Abstract

Keselamatan penerbangan merupakan faktor utama setiap operasi penerbangan. Air Traffic Controler (ATC) sebagai pelaksana berperan dalam pencegahan agar pesawat udara tidak terlalu dekat satu dengan yang lainnya. Peran tersebut sangat besar dalam mencapai tujuan keselamatan penerbangan. Koordinasi yang baik antarpetugas agar tidak terjadi gangguan saat penerbangan juga menciptakan keselamatan penerbangan. Koordinasi dan pertukaran informasi antarpetugas pelayanan lalu lintas penerbangan dilaksanakan dengan melakukan safety briefing sebelum pelaksanaan pelayanan lalu lintas penerbangan. Penelitian ini bertujuan untuk mengetahui seberapa besar pengaruh safety briefing terhadap kualitas pelayanan penerbangan dan kinerja ATC. Penelitian ini menggunakan metode penelitian kuantitatif. Teknik pengumpulan data yang digunakan adalah daftar pertanyaan atau kuesioner. Populasi dan sampel penelitian yaitu ATC Perum LPPNPI Cabang Medan yang berjumlah 36 sampel. Berdasarkan analisis data penelitian yang dilakukan, dapat disimpulkan bahwa pelaksanaan safety briefing saat ini memiliki pengaruh pada kualitas pelayanan penerbangan dan kinerja ATC di Perum LPPNPI Cabang Medan sehingga setiap cabang Perusahaan Umum Lembaga Penyelenggara Pelayanan Navigasi Penerbangan Indonesia (LPPNPI) membutuhkan penyesuaian operasi terkait pelaksanaan safety briefing yang diharapkan dapat meningkatkan pelayanan penerbangan dan kinerja setiap personel ATC.

Abstract

Penelitian ini bertujuan mengevaluasi standar pelayanan bagi penumpang berkebutuhan khusus di Bandara Adi Soemarmo, terutama aspek aksesibilitas dan keselamatan. Meskipun bandara telah menerapkan sebagian besar standar untuk pengguna kursi roda, beberapa aspek di jalur kedatangan dan keberangkatan masih memerlukan perbaikan karena adanya potensi hambatan mobilitas dan kenyamanan.Metode yang digunakan meliputi observasi lapangan, wawancara, dan analisis dokumen. Data dianalisis untuk mengidentifikasi kekurangan fasilitas dan layanan. Hasil penelitian menunjukkan bahwa meskipun beberapa fasilitas sudah memadai, masih ada area yang perlu dioptimalkan, terutama permukaan jalan yang tidak rata dan kurangnya informasi jelas bagi penumpang berkebutuhan khusus.Kesimpulannya, Bandara Adi Soemarmo perlu melakukan perbaikan aksesibilitas dan fasilitas pelayanan, khususnya di jalur kedatangan. Penelitian ini memberikan rekomendasi konkret untuk meningkatkan infrastruktur dan layanan, memastikan kenyamanan semua penumpang, termasuk yang berkebutuhan khusus.

Abstract

Aviation safety is the concern and responsibility of all parties, not only in theory but also in practice, through a continuous process of identifying hazards, managing risks, and meeting performance expectations. Safety Management System training is mandatory for all aviation personnel as stated in the Regulation of the Minister of Transportation of the Republic of Indonesia PM No. 62 of 2017 (Civil Aviation Safety Regulation Part 19) concerning Safety Management Systems. As a unified implementation of the important pillars of the safety management system, participants are expected to be able to prioritize risks based on severity, manage risks, find potential risks with minimal effort, carry out records and audits, and neutralize possible consequences. Therefore, this training will introduce methods for identifying potential hazards. Community Service Activities (PKM): Introduction to Hazard Identification Methods and Tools for the Implementation of Safety Risk Management are carried out online through an online meeting application, namely Zoom. Participants are PPI Curug alumni and SMS experts who already have SMS competency certificates, totaling 219 people. Through PKM and PPI Curug activities, it is hoped that they can provide useful skills and training for participants, as well as experience for participants and the lecturers themselves.

Abstract

The Law of the Republic of Indonesia Number 1 of 2009, Part 4, Article 314 Paragraph 1, Concerning Safety Management System for Aviation Service Providers, provides that every aviation service provider is required to create, implement, evaluate, and continuously improve a safety management system guided by the national aviation safety program (Aviation Act, 2009). According to the Regulation of the Minister of Transportation of the Republic of Indonesia, Number 62 of 2017, concerning the Safety Management System, it outlines the scope and application for aviation service providers (CASR 19 Safety Management System, 2017). Therefore, every aviation service provider or approved training organization needs to create a manual or procedure as a guide for implementing and promoting an effective safety management system. In this study, researchers used a type of research method called R&D (research and development). Data collection techniques include preliminary studies through surveys, in-depth interviews, and discussions, as well as product validation. In this journal, the researchers emphasize the literature review related to the manual SMS model.

