Abstract

Tourism significantly contributes to Indonesia’s economic growth, with the creative economy enhancing destination competitiveness. This study examines the integration of the creative economy in developing coastal tourism at Tanjung Tatulain, Negeri Hitu Messing, Central Maluku. Using qualitative methods, data were collected through interviews, questionnaires, and observations, analyzed via SWOT and stakeholder synergy models. Findings highlight strong tourism potential but identify challenges such as infrastructure gaps, weak promotion, and land issues. Addressing these requires government support, stakeholder collaboration, and community involvement. Strategic improvements in infrastructure, marketing, and sustainability are essential for maximizing tourism’s economic and social benefits.

Abstract

This study identifies and assesses the impact of transfers to regions, local-own source revenue (Pendapatan Asli Daerah, PAD), gross regional domestic product, population, and construction cost index (CCI) on fiscal stress in regencies / cities in Maluku Province in 2015-2022. The data was obtained from Statistics Indonesia and Directorate of Financial Balance of the Ministry of Finance, analyzed quantitatively using panel data regression analysis and a fixed effect model obtained through Hausman test. The results indicate that the transfers to regions and PAD have a negative and significant impact on the fiscal stress, in contrast to the CCI. They suggest that higher transfers to regions and PAD would decrease the fiscal stress, and the CCI was a determinant in the local expenditure to increase regional growth and community services. The stress caused by limited PAD might be alleviated by the availability of potential regional resources and readiness of human resources.

Abstract

Pembangunan perkotaan yang berlangsung di Indonesia berjalan terus menerus dalam upaya untuk memajukan daerahnya melalui ketersediaan kapasitas infrastruktur, ekonomi, sosial, pendidikan dan pemerintahan dapat menciptakan atau memepercepat pertumbuhan suatu wilayah baru. Sanana mengalami perkembangan yang sangat pesat mengakibatkan beberapa daerah juga mengalami perkembangan. Namun beberapa desa masih mempunyai infrastruktur jalan yang terbatas dan kurang memadai karena akses jalan yang berbatu dan bergunung-gunung, sehingga proses pembangunan jalan belum dapat dilaksanakan. Selain itu, pengembangan pengusahaan sumber daya perairan masih terbatas karena sarana dan prasarana yang belum memadai, terutama karena alat penangkapan ikan masih menggunakan alat tradisional, sehingga proses pemasaran hanya dilakukan di lingkungan sekitar. Tujuan penelitian ini adalah mengidentifikasi perkembangan pusat pertumbuhan kota sanana terhadap wilayah pinggiran. Kabupaten Kepulauan Sula. Untuk mengetahui hal tersebut dilakukan Analisis skalogram, indeks sentralitas dan analisis gravitasi. Untuk mengenalisis mengidentifikasi perkembangan pusat pertumbuhan. Hasil perkembangan Kota Sanana mampu melayani kecamatan sanana dan sekitarnya. Kecamatan Sanana memiliki fungsi sebagai pusat pelayanan umum tingkat kota, pusat perdagangan dan jasa, pusat Pendidikan, pusat pelayanan Kesehatan dan pusat transportasi. Dengan fungsi-fungsi tersebut sanana memiliki peran yang sangat kuat untuk perkembangan kawasan serkitar.

Abstract

Pertumbuhan permukiman di bantaran sungai berlangsung cepat akibat dari urbanisasi penduduk. Seiring dengan meningkatnya kebutuhan lahan untuk tempat tinggal dan aktivitas sehari-hari menjadikan Kawasan bantaran sungai sebagai alternatif pilihan untuk bertempat tinggal. Salah satu permukiman yang berada di sepanjang bantaran sungai kota Ambon yang berlokasi pada sungai Wai Batumerah, Kecamatan Sirimau. Tujuan penelitian ini adalah untuk mengetahui karakteristik dan pola permukiman bantara sungai Wai Batumerah. Metode Penelitian yang digunakan adalah penelitian observasi dengan melakukan survei lapangan dan wawancara, data-data yang diperoleh dianalisis dengan bantuan sistem informasi geografis (SIG) berupa Google Earth dan Aplikasi Arcgis 10.4. Penelitian ini berdasarkan pada RTRW Kota Ambon terkait permukiman Bantaran Suangai sebagai pedoman dalam menentukan karakteristik dan pola permukiman bantaran sungai Wai Batumerah. Hasil Penelitian ini menunjukan bahwa karakteristik dan pola permukiman bantaran sungai Wai Batumerah memiliki karakteristik berbeda dari sosial, ekonomi, dan kondisi fisik. Maupun pola permukiman pada bantaran sungai yang beragam dari daerah tempat tinggal mengikut daerah aliran sungai, mengikuti gang lorong rumah. Implikasi kajian ini adalah diharapkan pemerintah Kota Ambon agar dapat lebih berfokus pada penataan pemukiman melalui kebijakan pemberian ijin dan penertiban bangunan-bangunan liar.

