Abstract

This article focuses on discussing governance, which is defined as the government's ability in governance. Governability is influenced by the number of parties, the degree of political polarization between parties, party participation in government, and the relationship between most of the parliament and the executive. This research was conducted using a qualitative method with a descriptive analytical approach that describes, describes, and analyzes the governability in Central Sulawesi after the election of governors and vice governors in 2015. Although it has the potential for divided government to occur in the Regional Government of Central Sulawesi because only 13 seats or 29% of 45 (forty-five) the number of seats in the Regional People's Representative Council (DPRD), but in fact throughout 2016-2020 it was running effectively. There has never been any rejection of government programs by the DPRD during the 2016-2020 government. An interesting finding in this research is that the capacity and background of the regional head from the regional head elections has a big role in building governance with the ability to establish communication and coordination with DPRD members. Regional heads with good capacities and a background in bureaucracy and politicians also influence the performance of local governments and are related to their relationship with the DPRD. The governor who governs and the interaction between the governor and the governed all contribute to governability, including the type of external influence

Abstract

The aim of the research is to evaluate voting and counting policies at polling stations in the 2019 elections in Pasangkayu Regency, in terms of the registration and administration of DPK voters. Evaluation of Voting and Vote Counting Policies, using 4 Aspects according to Bardach in Patton & Sawicki (1986: 156–167): namely the Technical Feasibility Aspect of the policy, namely that there needs to be regulation of the time for checking voters, before voting, and providing Offline DPT. Aspects of economic and financial support that assess how much money is needed for the technical implementation of policies, that there is a need to increase and increase the budget for technical guidance, simulation and honorarium for ad hoc agencies. In terms of political support, it is necessary to be more intense in building a sustainable understanding of cooperation in order to make the election a success. As well as aspects of implementing organizational support, there needs to be internal strengthening through coordination meetings, monitoring and evaluation as well as increasing technical capacity for all KPPS with technical guidance and simulations. This type of research is descriptive research, namely providing an overview and explanation of the subject being studied. The research results show that the voting and counting of votes at the TPS in the 2019 elections in Pasangkayu Regency, in terms of the registration and administration of DPK voters, was not carried out well, due to the lack of support for online DPT checking and limited checking time, as well as the understanding of KPPS officers regarding their duties and functions. needs to be improved.

Abstract

The Sigi Regency Government issued the Sigi Regent's PERDA Number 10 of 2017 concerning Management of Education Implementation which contains accreditation policies for PAUD units. However, the accreditation achievement of PAUD units in Sigi district from 2017-2022 is only at 29%, the second lowest position of 13 districts/cities in Central Sulawesi. The aim of this research is to describe and analyze what causes low accreditation achievements in Sigi Regency and how to implement the PAUD unit accreditation policy in Sigi Regency in 2017-2022. The method used in this research is a qualitative descriptive method using the Van Meter and Van Horn (1975) policy model implementation approach. The research results show that the implementation of the PAUD unit accreditation policy in Sigi district has not been effective. Based on the results of a study using the 6 aspects of the Van Meter and Van Horn (1975) model, it was found that the standard and policy target aspects were not good, the policy targets only reached 29%, the resource aspect was not good due to the lack of budget for PAUD units and the ability of educational staff. which is still not good, aspects of communication between organizations and activities of implementers are not good due to policies not being conveyed to targets, aspects of the character of implementing agents are not good due to the attitude of implementers who tend to be passive in implementing policies, socio-economic aspects and are not good due to low motivation of targets to following the program policy, the budget, and the low response from the political elite, the disposition aspect is not good because the implementers are not aware of the existence of the accreditation policy.

Abstract

Hypertension is a chronic medical condition in which arterial blood pressure increases, causing the heart to work harder. At Puskesmas Mabelopura, hypertension has not yet reached the Minimum Service Standard (MSS) target with an achievement of only 68.61% of the 95% target. This study evaluated the SPM policy on hypertension services at the Mabelopura Health Center using a descriptive qualitative method with informants from Key Informants and Triangulated Informants. The results showed that the implementation of SPM Hypertension only reached 68.61% of the 95% target, indicating that the target has not been achieved. Health services are in accordance with SPM standards but not optimal, due to differences in central target data with Puskesmas data and limited human resources. The low number of community visits for hypertension screening, due to the community's lack of perceived importance of routine control, was also a major factor. This study concluded that to achieve SPM targets, intensive efforts are needed from Puskesmas Mabelopura and the Health Office of Palu City to establish better communication with Pusdasten and increase community awareness of the importance of routine check-ups. Thus, it is expected that Puskesmas Mabelopura can be more effective in achieving SPM targets and improving the quality of life of people with hypertension in the area.

