Abstract

This study attempts to explain dilemmas in bureaucracy after the decline of New Order regime. Attempting bureaucracy reform is one of important agendas to find new format of better bureaucracy as well as to support democratic transition process in Indonesia. For that, specifically this study highlights relation between implementation of bureaucracy reform and development of democracy in purpose to create professional and effective bureaucracy. This study concludes that implementation of bureaucracy reform has yet been implemented effectively in creating professional bureaucracy. It is caused by some factors such as; the first is low of bureaucracy management quality and bureaucrat professionalism relating with integrity and technical ability. The some factors are implication of continuing of patrimonial legacy from New Order regime. The second, the presence of democracy in other side becomes a new mechanism for making bureaucracy as power machine by a group of people, politicians as well as bureaucrats.

Abstract

Para ilmuwan telah menawarkan konsep pemilu yang ideal bagi pemilih, yang di antaranya adalah kesempatan pemilih untuk mendelegasikan orang untuk menempati jabatan tertentu, dan kesempatan untuk memperjuangkan kepentingan melalui pilihan-pilihan program atau kebijakan. Kedua hal ini lah yang idealnya menjadi arti penting pemilu bagi pemilih, dan sekaligus menjadi kajian beberapa ilmuwan. Terdapat dua ruang diskusi dalam literatur. Pertama, pendefinisian arti penting dalam penelitian. Kedua, sebab dan akibat dari arti penting pemilu bagi pemilih. Artikel ini mencoba masuk dalam ruang pertama dan memperluas ruang kedua. Pendefinisian arti penting dinyatakan dengan melibatkan beberapa variabel, bukan sekedar “apakah pemilu penting?”, yakni pemaknaan pemilu, kemanfaatan, harapan, dan kepercayaan terhadap pemilu. Artikel ini didasarkan data survei yang dilakukan di Kabupaten Pati dan Kabupaten Demak, Jawa Tengah, tahun 2019, dengan mempertimbangkan wawancara mendalam yang telah kami laksanakan pada tahun 2018. Sejumlah 800 responden diambil secara bertingkat dengan mempertimbangkan alasan demografis dan geografis. Dengan mendiskusikan antara data dan konsep, diperoleh pengetahuan bahwa terjadi ketidaktepatan dan ketidakrunutan dalam mempersepsikan pemilu. Hal ini membuat “arti penting” pemilu bagi pemilih semakin rumit untuk dijelaskan.

Abstract

Program Pengabdian kepada Masyarakat “Doktor Mengabdi” dilaksanakan untuk menjawab tantangan yang dihadapi UMKM alas kaki di Kota Mojokerto, terutama dalam aspek promosi dan pemasaran digital pasca pandemi COVID-19. UMKM sektor ini memiliki potensi besar namun masih terkendala akses pasar, keterampilan pemasaran menggunakan platform digital, dan strategi branding. Program ini bertujuan untuk meningkatkan kapasitas UMKM alas kaki dapat meningatkan penjualan melalui pelatihan yang meliputi desain visual, konten berbasis Artificial Intelligence (AI), optimalisasi media sosial, penggunaan tools branding modern, hingga personal branding. Metode pelaksanaan menggunakan pendekatan appreciative inquiry, experiential learning, dan fasilitasi kolaboratif antara dosen dan mahasiswa. Hasil menunjukkan peningkatan signifikan dalam pemahaman peserta terhadap teknik pemasaran digital, serta kemampuan mereka dalam menerapkan desain promosi melalui platform seperti Canva, Adobe Firefly, dan ChatGPT. Evaluasi oleh LPPM UB menunjukkan pelatihan sangat relevan dan memberikan solusi nyata bagi peserta. Partisipasi aktif UMKM Alas Kaki sebagai pelaku usaha, lulusan SMK dapat membantu implementasi teknis terkait multimedia, dan anggota karang taruna juga dapat menjadi pendamping untuk pelaku wirausaha digital. Kesimpulannya, kegiatan ini tidak hanya menjadi sarana edukasi, tetapi juga mendorong transformasi pola pikir dan praktik bisnis UMKM menuju sistem penjualan digital yang lebih adaptif dan kompetitif agar UMKM alas kaki dapat berkembang di era industri digital saat ini.

Abstract

This study examines the development process in transmigration areas, utilizing the social capital concept in the study of three transmigration villages: Mekar Jaya, Wapae, and Suka Damai. We interviewed stakeholders, made observations, and analysed documents to collect data. Our findings highlight the important role of social capital and institutional change in supporting village development. Three critical factors emerged: First, village development involves the transfer of skills from the area of origin to the area of migration endowed with strong work ethics (etos kerja), particularly in agricultural and business sectors. Second, strong networks formed through ethnic and religious ties facilitate information sharing and cooperation, aligning the interests of the community and the village govenrment. Third, institutional changes in village autonomy and regional expansion significantly influence the village development process, strengthening communities’ social capital while reshaping the state-society relationship to become more democratic. Despite some progress, the village transformation, however, has yet to have a significant impact on improving the community’s prosperity.

Abstract

Many recent studies show the development of an increasingly diverse elite characterized by the emergence of a new elite and, on the other hand, the collapse of the old elite. However, these studies mainly infer democratic political change as an explanatory factor. This article takes a different standpoint to explain why some local elites collapse, survive, and emerge as new elites. Specifically, this article describes the formation of the elite resource base and its accumulation by emphasizing the perspective of social changes. Resources become the basis of power that determines the position of the elite in society and the political arena. In the data-collecting process, this study conducted interviews with several patrons and local elites accompanied by the collection of other secondary data. Our findings explain that the factor of social changes at the local level becomes the driving force that determines the emergence and collapse of the elite at the local level. The changes in the social structure of society from feudal and hierarchical to modern-competitive society have transformed the composition of the resource base of elite power in society and determined the rise and fall of elite power. In addition, the changes in social structure not only encourage the emergence of other resource bases but also opens up opportunities for the elite to accumulate them. Three critical resources determine the elite's position in Biringkassi village, namely cultural, economic, and educational resources. These three resources determine the formation and shifts of the elite in society. The study asserts that although local political changes occur within a formal-democratic framework, local communities are still tied to a power base that persists outside that framework.
