Abstract

Penelitian ini menganalisis tanggung jawab hukum aparatur negara dalam pelanggaran Asas-Asas Umum Pemerintahan yang Baik (AUPB) serta kendala yang dihadapi dalam implementasinya. Dengan menggunakan metode yuridis normatif dan pendekatan perundang-undangan serta konseptual, penelitian ini menyoroti pentingnya prinsip AUPB seperti kepastian hukum, keadilan, keterbukaan, profesionalitas, dan proporsionalitas dalam keputusan administratif. Pelanggaran AUPB yang sering terjadi, akibat kelalaian atau kepentingan tertentu, berimplikasi pada kerugian masyarakat dan menurunkan kepercayaan publik terhadap pemerintah. Mekanisme tanggung jawab hukum melalui sanksi administratif, perdata, pidana, dan etika profesi menjadi instrumen penting, meskipun penerapannya sering terkendala oleh lemahnya pengawasan, resistensi aparatur, dan minimnya pemahaman tentang AUPB. Penelitian ini juga membahas strategi pencegahan, termasuk reformasi kebijakan, penguatan pengawasan, dan peningkatan kapasitas aparatur negara untuk mendukung tata kelola pemerintahan yang transparan dan akuntabel. Hasil penelitian memberikan rekomendasi strategis guna memperbaiki mekanisme penegakan hukum dan implementasi AUPB untuk menciptakan pemerintahan yang lebih responsif terhadap kebutuhan masyarakat.

Abstract

Sleep is a state where the body experiences active unconsciousness, at this time the brain is in a relative rest phase but will remain reactive to internal stimuli. Sleeping in the dark can increase melatonin which affects sleep quality and results in fitness later. This study aims to see the effect of sleeping in the dark on sleep quality and fitness in 4th year medical students Bandung Islamic University. This study is experimental by comparing sleep quality and fitness when sleeping in light and dark conditions. The study was conducted on 42 students of Faculty of Medicine, Unisba. The students previously slept in light conditions and their sleep quality and fitness were measured after being asked to sleep in the dark with a special eye mask for 2 weeks. Sleep quality was assessed using the PSQI questionnaire that were translated in Indonesian language. The results of the study found that there was a significant difference in sleep quality (p<0.01). Sleeping in the dark can lead to good sleep quality might be because melatonin production is optimized, helping us fall asleep faster and stay asleep longer. DOI : 10.54052/jhds.v4n3.p239-246

Abstract

The presence of metal ions in river water can have a negative impact on humans when consumed. The detection of metal ions is crucial, and one of the methods is  the surface plasmon resonance (SPR) phenomenon using SPR sensor system. SPR biosensor system can be used for metal ion deteection, offering advantages such of affordability and rapid detection. This research aims to investigate the influence of adding chitosan-graphene oxide (CS-GO) nanocomposites to SPR sensors as lead ion detectors. The CS-GO nanocomposites is used as a detector with variations in volume fraction and thickness to find the optimum values. The varied volume fractions are 18 nm, 20 nm and 25 nm. The involvement of the CS_GO nanocomposites is demonstrated through the reflectance curve, showing the SPR angle and reflectance values. The Winspall simulator is used to display the reflectance curve. The SPR system utulized a He-Ne laser with a wavelength of 632,8 nm, a BK7 half cylinder prism, and a thin film of silver metal layer. The SPR sensor configuration used is the Kretschmann configuration. The layer system models include BK7 prism/Ag thin film/chitosan/lead ion, and BK7/Ag thin film/CS-GO/lead ion. The nanocomposite CS-GO’s pernittivity is calculated using the Maxwell Garnett effective medium theory. Result show that the refractive index and permittivity values of the CS-GO nanocomposite increase with the increasing volume fraction. The nanocomposite with a volume fraction of  0,099 produce a permittivity of 2,4337 and a refractive index of 1,5600.Larger permittivity values and thicknesses of the nanocomposite also lead to a shift in the SPR angle in the reflectance curve. The most significant SPR angle shift is observed with the use of CS-GO nanocomposite with a volume fraction of 0,099 and a thickness of 25 nm

