Abstract

Aparat kampung Kampung Asei Kecil telah melakukan pelayanan administratif dengan sangat baik. Namun, belum ada standar yang digunakan sehingga pelayanan kadang menjadi lambat. Kondisi ini disebabkan kurangnya pemahaman atau kesadaran aparat kampung bahwa pelayanan yang diberikan harus sesuai standar. Kegiatan pengabdian ini bertujuan untuk meningkatkan pemahaman dan kesadaran aparat kampung tentang pelayanan publik sesuai dengan Standar Pelayanan Minimal (SPM) serta mendampingi aparat kampung dalam menerapkan SPM di Kampung Asei Kecil Distrik Sentani Timur Kabupaten Jayapura. Metode yang digunakan meliputi ceramah, tanya jawab, diskusi, dan pendampingan kepada kepala kampung, aparat kampung, dan Badan Musyawarah Kampung (Bamuskam). Hasil kegiatan menunjukkan bahwa kepala kampung, aparat kampung, dan Bamuskam telah memiliki kesadaran dan kemampuan untuk menerapkan SPM. Alur pelayanan publik yang telah dibuat mencakup penerimaan permohonan, verifikasi dokumen, proses administrasi, otorisasi pimpinan, administrasi dokumen, dan distribusi hasil dokumen kepada pemohon.

Abstract

Supervision of village governance is an important aspect in achieving accountability and transparency. The Village Consultative Body (Bamuskam) has a strategic role in supervising the performance of the Village Government, particularly in the stages of planning, implementation, and reporting. However, in practice, this role has not yet been optimally carried out in Ifia-Fia Village, Arso Barat District, Keerom Regency. This study aims to analyze the role of Bamuskam in supervising the performance of the Ifia-Fia Village Government and to identify the factors influencing the implementation of such supervision. This research uses a qualitative approach with a descriptive method. Data were collected through in-depth interviews, observation, and documentation involving informants from Bamuskam members, village government officials, and the community. Data analysis was conducted through data reduction, data presentation, and conclusion drawing. The findings show that the supervisory role of Bamuskam has not been optimally implemented. In the planning stage, supervision has not been effective due to the absence of Village Deliberation as a key stage, resulting in the failure of preliminary supervision. In the implementation stage, supervision remains individual, not institutionally coordinated, and not comprehensive. Meanwhile, in the reporting stage, supervision has not been conducted due to the absence of accountability reports, evaluation forums, and adequate feedback mechanisms. The influencing factors include limited human resource capacity, insufficient understanding of regulations, low community participation, and unstable village governance conditions. Thus, it can be concluded that Bamuskam supervision has not been effective, systematic, and sustainable in supporting accountable, participatory, and transparent village governance.

Abstract

This study aims to analyze the implementation of the Public Service Mall (Mal Pelayanan Publik - MPP) policy in enhancing cross-sectoral synergy at the Investment and One-Stop Integrated Services Agency (Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu - DPMPTSP) of Mimika Regency, and to identify supporting and inhibiting factors in its implementation. This research uses a qualitative approach with a descriptive method. Data collection techniques were carried out through interviews, observation, and documentation, with informants from government apparatus and related parties in the organization of the MPP. Data analysis used an interactive model which included data reduction, data presentation, and conclusion drawing. The results of the study indicate that the implementation of the MPP policy in Mimika Regency has not yet reached its optimal level in encouraging cross-sectoral synergy. This is influenced by four main dimensions according to George C. Edward III's policy implementation theory, namely ineffective communication between agencies, limited resources in terms of both human resources and digital infrastructure, uneven disposition or commitment of implementers, and a bureaucratic structure that remains sectoral. Supporting factors for policy implementation include clear regulations, commitment from the local government, and the existence of the MPP as an integrated public service innovation. Meanwhile, inhibiting factors include weak cross-sectoral coordination, lack of digital system integration, limited human resource capacity, and low levels of public satisfaction with the services. Therefore, strengthening coordination, improving human resource capacity, and developing an integrated digital system are necessary to enhance the effectiveness of MPP policy implementation.
