Abstract

Bridge is one of the important infrastructure facilities which functioned to connect roads that support the development of social and economic in a region. In Indonesia, each year, the limited fund is available to accommodate all construction projects.  In practice, the government of Aceh Besar District has limited District Revenue and Expenditure Budgets (APBK) to finance the entire project of bridge construction. Considering that many other sectors still require APBK funding, the priority rank of the bridge development needs to be determined. This study aims to identify the dominant criteria in determining the development of bridges and the priority rank of bridge development projects. This study used a mixed method approach which is a qualitative and quantitative method. The Qualitative method is related to respondent perception through distributing questionnaires and the qualitative method is related to numbers used through the perception score of respondents from the analysis.  Respondents are stakeholders and policymakers as many as 8 people. The questionnaire contains some criteria, namely the length of the bridge, construction costs, land use, accessibility, population, and regional development. Based on the literature review, those criteria can be used to obtain which bridge needs to be prioritized. Multi-Criteria Analysis is used to analyze those criteria from respondent perception. The results show that the dominant criteria in determining the construction of bridges in the project were construction costs with a weight of 0.35. It is also obtained that the bridge development project at first rank is the Kr. Keumeuruek with a value of 7.56.

Abstract

Pada proyek konstruksi, realisasi penerimaan pekerjaan ditentukan oleh cara pembayaran yang telah ditetapkan dalam surat perjanjian (kontrak) konstruksi, sistem pembayaran ada 2 jenis yaitu sistem pembayaran termin dan turnkey, dimana sistem pembayaran ini dibedakan berdasarkan cara pembayarannya yang terdiri dari termin pembayaran secara bertahap dan turnkey pembayaran yang dilakukan setelah pekerjaan selesai. Tujuan penelitian ini untuk mengetahui perbandingan ancaman dan peluang yang dapat merugikan kontraktor dalam pemilihan sistem pembayaran antara sistem pembayaran termin dan turnkey yang berpengaruh pada  proyek dengan kontrak design-bid-build di Kota Banda Aceh, sumber data dalam penulisan ini menggunakan dua jenis, yaitu: data primer dan data sekunder, penelitian ini menggunakan metode Strength, Weakness, Opportunities, Threats (SWOT) dan data primer adalah data yang diperoleh langsung dari lapangan, yaitu data kuisioner yang akan disebarkan kepada kontraktor, konsultan dan anggota tim proyek, data sekunder adalah data yang diperoleh dari jawaban responden yaitu perusahaan pelaksana yang berdomisili di Banda Aceh, dari hasil pengujian validitas dan realibilitas yang diperoleh, nilai rata rata dari uji validasi  setiap variabel adalah 0,444. Dan untuk uji reliabilitas r hasil= 0,753 > r tabel = 0,2786, dari hasil uji validasi terdapat 4 pernyataan yang tidak valid. Dalam pengujian analisis pembayaran termin dan turnkey menggunakan analisis SWOT diperoleh bahwa sistem pembayaran termin didapatkan nilai x = -0,15 dan y = -0,4 yang berada di kuadran IV, dimana merupakan situasi yang tidak menguntungkan dari berbagai ancaman dan kelemahan internal dan eksternal. Sedangkan pembayaran turnkey memperoleh nilai x = -0,07 dan y = 0,02 berada pada kuadran III, dimana merupakan situasi mampu memanfaatkan peluang yang ada sehingga dapat mengoptimalkan ancaman dan kelemahan yang akan terjadi.

Abstract

Improving subgrade bearing capacity is a crucial aspect of highway construction. Clay soils, which have high plasticity and low bearing capacity, often require improvement to increase their stability and strength. This research examines the effect of coconut shell ash addition on the bearing capacity of clay soil in Glee Gurah village. The research aims to identify the impact of coconut shell ash stabilization on the mechanical characteristics of clay soil as a highway subgrade, focusing on soil compaction and CBR values. The research was conducted through a series of laboratory tests which included soil classification according to AASHTO and USCS, as well as compaction (Proctor) and CBR testing. The percentage variations of coconut shell ash used were 0%, 3%, 6%, 9%, and 12%. The results showed that the addition of coconut shell ash increased the bearing capacity of clay soil. The maximum dry volume weight increased from 1.464 gr/cm³ (no mixture) to 1.540 gr/cm³ at the addition of 12% coconut shell ash. The optimum moisture content decreased with increasing ash percentage, from 22.70% to 20.20%. The unsoaked CBR value also increased significantly, from 11.06% (no mixture) to 17.78% at the addition of 12% coconut shell ash, with a total CBR percentage increase of 60.80%. Thus, the use of 12% coconut shell ash > 20% (Good), so that ANOVA shows a p value <0.05, which means that the addition coconut shell ash significantly increases the bearing capacity of clay soil and is effective in strength of subgrades with moderate traffic categories.