Abstract

Penelitian ini bertujuan untuk menganalisis dampak perkembangan pusat pertumbuhan Kota Masohi terhadap wilayah pinggiran di Kabupaten Maluku Tengah. Kota Masohi, sebagai ibu kota kabupaten, memiliki peran strategis dalam sistem perkotaan regional dengan fungsi utama sebagai pusat perdagangan, jasa, pemasaran, serta pelayanan sosial seperti kesehatan dan pendidikan. Perkembangan fisik dan infrastruktur di Kota Masohi telah memicu interaksi yang signifikan dengan wilayah pinggiran, yang terdiri dari lima kelurahan: Ampera, Lesane, Letwaru, Namaelo, dan Namasina. Penelitian ini menggunakan pendekatan kuantitatif dengan metode analisis skalogram, indeks sentralitas, serta gravitasi untuk mengukur keterkaitan antara pusat kota dan wilayah pinggiran. Hasil penelitian menunjukkan bahwa perkembangan Kota Masohi memberikan dampak positif terhadap peningkatan aksesibilitas dan penyediaan fasilitas di wilayah pinggiran. Namun, terdapat tantangan dalam pengelolaan keterbatasan lahan serta ketimpangan pembangunan antara pusat kota dan wilayah pinggiran. Hal ini diharapkan dapat memberikan kontribusi bagi perencanaan pembangunan yang lebih merata dan berkelanjutan di Kabupaten Maluku Tengah.

Abstract

Stunting has received serious attention from the government due to its numerous influencing factors and implications for people's lives and socioeconomic conditions. This study aims to determine the influence of per capita income and regional spending on reducing stunting rates in Maluku Province. To this end, secondary data published by government agencies was collected. The data was then analyzed using multiple linear regression statistical tools. The results of the study show that per capita income has a negative and significant effect on reducing stunting rates in Maluku Province, while regional spending has a positive, although not significant, effect

Abstract

This study aims to analyze existing conditions, identify key constraints, and formulate an optimal and sustainable inter-island maritime transportation development model in Huamual Belakang District, West Seram Regency, Maluku Province. This study utilized a qualitative case study approach and the data was collected through field observations, in-depth interviews, and document analysis. The analysis is supported by SWOT analysis and Internal Factor Evaluation (IFE) and External Factor Evaluation (EFE) matrices to assess internal and external conditions. The findings indicate that the current maritime transportation system is not yet optimal, as reflected in disparities in port infrastructure capacity, an imbalanced vessel-to-population ratio (1:1,916), high operational costs, and fragmented institutional arrangements. Despite these limitations, the region demonstrates substantial local economic potential and promising opportunities for digital technology convergence. Based on the analysis, the proposed development model emphasizes an integrated approach that combines a hub-and-spoke system with Hatu Port as the primary hub, integration of supply chains for leading commodities, particularly fisheries and cloves, supported by cold storage facilities, cross-subsidy mechanisms through a Public Service Obligation (PSO) scheme, and the adoption of a digital platform, “E-Sampan,” to improve efficiency and accessibility. Strategic recommendations focus on institutional consolidation through the establishment of an integrated management authority, capacity enhancement of feeder port infrastructure, the addition of seaworthy vessels, and strengthening human resources through training and certification programs. The implementation of this model is expected to serve as a catalyst for improved connectivity, reduced logistics costs, and accelerated inclusive and sustainable local economic growth.

Abstract

Poverty is a multidimensional development challenge that requires integrated and sustainable policy responses. Central Maluku Regency has introduced several innovative poverty alleviation programs, namely Masohi Merakyat, Dompet Siafa, and MANTAB (Pinjaman Tanpa Bunga, Interest-Free Loans), as locally driven initiatives to address poverty. This study aims to assess the effectiveness of these innovative programs and to formulate policy strategies for accelerating poverty reduction in Central Maluku Regency. This study employed a descriptive approach that combines qualitative and quantitative methods. The findings indicate that, while the implementation of the innovation programs can be classified as effective, their overall level of effectiveness remains relatively modest, with several indicators falling within the moderately effective category. Key constraints identified include limitations in the accuracy of poverty data, insufficient program socialization, suboptimal cross-sectoral synergy, and weaknesses in monitoring and evaluation mechanisms. Based on a SWOT analysis, this study recommends an aggressive strategy focused on strengthening program convergence, improving data quality, optimizing stakeholder collaboration, and enhancing adaptive monitoring and evaluation systems that are responsive to local conditions.
