Abstract

Victims of terrorism are not only those affected by terrorist attacks but include those exposed to terrorist ideology. The series of bombings, shootings and stabbings that occurred in the territory of the Republic of Indonesia has resulted in the loss of life regardless of the victim, causing widespread public fear, and property losses, resulting in a wide impact on social, economic, political, and international relations. The method used is Legal Research based on legislation related to each other. The best thing that can be done by the state to maintain the safety and security of citizens from becoming victims of terrorism is to prevent or anticipate that terrorism crimes do not occur. The fulfillment of the rights of victims under Act No. 15 of 2003 at the crisis stage after the crime of terrorism must be taken immediately because the action relates to the safety of the victim. Act No. 5 of 2018 states that the victim of non-criminal terrorism is a person who suffers physical, mental, and/or economic losses resulting from a Terrorism Crime. Victims are direct victims as well as indirect victims of a crime of terrorism. The determination of victims of terrorism can be done directly by investigators, without having to wait for a court decision. Treatment of victims, especially those who must receive medical treatment, psychosocial and psychological rehabilitation.

Abstract

Stages of administrative dispute resolution as regulated in Law No. 30 of 2014 concerning Government Administration, article 58 paragraph (6) bring about changes in the state administrative justice system in Indonesia, which are related to administrative efforts. This study aims to analyze administrative efforts that should be in line with what is stated in Supreme Court Regulation No. 6 of 2018 which discusses guidelines for resolving government administrative disputes after taking administrative measures with Law No. 51 of 2009 Second Amendment to Law no. 5 of 1986. In practice, there are several problems related between object of dispute and administrative efforts, first: whether administrative measures must be taken first before filing a claim for a state administrative dispute to the State Administrative Court, second, whether there are legal consequences if no administrative efforts are carried out by the plaintiff, third, whether If a difference is made in the deadline for filing a lawsuit, administrative efforts can increase the effectiveness of the ongoing legal process. Systematically this research uses a normative juridical approach. This research will obtain formulations of norms that can provide effective legal protection for the parties concerned in matters of state administrative disputes and analyze the effectiveness of applying different time limits in administrative efforts.

Abstract

Penyalahgunaan narkotika menimbulkan dampak multidimensi yang serius, mulai dari kerusakan fisik dan psikis, gangguan kepribadian, stigma sosial, hingga masalah ekonomi dan spiritual. Badan Narkotika Nasional (BNN) tidak hanya berperan dalam penindakan, tetapi juga memiliki kewajiban hukum untuk menyelenggarakan rehabilitasi sebagaimana diatur dalam Undang-Undang Nomor 35 Tahun 2009 tentang Narkotika serta Peraturan BNN No. 6 Tahun 2022 tentang Penyelenggaraan Rehabilitasi Berkelanjutan. Penelitian yuridis normatif ini dengan pendekatan deskriptif-analitis bertujuan menelaah urgensi rehabilitasi sebagai bentuk pemulihan komprehensif bagi pecandu dan korban penyalahgunaan narkotika. Hasil penelitian menunjukkan bahwa rehabilitasi mencakup tiga tahapan utama, yakni: (1) rehabilitasi medis atau detoksifikasi untuk mengurangi gejala putus zat; (2) rehabilitasi non-medis melalui pendekatan therapeutic community, keagamaan, serta dukungan sosial; dan (3) tahap bina lanjut untuk mengembalikan pecandu ke masyarakat melalui pendidikan atau pekerjaan. Rehabilitasi tidak hanya berfungsi memutus ketergantungan narkotika, tetapi juga memulihkan aspek biopsikososial-spiritual, meningkatkan kontrol emosi, serta mencegah kekambuhan (relapse). Dukungan keluarga, lingkungan sosial yang kondusif, dan konsistensi dalam pelaksanaan program rehabilitasi berkelanjutan menjadi faktor kunci keberhasilan. Oleh karena itu, rehabilitasi harus dipandang sebagai solusi alternatif yang sejalan dengan upaya penegakan hukum dan pencegahan penyalahgunaan narkotika di Indonesia.

