Abstract

This research analyzes the implementation of Collaborative Governance in the development of Micro, Small and Medium Enterprises (MSMEs) in Kedungbanteng District, Banyumas Regency. Collaborative Governance involves various stakeholders, including government, the private sector, and civil society, to create comprehensive and sustainable solutions. Data from the Banyumas Regency Department of Manpower, Cooperatives and Small and Medium Enterprises shows a significant increase in the number of MSMEs from 2017 to 2021, with micro MSMEs dominating in Kedungbanteng District. This research highlights the important role of the Department of Manpower, Cooperatives and Small and Medium Enterprises (Dinnakerkop) and Bank Indonesia in supporting MSMEs. Bank Indonesia supports access to financing and digitalization, while Dinnakerkop provides training and strengthens the capacity of MSMEs. Collaboration with the private sector, such as ASPIKMAS, is also important. The successful example from Banyuwangi Regency shows that Collaborative Governance can increase the competitiveness of MSMEs through innovation and wider market access. This research aims to find out how effective and sustainable the collaboration process is in developing MSMEs in Kedungbanteng District to improve the performance and competitiveness of MSMEs

Abstract

This study examines the management of the Tourism Awareness Group (Pokdarwis) in developing the Bukit Pangonan Indah tourist attraction in Karanggintung Village, Kemranjen Sub-district, Banyumas Regency. Using a descriptive qualitative research method, this study aims to analyze the application of George R. Terry’s management principles—planning, organizing, implementing, and controlling—in the management of community-based tourism destinations. (1) Planning focused on creating a master plan that includes infrastructure development, such as flower gardens and trekking paths, to enhance local wisdom-based tourism potential. (2) Organizing involved establishing a clear work structure that includes the village government, BUMDes, Pokdarwis, and the community. (3) Implementation covered digital promotion, MSME empowerment, and the construction of tourism facilities as planned. (4) Monitoring was conducted through annual evaluations, financial reporting, and visitor satisfaction surveys to improve service quality and tourist appeal. In conclusion, the management of Bukit Pangonan Indah has contributed to the Village’s Own-Source Revenue (PADes), although not yet maximized. Recommendations include enhancing promotion efforts, diversifying tourism attractions, and strengthening stakeholder collaboration to ensure inclusive and sustainable tourism development.

Abstract

This research examines the process of writing off unused textbook assets at SMP Negeri 4 Banyumas Library through a non-auction sales system involving a third party. The study analyzes the implementation of policies for removing textbooks due to curriculum changes that render older materials irrelevant, leading to storage issues. Key aspects reviewed include authority and responsibility, write-off procedures, reporting procedures, and sales system procedures. Using qualitative methods, data was collected through observation, interviews, and documentation. The findings reveal that the fixed asset write-off process complies with existing regulations, guided by Donald S. Van Mater's theory.

Abstract

Penelitian ini dilatarbelakangi oleh adanya kajian pendukung yang dihasilkan oleh Pusat Analisis Keparlemenan yang berdampak pada keputusan internal Dewan Perwakilan Rakyat Republik Indonesia (DPR RI) dan kebijakan publik yang menyentuh kepentingan publik. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus dan teknik purposive sampling serta teknik pengumpulan data yang dilakukan melalui observasi, wawancara dan dokumentasi. Penelitian ini dilakukan di Pusat Analisis Keparlemenan Sekretariat Jenderal DPR RI. Analisis data yang digunakan yakni menurut Miles dan Huberman yang terdiri dari: reduksi data, penyajian data, dan penarikan kesimpulan. Fokus penelitian ini menggunakan teori Thomas L. Wheelen dan J. David Hunger, yakni: pengamatan lingkungan, perumusan strategi, implementasi strategi, serta evaluasi dan pengendalian. Hasil penelitian menunjukkan bahwa Pusat Analisis Keparlemenan sudah berhasil melaksanakan strategi dalam memberikan kajian pendukung bagi DPR RI.

