Abstract

New Public Management (NPM) is a model that applies business styles to the public sector with the aim of increasing effectiveness and efficiency. The implementation of NPM based on literature studies is most widely applied in developed countries. The adoption of NPM is demonstrated by the implementation of performance-based and measurable programs or work. Indonesia has also adopted the NPM model in several areas, although there are gaps in analysis. This is because there are still limited specific case studies that reflect the implementation of the NPM model in Indonesia. This research method uses systematic literature review. The primary data source was the Scopus database, where a search was conducted using the keywords "New Public Management" and "Indonesia" in the document titles. The search results identified 30 relevant documents. The findings of this study are that research related to new public management in Indonesia shows less significant developments. The ineffectiveness of NPM adoption in public sector bureaucratic reform causes this model to be underdeveloped in its research studies. The factors that cause it are the dominance of traditional bureaucratic practices, the lack of strategic management to implement business styles in the public sector, changes towards the adoption of NPM are not accompanied by changes in the bureaucratic culture of the government apparatus, rigid and inflexible management, rigid budgeting system, lack of competition and innovation as well as dominant culture and political characteristics.

Abstract

Digital transformation is a necessity for universities to improve their competitiveness and legitimacy. This study aims to examine the effect of implementing the New Generations Academic Information System (SIAKANG) on user satisfaction at Sultan Ageng Tirtayasa University. Using an explanatory quantitative approach and SEM-PLS analysis of 379 respondents, the results of the study prove that SIAKANG has a positive and very significant effect on user satisfaction. This is indicated by a path coefficient of 0.975 and an R-square value of 0.95, which means that SIAKANG is able to explain 95% of the variation in satisfaction. This system has succeeded in improving the efficiency of academic services for students, lecturers, and educational staff. This study reinforces DeLone & McLean's Information System Success Model and provides justification for information technology investment in higher education. Strategic recommendations include strengthening governance, developing system capacity, and optimising user-oriented features.

Abstract

Artikel ini menjelaskan Program Premen Kula sebagai inovasi layanan publik dalam layanan administrasi kependudukan di Dinas Kependudukan dan pencatatan Sipil Kota Serang. Artikel ini juga membahas bagaimana program Premen Kula berfungsi sebagai layanan seluler perekaman KTP-el bagi pendaftar pertama, khususnya siswa SMA usia 16–17 tahun. Tujuan penelitian ini adalah untuk mengetahui inovasi layanan administrasi kependudukan melalui program Peremenkula (perekaman e-KTP untuk pemula) di Dinas Kependudukan dan Pencatatan Sipil Kota Serang. Teori yang digunakan dalam penelitian ini adalah teori atribut inovasi Everett Rogers yang terdiri dari lima indikator: keunggulan relatif, kompatibilitas, kompleksitas, kemampuan diuji coba, dan kemampuan diamati. Metode penelitian yang digunakan adalah pendekatan kualitatif deskriptif, dengan pengumpulan data melalui wawancara, observasi, dan dokumentasi yang melibatkan petugas Disdukcapil dan perwakilan sekolah. Hasil penelitian ini menunjukkan bahwa program Premen Kula telah memberikan manfaat yang signifikan, terutama dari segi efisiensi dan aksesibilitas bagi siswa yang dapat merekam data KTP-el tanpa harus meninggalkan sekolah atau mengeluarkan biaya tambahan. Inovasi ini sejalan dengan kebutuhan masyarakat dan prinsip tata kelola pemerintahan yang baik. Namun, implementasinya masih menghadapi beberapa kendala, seperti keterbatasan peralatan perekaman, koneksi internet yang tidak stabil, dan sosialisasi yang kurang terstruktur kepada kelompok sasaran.
