Abstract

The One Data Indonesia (Satu Data Indonesia/SDI) policy is a government initiative aimed at establishing an integrated, accurate, and publicly accessible data ecosystem to strengthen transparency and accountability in governance. This study aims to analyze the effectiveness of SDI implementation in promoting public information disclosure and enhancing good governance practices. Using a descriptive qualitative approach, data were collected through interviews, document analysis, and field observations in selected central and regional government institutions. The findings reveal that SDI has contributed positively to improving public access to government data. However, its implementation still faces significant challenges, including weak inter-agency coordination, disparities in human resource capacity, and inadequate technological infrastructure, especially at the regional level. Moreover, public utilization of open data remains limited due to low levels of data literacy. Therefore, the success of SDI depends heavily on political commitment, institutional strengthening, system interoperability, and public education on data use. With sustained and collaborative support, SDI has the potential to become a cornerstone of transparency-based bureaucratic reform in Indonesia.