Abstract

Local governments are pivotal in spatial planning and building regulations, ensuring organized and sustainable territorial governance. Within administrative law, these regulations are key in managing land use to address social, economic, and environmental demands. This article aims to explore the role of local governments in spatial planning and building regulations through the lens of administrative law. The focus is on evaluating the responsibilities and powers of local authorities in policy formulation, alongside the challenges encountered in implementing spatial planning and building policies at the local level.

Abstract

The growing demand for sustainable energy storage solutions has spurred interest in supercapacitors, with biomass-derived activated carbon emerging as a promising electrode material. This study investigates the fabrication and performance of activated carbon from spent coffee grounds for application in supercapacitors. Carbonization was carried out at 300°C, 500°C, and 700°C, followed by chemical activation using HCl, KOH, and ZnCl₂. The resulting activated carbons were characterized to determine their physicochemical properties. Optimal activated carbon was obtained at 700°C with KOH activation, yielding 84.75% fixed carbon and conforming to SNI 06-3730-1995 standards. Supercapacitor performance testing revealed that the best results were achieved using electrodes prepared from carbon obtained at 300°C and activated with ZnCl₂, yielding a voltage of 352.9 mV and a capacitance of 465.58 μF after a 1-minute charge. These findings suggest that spent coffee grounds are a viable source of electrode material for efficient, low-voltage supercapacitors.

Abstract

In order to support precision agriculture, this project intends to design, develop, and test a weather monitoring system based on the ESP32 microcontroller coupled with solar panel and an Internet of Things (IoT) -based display via Blynk. Blender was used to model the system, while Fritzing was used to produce the circuit diagrams. It uses the appropriate sensors to measure temperature, humidity, rainfall, and wind speed. Performance testing revealed repeatability precision values of 98,97%, 89,22%, 95,27%, and 9,19%, respectively, and accuracy levels of 99,76% (temperature), 99,48% (humidity), 98,41% (rainfall), and 89,83% (wind speed). The findings show limitations in the accuracy of wind speed measurement but show good performance for the majority of metrics. Weather-based agricultural decision-making can be improved by this method, especially in isolated locations without adequate monitoring infrastructure.

Abstract

In Indonesia, individuals have been found engaging in fraud for selling soupy dishes by adding pork fat to the broth. It is quite challenging to identify the pork fat contaminated soup from other halal broth. Using Machine learning, this studi attemps to identify and differentiating between RGB (Red Green Blue) values in picture of broth tainted with chicken and pork fat. The successful detection and differentiation of RGB values in broth contaminated with pork fat and chicken fat have been achieved. The broth samples were detected using a high-power UV-LED (Ultra Violet-Light Emitting Diode) Fluorescence Imaging System, while differentiation was accomplished through the implementation of a machine learning system. The data were processed using RapidMiner software with the K-NN algorithm. Detection was successfully performed through the spectrum of RGB values generated, while differentiation achieved a accuracy of 100%, precision of 100%, recall of 100%, and an AUC of 1.0.

Abstract

Early age is a child with an age range of 0-6 years who must be stimulated in their developing body abilities, including the ability in language skills. This period is the right time to apply various aspects of child development, one of which is the aspect of children's language skills in speaking. In this era of globalization, the phenomenon that occurs in the field, especially at RA Ar-Rahman, is that most parents who entrust their children to the RA Ar-Rahman institution are motivated because children cannot be separated from gadgets, so that children's language development is delayed and not yet fluent in speaking. There are many methods that can stimulate children's speaking skills, one of which is by applying the reading aloud method. The purpose of this study is to increase the speaking skills of group A children by using the reading aloud method at RA Ar-Rahman. The steps used in this study are Classroom Action Research which is carried out through two stages of research, the first study was carried out 5 times for improvement. And the target of the study was children aged 4 to 5 years, totaling 19 children. The data collection technique used was observation sheets and documentation in order to obtain an overview of information about children's speaking abilities. The results of the study in children's speaking abilities increased to 95%. It can be concluded that the reading aloud method has a significant influence in improving the speaking ability of children aged 4-5 years

