Abstract

ABSTRACT. Border area as a front line of a country needs special attention from the government of that country. Most of the domestic problems experienced by a country come from the border. Human and drugs trafficking, also illegal timber transactions are examples of problems that still occur in Indonesia nowadays especially located in Kepulauan Riau Province. This study aims to describe the Integrated Border Management based on European Commission carried out in Indonesia, especially at the country border in Kepulauan Riau Province, Indonesia. By using the post-positivistic paradigm, this study uses interviews and documentation as data collection techniques. Interviews were conducted to actors, both central and regional, such as the Deputy for Border Management (BNPP-RI), the Head of the BNPP Planning and Cooperation Bureau, the Head of the Riau Islands Province Government Bureau and his staff, the Head of Local Development Planning Agency of Batam City, Natuna Regency. The results showed that the state border managers at the central, provincial, and regency/city governments have different institutions which result in differences in personnel procedures, finances, and resource allocation. The concept of Integrated border management needs to be adjusted to the concept considering the geographical characteristics of Indonesia, which has sea and land borders.

Abstract

Pandemi covid-19 menjadi salah satu tantangan di berbagai belahan dunia dan perlu mendapatkan perhatian utama, karena menimbulkan dampak secara massive terhadap berbagai aspek, termasuk pendidikan. Pemerintah menerapkan metode baru yaitu blended learning. Penelitian ini bertujuan untuk menganalisis respon masyarakat terhadap kebijakan blended learning pada tingkat SD dan TK di Indonesia. Peneliti melihat keterbaruan dari topik ini menggunakan vosviewer. Penelitian ini bersifat kualitatif. Teknik pengumpulan data dilaksanakan dengan penyebaran kuesioner dalam bentuk online menggunakan platform google form dan penilaian skala guttman. Sampel yang dilakukan dengan accidental sampling, sehingga menjaring 60 responden.Hasil penelitian menunjukkan: 86% sekolahnya sudah memberlakukan blended learning, 11,7% tidak dan 1,7% belum; persetujuan kebijakan blended learning , 73% menyatakan setuju, 25% tidak dan 2% sangat setuju pembelajaran tatap muka full; blended learning lebih efektif dibandingkan pembelajaran online 43% menyatakan setuju, 12% tidak dan 8% menjawab tidak pasti; Sekolah dengan SOP yang jelas, 92% mengatakan iya, 5% belum dan 3% meragukan; Sarana prasarana sekolah mendukung blended learning, 95% menjawab iya, 3,3% tidak pasti dan 1,7% belum; Solusi pembelajaran selain blended learning, 83% menyatakan tidak, 14% menyatakan iya dan 3% mungkin

Abstract

The government has transferred the Rural and Urban Land and Building Tax from the central tax to a regional tax to provide additional sources of income for regional development, however, after the transition, there was an increase in PBB-P2 receivables. This study aims to analyze the management of PBB-P2 receivables, analyze factors affecting highly PBB-P2 receivables and analyze the efforts of Katingan Regency Government to reduce PBB-P2 receivables. This study uses a descriptive qualitative research method with an inductive approach. Data collection techniques through interviews and documentation. Sampling was done by purposive sampling method with 11 informants. This study concludes that the management of PBB-P2 receivables in Katingan Regency has not been carried out properly. The increase in PBB-P2 receivables in Katingan Regency is due to the lack of updating of tax subject and object data, lack of competence of tax management apparatus, lack of socialization for the community, and low public awareness of paying taxes. Various efforts have been made by BPKAD Katingan Regency, namely making PBB-P2 data collection applications, not printing Tax Returns Payable for people who have receivables, and collecting taxpayers who are no longer domiciled in Katingan Regency.

Abstract

The Regional Government Financial Reports (LKPD) of Timor Tengah Utara Regency for the last five years have always received a Fair Opinion with an Exception (WDP) due to several factors, namely the insufficient management of fixed assets. This study aims to determine the management of fixed assets, inhibiting factors and supporting factors in the management of fixed assets as well as the efforts made to overcome obstacles so that the realization of Unqualified Opinion (WTP) can be realized. This study used descriptive qualitative method with inductive approach. Determining the information used is a purposive sampling technique. Data collection techniques were carried out by interview, observation, and documentation. The results show that the management of fixed assets in Timor Tengah Utara Regency has not been implemented optimally because there are several obstacles, incomplete asset acquisition documents, lack of human resources competence in running SIMDA BMD and the application of Accrual-Based Government Accounting Standards and problematic SIMDA BMD network connections. The supporting factors in the implementation of fixed asset management are adequate human resources development policies, reports on the results of BMD procurement running well and adequate supporting tools. Efforts are being made, among others: completing fixed asset documents and processing fixed assets correctly, submitting a lost fixed asset to MP TP-TGR, increasing competence for human resources and implementing the SIMDA BMD application that can be integrated into all OPDs in Timor Tengah Utara Regency.

