Abstract

Bureaucracy in Indonesia is often used as a symbol of negligence, slowness, and corruption. inefficient, and partisan in nature, resulting in the emergence of a negative stigma towards the bureaucracy in society which causes further erosion of public trust in the bureaucracy itself. The mayor is a government institution in which there are officials who have different hierarchical positions and authorities. Max Weber explained that a good bureaucracy should be able to fulfill a number of characteristics or what is better known as Weber's ideal type of bureaucracy. In essence, Weber's ideal type of bureaucracy aims for the performance of government institutions to have the principles of efficiency and effectiveness or minimal structure rich in function. This research was conducted to examine the pattern of internal working relationships in the North Jakarta Mayor's Bureaucracy. The research method used is a qualitative approach. Data collection techniques were carried out through interviews, observation and document study methods that were relevant to the researcher's research topic. From the results of this research, it was found that the application of the basic principles of Max Weber's ideal type of bureaucracy which includes work specialization and hierarchy of authority, formalization, recruitment system, career path, and impersonal employee relationships is appropriate so that it can be said that the performance of the North Jakarta Mayor's bureaucrats has met the requirements. as a bureaucracy with minimal structure and rich functions.

Abstract

In its early days, TikTok, once considered as moral disruptor to the nation, has now envolved into a social media platform that significantly influences the social life of the community. The ease of getting on the “For Your Page” (FYP) or going viral on TikTok is now interwind with the social and political life of society This research aims to understand the influence of TikTok on the level of political participation among Generation Z students at UPN “Veteran” Jakarta who reside in DKI Jakarta, as well as to determined the significance of this influence. This study employs a mix-methods approach, utilizing both quantitative and qualitative methods. It involves 100 respondents who are students a UPN “Veteran” Jakarta residing in DKI Jakarta, selected through non-probability purposive sampling from a total population of 5701 students. The results of this research indicate the following: First, based on both quantitative and qualitative data, TikTok effectively captures the attention of Generation Z students at UPN “Veteran” Jakarta, encouraging the to actively participate in political activities. Second, the influence exerted by TikTok on the level of political participation of Generation Z students at UPN “Veteran” Jakarta in DKI Jakarta is at 49.4%. Third, based on quantitative data, Generation Z students at UPN “Veteran” Jakarta show interest and active participation in political activities on TikTok. Fourth, despite being interested in political campaign content on TikTok, Generatin Z students at UPN “Veteran” Jakarta are not inclined to join political parties or campaign teams, as indicated by quantitative data. Fifth, UPN “Veteran” Jakarta students agree that TikTok influence their political choices for 2024 elections. The results of both quantitative and qualitatives research mutually support each other, indicating consistency in the views of Generation Z students at UPN “Veteran” Jakarta regarding the influence of TikTok on the level of political participation.

Abstract

Komunikasi politik adalah proses penyampaian pesan kepada audiens dengan tujuan mempengaruhi opini dan pengambilan keputusan dalam proses politik. Desak Anies merupakan salah satu program kampanye sekaligus menjadi strategi komunikasi politik oleh calon presiden Anies Baswedan yang dibentuk oleh gerakan anak muda yaitu Ubah Bareng. Program Desak Anies yang dilakukan oleh Anies Baswedan ini sebagai pendekatan interaktif yang melibatkan dialog langsung dengan masyarakat dan generasi muda untuk mendengarkan aspirasi dan menjawab segala permasalahan yang ada di masyarakat. Generasi muda menjadi fokus pada penelitian ini karena generasi muda dinilai mempunyai potensi besar dalam menentukan arah politik masa depan bangsa Indonesia. Penelitian ini menggunakan metode kualitatif deskriptif, dengan melakukan pengumpulan data melalui teknik wawancara langsung dan studi pustaka. Hasil penelitian menunjukkan bahwa program Desak Anies sebagai strategi komunikasi politik Anies berhasil menarik minat generasi muda untuk berpartisipasi aktif dan terlibat dalam proses pengambilan keputusan politik dengan melalui modifikasi acara dengan kesan yang santai namun serius. Penelitian ini menunjukkan bahwa program Desak Anies dapat meningkatkan keterlibatan generasi muda dalam politik, serta menjadikan konsep Desak Anies sebagai patron dan budaya baru dalam strategi komunikasi politik di masa mendatang.  Political communication is the process of conveying messages to an audience to influence opinions and decision-making in the political process. Desak Anies is one of the campaign programs and also a political communication strategy by presidential candidate Anies Baswedan, formed by the youth movement called Ubah Bareng. The Desak Anies program conducted by Anies Baswedan serves as an interactive approach that involves direct dialogue with the community and the younger generation to listen to aspirations and address all the issues present in society. The youth generation is the focus of this research because they are considered to have great potential in determining the political direction of Indonesia's future. This research uses a descriptive qualitative method, collecting data through direct interviews and literature studies. The research results show that the Desak Anies program, as a political communication strategy for Anies, successfully attracted the interest of the younger generation to actively participate and engage in the political decision-making process by modifying the events to have a relaxed yet serious impression. This research shows that the Desak Anies program can increase youth engagement in politics, as well as establish the Desak Anies concept as a new patron and culture in future political communication strategies.

