Abstract

This research is aimed at investigating the influence of employee empowerment, organizational commitment, and competence on enhancing employee performance at the Regional Revenue Authority of Southeast Sulawesi Province. Utilizing a qualitative approach and the Interactive Analysis Model from Miles and Huberman, this study analyzes data from six informants to explore how these three factors individually and collectively contribute to employee performance. The findings indicate that employee empowerment through authority delegation and capability development significantly contributes to performance enhancement. Organizational commitment, influenced by organizational justice and recognition of performance, is also proven to enhance employee performance. Meanwhile, employee competence, encompassing knowledge, skills, and attitudes, is found as a critical factor supporting work effectiveness and efficiency. These findings offer valuable insights for the development of human resource management strategies in the public sector, particularly in efforts to enhance organizational performance. This study contributes to the literature by identifying and analyzing key factors influencing employee performance in the local government sector and suggesting practical applications of the research findings for policy development and human resource management practices at the Regional Revenue Authority.

Abstract

This study aims to analyze the effect of Capital Adequacy Ratio (CAR), Loan to Deposit Ratio (LDR), Non Performing Loan (NPL), and Operating Costs and Operating Income (BOPO) on financial performance, as measured by Return On Assets (ROA), at PD. BPR Bahteramas Konawe. Using secondary data from the annual report of PD. BPR Bahteramas Konawe during the 2018-2022 period, this study applies multiple linear regression analysis with classical assumption tests and hypothesis testing to evaluate the effect of these variables, both simultaneously and partially, on ROA. The analytical tool used in this research is SPSS version 25. The results showed that CAR, LDR, NPL, and BOPO together had a positive and significant influence on the ROA of PD. BPR Bahteramas Konawe, indicating that increasing these values in accordance with the BPR health standards set by the Financial Services Authority (OJK) contributes to increasing bank profitability. Partially, CAR has a positive but insignificant effect on ROA, while LDR and NPL have a negative but insignificant effect. The significant negative effect of BOPO on ROA indicates that higher operational efficiency contributes to improved bank financial performance. This research provides new insights in banking finance literature regarding the importance of managing capital, liquidity, credit, and operational efficiency in improving bank financial performance, especially for PD. BPR Bahteramas Konawe in the context of OJK regulations.

Abstract

Penelitian ini bertujuan untuk mengetahui dan menganalisis pengaruh kepemimpinan, komunikasi internal dan pengembangan karir terhadap kinerja pegawai pada Dinas Pendidikan dan Kebudayaan Kabupaten Konawe. Sampel dalam penelitian ini adalah seluruh pegawai pada Dinas Pendidikan dan Kebudayaan Kabupaten Konawe yang berjumlah 52 orang. Penelitian ini menggunakan analisis PLS. Hasil penelitian menunjukkan bahwa: (1) Kepemimpinan berpengaruh positif dan signifikan terhadap kinerja pegawai pada Dinas Pendidikan dan Kebudayaan Kabupaten Konawe. Semakin baik kepemimpinan maka semakin baik pula kinerja pegawai. (2) Komunikasi internal berpengaruh positif dan signifikan terhadap kinerja pegawai pada Dinas Pendidikan dan Kebudayaan Kabupaten Konawe. Semakin baik komunikasi internal maka semakin baik pula kinerja pegawai. (3) Pengembangan karir berpengaruh positif dan signifikan terhadap kinerja pegawai pada Dinas Pendidikan dan Kebudayaan Kabupaten Konawe. Semakin baik pengembangan karir maka semakin baik pula kinerja pegawai.

Abstract

This study aims to determine and analyze the influence of job characteristics, work enthusiasm, and work ability on employee performance at the Office of Personnel and Human Resource Empowerment of East Kolaka Regency. The sample in this study consisted of all employees at the Office of Personnel and Human Resource Empowerment of East Kolaka Regency, totaling 46 individuals. This study uses PLS analysis. The results of the study show that: (1) Job characteristics have a positive and significant effect on employee performance at the Office of Personnel and Human Resource Empowerment of East Kolaka Regency. (2) Work enthusiasm has a positive and significant effect on employee performance at the Office of Personnel and Human Resource Empowerment of East Kolaka Regency. (3) Work ability has a positive and significant effect on employee performance at the Office of Personnel and Human Resource Empowerment of East Kolaka Regency.

Abstract

This study examines the influence of leadership style, organizational environment, and good governance on employee motivation and performance at the Southeast Sulawesi Provincial Plantation and Horticulture Office. Using a quantitative approach and Partial Least Squares (PLS) analysis, data were collected from employees within the same institution. The results reveal that leadership, governance, and a conducive organizational environment significantly enhance employee motivation. However, the direct impact of the organizational environment on performance appears limited, suggesting that employees may not prioritize environmental factors when evaluating their performance. The study highlights that effective leadership and strong governance structures play a crucial role in fostering motivation, leading to improved performance. These findings emphasize integrating governance and leadership strategies to support sustainable institutional success.

