Abstract

Tungku Tigo Sajarangan is a form of leadership in Minangkabau. Tungku Tigo Sajarangan consisting of niniak mamak, alim ulama and cadiak pandai is an formal leadership in the governance system of West Sumatera. With the rapid development of the times, this Tungku Tigo Sajarangan must carry out its duties and functions in protecting the future of Minangkabau culture and Nagari Citizens. This study aims to determine the implementation of the function of the Tungku Tigo Sajarangan in the village the implementation of the function of the Tungku Tigo Sajarangan in Tanjung Bonai District Noeth Lintau Buo District is not going well. This happened due to several factors such as the lack of support from the Nagari Government and the lack of collaboration between the Nagari Government and a traditional institution called Kerapatan Adat Nagari (KAN).of Tanjung Bonai Lintau Buo Utara District and to find out what factors hinder the implementation of the function on Tungku Tigo Sajarangan. This research uses descriptive research type. Data collection techniques are observation, interviews and documentation. The data analysis technique in this study was carried out qualitatively. Abstract

At this time in the city of Pekanbaru, there have been many scattered café businesses that are used as one of the places to visit the community to relax and socialize. So not a few entrepreneurs are interested in establishing a café business. Efforts that must be considered and understood first by business actors are to take care of the café business license they have in order to obtain a permit from the local government. To take care of the permit, there are processes or stages that have been implemented by the government as stated in the Regulation of the Mayor of Pekanbaru Number 78 of 2022 concerning the Implementation of Business Licensing in the City of Pekanbaru. In the regulation, it is explained that the management of low-risk business licenses, in this case the café business, the licensing is carried out online by preparing several documents in the form of KTP, BPJS, NPWP and email through the OSS Institution to get a Business Identification Number (NIB) as a sign that the business can run. This research is a descriptive research with a qualitative approach, the types of data used are primary data and secondary data, primary data is obtained directly from sources, with secondary data, namely supporting data to strengthen primary data. Data collection techniques are carried out by means of interviews and documentation. The results of this study show that the governance of café business licensing in Pekanbaru City has run optimally because all licensing processes managed by DPMTPSP run in a transparent and systematic manner by DPMPTSP, but it is necessary to increase socialization related to café business licensing to café business actors in Pekanbaru City because there are still many café business actors who do not have a business license and do not obey the rules or do not prioritize regulations that have already taken place.The inhibiting factors are the lack of public awareness, the level of public concern and compliance with existing laws and the level of the community's economy. Abstract

Rapid developments in maritime transportation have increased the number of people traveling and transporting goods between regions. To balance this increase, transportation providers need to provide a service with optimal value intended for passengers and goods. A number of regulations have been implemented, including "Regulation of the Minister of Transportation of the Republic of Indonesia Number PM. 39 of 2015 concerning Standards for Ferry Transport Passenger Services. Passengers are individuals who use transportation, such as planes, trains, buses, or other types of transportation. At the Selari River Crossing Port in Bengkalis Regency, Riau Province, which serves the Air Putih - Selari River route, there is congestion, especially on weekends when people choose to make the crossing to Bengkalis Island. Passenger services at this port should meet service standards regulated by statutory regulations so that port activities can run well.lari Crossing Port UPT, Bengkalis Regency. The data used in this research is divided into two types, namely primary data collected through purposive informant selection techniques, and secondary data in the form of supporting information related to passenger services. Data collection techniques involve interviews and documentation. The data analysis was carried out using qualitative analysis methods.The results of this research indicate that the implementation of the 2023 Selari-Air Putih River Crossing Harbor Passenger Transport Service Policy in Bengkalis Regency has not gone well and, there are still several service aspects that need to be improved and improved further. However, in reality there are several aspects of service to passengers whose categories do not comply with applicable regulations. The research approach that was chosen was a qualitative approach with the type of research being descriptive. This research was carried out at "UPT White Water-Sungai Selari Crossing Port, Bengkalis Regency". The data used in the scope of this research is divided into two types, namely primary data which is collected using purposive informant selection techniques, and secondary data in the form of supporting information related to passenger services. Data collection techniques involve two things, namely interviews and documentation. The data analysis was carried out using qualitative analysis methods. The results of this research provide an indication that the implementation of the 2023 Selari-Air Putih River Crossing Harbor Passenger Transport Service Policy in Bengkalis Regency has not gone well and, there are still several service aspects that need to be improved and improved further. Abstract

In this research, there are several problematic phenomena raised in 2022 regarding Government Law Enforcement regarding the Implementation of Nightlife in Pekanbaru City in 2022 regarding the public's unrest regarding the "Gold Dragon" nightlife venue which is still operational until the early hours of the morning and has committed many violations of regulations. Pekanbaru City Regional (PERDA) Number 13 of 2021 concerning Public Order and Community Peace. So the public asks the Civil Service Police Unit (Satpol PP) and the Government to carry out strict and intensive supervision in monitoring the abundance of nightlife in Pekanbaru City which is currently thriving. So this role is of course the authority of the Government for Satpol PP in supervising and implementing applicable law enforcement. Not only that, the imposition of sanctions, administrative fines, revocation of business permits for business owners (night entertainment) must be even stricter and the sanctions greater in order to have a deterrent effect on these business actors. This research is descriptive research with a qualitative approach. The types of data used are primary data and secondary data, primary data is obtained directly from informants, while secondary data is data that supports or strengthens primary data. Data collection techniques were carried out by means of interviews and documentation. The results of this research show that Government Law Enforcement and the Implementation of Satpol PP's duties in controlling night entertainment businesses in the City of Pekanbaru, especially the "Gold Dragon" night entertainment, are running as they should, but there are deficiencies in the work process carried out by the Pekanbaru City Satpol PP starting from the actions taken. continuation of the reports received, there is a lack of supervision over night entertainment, so the Government's role in enforcing existing laws must be stricter, starting from Revocation of Licenses or Sealing of Businesses, Imposing Sanctions, and Administrative Fines.