Abstract

This article analyzes the winning strategy of Alfiansyah Bustami, known as “Komeng,” in the election for the West Java DPD in 2024. This research aims to identify the approaches used by Komeng in attracting voter support, including using social media, mobilizing the mass base, and collaborating with various communities. The method used is qualitative analysis with data collection through interviews, observation, and document review. The results show that effective communication strategies such as creating “anti-mainstream” and humorous branding, using photos that are different from other candidates during elections, direct involvement with the community, and utilization of local issues by exposing his visions regarding the preservation of relevant arts and culture are the keys to success in Komeng's campaign. This research provides limitations regarding Komeng's strategy for winning the election without conducting a traditional campaign. The findings are expected to offer insights to other legislative candidates in designing effective campaign strategies and enrich the literature on local politics in Indonesia.

Abstract

The National Commission of Woman is an independent institution that focuses on the issue of violence against women, including domestic violence. This research aims to analyze the role of the National Commission on Violence against Women in domestic violence cases. The research method used is qualitative research with data collection techniques in the form of semi-structured interviews and literature studies, as well as data analysis using an interactive model. The National Commission on Violence against Women's process for domestic violence cases includes complaints, reception, gender-based identification, follow-up, and referral. If obstacles occur, an action will be taken. Various internal and external challenges are factors that hinder the effectiveness of the role of the National Commission on Violence against Women. Apart from that, according to annual records, domestic violence cases in 2020 and 2022 will increase due to several factors. Therefore, The National Commission of Woman is committed to protecting and fighting for the rights of domestic violence victims to get justice and a decent life.

Abstract

This journal will analyze Prabowo Subianto's political branding strategy during the 2024 election campaign period through Instagram social media. This research review through descriptive qualitative research method explores how the Prabowo Subianto campaign's social media team managed to package interesting content on Instgaram as an effort to form a positive political branding or image for Prabowo Subianto. The target of the campaign team, especially the social media team, is young voters or Generation Z, which are the first voters in the 2024 elections, so campaign content must be interesting and innovative. The research shows that Prabowo Subianto's success in winning the 2024 election was achieved through digital campaigns on social media, especially Instagram. The use of the term "gemoy" was naturally born from netizens, not from Prabowo Subianto's campaign team. Humanistic interactions have attracted positive sentiment, even though @prabowo's Instagram has the fewest posts compared to his competitors. The uniqueness of Instagram posts has successfully shaped branding through relatable visuals and narratives that make Prabowo Subianto stand out through the unique popularity of the nickname "gemoy". The research shows that the public debate also influenced the increase in Prabowo Subianto's followers on Instagram due to his positive performance in the debate. This research underlines that social media as an effective tool for modern political campaigns and consistent branding that creates emotional closeness with voters can increase voter trust. This is in line with the theory used in this research, namely the theory of political branding by Bruce Newman, specifically discussing four aspects of success in shaping the political branding of a candidate or political party.

