Abstract

Recognition and protection towards customary law communities in Kampar Regency are inevitable, remembering that the existence of these communities far before the establishment of this nation. A very progressive response was issued by the Regent of Kampar by Forming Registration Team for The Establishment of Customary Law Communities, Customary Territory, and Customary Forests in Kampar Regency. The Registration Team came from local government organizations, national land agencies, academicians, ministries element, non-governmental organization, and customary community institution shows collaboration that involves state actors. This collaboration successfully initiates the acknowledgment toward customary law communities and customary law with the release of Regent Decree in some areas under the Kampar Regency. This study uses a qualitative method with the type of phenomenological research. This collaborative governance is initiated by NGOs that focus on the environment and sustainable development. dominance is still found in the implementation of duties, the unequal power / authority of all parties, conflicts of interest, political will from regional heads and communication and coordination issues are still major obstacles.

Abstract

The level of traffic violations in Indonesia is considered very high, especially in big cities such as Pekanbaru City. Along with the increasingly advanced development of technology and information, the Indonesian Police developed an information system supported by network or website-based software with the help of electronic equipment called electronic ticketing (E-Tilang)/ETLE. This aims to achieve a relevant ticketing process that enables the dissemination of information to every member of the police. The presence of this national electronic ticket is to improve public security and safety programs on the highway. National ETLE detects all vehicles, both two-wheeled and four-wheeled, that do not comply with traffic rules. The research method used is a qualitative approach with descriptive explanations. The types of data are primary data and secondary data. Primary data is obtained from the results of direct observation and interviews with someone (informant), while secondary data is data that supports or strengthens primary data. Data collection techniques through interviews and documentation. The data analysis technique used is the data collection technique from Miles and Huberman. The research results show that the implementation of electronic tickets for traffic violations in the jurisdiction of the Riau Regional Police through (ETLE) has not been optimal in dealing with traffic violations on the highway, because (ETLE) can only detect certain types of violations. Apart from that, the application of ETLE cannot be carried out on drivers or owners of motorized vehicles who do not confirm traffic violations involving vehicles detected by ETLE cameras either directly by visiting the ETLE Command Post or online so they cannot be subject to fines. ETLE also cannot take action against motorized vehicles that use vehicle registration numbers that do not match the motorized vehicle registration number registered with Samsat. Abstract

n this law, it is explained that road traffic and transportation have a strategic role in supporting national development and integration as part of efforts to advance general welfare as mandated by the 1945 Constitution of the Republic of Indonesia. Supervision according to Sastrohadiwirjo (2012) is a process in a series activities to ensure that a job can be carried out well with the plan that has been implemented and the stages that must be passed. This research was carried out at the Riau Province Transportation Service in the Road Traffic sector. The aim of this research is to determine the supervision of the Riau Province Transportation Service in dealing with vehicles that are Over Dimension Over Loading. The type of research used is descriptive qualitative. Qualitative research is a research method that directly describes phenomena that occur in the research object. The data obtained from this research is by interviews, observation and documentation. The research results show that it can be concluded that the implementation of Over Dimension Over Loading monitoring is already underway, but cannot be said to be optimal. The inhibiting factors in the implementation of Over Dimension Over Loading supervision by the Riau Provincial Transportation Service are the limited human resources involved directly in the field, the monitoring budget is insufficient, there are no goods transport rates so there are still many violations and the lack of good coordination between the Provincial Transportation Department Riau with the police and related agencies. Abstract

