Abstract

Command Center 112 is a public service innovation regarding disaster response in the city of Surabaya. This innovation is an emergency complaint report telephone service from the public that can be accessed 24 hours non-stop and toll-free. This service synergizes with Organisasi Perangkat Daerah (OPD) in one control room (Command Center Room). The purpose of this study is to find out how the implementation of the 112 Command Center policy in the city of Surabaya. The standard implementation theory used is the theory of George C. Edward III can be used as a reference to measure the success or failure of policy implementation, including (1) communication, (2) resources, (3) disposition and (4) bureaucratic structure according to journals (Putra & Tukiman, 2019). The research method used is descriptive qualitative method. Data collection techniques used are, interviews, observations, and documentation while the data analysis techniques in this study use an interactive analysis model developed by Miles and Huberman including data collection, data reduction, data display and conclusion drawing (Herdiansyah, 2010). The results of this study are based on the theory of George C. Edward III as a benchmark showing that the implementation of the Command Center 112 policy in the City of Surabaya has been well indicated by the Command Center Command Center 112 in the City of Surabaya held in one room or called the Command Center Room, in which there are various institutions or OPD to receive community reports and city conditions. However, there are still problems with people who often use this telephone service not in accordance with SOP (Standard Operating Procedure). In addition, re-socialization is needed so that people know and understand this service.

Abstract

The Belimbing Wuluh MSME is one of the leading SMEs in Sambiarum which produces food and beverages made from starfruit, Some of the processed products are nastar, mochi, and syrup. The Belimbing Wuluh SMEs sell their products only when they receive orders or are made by order, so public awareness or brand awareness of the presence of these SMEs still tends to be low. If you look at the current conditions, the problems that arise for Belimbing Wuluh SMEs still do not have a business identity. For this reason, the solution is to rebrand starting from the logo, packaging, and product photos, this is done to introduce their identity. Business identity is very important for business progress with logos, packaging, and product photos as one of the important elements in the application of branding. Branding has a purpose in terms of marketing a product, branding can show product quality that can be trusted and make consumers familiar with the brand. This study uses qualitative methods by conducting observations and interviews. The branding project aims to make products more known with their characteristics and stick in the minds of consumers in order to increase competitiveness and high sales.

Abstract

Villages are the spearhead of government development. An innovative step in village development is carried out by implementing a smart village concept. This research aims to analyze and describe the optimization of the village website as an application of a smart village in Laweyan Village, Probolinggo Regency. The research approach used a qualitative descriptive method. Data were collected through interviews with informants selected by purposive sampling, field observations, and documentation. The results of this study are 1) the objectives of optimizing the Laweyan Village website include maximizing the dissemination of public information by minimizing costs and effort; 2) the satisfaction alternative shows that the use of the website as a medium for delivering information by the Laweyan Village government has a positive impact in improving the quality of public services and the efficiency of the governance process; 3) the resource indicator that becomes a limitation shows that there are limited human, financial, and infrastructure resources in managing the Laweyan Village website Financial resources are also a limiting factor due to budget priorities for needs that are considered more important by the Village Government. In addition, infrastructure limitations, such as adequate equipment and community understanding of technology, are obstacles to optimizing online services. In general, the Laweyan Village website has made a positive contribution to the dissemination of public information. However, some obstacles still need to be overcome, especially related to human resources, finance, and infrastructure limitations.

Abstract

The Turi Putih Independent Caring Group is a community empowerment group that focuses on processing family medicinal plants, this group is a pilot that succeeded in forming 5 pilot groups, however, the pilot groups that have been formed have not developed well. The aim of this research is to find out community empowerment efforts through Turi Putih Independent Caring Group. This research was conducted using qualitative methods with data collection techniques in the form of interviews, observation and documentation. The data analysis methods used are data collection, data condensation, data presentation and drawing conclusions or verification. The results of this research show that aspects of empowerment have been carried out such as training, counseling, providing assistance and supervision, but there are several obstacles and development needs to be carried out, especially in increasing the participation of members of the pilot independent caring group and equal distribution of programs, especially training carried out for The Turi Putih and pilot independent caring groups at the protecting stage have also not been carried out well. To overcome this problem, it is necessary to hold regular activities to stimulate member participation and there needs to be active cooperation between the Turi Putih Independent Caring Group and related parties in distributing the program.