Abstract

Penelitian ini bertujuan untuk mengetahui peranan saksi dan keterangan ahli dalam penyelesaian perkara pidana korupsi dan untuk mengetahui sikap penegak hukum apabila terjadi perbedaan antara keterangan saksi dan keterangan ahli dalam proses pembuktian. Jenis data yang digunakan meliputi data primer dan sekunder. Teknik pengumpulan data melalui wawancara, studi pustaka, perundang-undangan, buku atau tulisan yang berhubungan dengan obyek penelitian. Data yang diperoleh disusun dalam bentuk metode kualitatif. Melalui hasil penelitian dapat diketahui bahwa peranan saksi dan keterangan ahli dalam penyelesaian perkara pidana sangatlah penting dan utama karena pentingnya alat bukti keterangan saksi ini terkait dengan sistem pembuktian yang dianut oleh hukum acara pidana Indonesia yaitu negative wettelijk “Hakim tidak boleh menjatuhkan pidana kepada seseorang kecuali apabila dengan sekurang-kurangnya dua alat bukti yang sah ia memperoleh keyakinan bahwa suatu tindak pidana benar-benar terjadi dan bahwa terdakwalah yang bersalah melakukannya” (Pasal 183 KUHAP). Juga jumlah saksi yang sesuai untuk kepentingan peradilan sekurang-kurangnya dua (Pasal 185 ayat (2) KUHAP) dan keterangan ahli hanya untuk mendukung saja. Adapun sikap penegak hukum apabila terjadi perbedaan antara keterangan saksi dan keterangan ahli dalam proses pembuktian maka yang diutamakan terlebih dahulu adalah keterangan saksi karena pembuktian materiil. Kekuatan alat bukti keterangan ahli bersifat bebas, karena tidak mengikat seorang hakim untuk memakainya apabila bertentangan dengan keyakinannya. Guna keterangan ahli di persidangan merupakan alat bantu bagi hakim untuk menemukan kebenaran, dan hakim bebas mempergunakan sebagai pendapatnya sendiri atau tidak.

Abstract

Penelitian ini fokus pada pengajaran kata baku dan tidak baku di sekolah dasar sebagai salah satu bentuk kegiatan pembinaan bahasa Indonesia. Tujuan dari penelitian ini, yaitu mendeskripsikan hasil analisis dan penilaian terhadap kosakata baku dan tidak baku yang terdaftar di dalam Kamus Besar Bahasa Indonesia (KBBI). Pemilihan kosakata ini difokuskan pada kata-kata yang masih sesuai untuk digunakan oleh peserta didik kelas V SD. Metode penelitian yang digunakan adalah deskriptif dengan pendekatan kualitatif untuk mendeskripsikan hasil tes tertulis peserta didik. Penelitian ini dilaksanakan di SDN Cilolohan, Tasikmalaya. Subjek penelitian ini adalah peserta didik kelas V-B yang berjumlah 33 orang. Pada bagian hasil dan pembahasan dapat disimpulkan bahwa kemampuan peserta didik dalam membedakan kata baku dan tidak baku masih belum berkembang secara merata. Hal ini terlihat dari pemilihan kata silakan/silahkan, mayoritas peserta didik telah mampu memilih bentuk kata baku silakan dengan benar, tetapi masih terdapat sebagian kecil peserta didik yang memilih bentuk silahkan. Hasil penelitian ini menunjukkan bahwa pembelajaran kata baku masih perlu diperkuat melalui pembiasaan yang konsisten di kelas.
