Abstract

Villages existed before Indonesia became independent, with values that applied to its people. Modern government has organized villages into formal government institutions within the Indonesian government system, except for those that remain traditional villages. This study aims to analyze the value system of traditional villages in Indonesia and examine the structure of traditional village governance in the country. This study uses an interpretive paradigm with a qualitative approach. Data was collected qualitatively through interviews with several informants, including village heads, traditional leaders, community leaders, and local government officials. This study was conducted in three provinces with village characteristics that differ from those of other villages, namely North Sulawesi (Wanua), West Sumatra (Nagari), and Aceh (Gampong). The results gave rise to categories of villages that exist in Indonesia today, namely 1) Villages, but with Traditional Government; 2) Traditional Village, and its traditional government; 3) Village and its government; and 4) Traditional Village, but the government is the village. The contribution of this study is related to efforts to redefine Traditional Villages as they currently exist in Indonesia.

Abstract

The COVID-19 pandemic required new approaches to organizing regional elections, highlighting the use of information systems to reduce infection risk and improve election management effectiveness. This study examines the influence of information systems and political participation on the efficacy of simultaneous regional head elections during the pandemic. A quantitative design determined a sample of 402 respondents with the Slovin formula at a 95% confidence level. Data were collected through a Likert-scale questionnaire comprising 12 indicators of information systems, 21 of political participation, and 12 of electoral effectiveness, and analyzed using Structural Equation Modeling (SEM) with LISREL. The results show that information systems exerted a positive but statistically insignificant effect on electoral effectiveness (T-value = 0.79, below the 1.96 threshold). In contrast, political participation demonstrated a significant positive impact (T-value = 6.79), underscoring its decisive role in achieving effective election outcomes under pandemic conditions. These findings emphasize the importance of citizen engagement for sustaining democratic processes during public health crises and illustrate how digital technologies can support, but not replace, active political participation.

Abstract

The three villages that were the objects of observation and the author carried out community service within a period of two weeks to one month had the same problem, namely regarding the quality of public services that were still minimal. The author took the initiative to conduct socialization to village officials to improve the quality of public services. During the service for a period of two weeks to one month, the author has a realistic target, namely that village officials can master the internet. In the first week and part of the second week, the author conducted socialization on how to use technology properly, the author taught basic things until the village officials could operate the technology they had. In the final stage, the author recruited stakeholders to create websites for the three villages above so that they could serve the rural community digitally. The author would like to express his deepest gratitude to a number of parties involved in the making of the article and the author's dedication to the villages of Baraya and Babatan that have been mentioned since the introduction. Abstract

This bibliometric analysis delves into the extensive body of literature on the role of government in sustainability and environmental management, addressing the imperative for sustainable development amidst increasing environmental challenges. Through a systematic exploration of scholarly publications, the study identifies clusters of literature, research trends over time, and potential areas for future investigation. The analysis reveals key thematic areas, including Corporate Social Responsibility (CSR) and Governance, Waste Management, Environmental Governance, Energy and Innovation, and Supply Chain Sustainability. Top-cited research studies and the visualization of term occurrences offer foundational insights for policymakers and researchers. The findings emphasize the evolving priorities in the field and underscore the need for interdisciplinary collaboration to address complex challenges. Overall, the study contributes to a nuanced understanding of best practices, guiding stakeholders in formulating evidence-based policies for sustainable development.

Abstract

This research investigates the intricate relationships among Bureaucratic Accountability, Impact of Regulatory Change, Law Enforcement Effectiveness, and Public Service Quality through a quantitative analysis employing Structural Equation Modeling (SEM). Utilizing a sample size of 150 participants, the study explores the nuanced interplay of these constructs, providing valuable insights for policymakers and administrators. The measurement model demonstrates robust reliability and validity, while the structural model reveals significant positive associations between Bureaucratic Accountability, Impact of Regulatory Change, Law Enforcement Effectiveness, and Public Service Quality. Demographic variations further enrich the understanding of these relationships. The findings contribute to the discourse on effective governance, emphasizing the pivotal role of transparency, regulatory adaptability, and law enforcement efficiency in shaping public service perceptions. Implications for policy and avenues for future research are discussed.

Abstract

This research explores the multifaceted factors influencing the success of business development programs in Central Java Province. Specifically, it examines the impact of training initiatives, industrial partnerships, and government policies on the participation and effectiveness of development programs. A sample of 120 businesses and entrepreneurs in the region was analyzed using structural equation modeling (SEM) with Partial Least Squares (PLS) as the data analysis method. The results reveal significant relationships between the variables under investigation. Businesses perceiving favorable government policies are more likely to participate in development programs. Likewise, investments in training programs and engagement in industry partnerships are positively associated with participation in development initiatives. The goodness-of-fit analysis demonstrates that the Estimated Model adequately represents the data, affirming its validity and reliability. The research provides valuable insights into the interconnected nature of factors contributing to the success of business development programs in Central Java Province, highlighting the importance of collaboration, supportive government policies, and training initiatives. These findings can inform policymakers, businesses, and stakeholders in the region, aiding in the design and implementation of more effective development programs.

