Abstract

Penelitian ini bertujuan untuk mengetahui kualitas pelayanan pasien rawat inap di RSUD Kabupaten Sorong. Teknik pengumpulan data yang digunakan seperti; observasi, angket, wawancara, dan dokumentasi. Metode analisis yang digunakan adalah analisis kualitatif. Hasil penelitian menunjukkan Kualitas pelayanan RSUD Kabupaten Sorong dalam menangani keluhan pasien rawat inap telah berjalan dengan cukup baik, namun masih perlu ditingkatkan. Hal ini ditinjau dari berbagai keluhan yang masih disampaikan oleh pihak informan, terkait jumla tenaga medis, kualitas kenyamanan, maupun kebersihan rumah sakit.Faktor penghambat dalam meningkatkan kualitas pelayanan RSUD Kabupaten Sorong dalam menangani keluhan pasien diambil peneliti dari 2 sumber karakteristik informan. Hambatan yang dirasakan oleh pihak pegawai ditandai dengan kurangnya kesadaran masyarakat dalan memahami pentingnya lingkungan bersih dan nyaman.

Abstract

Koba-koba is a unique product of cultural objects (Artifacts) and local wisdom of the Maybrat tribe and has many functions. This research was conducted on the Maybrat tribe community in utilizing forest Pandan as a cultural product in the form of koba-koba (Am). The aim of this research is to find out local wisdom in making koba-koba and the socio-cultural perspective of the Maybrat tribe in interpreting koba-koba. The method in this research is a descriptive method using a Focus Group Discussion (FGD) approach. The results of the research show that the local wisdom of the Maybrat tribe in making and knitting cultural objects in the form of koba-koba is all made from natural materials, starting with the preparation of sheets of Pandan leaves, needles made from bat bones (siwafu) and threads made from gnemon skin fiber (harerem/arus) and stitched by the people. women (mama-mama) form the folds of a coat or umbrella. The socio-cultural perspective of the Maybrat tribe community in making and interpreting koba-koba is a symbol and traditional symbolism that is born from the community and becomes a manifestation of the social and cultural life activities of the Maybrat tribe community in their interaction with their natural environment.

Abstract

This study aims to analyze and describe the process of institutionalizing democratic values in development planning based on the regulatory system, normative system and cognitive cultural system in the Musrenbang implementation in Bone Regency. This research uses a descriptive qualitative approach through case studies. Data collection was carried out from September 2020 to March 2021 through observation, interviews, and documentation. Data analysis uses data reduction, data presentation, verification, and drawing conclusions. The results of the study found that (1) democratization in the Musrenbang in Bone Regency based on the regulatory system was not well institutionalized. This is due to the rule-making process which is still top-down and does not involve all stakeholders. Besides that, there is no monitoring of the enforcement of the rules and no sanctions have been set for the existing rules. (2) Democratization based on the normative system is also not well institutionalized, although the provisions regarding musrenbang are available but have not been fully complied with by stakeholders (3) Democratization based on the cognitive cultural system has been well institutionalized. This is shown that results in decisions in Musrembang by prioritizing mutual agreement/consensus, and the results of decisions taken in Musrembang are agreed upon between the stakeholders involved. Besides that, the people of Bone are strongly influenced by "trust" to their leaders, both regional leaders, and social leaders (community leaders) because the community believes that these people have cultural values and philosophies that prioritize honesty, propriety, intelligence, firmness and integrity. responsibility. It is recommended that the Musrenbang as part of regional development planning apply systems from institutional theory to the conception of democratic governance so as to produce a democratic Bone Regency development planning system.

Abstract

Objectives of the research are to analyze the influence of environment, behavior, organizational structure and implementation of computer based-informational system variables over the civil servant performance, and to analyze the indicator of computer based-informational system implementation that has dominant influence over the civil servant performance. Populations in this research are employees or information from Department, Body, Office and Division on the Local Secretariat Office at Sorong Regency, Papua. Techniques of sample collecting in this research use a Model Census and multiple-linear regression analysis, and the hypothesis is tested using F-test and t-test on the trustworthy level of 95% (a = 5%). The testing hypothesis I was tested by the value of F. (77.218) is higher that F (2.51). Hypothesis II is tested in which the indicator that having dominant influence over the civil servant performance is the indicator of easiness in completing the jobs that having significant and the highest value of regression coefficient.

