Abstract

Democratic leadership of the village head is the ability of a village head in performing duties and responsibilities as a leader in democracy to achieve the goal of government organizations in the village. The purpose of this study is first, to find out how the democratic leadership of the Village Head Sendaur Districts Rangsang Pesisir District Kepulauan Meranti. Second, ie what factors inhibiting the Leadership of the Head of the Village Sendaur Districts Rangsang Pesisir District Kepulauan Meranti.In this study, using the theory put forward by the leadership Vaithzal Rivai (2008:57) give some indicators that is active and dynamic, take decisions by consensus, recevie suggestions from subordinates opinion, and communicative. The study site is located in the village sendaur districts rangsang pesisir district kepulauan meranti. Wherw the informants of this research that village head/secretary of the village, chairman BPD/members BPD, village government officials, village official staff, and villagers Sendaur. This study includes qualitative research into.Results of this study concluded that, leadership village chief in the village Sendaur districts Rangsang Pesisir district Kepulauan Meranti it turned our to be in the unfavorabel category, due to the implementation of democratic leadership is not running optimally. This is due to the village head is less open in conveying information and the implementation of which is less than the maximum meeting. Other than that, distrust, adn the lack of participation of rural communities.Keywords: Leadership, Democracy, Village Head

Abstract

This thesis describes studies of street vendors (PKL) Market Tuah Serumpun By an operation unit area Market, Cleanliness and Landscaping District of Tualang Siak. Aims to identify and analyze the factors that hinder the management of street vendors are still constrained by the availability of relocation inadequate, and the lack of cooperation with police forces and the limited civil pamung praja.Research management Market Tuah Serumpun By an operation unit area Market, Cleanliness and Landscaping District of Tualang Siak. Indicators it is necessary to manage advanced by GR. Terry (2005), Planning, Organizing , Directing, Controlling. This research method Darmadi ( 2013:6) according to a senior official of this research relates to date collction to provide an overview or affirmation of concept subject. Research on current methods of date collection is done by observation and interviews .The result of research and discussion conducted on the Management of street vendors (PKL) Market Tuah Serumpun By an operation unit area Market, Cleanliness and Landscaping District of Tualang Siak, can be concluded that management can not be implemented to the fullest.Keyword : management,vendors

Abstract

BPD as a supervisory agency has the obligation to control the implementation of village regulations, budget revenue and expenditure village (APBDes) as well as the course of the village administration. But seen from the data of rural development planned is still not fully carried out, and had been a delay in delivering the accountability report of the Chief Village Rambah Utama, because at the end of fiscal in 2014 has entered the final frontier in the third month after the fiscal year ends have not made submission of the report accountability to the Regent and BPD that should be the end of the limits set by Government Regulation No. 43 of 2014 article 49, and it seemed that the surveillance has not done.The purpose of this study was to determine whether there is a influence BPD supervision on the performance of chief village in development in the Village Rambah Utama at Rambah Samo District of Rokan Hulu and to determine how much influence BPD supervision on the performance of village heads in the construction of Village Rambah Utama. This study uses a simple regression model is based on a functional relationship or the influence of the independent variables with the dependent variable, data collection techniques by observation, interviews and questionnaires (questionnaire) to Members of BPD Officer, employe of the Village, Chief Village , Chairman of RT and RW, and community. This study uses the theory of supervision and performance by Manulang and Mangkunagara.These results indicate that the performance of the Implementation Monitoring was done by BPD on the performance of the Chief Village has with either, the recapitulation of respondents to the Control variable (variable X) with a total score of 3,442. Performance Chief Village in rural development Rambah Utama with a total score of 3,437 and supervision BPD positive also significant effect on theperformance of the Chief Village in development, it can be seen from the analysis of data obtained r value is 0.701, and of the table above shows taritmhetic> ttable where taritmhetic = 8.595 and t table = 1.984, then H0 rejected and Ha.Keywords: Performance, Monitoring. Abstract