Abstract

The advancement of digital technology has brought significant transformation to the business world, including for Micro, Small, and Medium Enterprises (MSMEs). In Pangkalpinang City, MSMEs have begun utilizing digital platforms to expand their market reach and increase sales volume. However, on the other hand, the high activity of online transactions also opens opportunities for the emergence of digital financial crimes such as phishing, scams, and social engineering. According to data from the Pangkalpinang Resort Police, there has been a 25% increase in reported cases of digital fraud targeting MSME actors over the past year. The lack of understanding about digital security is a major factor making MSMEs vulnerable to becoming victims. Therefore, this community service activity is present as an effort to enhance the digital security literacy of MSME actors in Pangkalpinang City in facing the threats of online transaction crimes. This activity was designed with a participatory and collaborative approach, involving various stakeholders such as academics, local government, and digital security practitioners. The methods used include interactive outreach, simulation of digital fraud cases, technical training on platform security, and group-based mentoring. The participants consisted of 40 MSME actors from various sectors, including culinary, handicrafts, and services. Evaluation results showed a 78% improvement in participants' understanding based on pre-test and post-test assessments, with participants able to identify fraud modes such as phishing, scams, and social engineering. Furthermore, the formation of a WhatsApp group, the "Digital Safeguard MSME" application, and the Pangkalpinang MSME Digital Security Task Force serve as vehicles for program sustainability. This activity concludes that participatory and collaborative educational approaches with stakeholders are effective in enhancing the digital resilience of MSMEs. It is recommended to periodically expand training programs and integrate digital security policies into regional MSME development strategies.

Abstract

Badan Usaha Milik Desa (BUMDes) di Desa Rebo, Bangka, memiliki potensi besar untuk mendorong pertumbuhan ekonomi lokal dengan mengoptimalkan sumber daya alam seperti pertanian dan perikanan, yang menjadi mata pencaharian utama penduduk. Program pengabdian berjudul Transformasi BUMDes: Pelatihan Digital Marketing dan Pendampingan Laporan Keuangan untuk Meningkatkan Kemandirian Ekonomi bertujuan untuk memperkuat manajemen BUMDes melalui pelatihan intensif dalam pemasaran digital, laporan keuangan, dan perencanaan bisnis. Program ini berfokus pada peningkatan kapasitas pengurus BUMDes untuk meningkatkan transparansi keuangan, merancang strategi bisnis yang efektif, dan memperluas akses pasar melalui platform digital. Hasil yang diharapkan meliputi tata kelola operasional yang lebih baik, laporan keuangan yang lebih akurat, serta peningkatan visibilitas dan penjualan produk. Perubahan ini akan berkontribusi secara signifikan pada perkembangan ekonomi desa, mendorong keberlanjutan dan kemandirian finansial jangka panjang. Kerjasama antara pemerintah daerah, perguruan tinggi, dan BUMDes sangat penting untuk memastikan keberlanjutan program ini dan kesesuaian dengan tujuan pembangunan daerah. Pendampingan berkelanjutan akan membantu pengurus BUMDes untuk mengimplementasikan dan mempertahankan pengetahuan yang didapat, mendorong pertumbuhan dan pemberdayaan ekonomi Desa Rebo.

Abstract

Unlicensed tin sand mining activities in East Belitung frequently involve multiple perpetrators with varying roles and degrees of participation. This situation demands the careful application of the participation doctrine (deelneming) to ensure that criminal sentences proportionally reflect each actor's culpability. This study analyzes the accuracy of the deelneming doctrine and the judicial reasoning underlying sentencing in Verdict No. 48/Pid.Sus-LH/2025/PN Tdn and Verdict No. 49/Pid.Sus-LH/2025/PN Tdn. The research employs a normative legal method with a descriptive-analytical character using case, statutory, and conceptual approaches. Findings reveal that prosecutors and judges both applied Article 55 paragraph (1) point 1 of the Criminal Code in conjunction with Article 161 of Law No. 3 of 2020, albeit from different perspectives. The co-perpetrator (medepleger) classification for truck drivers in Verdict No. 48 is inaccurate given the absence of double opzet and meeting of minds. Conversely, the medepleger classification of the tin collector in Verdict No. 49 is correct. Sentencing in both verdicts does not fully reflect the proportional difference in culpability, leaving the legal objectives of justice, utility, and legal certainty insufficiently balanced.

Abstract

The younger generation under the age of 18, including those who are still in the womb, is categorized as children. They are the successors of the nation's ideals and the foundation of hope for the nation's progress in the future, so they need to get protection and guidance in order to contribute optimally to national development. Children, in accordance with Law No. 35 of 2014 Article 1 number 2, are entitled to protection. This protection aims to ensure that they can live, grow, develop, and contribute optimally in accordance with human dignity, as well as avoid violence and discrimination. Behind these rights, children have limitations in protecting themselves from various dangers that can interfere with their mental, physical, and social health, as well as their lives as a whole. Therefore, they need help and support from others to ensure their safety and well-being. The state, both through the central and local governments, as well as related institutions, is required to provide Special Protection to children. This protection is provided in certain situations and conditions to ensure a sense of security for children from various threats that can endanger their growth and development. Ironically, despite various regulations and protection efforts, the rights of many children are still violated. They are victims of various forms of violence, exploitation, mistreatment, discrimination, and even inhuman actions. One of the rampant occurrences is sexual violence against children.