Abstract

Penelitian bertujuan untuk menganalisis peran Komisi Pemilihan Umum (KPU) Kabupaten Pinrang dalam meningkatkan partisipasi politik masyarakat melalui pendekatan kualitatif deskriptif. Data dikumpulkan dengan wawancara mendalam, observasi, dan studi dokumentasi, kemudian dianalisis menggunakan teknik Miles dan Huberman. Temuan utama menunjukkan bahwa KPU menjalankan tiga fungsi strategis: pendidikan pemilih melalui media sosial dan Rumah Pintar Pemilu, penyebaran informasi melalui media cetak dan elektronik, serta pemberian kesempatan setara bagi pemilih penyandang disabilitas. Studi ini mengidentifikasi kendala utama berupa kesenjangan literasi politik dan distribusi informasi di wilayah pedesaan. Kebaruan penelitian terletak pada pengungkapan strategi inklusif dan implementasi teknologi digital yang konkret untuk meningkatkan partisipasi politik di tingkat lokal. Rekomendasi diarahkan pada penguatan pendidikan politik berbasis komunitas dan perluasan jaringan informasi digital guna mendorong partisipasi yang lebih inklusif dan berkelanjutan. This study analyzes the role of the General Election Commission (KPU) of Pinrang Regency in enhancing community political participation using a descriptive qualitative approach. Data were collected through in-depth interviews, observation, and document analysis, then analyzed following Miles and Huberman’s techniques. The key findings reveal that KPU performs three strategic functions: voter education via social media and the Smart Election House, information dissemination through print and electronic media, and providing equal opportunities for voters with disabilities. The study identifies major challenges including political literacy gaps and limited information distribution in rural areas. The novelty of this research lies in uncovering inclusive strategies and concrete digital technology implementations to boost political participation at the local level. Recommendations focus on strengthening community-based political education and expanding digital information networks to foster more inclusive and sustainable participation.

Abstract

Penelitian ini bertujuan untuk menginvestigasi peran dan tantangan yang dihadapi oleh Street Level Bureaucrats dalam implementasi Program Keluarga Harapan (PKH) di Sorowako, sebuah daerah terpencil di Indonesia. PKH adalah salah satu program pemberdayaan sosial yang bertujuan untuk mengurangi kemiskinan dan meningkatkan kesejahteraan keluarga miskin. Penelitian ini menggunakan metode penelitian deskriptif kualitatif dengan Teknik pengambilan data menggunakan instrument pedoman wawancara, pedoman observasi dan Dokumentasi. Informan penelitian terdiri dari aparat dinas sosial yang terkait langsung dengan kegiatan pkh, petugas pendamping PKH, petugas verifikasi data desa, dan pihak Masyarakat penerima program pkh di sorowako di pilih dengan Teknik purposiv sesuai peran dan tanggungjawabnya. Hasil penelitian ini di temukan bahwa Street Level Bureucrats memiliki peran yang penting dalam implementasi PKH di Desa Sorowako. Meskipun dihadapkan pada beberapa tantangan, peran mereka berdampak signifikan terhadap efektivitas implementasi program PKH. Masih diperlukan upaya untuk memperkuat peran SLB dan mengatasi tantangan yang dihadapi guna meningkatkan implementasi PKH di tingkat Pemerintah Desa Sorowako. Peran penting dalam implementasi PKH terkait tanggung jawab untuk mengidentifikasi keluarga miskin yang memenuhi kriteria program, menyusun daftar penerima manfaat, dan melaporkan data ke pihak berwenang, serta memastikan penyaluran    bantuan tepat   sasaran dan terkoordinasi dengan baik. This study aims to investigate the role and challenges faced by Street Level Bureaucrats in the implementation of the Family Hope Program (PKH) in Sorowako, a remote area in Indonesia. PKH is one of the social empowerment programs that aims to reduce poverty and improve the welfare of poor families. This study uses qualitative descriptive research methods with data collection techniques using interview guideline instruments, observation guidelines and documentation. Research informants consisting of social service officials directly related to PKH activities, PKH assistance officers, village data verification officers, and PKH program recipient communities in Sorowako are selected with purposiv techniques according to their roles and responsibilities. The results of this study found that Street Level Bureucrats have an important role in the implementation of PKH in Sorowako Village. Although faced with several challenges, their role has a significant impact on the effectiveness of PKH program implementation. Efforts are still needed to strengthen the role of SLB and overcome the challenges faced to improve PKH implementation at the Sorowako Village Government level.  An important role in PKH implementation is related to the responsibility to identify poor families who meet the program criteria, compile a list of beneficiaries, and report data to the authorities, as well as ensure the distribution of aid is on target and well-coordinated.