Abstract

This research aims to determine and analyze the implementation of the School Operational Assistance Fund (BOS) Program at Madrasah Aliyah Alkhairaat Central Palu. The research method used was qualitative, and the research informants were determined proportionally who were deemed to understand the problems being studied. The informants were the Head of the Section for Islamic Religious Education, Head of the Palu Central Aliyah Alkhairaat Madrasah, Madrasah BOS Treasurer, Madrasah Committee, Students and Parents. / Guardians of Students. The types of data used are primary data and secondary data. Data collection was carried out by means of observation, interviews and documentation. The results of the research show that the implementation of the Operational Assistance Fund Policy at Madrasah Aliyah Alkhairaat Central Palu has not gone well. Because based on George C Edward III's theory used in this research which consists of (4) Four Aspects, there are still two aspects that are not working optimally. The aspect that has been running optimally is the disposition aspect which is sufficient to support the Implementation of the School Operational Assistance Fund Policy at Madrasah Aliyah Alkhairaat Central Palu, the second aspect which is considered successful is the Bureaucratic Structure aspect which has been running well where all implementors have worked according to their duties and their respective functions. Meanwhile, the communication aspect is one of the main aspects in implementing this policy, communication is the main route for implementing each program. Research results show a lack of communication in the form of socialization carried out by implementors, thus hampering the implementation of the school operational assistance fund policy at Madrasah Aliyah Alkhairaat Central Palu. Meanwhile, from the aspect of human resources, the Madrasah BOS Management is less skilled, resulting in technical obstacles such as the delay in Madrasah BOS Accountability Reports, so this is the influence on the success of the Implementation of the School Operational Assistance Fund Policy at the Palu Central Aiyah Alkhairaat Madrasah.

Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh atau hubungan kebijakan manajemen terhadap kinerja pegawai di Kantor Camat Marawola Barat. Penelitian ini menggunakan pendekatan kuantitatif yang bersifat positivistik yang merupakan landasan filsafah positivisme, filsafah positivisme melihat sebuah realita, gejala atau fenomena merupakan hal yang dapat diklarifikasi, kongkrit, teramati, terukur, relativ tetap dan terdapat hubungan sebab akibat. Penelitian menggunakan 20 orang responden (pegawai kantor pertanahan donggala) yang diambil menggunakan sensus (sampling jenuh). Penelitian menggunakan 1 variabel independent (Kebijakan Manajemen) dan variabel dependen (Kinerja Pegawai) menggunakan referensi dari Skinner (Kebijakan Manajemen) dan Dwiyanto (Kinerja Pegawai). Menggunakan Teknik pengumpulan data berupa koesioner (wawancara) kepada responden yang hasilnya ditabulasi secara kuantitatif. Hasil penelitian menunjukkan bahwa kebijakan manajemen berpengaruh/hubungan signifikan terhadap kinerja pegawai di Camat Marawola Barat

Abstract

The results of this study show that the implementation of the accreditation policy at Pandau Tambu Hospital is quite optimal, this is supported by clear standards and objectives and high commitment from various parties, but faces challenges in resources and coordination that need to be resolved. Aspects of Standards and Policy Objectives, where the main goal of the accreditation policy of Pandau Tambuh Hospital is to improve the quality, safety, and trust in health services in accordance with national standards (KARS). The standards applied have been measured through the hospital's vision, mission, and accreditation indicators. The aspect of resources, which is a determining factor in implementation. In practice, the Pandau Tambu Regional General Hospital continues to strive to improve its competencies and infrastructure (e.g. intensive training and evaluation of facilities), but budget constraints are the main challenges that require more attention. Aspects of the Characteristics of the Implementing Agency, where the Donggala Regency Health Office and Pandau Tambuh General Hospital are committed to forming a responsive organization, focus on quality, and a solid work team, although coordination between units still needs to be strengthened. It was found that the accreditation team is highly committed, but it is necessary to strengthen a disciplined work culture and a good data management system.  The aspect of the Attitude of the Implementer, where the accreditation team and employees of Pandau Tambu Hospital display a high spirit of change, although it is recognized that a more structured work culture is needed. The aspect of communication between organizations and activity implementers has not gone optimally where there is weak communication between the internal units of Pandau Tambuh Hospital, especially in the administration and logistics sections. The Economic, Social, and Political Aspects, are going quite well where the Donggala Regency Government fully supports the implementation of Accreditation at the Dearah Pandau Tambuh General Hospital, it's just that from the economic and social aspects it still needs more attention.