Government Regulation Number 17 of 2018 concerning Subdistricts in carrying out the duties of the Subdistrict Head in the Administration of Government where Article 10 point c states that the Subdistrict Head in leading the Subdistrict is tasked with coordinating efforts to maintain peace and public order. Coordinating the implementation of peace and public order includes responsibility, processes, regular arrangements, unity of action and coordination goals. The purpose of this research is to find out how coordination is carried out by the sub-district head in maintaining peace and public order in Tuah Madani District, as well as finding out what the inhibiting factors are in coordinating the implementation of peace and public order in Tuah Madani District in 2021-2022. This research uses qualitative methods, descriptive research type, conducted in Tuah Madani District, using primary data and secondary data, data collection techniques namely interviews and documentation. The results of the research show that the implementation of coordination carried out by the Tuah Madani sub-district head with the police, traffic division heads, religious leaders, RT/RW, and the community has been carried out but has not been optimal in discussing matters related to peace and public order. Factors that influence the implementation of coordination by the sub-district head regarding peace and public order are the lack of discussion regarding peace and public order in the Tuah Madani District work plan, and the lack of participation from the community in implementing the environmental security system (Siskamling) which should require an active role from all parties related to this matter. maintain peace and public order. Abstract

Handling of roadside parking is a problem in the community where parking rules have not been implemented and implemented properly because there has not been regular guidance and supervision of parking in the city of Pekanbaru so that it has an impact on the community and revenues for the region's original income. Pekanbaru is still found to have parking violations through the Pekanbaru City Parking Technical Implementation Unit as an implementing element of parking handling, of course, carrying out parking handling cannot be separated from guidance and supervision so that roadside parking activities in Pekanbaru City run according to applicable regulations. The purpose of this study was to determine the inhibiting factors for the Parking Technical Implementation Unit of the Pekanbaru City Transportation Service in the Guidance and Supervision of Parking in the City of Pekanbaru. The research method used is a qualitative method with data collection techniques through observation, interviews and documentation. The results of the study show that the guidance and supervision of parking in Pekanbaru City has not been carried out optimally by the Pekanbaru City Parking Technical Implementation Unit where there are still parking officers who have not applied parking retribution fees in accordance with applicable regulations, there are no strict sanctions for illegal parking users, there are no activities data collection and supervision for every parking lot in the city of Pekanbaru, causing concern for the parking service user community. However, the authors suggest that the Pekanbaru City Parking Technical Implementation Unit conducts guidance and supervision of parking activities, collects data and supervises parking locations in Pekanbaru City every working day, provides strict sanctions for parking officers who violate the rules, especially increasing parking fees, and imposes sanctions. for parking attendants who do not wear parking uniforms and parking tickets, as well as collaborating with the community in accommodating community input suggestions regarding parking in Pekanbaru City. Abstract

This research was carried out in Kuantan Mudik District, Kuantan Singingi Regency to find out several things. Kuantan Mudik District, which has 23 villages and its capital city, namely Lubuk Jambi, has a lot of natural and economic potential to advance regional development. This of course requires planning for the development of facilities and infrastructure from the government. This research uses qualitative research methods, using two data source methods, namely primary data and secondary data. Primary data was obtained using interviews and documentation. And Secondary Data was obtained using books, journals, theses, laws, Home Affairs, Regional Regulations, and also social media and official websites. The results of this research show that it is not yet fully effective. In implementing the stages, the sub-district has formed a team to organize the Musrenbang, held MusrenbangDes in all villages in the Kuantan Mudik sub-district, conducted a pre-district Musrenbang before the implementation of the Musrenbag at the sub-district level. Then in the evaluation section of plan implementation, of course the level of participation is very influential in implementing Musrenbang. However, the results of this research still contain several shortcomings, such as some participants who were unable to attend due to livelihood obstacles, and also many community proposals that were not fully accommodated. Abstract

