Abstract

Abstract—In a dynamic and rapidly changing environment, innovation is the crucial factor for organizational success. Innovations that are needed primarily are innovations at the individual level or innovative behavior, which is a source of innovation at the organization level. This study aims to investigate the factors that influence the flight instructor's innovative behavior at flight schools in Indonesia, mainly based on organizational culture, job satisfaction, and professional commitment. The study used a quantitative approach with a survey method with a sample of 98 flight instructors taken through simple random sampling. Data collection is using a questionnaire with a five-point Likert scale and data analysis using path analysis. The findings in the study indicate that organizational culture, job satisfaction, and professional commitment have a positive direct effect on innovative behavior. Organizational culture is also indicating to have a positive direct effect on job satisfaction and professional commitment. Other findings show that job satisfaction does not directly effect on professional commitment. Based on the results of this study, the factors of organizational culture, job satisfaction, and professional commitment must be positioned as a strategic factor in the process of organizational management at flight schools in order to obtain sufficient attention. These three factors must also be continuously improved to strengthen innovative behavior among flight instructors.

Abstract

Transportasi udara sebagai bagian dalam sistem tansportasi nasional berkepentingan dalam membangun transformasi digital dan berkelanjutan sebagai bagian dari dinamika pelayanan publik yang diarahkan dalam rangka  menuju pelayanan berkelas dunia (world class) dengan  mendasari pada aspek keselamatan, kapasitas dan efisiensi, keamanan, pembangunan ekonomi dan pelindungan lingkingan. Pendekatan strategiimplementasi yang dapat dielaborasikan dengan mengkapitalisasi sumberdaya software (infostructure & operation system transformation – transformasi menuju pemenuhan kepatuhan terhadap ICAO SARPs, int’l best practices maupun domestic legislation/ regulations), hardware (governance & portfolio transformation - transformasi menuju ekosistem tata kelola publik yang baik secara digital) dan brainware (human capital transformation – transformasi berbasis human capital) dari organisasi serta optimalisasi interface sains dan teknologi serta lingkungan strategis terkait secara terarah, teratur dan terintegrasi melalui metode implementasi kebijakan 4 (empat) "C" yaitu Cooperation (kerjasama pemangku kepentingan), Consensus (kesepakatan dan persetujuan pemangku kepentingan), Compliance (kepatuhan pelaksanaan perundangan, norma dan etika), dan Commitment (keteguhan menjalankan perencanaan, pengorganisasian, pelaksanaan, dan evaluasi). Dengan keyakinan bahwa melalui pendekatan yang tepat dan bijaksana, tantangan prioritas global/ strategic objectives maupun dinamika tantangan dalam membangun transformasi digital dan berkelanjutan transportasi udara  Indonesia dapat dikendalikan untuk mewujudkan penerbangan sipil Indonesia SELAMANYA (Selamat, Aman dan Nyaman).

Abstract

Aviation security and safety are crucial aspects of the aviation industry that require serious attention from various parties. Along with technological developments and increasing air traffic, the challenges in maintaining aviation security and safety are increasingly complex. This research aims to examine the role of naqli and aqli postulates in improving aviation security and safety. The research methodology used a qualitative approach with a case study method, involving in-depth interviews with aviation experts, religious experts, and aviation regulators, as well as analysis of policy documents and official reports using data collection literature study and interview. The results showed that the principles of dalil naqli, such as justice and social responsibility, significantly shape aviation safety policies. Meanwhile, the dalil aqli approach, based on rationality and modern technology, effectively reduces accident risk and improves operational efficiency. This study concludes that integrating naqli and aqli arguments can create a more comprehensive aviation safety policy that various parties accept.

Abstract

Airspace has evolved into a contested socio-technical domain in which civil aviation, military operations, and cyber infrastructures interact under increasing complexity yet remain structurally fragmented. Existing scholarship is dispersed across aviation safety, defense doctrine, and cybersecurity, limiting the development of integrative frameworks capable of explaining system-level security outcomes. While systems-of-systems (SoS) research predominantly emphasizes technical interoperability, the role of governance in structuring cross-domain integration remains insufficiently theorized.This study addresses this gap through a PRISMA-based Systematic Literature Review (SLR) of 35 high-relevance sources indexed in Scopus, Web of Science, and ScienceDirect. Adopting a SoS perspective, it develops the Layered CNS Interface Framework (LCIF) as a governance-driven, multi-layer integration architecture linking policy, operational, technological, and cyber dimensions.The synthesis suggests that airspace security effectiveness is shaped by three interdependent constructs—integration quality, interoperability, and adaptive capacity—within which civil–military air traffic management operates as a mediating mechanism translating structural integration into coordinated operational outcomes. These relationships are theoretically derived from cross-domain synthesis rather than empirically established.The study contributes by extending SoS theory into the domain of security governance and by reconceptualizing interoperability as a multi-dimensional construct encompassing technical, institutional, and decision-making alignment. The LCIF model provides a theoretically grounded and empirically testable foundation, enabling future examination of multi-layer causal relationships through Structural Equation Modelling (SEM) in complex airspace systems.
