Abstract

This research aims to evaluate PAMSIMAS program activities in Purwosari II Village. The method used is qualitative with descriptive research type. Data sources come from several sources, namely, primary data sources, namely the results of interviews with 10 informants and observations; second, secondary data taken from collecting documents, news, books, research reports, and articles. The results of PAMSIMAS research in Purwosari II Village seen from the criteria of equity, responsiveness and accuracy are quite good. Meanwhile, the criteria for effectiveness, efficiency and adequacy are still not good. The inhibiting factors in evaluating PAMSIMAS in Purwosari II Village are the socio-economic conditions of the community, lack of socialization about PAMSIMAS to the community, and PAMSIMAS raw materials using river water. The suggestions in this research are (1) For people who have economic problems, it is hoped that the village government can use village funds to help by eliminating payment of half the installation costs so that poor people can also enjoy the PAMSIMAS flow; (2) Socialization or dissemination of information about PAMSIMAS is being intensified again, both through electronic media and other means. Home visits must also be carried out evenly so that people who have not been touched or do not know and understand PAMSIMAS will know and understand better; (3) In the future, we hope that the village and PAMSIMAS managers will provide a water source for PAMSIMAS other than river water, for example from wells. The condition of the river water is uncertain and has acid levels and a taste that is too bland, making PAMSIMAS water unfit for drinking.

Abstract

South Kalimantan is one of the regions in Indonesia that has a high vulnerability to fire disasters. The Fire Disaster Management Agency is an agency that has a major role as an early warning system in the process of mitigating fire disasters in South Kalimantan. The purpose of this study was to determine the use of the five elements of communication according to Harold Laswell and information media as a public communication channel carried out by the Regional Disaster Management Agency/ Badan Penanggulangan Bencana Daerah (BPBD) of South Kalimantan. The research method used was a qualitative descriptive approach. The results show that in the process of mitigating fire disasters in South Kalimantan Province, the Regional Disaster Management Agency/ Badan Penanggulangan Bencana Daerah (BPBD) of South Kalimantan Province has carried out a public communication process by implementing all elements of communication and presenting Information Media as a communication channel through direct communication with the community in the area. disaster or using conventional communication channels such as leaflets, disaster pocketbooks as well as mass and digital media communication channels such as radio and social media

Abstract

The public demand for effective and efficient public services continues to grow over time, especially in the 21st century. Through the digitization of public services, also known as e-government, it is believed that these demands can be addressed, although criticisms remain regarding its implementation. The concept of citizen-centric service, which focuses on citizen-centered governance, could be a response to these criticisms. This research analyzes the implementation of e-government through a citizen-centric service approach. Using a literature review and content analysis methods, the author will examine various sources such as books, journals, articles, and so forth, supplemented by several relevant case studies aligned with the research topic. The research findings highlight the importance of the citizen-centric service approach, and this approach can serve as an optimal solution in creating inclusive and representative public policies. The conclusion of this study emphasizes that implementing e-government through a citizen-centric service approach not only has a positive impact but also broadens public participation. Furthermore, it is crucial to continuously improve digital infrastructure and digital literacy to support the more effective implementation of e-government.

Abstract

This study aims to analyze the implementation of collaborative governance in the development of smart branding in the tourism sector of Banjarmasin City. The main focus of this study is to identify the patterns of collaboration between the actors involved, as well as to analyze the strategies and innovations applied in an effort to form a city identity based on local potential and digital technology. The research method used is a qualitative approach with data collection through in-depth interviews and observations of various stakeholders such as the Culture Office, Youth Sports and Tourism, the private sector, local communities, and academics. The results show that while there is significant potential to create a strong branding ecosystem, collaboration between government and non-government actors has not been fully optimal. In addition, the application of digital technology in the tourism branding strategy of Banjarmasin City is still limited, while the contribution of the local community in the co-creation branding process has not been properly facilitated. This study also found that low coordination between government agencies and a lack of data-based evaluation are obstacles to the effectiveness and sustainability of city branding strategies. Based on the findings, this study recommends the establishment of a more inclusive cross-sectoral collaboration forum, digital capacity building in tourism promotion, and policy updates that support the integration of data-based branding strategies and technology

Abstract

This study looks at how the Community-Based Total Sanitation (CBTS) Program is being used in Purwosari II Village, Tamban Sub-district, Barito Kuala Regency, to find effective ways to change the community’s hygiene habits and enhance public health. The program aims to improve sanitation and health through five key pillars. However, challenges in changing hygienic behavior remain significant in practice. The methodology used is a qualitative approach, with data collection techniques including observation, interviews, documentation, and focus group discussions (FGD). A SWOT analysis was conducted to identify internal and external factors affecting the program’s implementation. The results show that although sanitation facilities such as communal toilets have been built, their distribution is uneven, and some people still maintain unhygienic behavior. Factors influencing such behavior include poorly developed policies, a lack of specialized CBTS cadres, and the community's reliance on government physical assistance. Based on these findings, suggested strategies include strengthening written policies, improving inter-sectoral coordination, and empowering the community through training and triggering healthy behaviors at the community level. It is hoped that these measures will make the CBTS program in Purwosari II Village more effective in creating behavior change and sustainably improving public health.

Abstract

Salah satu wujud dari perkembangan e-government adalah hadirnya aplikasi TTE Kemenag untuk menyederhanakan birokrasi yang ada pada Kanwil Kementerian Agama Provinsi Jawa Timur, khususnya ketika mengajukan dokumen pengadaan Pegawai Pemerintah dengan Perjanjian Kerja (PPPK). Pelaksanaan penelitian ini memiliki tujuan untuk menganalisa dan mendeskripsikan implementasi kebijakan e-government di Kanwil Kemenag Provinsi Jawa Timur. Pendekatan penelitian menggunakan deskriptif kualitatif dengan observasi, wawancara, dokumentasi, dan studi kepustakaan sebagai teknik dalam mengumpulkan data. Berdasarkan hasil dan pembahasan pada penelitian diketahui bahwa implementasi e-government melalui aplikasi TTE Kemenag dalam proses pengajuan dokumen pengadaan PPPK untuk dilakukan pengesahan jika ditinjau dari teori Edward III yang meliputi faktor komunikasi, disposisi, dan struktur birokrasi telah terimplementasi dengan sangat baik meskipun pada faktor sumber daya masih disertai permasalahan kinerja dari para pegawai yang belum optimal serta kendala jaringan internet. Guna menyikapi permasalahan tersebut, pihak terkait harus memberikan optimalisasi pada jaringan internet, mengadakan monitoring, dan membuat pamflet informasi tentang penggunaan aplikasi TTE Kemenag.

Abstract

The Banjarmasin City Government has innovated its services by creating the "Banjarmasin Pintar" application, which is part of Banjarmasin's smart city programme. The mobile application PARAK ACIL (Population Registration and Civil Registration Services) Online is a public service application designed for residents to access services, particularly those provided by the Population and Civil Registration Office of Banjarmasin City. This study aims to examine the socialisation efforts conducted by the Population and Civil Registration Office of Banjarmasin City regarding the PARAK ACIL mobile application. The research employs a descriptive qualitative method. Data collection techniques include observation, interviews with 6 informants, and documentation. The data was analysed using Cresswell's method, which involves organising and preparing the data, reviewing the overall data, creating codes, and using those codes to develop descriptions, then connecting and interpreting the data. The results of the study indicate that the socialisation process of the PARAK ACIL Online mobile application in Banjarmasin City has been fairly optimal. However, there are still residents who prefer to visit the Population and Civil Registration Office in person, indicating the need for enhanced and modernised socialisation techniques that align with current trends.
