Abstract

The revival of Global South studies in International Relations signifies a major transformation in contemporary global dynamics. This article addresses the question of how China appropriates the Global South narrative and how this shift reflects both coloniality of power and heterarchy of power. Using a discourse analysis approach, the study examines official speeches, policy documents, and global initiatives such as the Belt and Road Initiative (BRI), BRICS, and the G77+China. The findings demonstrate that China employs South-South solidarity rhetoric to position itself as the leader of the Global South, yet in practice reproduces coloniality by creating new forms of dependency. Furthermore, the contemporary Global South reveals a heterarchical structure, where emerging powers such as China dominate smaller states. This indicates a shift in the meaning of the Global South: from the Bandung Spirit’s emancipatory ethos of anti-imperialism toward a pragmatic economic-political bloc driven by national interests. Thus, the revival of the Global South is paradoxical: it offers new opportunities for multipolarity among developing countries, while simultaneously undermining the emancipatory ideals of solidarity and equality that once defined the Bandung Spirit. Keywords: Global South; Bandung Spirit; China; Coloniality of Power; Heterarchy of Power Kebangkitan kembali kajian Global South dalam studi Hubungan Internasional menandai transformasi penting dalam dinamika global kontemporer. Artikel ini berangkat dari pertanyaan mengenai bagaimana China mengapropriasi wacana Global South dan bagaimana pergeseran makna ini mencerminkan kolonialitas dan heterarki kuasa. Dengan menggunakan metode analisis wacana, penelitian ini menelaah pidato resmi, dokumen kebijakan, serta inisiatif global seperti Belt and Road Initiative (BRI), BRICS, dan G77+China. Temuan pada penelitian menunjukkan bahwa China menggunakan retorika solidaritas selatan untuk memosisikan dirinya sebagai pemimpin Global South, namun praktiknya mereproduksi logika kolonialitas dengan menciptakan relasi ketergantungan baru. Selain itu, Global South kontemporer memperlihatkan struktur heterarki emerging powers seperti China menempati posisi dominan atas negara-negara kecil. Hal ini mengindikasikan adanya pergeseran makna Global South: dari spirit emansipatoris Bandung yang menolak imperialisme, menuju blok ekonomi-politik pragmatis yang sarat kepentingan nasional China. Dengan demikian, kebangkitan Global South bersifat paradoksal: membuka ruang multipolaritas baru bagi negara-negara berkembang, tetapi sekaligus mengikis nilai-nilai emansipasi dan kesetaraan yang menjadi fondasi Bandung Spirit. Abstract

The humanitarian crisis in Gaza, Palestine, has forced international actors to take a stand to promote humanitarian diplomacy, including Indonesia. During Prabowo Subianto’s administration, Indonesia interacted with other countries to formulate humanitarian policies to help the people of Gaza, one of which was the option of temporarily relocating the people of Gaza. This study attempts to rationalise the decision to relocate Gazans temporarily by using Larry Minear and Hazel Smith’s humanitarian diplomacy framework through three approaches: oxymoron, common sense, and a necessary evil. In addition, this study uses a literature review and analysis of news reports and speeches from official statements by the Indonesian government. The results indicate that this decision is controversial. The relocation policy contradicts two aspects: the mandate of the Indonesian Constitution and the desire of the Palestinian people to remain on the land where they have been fighting to defend their rights. However, within the framework of humanitarian diplomacy, the temporary relocation response is a pragmatic foreign policy decision by Indonesia that could be beneficial in advancing humanitarian diplomacy. With the logic of a two-state solution, Indonesia is following the steps of several Western countries and countries in the Middle East to open up adequate space for negotiation, one of which is by recognising Israel as a sovereign state when Palestine is recognised as independent. This policy also positively impacts more open access to aid, which can be effectively distributed directly to war victims. This article concludes that the humanitarian agenda has limited effects because political factors influence the continuity of humanitarian diplomacy in a crisis-affected region.

Abstract

This article examines the shifting meaning of the Global South from its roots in anti-colonial political solidarity that embodied by the Bandung Conference and the Non-Aligned Movement (NAM), toward a predominantly economic agenda characterized by South-South cooperation initiatives like BRICS, NAASP, and G77+. Employing a qualitative method, this study analyzes historical documents, key literature, and institutional texts to trace the transformation of the Global South narrative across different geopolitical contexts. It argues that while these contemporary frameworks invoke the legacy of Bandung and Third Worldism, they largely fail to revive the original political project aimed at resisting neocolonialism and global inequality. Instead, such initiatives often reflect the pragmatic interests of sub-imperial powers like China and Russia, who tend to reproduce exploitative structures reminiscent of the Global North. The Bandung Spirit, once a symbol of decolonial solidarity and transformative political agency, has been reduced to rhetorical symbolism, with economic cooperation now shaped more by neoliberal imperatives than emancipatory goals. The article concludes that the contemporary Global South risks becoming a site of co-optation rather than liberation, lacking a substantive alternative to the dominant neoliberal global order

Abstract

The COVID-19 pandemic has urged all countries to work optimally to minimize the resulting negative impacts. Cooperation is an unavoidable effort to create maximum efforts in handling COVID-19 because no single country can solve the COVID-19 problem independently. This paper discusses how to reflect on the cooperation carried out by the United States (US) and ASEAN to solve the COVID-19 pandemic. As a major power, the US has always played an essential role in global interactions, especially in times of crisis. However, under the Trump administration, bilateral and multilateral approaches to cooperation will face challenges. As an anti-globalist, Trump will try his best to calculate the benefits that the US gets in every form of cooperation. By using a transactional bilateralism approach, this paper explains how the motive for cooperation can occur in terms of US domestic factors in handling COVID-19, the Trump administration's rational calculations, to the strategic opportunities that the US can capitalize on its cooperation with ASEAN to resolve the problem.

Abstract

Kesenjangan literasi digital masih menjadi persoalan penting dalam pengembangan ekonomi lokal, terutama di wilayah pesisir seperti Desa Sungsang IV, Kabupaten Banyuasin. Rendahnya pemahaman masyarakat mengenai sistem perizinan berbasis digital, termasuk Online Single Submission (OSS) dan Nomor Induk Berusaha (NIB), membuat banyak pelaku usaha mikro belum tercatat secara formal sehingga membatasi akses mereka terhadap pembinaan, pembiayaan, dan layanan pemerintah. Kegiatan pengabdian ini bertujuan meningkatkan literasi digital masyarakat melalui sosialisasi mengenai fungsi OSS, alur perizinan, dan prosedur pendaftaran NIB bagi pelaku UMKM serta warga desa. Pelaksanaan kegiatan dilakukan melalui penyuluhan tatap muka, penjelasan konsep legalitas usaha, serta demonstrasi penggunaan dasar platform OSS-RBA. Hasil kegiatan menunjukkan peningkatan pemahaman peserta terkait peran legalitas usaha, manfaat memiliki NIB, serta kesadaran akan pentingnya adaptasi terhadap layanan digital pemerintah. Program ini memberikan kontribusi pada penguatan kapasitas digital masyarakat desa dan pemahaman awal mengenai formalitas usaha, sekaligus mendukung agenda transformasi digital dan pemberdayaan ekonomi lokal. Sosialisasi ini merekomendasikan adanya pendampingan lanjutan dan penguatan fasilitas literasi digital di tingkat desa agar proses legalisasi usaha dapat diakses masyarakat secara lebih efektif.