Abstract

Penelitian ini menyelidiki dampak kebijakan gratifikasi terhadap pencegahan korupsi di lingkungan pemerintah desa di Provinsi Jawa Barat. Melalui analisis kualitatif, kami memeriksa kebijakan yang ada, menilai kesadaran dan pemahaman di antara para pejabat, mengeksplorasi dampak yang dirasakan terhadap pencegahan korupsi, dan mengidentifikasi tantangan dalam implementasi. Program pelatihan dan strategi komunikasi secara signifikan mempengaruhi kesadaran, dengan menekankan pentingnya inisiatif yang komprehensif. Efek jera yang dirasakan dan dampak positif terhadap perilaku etis menggarisbawahi pentingnya kebijakan gratifikasi. Tantangan yang dihadapi, termasuk penegakan hukum yang tidak konsisten dan keterbatasan sumber daya, menunjukkan adanya bidang-bidang yang perlu ditingkatkan. Rekomendasi yang diberikan mencakup standarisasi penegakan hukum, alokasi sumber daya, pengembangan kapasitas yang berkelanjutan, dan peningkatan keterlibatan masyarakat. Studi ini memberikan wawasan yang berharga dalam wacana pencegahan korupsi, dengan menekankan pentingnya kebijakan yang sesuai dengan konteks dan pendekatan kolaboratif dalam tata kelola pemerintahan daerah.

Abstract

Kebijakan pemindahan Ibukota Negara Indonesia dari Jakarta ke Penajam Paser Utara, Kalimantan Timur sejak tahun 2021 diharapkan dapat menjadi pusat pertumbuhan ekonomi baru di Indonesia secara umum dan daerah penyangga secara khusus. Provinsi Sulawesi Selatan dan Kota Parepare adalah daerah penyangga yang berbatasan laut dengan Ibukota Nusantara. Sebagai daerah penyangga dan menjadi daerah penyupai utama makanan dan kebutuhan di Kalimantan Timur sebelum adanya IKN, Provinsi Sulawesi Selatan dan Kota Parepare harus menyiapkan perangkat kebijakan dan memaksimalkan potensi ekonomi yang dimilikinya. Penelitian ini menggunakan pendekatan kualitatif dengan metode pengumpulan data yaitu wawancara, dokumentasi, dan focus group discussion (FGD). Adapun informan dalam penelitian ini adalah perangkat daerah dan pakar yang memiliki hubungan fungsional dengan kebijakan pembangunan dan potensi daerah di lingkup Pemerintah Provinsi Sulawesi Selatan dan Pemerintah Daerah Kota Parepare. Hasil penelitian menunjukkan bahwa Provinsi Sulawesi Selatan dan Kota Parepare memiliki potensi ekonomi yang besar sebagai daerah penyangga IKN. Sementara dari segi kesiapan kebijakan, Provinsi Sulawesi Selatan dan Kota Parepare tidak menempatkan kebijakan khusus dalam rangka mengantisipasi kebijakan pemindahan ibukota, melainkan kebijakan pembangunan daerah yang ada saat ini dimaksimalkan untuk kepentingan internal daerah. Kata Kunci: Pemindahan Ibukota; Potensi Ekonomi; Perencanaan Pembangunan Daerah; Kebijakan Pemerintah Daerah.

Abstract

Penelitian ini menyelidiki hubungan yang rumit antara kebijakan pemerintah, kemitraan bisnis, pengelolaan perikanan berkelanjutan, kesejahteraan nelayan, dan pertumbuhan ekonomi dalam konteks Sulawesi Selatan. Dengan menggunakan Structural Equation Modeling (SEM) pada sampel 250 peserta yang mewakili berbagai pemangku kepentingan di sektor perikanan, penelitian ini menganalisis dampak berbagai faktor terhadap kesejahteraan nelayan dan pembangunan ekonomi daerah secara keseluruhan. Hasilnya menyoroti pentingnya kebijakan pemerintah yang efektif dan kemitraan bisnis yang kolaboratif dalam mendorong praktik-praktik berkelanjutan yang secara positif mempengaruhi dimensi sosial dan ekonomi dalam sektor perikanan. Studi ini memberikan kontribusi wawasan yang berharga bagi para pembuat kebijakan, pemangku kepentingan industri, dan peneliti, yang menawarkan pemahaman yang bernuansa tentang dinamika yang membentuk lanskap perikanan Sulawesi Selatan.
