Abstract

Program KKN merupakan program yang wajib diikuti oleh mahasiswa. Melalui KKNT MBKM dengan skema desa wisata, mahasiswa dituntut untuk membantu masyarakat untuk menggali potensi wisata di lingkungannya sehingga lebih bermanfaat untuk masyarakat sekitarnya. Potensi desa wisata yang ada di Kelurahan Gading adalah Kampung Sayur dimana mahasiswa diwajibkan membantu menggali potensi Kampung Sayur dengan mengembangkan Teknologi Tepat Guna hidroponik dan aeroponik yang sesuai dengan kondisi masyarakat dan lingkungan Kelurahan Gading secara spesifik. Beberapa program kerja yang digagas oleh mahasiswa terdiri dari tahapan- tahapan mulai dari survei, implementasi, dan evaluasi sehingga hasil luaran dapat terpantau dengan maksimal dan dapat bermanfaat bagi masyarakat Kelurahan Gading

Abstract

Pemerataan akses pendidikan masih menjadi fokus bagi Pemerintah Indonesia. Masalah ini tidak hanya menimpa warga negara di dalam negeri, namun juga warga negara Indonesia yang berada di luar negeri. Terdapat sejumlah besar anak-anak dari Pekerja Migran Indonesia ilegal di Malaysia tidak mendapatkan pendidikan layak karena keterbatasan dokumen izin tinggal dan permasalahan pencatatan sipil. Banyak dari mereka yang tidak memiliki rasa nasionalisme dan toleransi. Menanggapi permasalahan yang begitu kompleks, Majelis Rektor Perguruan Tinggi Negeri dan INTI International University mengadakan kegiatan pengabdian masyarakat bertajuk Proyek Kemanusiaan yang diikuti oleh sejumlah mahasiswa Indonesia. Kegiatan ini berfokus pada upaya penyelenggaraan pendidikan informal, terutama Pendidikan Pancasila dan nasionalisme menggunakan metode Participatory Action Research di Sanggar Bimbingan Sentul, Kuala Lumpur dengan sasaran peserta didik kejar paket A (setara sekolah dasar). Pendidikan diberikan melalui media interaktif seperti video singkat dan puzzle sederhana yang diobservasi langsung setiap harinya. Hasil kegiatan menunjukkan penggunaan media interaktif seperti video dan puzzle mempermudah peserta memahami materi yang diberikan. Selain itu, terjadi peningkatan pengetahuan dan pemahaman peserta terhadap sikap nasionalisme, dasar-dasar Negara Indonesia, dan sikap toleransi.

Abstract

The delegation of authority that was originally handled by the central government and then transferred to the local government resulted in an increase in the authority of the local government when regional autonomy was implemented. Among these authorities is the management of regional property. The government has issued a number of regulations relating to the management of regional property to improve the way state or regional property is managed to facilitate the realization of good governance in the implementation of regional autonomy. The General Section is a government organization under the auspices of the General Administration Section of the Regional Secretariat of Jombang Regency. Its duties include assisting the General Administration Assistant in planning work programs, organizing and repairing household goods, and organizing leadership and regional equipment arrangement programs. Most of the assets owned and supervised by the General Section are assets used to support significant operational activities in other Regional Apparatus Organizations (OPD). Knowing how well asset management in the General and Regional Assets Section of the Regional Secretariat of Jombang Regency is the purpose of this research. Documentation is the data collection method used in this study. The analysis of this study used an effectiveness scale and descriptive statistics. Planning and budgeting for the needs, purchases, and use of the General Section are the results of this study, and are carried out administratively in accordance with applicable laws. However, from the results of the analysis, asset management in the General Section is still not effective.

Abstract

The Banjarmasin City Government has innovated its services by creating the "Banjarmasin Pintar" application, which is part of Banjarmasin's smart city programme. The mobile application PARAK ACIL (Population Registration and Civil Registration Services) Online is a public service application designed for residents to access services, particularly those provided by the Population and Civil Registration Office of Banjarmasin City. This study aims to examine the socialisation efforts conducted by the Population and Civil Registration Office of Banjarmasin City regarding the PARAK ACIL mobile application. The research employs a descriptive qualitative method. Data collection techniques include observation, interviews with 6 informants, and documentation. The data was analysed using Cresswell's method, which involves organising and preparing the data, reviewing the overall data, creating codes, and using those codes to develop descriptions, then connecting and interpreting the data. The results of the study indicate that the socialisation process of the PARAK ACIL Online mobile application in Banjarmasin City has been fairly optimal. However, there are still residents who prefer to visit the Population and Civil Registration Office in person, indicating the need for enhanced and modernised socialisation techniques that align with current trends. Abstract

This research examines the implementation of the incentive policy for Qur’anic Education (TPQ) teachers in Tuban Regency based on Regional Regulation (Peraturan Bupati) No. 3 of 2023. The study is motivated by concerns regarding administrative accuracy, governance consistency, and effectiveness of incentive distribution to non-formal religious educators. The urgency lies in the growing demand for transparent, accountable, and equitable public policy implementation at the local level. This issue is significant because TPQ teachers play a fundamental role in strengthening religious literacy and character development in the community. Therefore, the objective is to analyze the alignment of policy implementation with regulatory standards. The research method used is a qualitative descriptive approach. Data were collected through interviews, document analysis, field observations, and verification of institutional administrative records related to incentive distribution. The analysis was conducted using interactive data analysis techniques, including data reduction, data display, and conclusion drawing. The findings indicate that the implementation generally aligns with Tuban Regent Regulation No. 3 of 2023, but challenges persist, such as a semi-manual administrative system leading to suboptimal efficiency despite digitization of the TPQ teacher database via the Tuban Satu Data platform and delays in accountability reports from some sub-districts. This study recommends comprehensive digitalization, integrating the database with the incentive disbursement system for real-time validation, and regular administrative training for TPQ coordinators by the Tuban Regency Government and BKPRMI to enhance competency. Further research should adopt a participatory approach involving TPQ teachers' perceptions to assess impacts on well-being and teaching motivation.