Abstract

Central Government has implemented the policy of Enforcement of Community Activity Restrictions (PPKM) for Java and Bali regions to suppress the spread of COVID-19. In this policy, Karanganyar Regency Government made Regent Instruction Number: 180/5/2021 which regulates Micro-Based PPKM and the Establishment of the 2019 Corona Virus Disease Handling Post at Village and Sub-District Levels for Corona Virus Disease Control 2019. This policy is a guideline for the community in Karanganyar Regency in organizing celebrations because in its implementation there are still many that do not comply with health protocols, one of which is in Tawangmangu Village. The purpose of this community service activity is to help the Karanganyar Regency Government socialize the Karanganyar Regency Regent's Instructions, especially related to organizing celebrations. The techniques for implementing this community service activity are: 1) Designing infographics about the procedures for carrying out celebrations according to health protocols; 2) Conducting socialization of the organization of celebrations according to health protocols through zoom meetings; 3) Carry out outreach to the community directly about the implementation of the celebration according to the health protocol. The results of this community service activity are increasing public understanding and awareness of the policy of organizing celebrations in accordance with the instructions of the Karanganyar Regency Regent. Recommendations from authors are: (1) Tawangmangu Village Government needs to continue to socialize on an ongoing basis regarding the Regent's Instruction Number 180/5/2021, especially regarding the implementation of celebrations through various media; (2) There is a need to improve two-way communication and coordination with the community so that the community can participate in the above activities; and (3) Tawangmangu Village Government conducts periodic supervision and advises people who violate wisely

Abstract

Kebijakan pemindahan Ibukota Negara Indonesia dari Jakarta ke Penajam Paser Utara, Kalimantan Timur sejak tahun 2021 diharapkan dapat menjadi pusat pertumbuhan ekonomi baru di Indonesia secara umum dan daerah penyangga secara khusus. Provinsi Sulawesi Selatan dan Kota Parepare adalah daerah penyangga yang berbatasan laut dengan Ibukota Nusantara. Sebagai daerah penyangga dan menjadi daerah penyupai utama makanan dan kebutuhan di Kalimantan Timur sebelum adanya IKN, Provinsi Sulawesi Selatan dan Kota Parepare harus menyiapkan perangkat kebijakan dan memaksimalkan potensi ekonomi yang dimilikinya. Penelitian ini menggunakan pendekatan kualitatif dengan metode pengumpulan data yaitu wawancara, dokumentasi, dan focus group discussion (FGD). Adapun informan dalam penelitian ini adalah perangkat daerah dan pakar yang memiliki hubungan fungsional dengan kebijakan pembangunan dan potensi daerah di lingkup Pemerintah Provinsi Sulawesi Selatan dan Pemerintah Daerah Kota Parepare. Hasil penelitian menunjukkan bahwa Provinsi Sulawesi Selatan dan Kota Parepare memiliki potensi ekonomi yang besar sebagai daerah penyangga IKN. Sementara dari segi kesiapan kebijakan, Provinsi Sulawesi Selatan dan Kota Parepare tidak menempatkan kebijakan khusus dalam rangka mengantisipasi kebijakan pemindahan ibukota, melainkan kebijakan pembangunan daerah yang ada saat ini dimaksimalkan untuk kepentingan internal daerah. Kata Kunci: Pemindahan Ibukota; Potensi Ekonomi; Perencanaan Pembangunan Daerah; Kebijakan Pemerintah Daerah.

Abstract

The waste problem is still a chore that hasn’t been solved till today in every region, including in Cileles Village, Sumedang Regency. Cileles Village has not managed organic waste optimally. So, the authors carried out Community Service (PkM) activities in Cileles Village related to assisting in making compost from household waste, namely organic waste, for the community in Cileles Village. The aim of this PkM is to increase public education regarding waste management, make the community more independent in managing household waste, reduce the volume of waste at the Cibeureum TPA and improve the community’s income. The method used in this PkM is socialization and practical work on making compost from household waste directly. The result of PkM is that the community understands sustainable waste management and is able to make compost from their own household waste.