In this research, there are several problematic phenomena raised in 2022 regarding Government Law Enforcement regarding the Implementation of Nightlife in Pekanbaru City in 2022 regarding the public's unrest regarding the "Gold Dragon" nightlife venue which is still operational until the early hours of the morning and has committed many violations of regulations. Pekanbaru City Regional (PERDA) Number 13 of 2021 concerning Public Order and Community Peace. So the public asks the Civil Service Police Unit (Satpol PP) and the Government to carry out strict and intensive supervision in monitoring the abundance of nightlife in Pekanbaru City which is currently thriving. So this role is of course the authority of the Government for Satpol PP in supervising and implementing applicable law enforcement. Not only that, the imposition of sanctions, administrative fines, revocation of business permits for business owners (night entertainment) must be even stricter and the sanctions greater in order to have a deterrent effect on these business actors. This research is descriptive research with a qualitative approach. The types of data used are primary data and secondary data, primary data is obtained directly from informants, while secondary data is data that supports or strengthens primary data. Data collection techniques were carried out by means of interviews and documentation. The results of this research show that Government Law Enforcement and the Implementation of Satpol PP's duties in controlling night entertainment businesses in the City of Pekanbaru, especially the "Gold Dragon" night entertainment, are running as they should, but there are deficiencies in the work process carried out by the Pekanbaru City Satpol PP starting from the actions taken. continuation of the reports received, there is a lack of supervision over night entertainment, so the Government's role in enforcing existing laws must be stricter, starting from Revocation of Licenses or Sealing of Businesses, Imposing Sanctions, and Administrative Fines. Abstract

The problems that occur in the motorized trishaw public transportation in Selat Panjang city occur due to the emergence of the phenomenon of motorized pedicabs which are mushrooming in the Selat Panjang city and become one of the sources of livelihood for the people of Selat Panjang. This motorized rickshaw has not received more attention from the Selat Panjang City Transportation Agency government agency. Motorized rickshaws in Selat Panjang need attention from related parties because these motorized rickshaws can cause problems that cannot be underestimated, such as traffic accidents, due to a lack of safety standards and passenger safety standards and other matters related to safety when driving in public road. This motorized rickshaw is an alternative transportation that really helps people in the city of Selat Panjang with a cheap and fast fare, so many people choose to use a motorized rickshaw to move from one place to another. Therefore it is necessary to have clear regulations to regulate motorized rickshaws, so that this phenomenon can be minimized. The results of this study show how the role of the Department of Transportation is in controlling and optimizing the phenomenon of motorized rickshaws in the Long Strait. The theory used is the role theory of Biddle and Thomas in Sarwono (2015: 218). This research uses a descriptive method with a qualitative approach. The data analysis technique uses the Sugiono method (2013). The results of this study indicate that the role of the Department of Transportation in licensing motorized pedicab road transport has not gone well. the reason is the lack of coordination between the Department of Transportation, the Police and the Regional Government so that the goals to be achieved have not been realized. Therefore, the researchers suggest that the Meranti Islands Regency Transportation Service coordinate with the police and the Regional Government and carry out routine outreach to motorized pedicab drivers and provide strict action to violators of existing rules. Abstract

In this research there is a problem phenomenon raised regarding Government Law Enforcement, there is public unrest regarding the activities of Lesbian, Gay, Bisexual and Transgender (LGBT) people who are proven to have violated Pekanbaru City Regional Regulation Number 13 of 2021 concerning Public Order and Community Peace Article 31 acts that violate norms and decency in public places. So the public demands government law enforcement by the Pekanbaru City Civil Service Police Unit (Satpol PP) and the Government. In efforts to enforce government law against Lesbian, Gay, Bisexual and Transgender (LGBT) activities, the Pekanbaru City Civil Service Police Unit (Satpol PP) adheres to Regional Regulation Number 13 of 2021 concerning Public Order and Community Peace. There are limitations in enforcing this Regional Regulation, namely the absence of a specific chapter regarding Lesbian, Gay, Bisexual and Transgender (LGBT), making Government Law Enforcement limited. Therefore, it is hoped that more optimal control and guidance will have a deterrent effect on perpetrators of these irregularities. This research is descriptive research with a qualitative approach. The types of data used are primary data and secondary data, primary data obtained directly from sources, with secondary data namely supporting data or strengthening primary data. Data collection techniques were carried out by means of interviews and documentation. The results of this research show that Government Law Enforcement and the implementation of Satpol PP's duties in controlling Lesbian, Gay, Bisexual and Transgender (LGBT) activities have been running according to the applicable Standard Operating Procedures (SOP), however there are obstacles by the Pekanbaru City Satpol PP starting from the difficulty identification, as well as perpetrators who fled before being caught in raids, so that the government's role in enforcing existing laws must be stricter with the existence of regional regulations, starting from controlling and sexual development.
