Abstract

This paper analyzes the failure of the Organization for Prohibited of Chemical Weapon (OPCW) in handling chemical weapon disarmament in Syria. The use of chemical weapons by the Syrian government against its own citizens poses a challenge for OPCW in its role to ban the use and development of chemical weapons worldwide. OPCW itself formed in 1997 is an implementation of Chemical Weapon Convention (CWC) in 1993. The main problem of this study is OPCW failure factors to ban the use and development of chemical weapons in Syrian conflict. The study results show that the chemical weapon disarmament efforts in Syria by the OPCW by sending and destroying government-owned chemical weapons has failed. Although OPCW has claimed Syria has been freed from chemical weapons, it is still encountered the use of chemical weapons by ISIS terrorist groups and unofficial opposition groups. In conclusion, the role of the OPCW according to the concept of disarmament and the international organization is still not fully successful. OPCW is only able to detect the use of chemical weapons committed by the Syrian government. This organization has no authority in overcoming the problem of the misused chemical weapons committed by non-state actors.Keywords: Chemical weapons, Syrian conflict, OPCW, Disarmament.

Abstract

Kegiatan Pengabdian Kepada Masyarakat (PKM) menjadi satu kewajiban bagi tenaga pengajar dan merupakan satu pilar dari tiga pilar Tri Dharma Perguruan Tinggi. PKM adalah juga pengejawantahan dari keilmuan sivitas akademika. Universitas Budi Luhur Jakarta secara rutin menyelenggarakan kegiatan PKM dengan melibatkan dosen, mahasiswa, tenaga pendidik maupun para alumni. Kegiatan dilaksanakan sebagai sumbangan dalam membantu menyelesaikan permasalahan-permasalahan bangsa. Pada peluncuran program Program Literasi Digital Nasional oleh Presiden Joko Widodo tahun 2021 kegiatan literasi digital diharapkan dapat menggelinding dan terus membesar di berbagai penjuru Indonesia sebagai aksi nyata menyiapkan masyarakat yang cakap digital. Sejalan dengan hal tersebut serta dilatarbelakangi oleh ketidaksiapan para guru di pedalaman dalam menghadapi sistem pengajaran online, kegiatan PKM ini mengambil tema literasi digital. Kecamatan Seram Utara Timur Seti berada di dalam wilayah Kodim 1502 Masohi, Maluku tengah. Kodim 1502 Masohi, Maluku Tengah melalui program TNI Manunggal Membangun Desa (TMMD) ke-112, meminta kepada Universitas Budi Luhur untuk terlibat dalam kegiatan tersebut selama 2 hari sebagai bagian dari kegiatan non-fisik. Kegiatan kolaborasi TNI dengan perguruan tinggi ini dilaksanakan secara hybrid dengan memanfaatkan teknologi informasi, yaitu webinar yang diikuti oleh peserta dari Jakarta Selatan dan dihadiri oleh para guru yang hadir langsung dari lokasi. Hari kedua, peserta mendapatkan pelatihan untuk menyiapkan materi pengajaran online. Kegiatan ini diharapkan dapat membantu permasalahan para guru di daerah terpencil dan meningkatkan kecakapan digital mereka ketika sistem pembelajaran online diberlakukan. Tindak lanjut kegiatan di masa mendatang, diharapkan memberikan materi literasi digital dan kecakapan digital pada tahapan tingkat lanjut guna sehingga mitra kegiatan dapat merasakan manfaat yang signifikan dari hasil kegiatan pengabdian kepada masyarakat.

Abstract

The rapid technological development has made social media much sought-after in the public. Social media has been widely used in building personal branding. But this is not the case with child psychologist Kak Seto who has no personal account in any of social media platforms, while his activities in the world of children always become an attraction and have news value. The formulation of the problem in this research is how the personal branding of Kak Seto in the era of media disruption. The purpose of this research is to explain the activities of Kak Seto in the context of "a friend of children", reveal what media he uses, and analyze his personal branding in the era of media disruption. This study uses a constructivist paradigm, through qualitative approaches and descriptive research methods. A series of activities he carries out is seen from the conventional types of media he uses. From the results of the analysis in this study, it was proven that conventional media have a strong ability to build the personal branding of Kak Seto. The power of his personal branding which correlates with a good image to meet his expectation as a friend of children has been embedded in the minds of the community.