Increasingly the center of trade in services in the city of Pekanbaru making finance companies spread in the city of Pekanbaru. So many finance company located in Pekanbaru city does not have a company registration certificate. It is necessary to do the supervision by the Department of Trade and Industry and the BPT-PM Pekanbaru. Supervision is done so that deviations against illegal enterprises can be overcome. This research was conducted in order to finance companies in the city of Pekanbaru has thus ensuring the legality of the company and be able to increase revenue.The researchers used the theory Manullang, where quality of service is determined by establish standards, action assessment, and take corrective action. This study used descriptive qualitative method, data collection through observation and interviews in which the parties - the parties involved in this study as an informant.The results of this study indicate that the Department of Industry and Trade and the BPM-PM Pekanbaru have a good standard of supervision of the number of surveillance teams, but it is still a lack of socialization to the finance company owners, and there will be supervision and sanctions from the government if the finance is still against the rules. Factors that memghambat oversight is the lack of coordination between the Department of Industry and Commerce with BPT-PM, lack of awareness and knowledge of finance owner to register his company.Keywords: Controlling, Certificate of Company Registration, Enterprise, Finance.

Abstract

The consumption patterns of high society will impact on the amount of production waste generated, no exception to that occuring in the District North Padang. The District North Padang as one of the District in the Padang City lot of rubbish both derived from household waste and non-household. The trash are not managed properly will lead to a variety of diseases that can be contracted in the community and reduce the beuty of the city. Therefore, the Padang municipality passed a law number 21 of 2012 on waste management, which regulates how to manage waste that is good and right and provide sanctions for Rp.5000.000 to the public who are caught littering. Purpose of this research is to investigate the implementationn of regional regulation number 21 of 2012 on waste management in the district nort padang of the padang city. Used theoretical concepts using theories Edward III that covers aspects of communication, resources, disposition and bureaucratic structure . this study uses qualitative research methods to study descriptive data. In the data collection reseachers use interviewing techniques, obeservatio and documentation. By using purposive sampling method in that sample is designed by researches and triangulation techniques as a source of data authenticty. The results of this research showed that the implementation of legislation waste is still not running optimally because there are still some obstacles. Factor - inhibiting factor in the implementation of Regional Regulation No. 21 of 2012 on waste management in the district of Padang Padang Utara is Policy Implementor of Garbage Worker Performance remains low, Fasilities and infrastructure that is trash, Motor Tricycles that is still not enough and Public Participation is still low.Key Words : Communication, Resource, Disposition, Bureaucratic Structure

Abstract

The phenomenon identified by researchers in the research of the Kuansing Library Management by the Library and Archives Service of Kuantan Singingi District did not meet the national library standards, namely the absence of technology-based information network services; limited human resources in managing libraries; and the lack of infrastructure. This study aims to determine and analyze library management and the inhibiting factors of Kuansing library management by the Library and Archives Service of Kuantan Singingi Regency. In this study using the theory of George R. Terry in the Hasibuan 2017 management function to analyze the Management of the Kuansing Library by the Library and Archives Service of Kuantan Singingi Regency. This theory consists of Planning, Organizing, Actuating, Controlling. This type of research uses qualitative methods with data collection techniques for interviewing, observation, and documentation. Based on the results of the study it is known that the Management of the Kuansing Library by the Library and Archives Service of Kuantan Singingi Regency has not been optimal in terms of Planning, organizing, implementing and monitoring. Inhibiting factors for the management of the Kuansing Library by the Library and Archives Office of Kuantan Singingi Regency are facilities and infrastructure, the absence of regulations and budget constraints.Keywords: Management, Library, Archives, Standards, National