Abstract

Andalas University is one of the best public universities in West Sumatra, which facilitates awarding the Indonesia Smart College Card (KIP-K) scholarship to its students. In 2022, issues or allegations of procedural irregularities emerged during the KIP-K acceptance selection at Andalas University. This study aimed to analyze the communication strategy through issue management carried out by public relations at Andalas University in overcoming the issue of alleged irregularities in the 2022 KIP-K admission procedure at Andalas University. This study used a qualitative descriptive method, and data collection techniques were carried out through observation and in-depth interviews. The data analysis technique used in this study used the Miles and Huberman interactive data analysis model, divided into three activities: data reduction, data modeling, and conclusion drawing. The study results show that the communication strategy implemented by Andalas University's public relations in addressing issues is by implementing five stages of issue management: problem identification, probelem analysis, issue change strategy planning, issue action program implementation, and outcome evaluation. With the implementation of all stages in issue management as a form of communication strategy by Andalas University, the negative issues that developed at Andalas University could be controlled until, finally, these issues diminished and almost disappeared, which can be proven by not finding any media that informs about the subject.Andalas University is one of the best public universities in West Sumatra, which facilitates awarding the Indonesia Smart College Card (KIP-K) scholarship to its students. Abstract

This study aims to socialize about orderly population administration for residents who move in in Panjangjiwo Village, Surabaya City. This module aims to provide explanations and understanding to new residents regarding population administration rules and policies, so as to be able to create an aware and orderly society in population administration. awareness of the importance of population data. The method used in this socialization includes lecture sessions, discussions, and questions and answers. The resource person gave a detailed explanation of administrative rules to the participants. Participants also had the opportunity to discuss, share experiences, and ask questions related to population administration. Through this method, participants are expected to gain a comprehensive understanding. It is hoped that this socialization will be a guide for residents who move to the Panjangjiwo Village to understand and follow population administration rules and new residents can participate in creating a society that is aware and orderly in population administration.

Abstract

Abstract Surabaya City in East Java has been recognized as one of the cities with a responsive and innovative government due to its implementation of good governance, particularly in the development of e-Government. The Surabaya city government utilizes information technology to enhance administrative efficiency, improve transparency and accountability, and encourage public participation in development. This study examines how database systems can improve public services and assist decision-making processes to implement good governance in the Surabaya City Government. To evaluate how database systems contribute to better decision-making and enhanced quality of public services, this research employs a qualitative methodology that includes observation and descriptive analysis. The findings indicate that database systems can enhance service quality, provide clear and accountable governance, and optimize operational efficiency. Furthermore, the integration of "Satu Data Surabaya" facilitates better decision-making processes, enabling the government to meet community needs more efficiently. This study emphasizes the potential of database systems to align technological advancements with the principles of good governance to build an efficient, transparent, and participatory governance model in Surabaya City. Abstract

Abstract This study analyses the use of urban village funds in the city of Surabaya to combat flooding through the development of infrastructure such as drainage, infiltration ponds and water pumps. The results show that the programme has had positive impacts, including reducing flooding, improving people's quality of life, and strengthening economic competitiveness. However, the success of the programme still faces challenges such as budget constraints, sub-optimal coordination and low community participation. To improve the effectiveness of the programme, it is necessary to strengthen fund management, community education and a better monitoring system so that the programme can contribute to the development of a resilient and sustainable city. Abstract

The high unemployment rate in Surabaya has prompted the municipal government to initiate the Padat Karya program as a solution to improve community welfare. One of the implementations of this program is the establishment of Kampung Batik Tin Gundih in Bubutan District. This study aims to analyze community empowerment through the Padat Karya Program in Kampung Batik Tin Gundih, Bubutan District, Surabaya. This program is an initiative of the City Government to address unemployment and poverty through the creation of jobs based on local potential. The research uses a descriptive qualitative approach with techniques such as interviews, observations, and documentation. The theory used refers to Wilson's empowerment model, which includes four stages: awareness, understanding, utilization, and habit formation. The research findings indicate that all stages have been implemented: residents were made aware of local potential, batik-making training was conducted, batik production is ongoing, and batik-making activities have become part of daily life. However, challenges such as weak management, uneven incentives, and unequal participation remain obstacles. The conclusion of this study indicates that the Labor-Intensive Program is capable of empowering residents economically and socially, although improvements are needed in program management and sustainability. Recommendations are made for the government to strengthen institutional frameworks, stabilize incentives, and provide ongoing support to create equitable and sustainable transformation.

Abstract

Sidoarjo Regency is one of the districts in East Java Province that continues to strive to develop and develop village potential through the establishment of BUMDes. The government continues to encourage that every village has BUMDes which can later be a driver in increasing the potential of the village. BUMDes in Kabupaten Sidoarjo has three categories, namely advanced, developing, and beginner categories. One of the advanced category BUMDes in Sidoarjo Regency is BUMDes Surya Sejahtera which is located in Kedungturi Village, Taman District. In the success of its management, it can be known the positive impact for the government and the people of Kedungturi Village. The purpose of this research is to describe the capacity development of BUMDes in increasing the potential of Kedungturi village, Taman District. This research method uses descriptive qualitative with data collection methods through interviews, observations, and documentation. Data analysis in this study through data collection, data condensation, data presentation and drawing conclusions. The results of the research show that the capacity development carried out by BUMDes Surya Sejahtera in the aspects of resources and managerial has been running well and in accordance with the existing theory, but further capacity development is still needed from the aspect of technological resources and cooperation relations.