Abstract

A thorough investigation must be conducted in every aviation incident or accident to find the root cause so that recommendations can be drawn to prevent the same incident or accident from occurring again. This research is a descriptive analysis with quantitative methods. Data were collected from the final reports released by the KNKT from 2015 until 2019. The main causes were grouped using the SHELL Model analysis. The results showed that the most prevalent cause of aviation incidents/accidents in Indonesia was the mismatch between liveware-liveware of which the percentage reached 64%. Furthermore, this mismatch was caused by lack of supervision from management as many as 17 events or 74%; 5 events or 22% were caused by unavailability of rules; and lack of coordination with as many as 1 event or 4%. Within 17 events caused by lack of supervision from management, there were 3 phases of which the events occurred namely the landing phase comprising 59% or 10 events, the cruising phase comprising 18% or 3 events, and the approaching phase consisting of 24% or 4 events. Accidents and serious incidents may occur if latent causes such as lack of supervision from management, unavailability of rules and lack of coordination are not mitigated.

Abstract

Keselamatan penerbangan merupakan prioritas utama dalam operasional bandara, termasuk pada kegiatan latihan penanggulangan keadaan darurat (PKD) oleh unit Pertolongan Kecelakaan Penerbangan dan Pemadam Kebakaran (PKP-PK). Penelitian ini bertujuan untuk mengidentifikasi bahaya dan menilai tingkat risiko yang muncul selama latihan PKD di Bandar Udara Sultan Mahmud Badaruddin II Palembang, serta memberikan rekomendasi mitigasi yang tepat. Metode yang digunakan adalah pendekatan kualitatif deskriptif melalui observasi lapangan, wawancara mendalam, dan studi dokumentasi. Analisis risiko dilakukan menggunakan metode Hazard Identification and Risk Assessment (HIRA) berdasarkan pedoman ICAO Doc 9859. Hasil penelitian menunjukkan empat potensi bahaya utama, yaitu: kelelahan personel saat evakuasi, penggunaan selang bertekanan tinggi, blind spot kendaraan foam tender, dan kepanikan saat pertolongan pertama. Tiga dari empat bahaya tergolong risiko tinggi, dan satu termasuk risiko sedang. Setelah diterapkan tindakan mitigasi, seluruh risiko berhasil ditekan menjadi tingkat sedang dan rendah. Temuan ini menegaskan bahwa penerapan HIRA secara sistematis efektif dalam meningkatkan keselamatan latihan dan perlu diintegrasikan ke dalam prosedur standar unit PKP-PK.

Abstract

This study aims to evaluate the level of passenger understanding regarding prohibited items in air travel and to assess the effectiveness of information dissemination efforts at BLU UPBU Kelas I Utama Juwata Tarakan Airport. A qualitative descriptive method was applied through observations, structured interviews with aviation security personnel and passengers, surveys using questionnaires distributed to 50 respondents, and documentation analysis from logbooks at Passenger Security Check Points (PSCP). The findings reveal that only 22% of passengers correctly understand regulations regarding prohibited items, while 44% were unsure, and 34% lacked knowledge. In particular, misunderstandings were significant regarding the carriage of lighters and sharp objects, which are consistently the top three confiscated items during security checks. Furthermore, 76% of respondents stated that they find it difficult to access safety-related information at the airport. Current communication methods, such as videotrons, posters, and social media, have not been fully optimized for delivering essential safety messages. The study highlights the need for improved educational strategies using visual aids, digital platforms, and direct communication by airport personnel. These findings underline the importance of more inclusive, accessible, and proactive safety campaigns to increase compliance and ensure safer airport operations.

Abstract

This study aims to evaluate the operational arrangement of buggy car services for passengers with special needs at Sultan Hasanuddin International Airport in Makassar. Using a qualitative descriptive approach and case study design, data were collected through field observation, interviews, and documentation during a five-month internship in the Airport Operation Landside and Terminal (AOLT) division. The findings indicate that the service implementation still faces several critical issues, such as limited vehicle availability, overcapacity usage, lack of standardized service points, misuse by non-priority passengers, and the absence of written Standard Operating Procedures (SOPs). These problems contribute to inefficiencies, safety risks, and unequal service for those entitled to priority treatment. The study recommends the formulation of structured SOPs, additional pick-up/drop-off points, regular training for AOLT personnel, and the adoption of digital support systems to enhance the effectiveness and fairness of buggy car services. By improving management policies and operational consistency, the service can better reflect the values of inclusive and human-centered airport operations, in line with Regulation of the Minister of Transportation No. 41 of 2023

Abstract

Aji Pangeran Tumenggung Pranoto Airport in Samarinda is a vital infrastructure supporting mobility and the economy in East Kalimantan. However, issues were identified regarding the non-compliance of signboards, traffic signs, and road markings in the landside area with both national and international standards. This study aims to analyze the existing condition of these facilities and assess their conformity with regulations such as the Indonesian National Standard (SNI) and Ministerial Regulations. A descriptive qualitative approach was employed using field observations, interviews, and document analysis. The findings revealed visibility issues at night, signs obstructed by trees, lack of road markings, and inadequate signboards in terminal areas. Recommendations include applying retro-reflective materials to signs, adding and repositioning signs and road markings, and improving information on terminal signboard. This research is expected to contribute to enhancing safety, operational efficiency, and passenger convenience in the landside area of the airport, and serve as a basis for technical policy development.
