Abstract

Community empowerment plays a crucial role in sustainable and inclusive national development. This study compares community empowerment strategies in Indonesia and Malaysia, with a focus on the impacts of decentralized and centralized approaches. The objective is to analyze how these approaches influence community participation, poverty alleviation, and infrastructure development. Employing a qualitative literature review methodology, data were collected from key government programs, such as Indonesia's National Program for Community Empowerment (PNPM) and Village Fund (Dana Desa), as well as Malaysia's Federal Land Development Authority (FELDA) and Majlis Amanah Rakyat (MARA). Findings indicate that Indonesia's decentralized model promotes local innovation and ownership, aligning development with the specific needs of individual communities. Conversely, Malaysia's centralized model ensures efficiency and uniformity but limits local involvement. The study concludes that both approaches have strengths and weaknesses: decentralization enhances community participation, while centralization ensures coordination and efficiency. This research contributes to the literature by proposing a hybrid framework that integrates both approaches, offering a comprehensive model for advancing community empowerment initiatives in diverse socio-economic contexts, particularly in developing countries.

Abstract

This study examines family economic strategies through digital marketing implementation in home-based businesses within community-based empowerment frameworks. Using a qualitative case study approach in Ibun District, Bandung Regency, West Java, this research involved 11 home-based business operators from the Local Hero women's community, selected through purposive sampling. Data collection employed triangulated methods including in-depth interviews, direct observation, and documentation analysis of digital marketing activities. Findings reveal that home-based businesses have evolved from supplementary income sources to primary economic pillars for family sustainability. Digital marketing strategies demonstrate sophisticated adaptation utilizing integrated platforms (WhatsApp Business, Facebook, and Shopee) with systematic approaches including visual content optimization, strategic promotional timing, and sustained customer engagement of 2-4 interactions weekly. Family involvement transcends labor distribution, creating collaborative entrepreneurial ecosystems that reinforce social cohesion and intergenerational knowledge transfer. The Local Hero community functions as a critical enabler, providing structured learning frameworks, peer experience sharing, and digital marketing networks that strengthen family economic positioning. This research contributes to theoretical understanding of community-mediated digital transformation in family economies and offers practical frameworks for scaling technology-based economic empowerment initiatives in similar socio-economic contexts. Keywords: Digital Economy, Community Empowerment, Home-Based Enterprises, Family Economic Strategy, Digital Marketing

The results showed that character strength had a negative and significant effect on juvenile delinquency, with a coefficient value of -0.321, indicating that increasing character strength can significantly reduce juvenile delinquency. In addition, emotional intelligence also showed a negative and significant effect on juvenile delinquency. This confirms that increasing emotional intelligence also contributes to reducing juvenile delinquency. Interpersonal intelligence negatively and significantly impacts juvenile delinquency, with a coefficient value of -0.161, indicating that better interpersonal skills can reduce the tendency for delinquent behavior. Furthermore, character strength and emotional intelligence were found to have a positive and significant effect on interpersonal intelligence, with coefficient values of 0.370 and 0.484, respectively. Another important finding is the significant negative indirect effect of character strength and emotional intelligence on juvenile delinquency through interpersonal intelligence.
