Abstract

Masyarakat pesisir memiliki peran penting dalam pengelolaan sumber daya pesisir yang berkelanjutan. Namun, keterbatasan akses terhadap teknologi dan pengetahuan dalam pemetaan sumber daya pesisir sering menjadi kendala dalam pengambilan keputusan berbasis data. Penelitian ini bertujuan untuk memberdayakan masyarakat pesisir Desa Lontar, Kabupaten Serang, Banten, melalui peningkatan kemampuan teknik survei dan pemetaan potensi desa pesisir. Metode yang digunakan meliputi pelatihan teori dan praktik survei lapangan, penggunaan teknologi Global Positioning System (GPS), analisis citra satelit, serta pengolahan data spasial menggunakan Sistem Informasi Geografis (SIG). Hasil kegiatan menunjukkan bahwa peserta pelatihan, yang terdiri dari perangkat desa, nelayan, dan masyarakat pesisir, mengalami peningkatan pemahaman terhadap teknik survei dan pemetaan. Peta penggunaan lahan yang dihasilkan mencakup informasi tentang ekosistem mangrove, tambak, pemukiman, serta utilitas lainnya. Evaluasi pasca-pelatihan menunjukkan bahwa 85% peserta mampu menggunakan GPS dan perangkat lunak pemetaan secara mandiri. Hasil dari kegiatan ini tidak hanya memberikan gambaran mengenai teknik survei pemetaan, tetapi juga ikut membantu pemerintah khususnya melalui perangkat desa dalam hal upaya pengayaan/pembaruan data dan informasi guna pengelolaan wilayah pesisir secara berkelanjutan.

Abstract

This study aims to examine the effectiveness of the law in resolving environmental disputes through non-litigation mechanism in the territorial waters and jurisdiction of the Republic of Indonesia. This study was conducted by analysing the process and results of handling environmental disputes handled through non-litigation mechanism by the Ministry of Environment (KLH), especially the Directorate of Environmental Dispute Resolution. This study uses a qualitative analysis method with a case study approach involving documentation and interviews with related parties at KLH. The focus of the study is to assess the success of the dispute resolution mechanism through non-litigation, the obstacles faced, and the contribution of legal policies in protecting the environment, especially in waters that have complexities related to the rights and obligations of the state and other actors. The results of this study are expected to provide recommendations for improving the environmental dispute resolution system through non-litigation mechanism in Indonesia, with the aim of increasing the effectiveness of environmental protection in the territorial waters and jurisdiction of Indonesia.

Abstract

Produksi garam di Indonesia masih sangat bergantung pada kondisi cuaca, sehingga kualitas dan jumlah yang dihasilkan sering tidak stabil. Desa Panimbangjaya, Kabupaten Pandeglang, menghadapi permasalahan serupa dalam produksi garam rakyat. Kegiatan pengabdian ini memperkenalkan tiga komponen inovasi teknologi tunnel garam yaitu kolam penuaan berlapis HDPE, filterisasi air laut, dan dinding tunnel portabel kepada siswa MAN 3 Pandeglang sebagai agen transfer pengetahuan. Metode pelaksanaan meliputi sosialisasi, pelatihan praktik, diskusi interaktif, dan evaluasi melalui kuesioner. Data dianalisis secara deskriptif kuantitatif dan kualitatif. Hasil survei menunjukkan skor persepsi rata-rata 4,65 (kategori sangat baik), dengan penilaian tertinggi pada aspek keberlanjutan teknologi tunnel garam (5,0). Responden menekankan kebutuhan penambahan jumlah tunnel, replikasi ke desa pesisir lain, pelatihan lanjutan, serta dukungan pemasaran. Temuan ini menunjukkan bahwa keterlibatan siswa tidak hanya memperkuat transfer pengetahuan lintas generasi, tetapi juga mendukung keberlanjutan inovasi produksi garam rakyat di wilayah pesisir.

Abstract

The waters of Banten Province are one of the habitats of Dugong and many other protected species because it is supported by the many seagrass ecosystems found. The purpose of this study was to identify the presence, seagrass beds, dugong, other protected species, and their threats in Banten Waters. Information data regarding the presence of dugong, threats to dugong, community perceptions regarding dugong and seagrass beds, as well as additional information on other protected species (such as turtles, dolphins, sharks and whales) were taken by conducting in-depth interview methods to respondents. The interview questionnaire was based on the CMS-UNEP standardized dugong questionnaire. The number of respondents was determined with a proportion of 70% in locations with strong dugong information and the rest in neighboring locations. The results showed that dugong, dolphins, turtles, sharks and whales were found in Pandeglang Waters. While in Serang Waters dugong, porpoise, dolphin, turtle and whale shark were found. Threats to the life of dugong and other biota in Pandeglang Waters are the presence of gill net fishing gear and sero, if there is a dugong caught, it is not sold for food but sold to Sea World Ancol under the pretext of rescue.  There are two threats in Serang: poachers from the Wadas area and the construction of an international port that changes habitat, pollutes, and can cause accidents. Seagrass beds can be found almost along the entire coast of Pandeglang and Serang. The main threat to seagrass beds is environmentally unfriendly coastal change.