Abstract

This study aims to analyze the political communication strategy of the Prosperous Justice Party (PKS) through Instagram social media in increasing Anies Baswedan's popularity in the 2024 Presidential Election. Using a qualitative research method based on netnography, data was obtained through observation of PKS's official Instagram account, semi-structured interviews, and sentiment analysis using the RapidMiner application. The results showed that PKS utilized Instagram to build Anies Baswedan's political image by uploading content based on relevant issues, narratives of change, and consistent use of hashtags. Sentiment analysis shows that the majority of comments are positive, reflecting the success of PKS's digital communication strategy. However, popularity on social media does not fully reflect electability in a national context, especially with the challenges of limited reach to rural voters and limited campaign funds. This research underscores the importance of integrating digital communication strategies with traditional approaches to strengthen candidate electability across different voter segments.

Abstract

The presence of social media is now a new space in politics, which allows politicians like Gerindra party to communicate more closely with the public, especially Generation Z who dominate the use of digital platforms. Through TikTok, Gerindra Party seeks to change its old image that is considered rigid with a more modern and attractive branding strategy, while preparing for the 2024 Election where young voters account for 55% - 60% of the total vote. This research wants to identify how Gerindra Party uses social media to build its political branding towards Gen-Z in Jakarta in the 2024 election. This research uses a qualitative method that emphasizes descriptive research and uses analysis. With a theoretical foundation that serves as a conceptual framework to direct research according to field facts. This method allows researchers to obtain accurate findings by using Bruce Newman's political branding theory to produce an in-depth understanding of the context and dynamics of the research studied. This research underscores that social media is an effective tool for modern political campaigns and consistent branding and can increase the trust of youth voters. The results of this study explain that Gerindra Party has successfully built its political branding on TikTok social media. With the popularity gained, Gerindra Party also experienced an increase in electability during the 2024 Election. The uniqueness in the communication style used also received a good response from the public on social media.

Abstract

Berdasarkan Undang-Undang No 6 Tahun 2014 tentang Desa, Kemendes PDTT mengeluarkan kebijakan mengenai program pendampingan desa. Di lain sisi, terdapat isu mengenai sejumlah indikasi bahwa program pendampingan desa dianggap sebagai agenda upaya pembangunan citra pemerintah atau agenda politik belaka yang pada akhirnya mempertanyakan efektivitas dari program serta eksistensi pendamping profesional terhadap pemberdayaan serta pembangunan desa. Sejalan dengan hal tersebut, penelitian ini bertujuan untuk mencari tahu tingkat efektivitas program pendampingan desa melalui metode analisis kualitatif deskriptif dengan menelisik peran Kemendes PDTT dalam menyelenggarakan program, dampak dari implementasi terhadap tingkat pembangunan maupun pemberdayaan Masyarakat, relasi yang terjalin antara pendamping desa dengan masyarakat, serta tantangan yang dihadapi oleh BUMDes terhadap keberlangsungan program tersebut. Hasil penelitian menunjukkan bahwa program pendampingan desa sejauh ini telah berjalan cukup efektif dengan beberapa catatan yang perlu ditingkatkan.

Abstract

This study analyzes the implementation of Max Weber's ideal bureaucracy in the Bureau of Headship within the Secretariat General of the Regional Representative Council (DPD) of the Republic of Indonesia. Weber defines ideal bureaucracy as an organizational system governed by five core principles: legal-rational authority, hierarchical structure, technical competence, impersonality, and a merit-based career system. This research adopts a qualitative approach, utilizing literature review, direct qualitative observation, and in-depth interviews with three informants: two civil servants from the DPD Secretariat (one an IPDN graduate, the other a non-IPDN official), and a governance scholar. The findings reveal that efficiency and rationality are generally well-applied through structured task distribution and formal procedures. However, patron-client relationships among IPDN alumni pose challenges to impersonality and meritocracy. To enhance the validity of the findings, data triangulation was conducted through cross-verification of interviews, field observations, and official bureaucratic documents. Strengthening reform through transparent recruitment, performance-based promotion, and institutional oversight is essential. With these measures, the Bureau of Headship has the potential to become a model of effective, accountable, and professional governance within Indonesia’s public sector.
