Abstract

Sejak diadopsinya Peraturan No. 11 Tahun 2020 tentang Kewajiban Tempat Kerja, kepatuhan terhadap peraturan yang berkelanjutan telah terjadi dengan cara yang sangat konservatif. Selain sektor investasi dan perizinan, semua sektor lainnya terkena dampak buruk oleh undang-undang ini. Banyaknya izin sebelum menjadi beberapa tunggal perizinan memudahkan masyarakat umum untuk melakukan proses perizinan. Hal ini menyoroti pentingnya mematuhi hukum, seperti peraturan pemerintah dan Menteri terkait. Salah satu regulasi yang dikeluarakan yakni Peraturan Pemerintah (PP) Nomor 16 Tahun 2021 tentang Peraturan Pelaksanaan Undang-Undang Nomor 28 Tahun 2002 tentang Bangunan Gedung Peraturan ini merupakan tindak lanjut dari ketentuan Pasal 24 dan Pasal 185 huruf b Undang-undang Nomor 11 Tahun 2020 tentang Cipta Kerja. Peraturan pemerintah ini menghapus aturan izin mendirikan bangunan (IMB) dan menggantikannya dengan persetujuan bangunan gedung (PBG). PBG menjadi istilah perizinan yang digunakan untuk dapat membangun bangunan baru atau mengubah fungsi dan teknis bangunan tersebut. Berdasarkan Surat Edaran Bersama (BEE) No. 973/1030/SJ, Nomor KEK-1/MK.07/2022; Nomor: 06/SE/M/2022 dan nomor 399/A.1/2022 terkait percepatan pelaksanaan Penerimaan persetujuan bangunan yang diterbitkan pada 5 Februari 2022 dan ditandatangani oleh 4 menteri memberikan keringanan kepada Pemerintah Daerah (PEMDA) yang belum membuat peraturan daerah (purdah) tentang pajak pajangan bangunan, meskipun pemerintah mengatur jangka waktu 2 (dua) tahun setelah berlakunya UU No. 1 tahun 2022. Pemerintah daerah telah diberi tenggat waktu 5 Januari 2024. Bupati Halmahera Selatan yang merupakan salah satu kabupaten di provinsi Maluku utara telah menerbitkan peraturan daerah no. 1 tahun 2022 dalam hal persetujuan konstruksi. Dan sejak tahun 2022 hingga 2023, Dinas Perumahan dan Permukiman, KANTOR PUPR dan Dinas DPMPTS telah menyiapkan peralatan turunan dan regulasi mengenai persetujuan konstruksi. danDengan diterbitkannya perda ini maka kabupaten Halmahera selatan tidak lagi menerbitkan dan menagih retribuasi atas Izin mendirikan bangunan (IMB) tetapi melakukan perizinan dan penagihan retribusi Persetujuan Banguan Gedung (PBG).

Abstract

Tourism has a huge impact on development when it is well managed, which in its development is adjusted to the mapped potential and always prioritises tourists' perceptions of the tourism services they enjoy. This research aims to identify tourism potential and find out the factors that need to be considered in tourism development based on the perceptions of users of tourism services. The research uses a qualitative approach with descriptive methods so that various phenomena can be explored properly. The results showed that, first, tourism development in Morotai Island Regency has the potential to be carried out in a sustainable manner with various potentials scattered in natural tourism including beach tourism and historical tourism, namely trikora historical tourism, glass water nature tourism, nunuhu beach tourism, nakamura waterfall nature tourism, dodola beach tourism, kokoya beach tourism, jababeka beach tourism. Second, in an effort to develop tourism potential, there are several factors that influence it as the perception of tourism service users, among others, the location factor of attractions that are very attractive to visitors, the attractiveness factor of attractions that are very high but the promotion of attractions that are still low, the accessibility factor is very supportive, and the facility factor is good enough even though there still has to be improvements that need to be made.

Abstract

During economic uncertainty following the COVID-19 pandemic, social assistance is vital for alleviating the economic burden on the poor and vulnerable to poverty, particularly those residing in island-based areas. The research aims to measure the performance of social assistance programs in the regional economy of the North Maluku Archipelago Province. The study employs Data Envelopment Analysis (DEA) and Stochastic Frontier Analysis (SFA) to measure efficiency values, with input variables including social aid, unemployment, and inflation, while the output variable is poverty. The results reveal that social assistance is ineffective in reducing poverty. Several obstacles, including the minimal budget allocation, inaccuracies in identifying assistance recipients, and insufficient time for aid distribution are identified as primary causes of the inefficiency of social aid programs. Updating poverty data into one unified and integrated dataset is essential for the efficiency distribution of social assistance. Accurate targeting and timely distribution are the keys to the effectiveness of social assistance programs in reducing poverty.