Abstract

Penelitian ini di latarbelakangi oleh meningkatnya kasus penyalahgunaan narkoba di Kabupaten Banyumas pada tahun 2023 yang menempati peringkat ketiga tertinggi di Jawa Tengah. Tujuan penelitian ini adalah untuk mengetahui strategi Badan Narkotika Nasional Kabupaten Banyumas dalam menanggulangi penyalahgunaan narkoba pada tahun 2023. Metode yang digunakan adalah metode kualitatif dengan pendekatan studi kasus, sedangkan teknik pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi dengan teknik purposive sampling. Analisis data mengacu pada model Miles dan Huberman, yang meliputi reduksi data, penyajian data, dan penarikan kesimpulan. Fokus penelitian didasarkan pada teori manajemen strategi oleh Thomas L Wheelen dan J. David Hunger, yang mencakup empat aspek: pengamatan lingkungan, perumusan strategi, implementasi strategi, serta evaluasi dan pengendalian. Hasil penelitian menunjukkan bahwa strategi BNNK Banyumas telah berjalan cukup efektif. Pengamatan lingkungan menunjukkan dukungan struktur organisasi, budaya kerja, dan SDM yang memadai, meskipun masih menghadapi kendala personel dan tantangan eksternal. Perumusan strategi dilakukan secara terintegrasi dan berbasis data melalui program P4GN. Implementasi strategi dilaksanakan lintas bidang dengan acuan SOP nasional serta dukungan kerja sama lintas sektor. Evaluasi dan pengendalian dilakukan secara sistematis melalui e-Monev, e-Planning, dan penggunaan indikator formal seperti DEKTARI dan DEKTARA, dengan capaian program yang melampaui target namun tetap disesuaikan secara adaptif.

Abstract

This study examines the Strategy for Developing the Potential of Panembangan Village, Cilongok District, Banyumas Regency. The research method used is a qualitative method with descriptive analysis. The data sources used are primary and secondary data collected through observation, interviews, and documentation. The theory used is the strategic management theory according to Fred R David (2011) which has three stages, namely strategy formulation, strategy implementation, and strategy evaluation. The results of the study indicate that at the strategy formulation stage, the vision and mission are not yet available, causing medium-term and long-term goals to not be implemented. In addition to these conditions, developing alternative strategies and choosing appropriate strategies for Svarga Minapadi tourism has not been implemented. At the strategy implementation stage, setting annual goals in Svarga Minapadi tourism is carried out through a short-term plan for allocating village funds to build tourism facilities. Sustainable policies and resource allocation have been implemented through the development of new destinations in the form of Minapadi Technopark and Panembangan Aquatic. At the strategy evaluation stage, reviewing internal and external factors has not been implemented consistently by Svarga Minapadi tourism. Performance can be measured by the number of visitors and income which tend to increase and are stable. Corrective actions can be taken by improving facilities and adjusting strategies that can be implemented through monthly evaluation forums.

Abstract

 ABSTRAKKemiskinan masih menjadi masalah krusial di Indonesia yang memerlukan penanganan serius.Salah satu kebijakan perlindungan sosial yaitu melalui program keluarga harapan (PKH). Penelitian ini bertujuan untuk menganalisis implementasi kebijakan Program Keluarga Harapan (PKH) di Desa Sunyalangu, Kecamatan Karanglewas, Kabupaten Banyumas. Penelitian ini  menkaji implementasi kebijakan yang meliputi aspek pelaksana kebijakan, kelembagaan dan lingkunan sosial masyarakat. Penelitian ini menggunakan metode kualitatif deskriptif denan pendekatan studi kasus melalui teknik wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa pelaksanaan Program Keluara Harapan di Desa Sunyalangu telah dilaksanakan sesuai ketentuan yang berlaku, Prosedur pelaksanaan proram sudah terintegrasi dengan data kemiskinana secara nasional.  Selain itu hasil penelitian ini menekankan pentingnya penguatan koordinasi lintas sektor, penyempurnaan sistem integrasi data penerima bantuan, dan peningkatan program pendampingan untuk mengubah pola pikir masyarakat dari ketergantungan terhadap bantuan menuju kemandirian ekonomi guna memaksimalkan penanggulangan kemiskinan yang lebih baik. Kata Kunci : Bantuan Sosial, Implementasi Kebijakan, Kemiskinan, Kesejahteraan Sosial, Program Keluarga Harapan. ABSTRACT Poverty remains a crucial issue in Indonesia that requires serious attention. One social protection policy is the Family Hope Program (PKH). This study aims to analyze the implementation of the Family Hope Program (PKH) policy in Sunyalangu Village, Karanglewas District. This research examines policy implementation which includes aspects of policy implementers, institutions and the social environment of the community. This research uses a descriptive qualitative method with a case study approach through interview, observation and documentation techniques. The results of the study show that the implementation of the Family Hope Program in Sunyalangu Village has been carried out in accordance with applicable provisions. The program implementation procedures have been integrated with national poverty data. In addition, the results of this study emphasize the importance of strengthening cross-sector coordination, improving the data integration system for aid recipients, and increasing mentoring programs to change the mindset of the community from dependence on aid to economic independence in order to maximize better poverty alleviation.Keywords : Family Hope Program, Social Assistance, Social Welfare, Policy Implementation, Poverty
