of funds generated through QRIS so it can be said to be ineffective.

Abstract

Development inequality is an important issue that affects the society and economic stability of a region. This study aims to analyze regional development inequality in the districts/cities of Central Sulawesi Province during the 2018-2022 period. The analysis used is quantitative descriptive analysis using secondary data and the Williamson Index analysis method as a measuring tool to assess the level of inequality between regions. The data analyzed included Gross Regional Domestic Product (GRDP) in each district/city of Central Sulawesi Province. The results showed that the Williamson index calculation of the level of regional development inequality in Central Sulawesi Province was 0,97, which indicated a high level of inequality. However, in 2022 there was a decrease in the Williamson Index to 0,46. Nevertheless, the level of inequality between districts/municipalities in Central Sulawesi Province is still categorized as high. This decrease in the Williamson Index indicates an improvement in the distribution of development, but more intensive efforts are still needed to achieve a more effective development balance from the local and central government to reduce development inequality.

Abstract

This research aims to find out how much Palm Sugar Craftsman earn per month in Makmur Village, the research method is the method used in this research is the qualitative descriptive analysis method. By using primary data sources and secondary data. Data analysis in this research uses the income and revenue analysis method. Based on the results of research in Makmur Village the conclusion is that the income or profit results were IDR 1.098.335. From the receipt of IDR 1.710.000 from sales of Palm Sugar for ninenty pieces of Palm Sugar for a month, valued at eighteen thousand rupiah, the total costs of IDR 611.665 was obtained from fixed costs plus variable costs. To get income or profit, use TR-TC or 1.710.000-611.665 so you will get a result of IDR 1.108.335. The results of the R/C Ratio analysis show that the Palm Sugar business in Makmur Village provides profits with an R/C value shows that the Palm Sugar business in Makmur Village, Palolo District is worth running.

Abstract

This study originates from the issue of weak human resource development (HRD) among productive teachers in Palu City, characterized by an imbalance between the number of productive teachers and the ideal needs, resulting in a heavy workload that diminishes motivation for self-development. The comfortable status of teachers as civil servants and their financial stability through regular salaries and professional allowances further weaken both internal and external incentives to improve competencies. In contrast, the absence of economic incentives, rewards, or sanctions related to professional development activities reduces teachers’ commitment to responding to the evolving demands of vocational education. The study aims to analyze HRD among productive teachers using Swanson’s theoretical framework, which consists of three levels of analysis: individual, process, and organizational. A qualitative approach is employed to understand how individual motivation, capacity, readiness to develop, learning processes, and organizational policies influence teachers’ competency development. The findings indicate that the application of Swanson’s framework has not operated effectively due to fundamental weaknesses at the individual level, which hinder the optimal functioning of learning processes and organizational support. Overall, HRD among productive teachers in Palu City has not aligned with Swanson’s principles, highlighting the need for policy interventions in teacher staffing, strengthened professional development incentives, and the cultivation of an organizational culture that promotes continuous learning.

Abstract

Purpose: This study investigates the effectiveness of the Cheap Market Program initiated by the Trade and Industry Office of Palu City in enhancing the purchasing power of lower-middle-income communities. The program acts as a local government intervention to control the rise in basic commodity prices, especially during festive seasons and economic instability. Methodology/approach: A qualitative descriptive approach was used, involving data collection through observation, interviews, documentation, and a Likert-scale questionnaire. The instrument was based on Campbell’s five indicators of effectiveness and distributed to 30 program beneficiaries. Results/findings: The program was found to positively influence household purchasing power, particularly by offering affordable prices and ensuring staple goods availability. 63.3% of respondents rated the program as very effective, and 36.7% as effective. However, implementation challenges remain, including limited stock, long queues, and uneven information dissemination. Conclusion: The Affordable Market Program in Palu City is effective in improving community purchasing power by providing subsidized essential goods. Despite limitations in coverage and resources, the program delivers meaningful economic benefits and should be sustained with improved targeting and coordination. Limitations: The study is context-specific to Palu City and involves a limited number of respondents, thus restricting generalizability and statistical inference. Contribution: The study contributes to the discourse on local government social welfare initiatives by providing empirical evidence of program effectiveness and offering recommendations to improve policy design and implementation.