Abstract

Penelitian ini bertujuan untuk menganalisis penerapan Collaborative Governance dalam inovasi pelayanan akta kelahiran melalui program "Kucataki" di Dinas Kependudukan dan Pencatatan Sipil Kota Makassar. Masalah yang dihadapi meliputi rendahnya cakupan kepemilikan akta kelahiran akibat kendala geografis, prosedur birokrasi yang kompleks, dan literasi teknologi masyarakat yang masih rendah. Konsep Collaborative Governance oleh Ansell dan Gash digunakan untuk menjelaskan pentingnya kolaborasi antara pemerintah, sektor swasta, dan masyarakat dalam mencapai tujuan bersama. Metode penelitian ini adalah deskriptif kualitatif dengan pendekatan observasi, wawancara, dokumentasi, serta triangulasi data. Hasil penelitian menunjukkan bahwa implementasi program Kucataki, yang memanfaatkan teknologi aplikasi, meningkatkan cakupan kepemilikan akta kelahiran. Proses kolaboratif melibatkan dialog tatap muka, komitmen terhadap proses, dan pembagian tanggung jawab antara Disdukcapil, rumah sakit, puskesmas, serta masyarakat. Meskipun menunjukkan hasil positif, program ini masih menghadapi tantangan, seperti gangguan jaringan internet dan rendahnya literasi teknologi di masyarakat. Penelitian ini menyimpulkan bahwa Collaborative Governance efektif dalam menciptakan sinergi antar pihak, meskipun memerlukan peningkatan infrastruktur teknologi dan sosialisasi. Rekomendasi yang diberikan adalah penguatan infrastruktur teknologi, peningkatan pelatihan literasi digital masyarakat, dan evaluasi berkelanjutan untuk memastikan keberlanjutan program serta replikasinya di wilayah lain. This study aims to analyze the implementation of Collaborative Governance in birth certificate service innovation through the "Kucataki" program at the Department of Population and Civil Registration of Makassar City. The issues faced include low coverage of birth certificate ownership due to geographical barriers, complex bureaucratic procedures, and low community technological literacy. Ansell and Gash's concept of Collaborative Governance is used to explain the importance of collaboration between the government, private sector, and the community in achieving common goals. This research employs a qualitative descriptive method with approaches including observation, interviews, documentation, and data triangulation. The findings show that the implementation of the Kucataki program, which utilizes Android-based application technology, has increased the coverage of birth certificate. The collaborative process involves face-to-face dialogue, commitment to the process, and the division of responsibilities among the Department of Population and Civil Registration, hospitals, community health centers, and the community. Although it has shown positive results, the program still faces challenges such as internet network disruptions and low technological literacy among the community. The study concludes that Collaborative Governance is effective in creating synergy among stakeholders, though it requires improvements in technological infrastructure and public outreach. Recommendations include strengthening technological infrastructure, enhancing digital literacy training for the community, and conducting continuous evaluations to ensure the program’s sustainability and its replication in other regions.

Abstract

UMKM di Indonesia mempunyai kontribusi yang penting sebagai penopang perekonomian. Penggerak utama perekonomian di Indonesia selama ini pada dasarnya adalah sektor UMKM. Berdasarkan hasil-hasil penelitian sebagai mana di kemukakan sebelumnya, maka dapat di tarik kesimpulan pertama Bantuan Produktif Bagi Pelaku Usaha Mikro (BPUM), Dalam pelaksanaan sosialisasi tersebut yang dilaksanakan di aula Dinas Koperasi dan UKM Kota Palopo Dalam Penerimaan bantuan modal usaha tersebut ada yang menerima dua kali bantuan modal usaha dan adapula hanya menerima satu kali bantuan modal tersebut.  Kedua Dukungan Fasilitas Pemasaran ini telah berlangsung pada tahun 2021 di kantor KPKNL. Dengan adanya fasilitas pemasaran ini bertujuan mempromosikan atau memperkenalkan produk UMKM kepada Masyarakat luas sehingga dapat memperluas jangkau pemasarannya. Dan ketiga Bantuan Program Pendidikan dan Pelatihan (Diklat) Kewirausahaan, Pelatihan terkait Peningkatan Kapasitas Koperasi dan UKM-PK2UKM pada Kegiatan Pemahaman dan Pengetahuan Perkoperasian DAK Non Fisik Tahun Anggaran 2022 yang dilaksanakan di Aula Dinas Koperasi. Diberikannya bimbingan dan pendampingan dalam bentuk pelatihan desain kemasan agar nantinya para pelaku usaha mikro khususnya produk makanan dan minuman dapat mengetahui standar kemasan yang baik dan menarik untuk sebuah produk agar memiliki nilai jual yang lebih untuk di pasarkan. UMKM in Indonesia have an important contribution as supporting the economy. The main driver of the economy in Indonesia so far has basically been the UMKM sector. Based on the research results as stated previously, the first conclusion can be drawn: Productive Assistance for Micro Business Actors (BPUM). twice the business capital assistance and some only received the capital assistance once. These two Marketing Facility Supports took place in 2021 at the KPKNL office. With this marketing facility, the aim is to promote/introduce UMKM products to the wider community so that they can expand their marketing reach. And thirdly, Assistance for the Entrepreneurship Education and Training Program (Diklat), Training related to Increasing the Capacity of Cooperatives and UKM-PK2UKM in the Non-Physical DAK Cooperative Understanding and Knowledge Activities for the 2022 Fiscal Year which was carried out in the Cooperative Service Hall. Guidance and assistance is provided in the form of packaging design training so that micro business actors, especially food and beverage products, can find out good and attractive packaging standards for a product so that it has more selling value for marketing.