Abstract

Kollaboratif Government menjadi tema kunci dalam proses bantuan bencana yang terjadi di Donggala pada 28 September 2018, konsep dinamis kollaboratif Government yang diusulkan oleh Emerson, Nabach, dan Balogh, yang terdiri dari prinsip-prinsip umum, motif bersama, dan memobilisasi kapasitas untuk bertindak bersama, merupakan hal yang penting ketika mempertimbangkan proses tanggap darurat Gempa dan Tsunami, investigasi menyeluruh dengan prosedur ketat berhasil menelusuri dinamika kolaboratif government dalam tanggap darurat bencana pascagempa dan tsunami di kabupaten Donggala, serta kolaborasi lembaga swadaya masyarakat dan sektor swasta dalam penanganan gempa dan tsunami, hasil penelitian memperlihatkan bahwa, pada penggerakan prinsip Bersama menunjukkan aspek kemanusiaan menjadi penentu keterlibatan segenap komponen dalam penanganan bencana, atas dasar kemanusiaan itu juga mereka bergerak tidak menunggu lama setelah bencana terjadi secara bersamaan BPBD Donggala sebagai pemegang tanggungjawab dalam menanggulangi bencana membuka ruang kerjasama yang kuat dalam penanganan bencana, Motivasi Bersama, kolaborasi yang kuat antar segenap pemangku kepentingan dijadikan sebagai penyangga untuk memastikan semua masalah terselesaikan dengan baik, karena begitu banyaknya urusan mendesak yang harus diselesaikan ditambah lagi dengan luasnya cakupan wilayah terdampak menjadi alasan pentingnya kolaborasi yang kuat dihadirkan dalam penanganan bencana, satu hal yang mengembirakan pasalnya begitu banyak komponen yang tergerak untuk ikut serta dalam penangan bencana atas dasar nilai kemanusiaan menjadikan bencana menjadi urusan bersama, kolaborasi terbangun melalui hubungan interpersonal individu maupun kelompok. Kapasitas melakukan tindakan bersama, aspek financial yang dimiliki segenap pemangku kepentingan mendorong terbentuknya kolaborasi yang kuat dalam menangani tanggap darurat gempa bumi dan tsunami di Donggala, hubungan interpersonal antar individu atau kelompok dalam menggali pengetahuan menjadikan proses pendistribusian bantuan yang sifatnya cepat dan tepat sampai kepada para penerima manfaat, Temuan pada collaborative governance jelas, tapi ada satu hal yang penting, yang menjadi sorotan adalah kurangnya ketersediaan, dokumen Perencanaan Darurat Gempa Bumi dan Tsunami, meskipun seharusnya disampaikan sebagai rencana kerja sama awal sebelum bencana terjadi, namun kondisi yang ada tetap mampu menghasilkan kerja sama yang kuat antara pemerintah, lembaga swadaya masyarakat, dan sektor swasta dalam tanggap darurat pasca bencana.

Abstract

This research aims to analyze the effectiveness of the Rukun Warga Police (RW Police) in Marawola District, Sigi Regency. The RW Police is an extension of the police in the neighborhood security system formed based on the Regulation of the Chief of the National Police of the Republic of Indonesia Number 4 of 2020 concerning Swakarsa Security. This research uses a qualitative approach with the Eugene Bardach model of policy analysis which consists of eight aspects, namely defining the problem, collecting evidence, constructing alternatives, selecting criteria, projecting outcomes, facing trade-offs, deciding, and telling stories. Data collection was carried out through in-depth interviews with key informants including the Marawola Police Chief, Head of Binmas Sub-District, Rukun Warga Police (RW Police), the implementation of the Rukun Warga Police (RW Police) policy in Marawola Sub-District shows a fairly good level of effectiveness, reflected in the success in handling security cases at the RW level and increasing the sense of security of the community. However, there are several obstacles that affect the effectiveness of the program, namely limited operational budget, non-standardized reporting system, and uneven distribution of personnel.