Abstract

Perkembangan teknologi informasi mendorong pemerintah menerapkan e-government untuk meningkatkan kinerja administrasi pemerintahan, termasuk dalam pengelolaan tata naskah dinas. Salah satu bentuk penerapan tersebut diwujudkan melalui pemanfaatan Sistem Informasi Kearsipan Dinamis Terintegrasi (SRIKANDI). Penelitian ini mengkaji penerapan e-government melalui aplikasi SRIKANDI di Biro Pemerintahan dan Otonomi Daerah, Sekretariat Daerah Provinsi Jawa Timur. Penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan studi kasus. Data didapat melalui observasi langsung pada proses pengelolaan tata naskah dinas selama pelaksanaan kegiatan magang. Hasil penelitian menunjukkan bahwa penerapan SRIKANDI mendukung efisiensi administrasi melalui percepatan alur pengelolaan surat dan pengurangan penggunaan dokumen fisik. Selain itu, efektivitas kerja meningkat karena kemudahan penyimpanan dan penelusuran naskah dinas secara elektronik. Penerapan SRIKANDI juga memperkuat transparansi dan akuntabilitas internal melalui pencatatan proses administrasi secara digital. Kesimpulannya, SRIKANDI berperan dalam mendukung penerapan e-government, meskipun masih diperlukan konsistensi pemanfaatan sistem agar pelaksanaannya lebih optimal

Abstract

In 2010, the Ministry of Marine Affairs and Fisheries released a policy of accelerated development of the area based on the potential of marine and fisheries, or Minapolitan. Minapolitan is implemented in several regions in Indonesia, one of which is in the Village of Kalanganyar, Sidoarjo Regency. Kalanganyar is known as a producer of premium milkfish and shrimp, processed milkfish, as well as being the location of the most prominent fishing tours in Sidoarjo. This potential causes Kalanganyar to be called as “the village of the fish”. Hence, this study aims to identify the endogenous development factors in the implementation of Minapolitan in Kalanganyar. This study uses a qualitative approach with following data collection techniques: interviews, observation, document collection and focus group discussion. Specifically, data analysis techniques using interactive model consists of the stages of reduction, display, and conclusion. As for the test of the data validity, the writer utilized tools for trust checking, transferability, dependence, and certainty basis. The results showed that in general, the factors of entrepreneurship are quite fulfilled. However, there are some aspects to be considered; such as the provision of seedlings banding, an increase in capital for small businesses, the modernization of production equipment for processed milkfish, assistance for market expansion, and the construction of a hub for souvenirs and gift shops. Nevertheless, the leadership factor has been fulfilled. Formal and informal leaders have given good support in the optimization of Minapolitan. As for the third factor, the institution has also been well construed. It can be seen from the formation of village-owned enterprises, which are expected to become an economic catalyst, as well as the presence of rules in the implementation of the business. Thus, it can be concluded that in general, the factors of endogenous development in the implementation of minapolitan di Kalanganyar village have been well accomplished.

Abstract

The blue revolution, a key marine and fisheries-based economic development strategy, has its primary manivestation in the Minapolitan initiative. The Ministry of Maritime Affairs and Fisheries runs the Minapolitan program in a number of locales, including Kalanganyar Village, Sedati District, and Sidoarjo Regency. The purpose of this study is to evaluate how the Minapolitan program has been implemented in Kalanganyar Village. The Meter-Horn implementation model is the predominant theory employed, which includes six aspects: clarity of standards and policy objectives, adequacy of resources, quality of communication, environmental involvement, structural characteristics, and disposition of implementers. A qualitative methodology with a descriptive type is used in this investigation. Data were gathered using focus groups, interviews, document gathering, and observation. Using an interactive model for data analysis. The results showed that, in general, the implementation was quite optimal. However, four things need serious attention: the absence of technical guidelines for implementation, the low budget adequacy, the lack of staff for program implementation, and the lack of community involvement in infrastructure projects. These problems must be considered so that implementation can run optimally.

Abstract

Penelitian ini bertujuan menganalisis public value creation melalui inovasi program Dukcapil Tanggap Bencana, Harapan Timbul Kembali Utuh (Duta Hatiku) dalam meningkatkan kualitas administrasi kependudukan masyarakat Kabupaten Sidoarjo. Inovasi ini dikembangkan sebagai bentuk kepedulian pemerintah daerah dalam menertibkan kebijakan administrasi kependudukan pada masyarakat di Sidoarjo. Peneliti menggunakan metode deskriptif kualitatif yang mengacu pada konsep Strategic Triangle Mark H. Moore yang mencakup legitimacy and support, operational capabilities, dan public value. Perolehan data dilakukan dengan wawancara, observasi, serta dokumentasi. Hasil penelitian menunjukkan bahwa ketiga aspek strategi dari teori Mark H. Moore telah terpenuhi dan telah berjalan sesuai dengan semestinya walaupun masih terdapat kekurangan dan perlu evaluasi kembali dalam peningkatan kualitas layanan dari segi pemerataan informasi serta transparansi capaian program kepada publik.