Abstract

Business actors have their way of finding and getting new customers. They develop the right marketing strategy to get new customers because they will win the business competition with their competitors. This study uses a qualitative research method with a case study approach the data used in primary data and secondary data. The methods used in data collection are interviews, observation and document review. Sampling using purposive sampling. The data analysis methods used are data reduction, data display, and conclusions drawing/verification methods. From the research results, it can be seen that: 1) Honda Kebon Jeruk has a breakthrough, namely collaborating with E-commerce such as Tokopedia in marketing their products; 2) Direct Marketing used in Honda Kebon Jeruk includes social media marketing, direct mail, telemarketing, digital marketing, and direct marketing; and 3) The role of sales consultants is significant in the success of the marketing strategy made by Honda Kebon Jeruk using the face to face customer method.

Abstract

Abstract The ban on exports of nickel ore resulting in the European Union’s lawsuit to the WTO becomes interesting to investigate, as it relates to international-scale communication processes involving more than one country, and when the communication process is not good it can trigger conflict between countries, therefore a good diplomatic communication process needs to be carried out. The study aims to see how the diplomatic communication process carried out by the Indonesian government in the European Union’s lawsuit to the WTO is related to the ban on exports of nickel ore. In this study using a qualitative approach as well as its data collection method is supported by primary and secondary data. Based on the results of research that has been carried out, the Government of Indonesia inining the policy of prohibition of export of nickel ore through 2 communication lines. The first route of diplomacy is multilateral diplomatic communication related to the ban on the export of nickel ore, and the second route is through the World Trade Organization (WTO) has a very important role in the resolution of international trade conflict, in this case the Government of Indonesia diplomatic matters related to policies made by Indonesia as well as claims from the European Union lawsuit, where the government of Indonesia remains open to all countries in need of nike but for its industry and technology can be sent to Indonesia, so that the nike exported is a semi-finished material or even a material that is already made and not purely from nikeel ore.Keywords: Communication; diplomacy; european union; WTO.  AbstrakLarangan ekspor bijih nikel yang berujung pada gugatan Uni Eropa ke WTO menjadi sangat menarik untuk ditelaah, karena hal ini berkaitan dengan proses komunikasi berskala internasional melibatkan lebih dari satu negara, dan apabila proses komunikasi tidak baik maka dapat  memicu konflik antar negara, oleh karena itu proses komunikasi diplomasi yang baik perlu dilakukan. Penelitian ini bertujuan untuk melihat bagaimana komunikasi diplomasi yang telah dilakukan oleh pemerintah Indonesia dalam gugatan Uni Eropa ke WTO terkait dengan larangan ekspor bijih nikel. Dalam penelitian ini menggunakan pendekatan kualitatif serta metode pengumpulan data didukung dengan data primer dan sekunder. Berdasarkan hasil penelitian yang telah dilakukan, pemerintah Indonesia dalam mempertahankan kebijakan larangan ekspor bijih nikel yaitu melalui 2 jalur komunikasi. Jalur komunikasi pertama diplomasi dilakukan yaitu komunikasi diplomasi multilateral terkait dengan larangan ekspor bijih nikel, dan jalur kedua yaitu melalui World Trade Organization (WTO) memiliki peran yang sangat penting dalam penyelesaian konflik perdagangan internasional, dalam hal ini pemerintah Indonesia mendiplomasikan hal-hal yang terkait dengan kebijakan yang dibuat oleh Indonesia serta sanggahan dari gugatan Uni Eropa, dimana Pemerintah Indonesia tetap terbuka terhadap semua negara yang membutuhkan nikel namun untuk industri serta teknologi nya dapat dikirim ke Indonesia, sehingga nikel yang diekspor adalah bahan setengah jadi atau bahkan bahan yang sudah jadi dan bukan murni dari bijih nikel.Kata-kata kunci: Komunikasi; diplomasi; gugatan uni eropa; WTO.

