Abstract

The implementation of bureaucratic reform in government is accelerated by the implementation of e-government technology. Sekretariat Direktorat Jenderal Bina Upaya Kesehatan (Setditjen BUK) uses a manual office administration system. It requires a lot of office stationery supplies, time, and energy to process documents to distribute. Another problem is that searching for documents is difficult. The research objective is to build an incoming mail and outgoing mail data processing system that can convey information in detail, briefly and clearly, easy to understand with an attractive appearance. The data collection methodology used is observation by looking directly at the workings of the sections related to recording the results of activities, and also seeing firsthand the system that works in e-office data processing. In addition, the interview method is used to find out the problems that arise or are experienced by research sources. The result is the design of incoming and outgoing mail data processing applications with complete information delivery according to user needs.Akselerasi penerapan reformasi birokrasi di pemerintahan dapat dipercepat dengan implementasi teknologi e-government.  Sekretariat Direktorat Jenderal Bina Upaya Kesehatan (Setditjen BUK) masih menggunakan sistem administrasi perkantoran manual. Membutuhkan banyak persediaan alat tulis kantor, waktu dan tenaga dalam proses pendistribusian dokumen. Masalah lainnya pencarian dokumen masih sulit. Tujuan penelitian adalah untuk membangun sistem pengolahan data surat masuk dan surat keluar yang dapat menyampaikan informasi secara detail, singkat dan jelas, mudah dipahami dengan tampilan yang menarik. Metodologi pengumpulan data yang digunakan yaitu observasi dengan melihat langsung cara kerja bagian yang terkait dengan pencatatan hasil-hasil kegiatan yang dilakukan, dan juga melihat secara langsung sistem yang bekerja dalam pengolahan data e-office. Selain itu digunakan metode wawancara untuk mengetahui masalah yang timbul atau dialami oleh narasumber penelitian. Hasilnya tersedia rancangan aplikasi pengolahan data surat masuk dan surat keluar dengan penyampaian informasi secara lengkap sesuai dengan kebutuhan pengguna.

Abstract

Selecting a thesis supervisor who aligns with a student’s research topic is a crucial factor in the successful completion of a final project. In practice, the selection of a thesis supervisor is often handled manually by the study program, taking into account the lecturer’s experience and availability. This manual procedure is often subjective and can lead to an imbalance in the supervision load among lecturers. To address this issue, this study aims to analyse a decision support system (DSS) for thesis supervisor selection using the Weighted Product (WP) method. The study was conducted in the Information Systems Study Program at the Swadharma Institute of Technology and Business, involving 30 students and 10 lecturers as respondents. The results indicate that the DSS using the WP method can provide objective recommendations based on measurable assessment criteria and is effective in assisting the thesis supervisor selection process. However, further development of the dynamic weighting is needed to accommodate variations in topics and lecturers’ areas of expertise.Pemilihan dosen pembimbing skripsi yang sesuai dengan topik penelitian mahasiswa merupakan faktor penting dalam keberhasilan penyusunan tugas akhir. Dalam praktiknya, proses penentuan dosen pembimbing masih sering dilakukan secara manual oleh pihak program studi dengan mempertimbangkan pengalaman dan ketersediaan dosen. Prosedur manual tersebut seringkali tidak objektif dan berpotensi menyebabkan ketidakseimbangan beban bimbingan antar dosen. Untuk mengatasi hal tersebut, penelitian ini bertujuan untuk menganalisis sistem pendukung keputusan (SPK) pemilihan dosen pembimbing skripsi menggunakan metode Weighted Product (WP). Penelitian dilakukan di Program Studi Sistem Informasi Institut Teknologi dan Bisnis Swadharma dengan melibatkan 30 mahasiswa dan 10 dosen sebagai responden. Hasil penelitian menunjukkan bahwa SPK dengan metode WP mampu memberikan hasil rekomendasi yang objektif berdasarkan kriteria penilaian terukur dan menunjukkan bahwa SPK ini efektif dalam membantu proses penentuan dosen pembimbing skripsi. Namun, masih memerlukan pengembangan dalam aspek pembobotan dinamis untuk mengakomodasi variasi topik dan bidang keahlian dosen