Abstract

This study aims to determine the service of women victims of domestic violence by Pekanbaru P2TP2A and to know the inhibiting factors for the service of women victims of domestic violence by P2TP2A Pekanbaru City. This research was conducted at the Integrated Service Center for Empowering Women and Children (P2TP2A) in Pekanbaru City. This research is a type of qualitative descriptive research. The type of data used is primary data and secondary data, data obtained by observation, interviews and documentation studies with deliberately selected informants. The researcher determines the sample taken because there are certain considerations (purposive sampling). Informants in the study were Head of Division of Service and Health Division of Pekanbaru City P2TP2A, Counselor / Coordinator of Recovery and Health Services Division, Complaint Receiving Staff / Pekanbaru P2TP2A Secretariat, Clients / victims of domestic violence who reported to P2TP2A Pekanbaru City. The data analysis method used is data reduction, data model and withdrawal / verification conclusions. The results of this study indicate that the social service process in Pekanbaru City P2TP2A is the client reporting (coming directly, by telephone, or referral) then filling out the complaint form, the complaints receiving staff assessing and interviewing the client, then the client is referred to the service according to the client's needs and accompanied, staff receiving complaints and administrators monitor client cases and record and report. And the Pekanbaru P2TP2A inhibiting factor in overcoming the problem of domestic violence includes victims of domestic violence itself, victims' families, communication, perpetrators of domestic violence, facilities and infrastructure as well as network collaboration. The service process by P2TP2A Pekanbaru City for women victims of domestic violence based on observations of researchers in the field is not optimal because it is not in accordance with the SOP and the Act that applies in P2TP2A Pekanbaru City.  Keywords : Service, Organization, Program, Domestic Violence.

Abstract

Based on the Regulation of the Mayor (Perwako) of Pekanbaru Number 96 of 2015 concerning the Implementation of Small Micro Business Licenses from the Mayor to the Camat, the District of Rumbai Pesisir has decreased the number of issuance and extended the Small Micro Business License. The purpose of this study is how the Implementation of Small Micro Business Licensing in the District of Pekanbaru City Rumbai Pesisir and to find out the Inhibiting Factors of the Implementation of Small Micro Business Licenses in the District of Rumbai Pesisir Kota Pekanbaru. The theoretical concept used by the author is Implementation. The researcher used qualitative research with descriptive studies. In collecting data, the author uses interview and observation techniques. The author uses informants as information as a source of data validity. The results of this study indicate that the Implementation of Micro Small Business Licenses is still not maximal, it is evidenced that there are still a number of micro and small business licenses issued in Rumbai Pesisir District. Inhibiting Factors Implementation of the Micro Small Business License in Pekanbaru in the District of Rumbai Pesisir, Pekanbaru City includes Development and Socialization and Evaluation.Keywords: Implementation, Coastal District

Abstract

Competence in the education office of the city of Pekanbaru from the phenomenon is that there are still many employees who lack educational back ground with placements that are not in accordance with their fields. The purpose of this study was to determine the factors that influence the competence of employees in the education office of the city of Pekanbaru and the competence of employees in the education office of the city of Pekanbaru. The method used in this study is a qualitative method that uses descriptive data analysis, namely analysis that seeks to provide a detailed description based on the facts founds in the field regarding the formulation of the problem, in supporting work results based on the results of interviews which conclusions will be drawn. The results of the study indicate that the competence of employees in the education office of the city of pekanbaru is generally quite good. When viewed based on the dimension of knowledge of indicators that have not been fully implemented, namely knowledge possessed by employees who handle their work in the education office of the city of Pekanbaru. The dimensions of this attitude there are indicators that have not run according to expectations, namely the education office staff in the city of Pekanbaru in response to each complaint.            Keywords: competence,Education,Attitude,Knowledge

Abstract

Abstract                Analysis of the Position of the Regional Revenue Agency of the City of Pekanbaru is still a mismatch between the position and the field of science currently occupied. This means that the level of education in the field of science has not yet been fully taken into consideration. The purpose of this researcher is to find out information on the position analysis of the Regional Revenue Agency of the City of Pekanbaru. Information collected through job analysis plays an important role in human resource planning because it provides data on staffing conditions and the work environment. The indicators used are Permenpan RB Number 38 Year 2017, namely job requirements including rank, education qualification, type of training, measure of job performance and work experience. The research method used is qualitative with a type of case study approach with data collection techniques through interviews, observation and documentation. The selection of research informants using purposive sampling method. The results of this study indicate that the analysis of the position of the Pekanbaru City Revenue Agency is still not appropriate between positions and levels of education with the motto "The right man on the right place" which means placing the right person in the right place and the factors that hinder the analysis of the Board of Education office.