Abstract

PON XX di Papua menyita perhatian masyarakat karena diselenggarakan ketika masih dalam situasi pandemi COVID-19. PON juga diselenggarakan di tengah isu ancaman keamanan di sana. Penelitian ini bertujuan melihat pesan damai dengan menganalisa logo, simbol dan perbincangan tersirat yang ditonjolkan dalam PON XX. Pendekatan yang digunakan adalah deskriptif-kualitatif dengan teknik analisis semiotika Charles Sanders Pierce. Data diperoleh dari sumber media online dan media sosial youtube, twitter dan instagram @jokowi youtube. Hasil penelitian menemukan beberapa pesan yang terlihat ingin ditonjolkan oleh pemerintah dengan terselenggaranya PON XX di Papua terkait dengan keberadaan Papua yang tidak terpisahkan sebagai bagian dari Negara Kesatuan Indonesia (NKRI). Pesan bahwa Papua tidak dianaktirikan dalam pembangunan terlihat menonjol dalam postingan akun resmi pemerintah. Kemudian hasil penelitian yang lain terkait dengan keamanan di Papua dalam keadaan terkendali. Kehadiran Presiden Joko Widodo dan masyarakat dalam upacara pembukaan menunjukkan semua antusias menyambut ajang olahraga tingkat nasional ini. Kontribusi penelitian terkait dengan konsep soft power diplomacy untuk berkomunikasi dengan masyarakat global mengenai isu Papua. Kesimpulan penelitian ini adalah bahwa pesan damai yang ingin ditonjolkan oleh pemerintah dalam ajang PON XX mendapat sambutan positif dari publik.

Abstract

Tourism is an important sector in the economic development of a region. In the digital era like now, social media has become an effective tool for promoting tourism destinations. Instagram, as one of the most popular social media platforms, has great potential to become an effective tourism information medium. This research aims to explain the tourism communication strategy used by the Instagram account @PariwisataNgawi in promoting Ngawi Regency as a tourism destination. This research uses qualitative methods to identify the type of content posted, hashtag use, interaction with users, and posting frequency. In addition, this research concludes that Instagram @PariwisataNgawi has succeeded in implementing an effective tourism communication strategy in promoting Ngawi Regency as a tourism destination. By making good use of social media, Ngawi Regency can continue to increase its tourism appeal and attract more tourists to visit this area. It is hoped that this research can provide valuable insight for local governments and related parties in developing their tourism communication strategies through social media.

Abstract

The development of information and communication technology causes electronic media to start following technological developments related to a shift in media consumption patterns to online media such as the internet, television streaming and information that can be accessed via the internet. The number of internet users that is growing so rapidly is increasing along with the development of variations in internet-based communication media. Its use that is so easy and can be accessed anywhere is an option for most people. This study aims to determine the convergence of Banyuwangi TV media in broadcasting local cultural content in the digital media era. This qualitative descriptive research uses a case study approach, where the researcher identifies and analyzes a specific issue. Data were obtained from interviews with sources, books, articles, and other related literature. Using the concept of media convergence from Henry Jenkins, the results of this study indicate that Banyuwangi TV adopts three types of media convergence that are related to each other: a) technological convergence by managing online media in the form of websites (www.banyuwangi.tv) and youtube and being present in the media.

Abstract

Television continues to look for ways to carry out its communication strategy in order to be the best in its segment by increasing ratings. In essence, communication strategy has planning and management to achieve a goal, namely optimizing the presence of technology, as well as a transfer of new ideas on a larger scale designed to change human behavior. This research is based on a qualitative approach and uses content analysis. The data was collected from April to November 2023. The data collection techniques used were interviews, observation and documentation. The research results: First, It can be concluded that the first division to manage digital promos since 2017. Initially Rajawali TV only utilized onair and offair promos. The range of promo broadcasts no longer depends on broadcast hours or broadcast slots. Second, managing promos on social media and the process of creating and processing contents so as to create interaction and get input from the audience, invite to disseminate promo content and RTV benefits from additional income from Youtube. Third, the results of social media utilization are seen to help increase ratings. However, there need to be other factors to increase program ratings consistently, such as content, program content itself, broadcast hours, geographic factors, social economic strata, competing tv factors.

Abstract

Stunting is the number 1 nutritional problem in Indonesia which is still a problem and concern on a national scale. Deputy Minister of Health of the Republic of Indonesia Prof. Dr. Dante Saksono Harbuwono said the government is targeting stunting cases to fall by 14% by 2024. The central and regional governments have made various efforts to deal with stunting, so that several health workers have also carried out their duties in educating the public about stunting, one of which is Dr.dr. Brian Sriprahastuti, MPH who educates about preventing and handling stunting through the Instagram social media account @cegahstunting. This research uses a qualitative approach with descriptive analysis methods. Observations carried out by researchers were in the form of participant observation. The results of this research are that the Instagram account @cegahstunting is a social media account that actively provides educational content about how to prevent and treat stunting. The presence of the @cegahstunting account can be a reference medium for providing educational information about stunting, and the freedom to use social media Instagram makes the @cegahstunting account an effective educational medium.