Abstract

The implementation of regional tax and retribution collection policies is crucial for increasing regional revenue independence and reducing dependence on central government transfer funds. This study aims to analyze the implementation of Southeast Sulawesi Provincial Regulation Number 2 of 2024 Concerning Regional Taxes and Regional Retributions, identify constraints faced, and examine efforts made to overcome these constraints. This research employed a descriptive qualitative method conducted at the Regional Revenue Agency of Southeast Sulawesi Province from January to March 2025. Data were collected through in-depth interviews with key informants, observation, and documentation study. Data analysis used the interactive model of Miles and Huberman. The results show that: (1) policy implementation based on George C. Edward III's model has been running well in terms of communication, resources, disposition, and bureaucratic structure; (2) constraints include low taxpayer awareness and limited human resource quality and quantity; (3) efforts made include massive socialization and education programs, and capacity building through technical training. The study concludes that, while implementation has been effective, continuous efforts are needed to enhance taxpayer compliance and improve human resource capacity for optimal regional revenue collection.

Abstract

Traditional food-based Micro, Small, and Medium Enterprises (MSMEs) hold substantial potential for strengthening local economies and enhancing community welfare, particularly within the informal sector, including the Kelompok Usaha Bersama (KUBE) Amesiu located in Amesiu Village, Southeast Sulawesi. This cooperative consists of 20 productive housewives engaged in traditional food production. One of the main challenges faced by the group is the lack of digitalization, both in financial management (E-COUNT) and marketing (E-COMMERCE). The primary objective of this community engagement program was to strengthen the digital capacity of KUBE Amesiu through training on the use of E-COUNT and E-COMMERCE applications. The method employed was a technical guidance and mentoring approach (Bimbingan Teknis/Bintek). The results indicate that the implementation of the training on financial management using E-COUNT and online marketing through E-COMMERCE was well received, as evidenced by the full participation of all members. Prior to this program, KUBE members did not maintain systematic financial records of daily transactions and had not yet promoted or marketed their products widely, resulting in relatively low income levels.

Abstract

Pengabdian masyarakat ini dilakukan di Desa Puuloro, Kecamatan Sampara, Kabupaten Konawe, dengan tujuan meningkatkan kualitas sumber daya manusia dalam mendukung kemandirian ekonomi lokal. Topik ini dipilih karena tingginya potensi ekonomi desa yang belum sepenuhnya dimanfaatkan akibat rendahnya pemahaman dan keterampilan masyarakat dalam manajemen usaha dan pengembangan produk. Metode pengabdian yang digunakan mencakup pendidikan masyarakat, pelatihan, difusi ipteks, mediasi, dan advokasi. Kegiatan ini melibatkan penyuluhan tentang manajemen usaha, pelatihan dalam penggunaan teknologi sederhana seperti Microsoft Excel untuk pengelolaan keuangan, serta pendampingan dalam pengembangan produk dan strategi pemasaran. Hasil pengabdian menunjukkan peningkatan signifikan dalam pemahaman dan keterampilan peserta di berbagai aspek yang diajarkan, terutama dalam hal pengelolaan usaha dan inovasi produk. Kesimpulan dari kegiatan ini menekankan pentingnya pendekatan yang komprehensif dan partisipatif dalam memberdayakan masyarakat desa, serta perlunya dukungan berkelanjutan untuk memastikan dampak jangka panjang dari program pengabdian ini. Hasil ini relevan untuk mendukung pengembangan ekonomi lokal yang berkelanjutan di daerah-daerah yang memiliki karakteristik serupa.

Abstract

The Bahteramas Regional Public Hospital (RSUD Bahteramas), as a government-owned institution, is responsible for providing optimal services to the public as service users. In managing its human resources to achieve effective and efficient employee performance, the hospital requires organizational synergy that can affect the successful attainment of its vision and mission, particularly as a healthcare institution. The primary objective of this research is to investigate and evaluate the impact of job satisfaction on employee performance, with organizational culture serving as a mediating variable. This research employs a quantitative method and utilizes the convenience sampling approach for participant selection, and 71 employees of RSUD Bahteramas, Southeast Sulawesi Province, were selected as respondents through a questionnaire survey. The data were examined through Partial Least Squares-Structural Equation Modeling. Findings revealed that job satisfaction does not have a significant implication on employee performance. In contrast, organizational culture emerges as a strong positive determinant, exerting a meaningful and statistically significant impact on employee performance. On the other hand, organizational culture can strengthen in mediating the linkage between employee job satisfaction and their performance outcomes. In theoretical terms, the results of this study expand the understanding of the relationship between job satisfaction, organizational culture, and employee performance within the context of human resource management. In practical terms, the findings provide guidance for hospital management in formulating strategies and policies that foster a productive and positive work environment. Conceptually, this research is grounded in theories of job satisfaction, organizational culture, and employee performance, emphasizing the importance of internal factors in influencing individual performance within an organization.