Abstract

Penelitian ini bertujuan untuk menganalisis Pengaruh Tingkat Pengangguran Terbuka (TPT) dan Pertumbuhan Ekonomi Terhadap Tingkat Kemiskinan di Provinsi Sulawesi Tengah Tahun 2019–2024. Penelitian ini menggunakan metode kuantitatif dengan pendekatan analisis data panel yang menggabungkan data time series dan cross section dari 13 kabupaten/kota. Data sekunder diperoleh dari Badan Pusat Statistik (BPS) Provinsi Sulawesi Tengah, dan dianalisis menggunakan perangkat lunak EViews 12 dengan model Fixed Effect Model (FEM) sebagai model terbaik berdasarkan hasil uji chow dan uji hausman. Hasil penelitian menunjukkan bahwa secara simultan, variabel tingkat pengangguran terbuka dan pertumbuhan ekonomi berpengaruh signifikan terhadap tingkat kemiskinan dengan nilai F-statistik sebesar 198,5062 dan Prob(F) = 0,000000 < 0,05. Secara parsial, tingkat pengangguran terbuka berpengaruh positif namun tidak signifikan terhadap kemiskinan, dengan nilai koefisien 0,0163, sedangkan pertumbuhan ekonomi berpengaruh negatif dan signifikan terhadap kemiskinan dengan koefisien –1,4678. Nilai R² sebesar 0,977833 menunjukkan bahwa sebesar 97,78% variasi tingkat kemiskinan dapat dijelaskan oleh kedua variabel tersebut. Hasil ini menegaskan bahwa peningkatan pertumbuhan ekonomi berperan penting dalam menurunkan tingkat kemiskinan di Provinsi Sulawesi Tengah, sementara penurunan pengangguran terbuka perlu dioptimalkan melalui penciptaan lapangan kerja produktif dan pertumbuhan ekonomi yang inklusif.

Abstract

Pendapatan Asli Daerah (PAD) menjadi sumber utama pembiayaan pembangunan daerah, satu diantaranya berasal dari retribusi pasar mingguan. Potensi pasar mingguan Kota Palu cukup besar, namun kontribusinya terhadap PAD belum optimal karena rendahnya kepatuhan pedagang, lemahnya sistem pemungutan, serta keterbatasan sarana prasarana. Penelitian ini bertujuan menganalisis pengelolaan retribusi pasar mingguan, mengidentifikasi kendala utama, dan merumuskan strategi peningkatan PAD. Metode yang digunakan adalah deskriptif kuantitatif dengan analisis SWOT, melalui data sekunder dari Dinas Perdagangan dan Perindustrian Kota Palu serta observasi lapangan. Hasil penelitian menunjukkan bahwa kekuatan utama pasar mingguan terletak pada lokasi strategis, jumlah pedagang yang cukup besar, dan tarif retribusi yang terjangkau. Sementara kelemahan muncul pada aspek sarana prasarana, transparansi pemungutan, dan belum adanya digitalisasi. Peluang pengembangan pasar masih terbuka lebar melalui dukungan pemerintah, penerapan e-retribusi, serta potensi wisata belanja lokal. Namun, ancaman eksternal berupa persaingan pasar modern, rendahnya minat generasi muda menjadi pedagang, dan faktor lingkungan tetap perlu diantisipasi. Rekomendasi utama penelitian ini adalah peningkatan fasilitas pasar, digitalisasi sistem retribusi, serta penguatan promosi dan pengawasan, agar pasar mingguan di Kota Palu mampu menjadi sumber PAD yang lebih produktif dan berkelanjutan.

Abstract

This study aims to analyze the influence of road and electricity infrastructure on economic growth in Central Sulawesi Province from 2019 to 2023. The descriptive research method uses secondary data from 13 districts/cities in Central Sulawesi Province. This study uses panel data regression analysis. The results show that road infrastructure and electricity infrastructure have a positive and significant effect on economic growth in Central Sulawesi Province. Positive values ​​​​in both variables indicate that each percentage increase in road infrastructure and electricity infrastructure will increase economic growth by less than 1 percent. The greater the development of road infrastructure and electricity infrastructure, the greater the rate of economic growth in Central Sulawesi Province. Road infrastructure encourages smooth economic activities, while electricity infrastructure contributes to increasing GRDP through increased productivity and economic activity in various sectors.
