Abstract

Indonesia's coastal areas and small islands possess significant natural resource potential but are also vulnerable to various issues, one of which is overlapping authority in the issuance of land title certificates at sea. This jurisdictional conflict can lead to legal uncertainty, environmental degradation, and social disputes. This study employs a prescriptive normative legal research method with a case study approach. It examines relevant land and maritime regulations as well as court decisions to analyze jurisdictional conflicts in the issuance of land title certificates at sea.The research aims to identify and analyze the factors contributing to these jurisdictional conflicts and provide recommendations for resolving them. The findings indicate that conflicts arise due to overlapping regulations, unclear territorial boundaries, differing interpretations, and a lack of coordination among relevant government agencies. The issuance of land title certificates at sea that are legally and administratively flawed may be annulled through legal proceedings involving the courts and land authorities.Harmonizing land and maritime regulations is crucial in addressing these conflicts. The overlapping and inconsistent legal frameworks must be resolved immediately. Additionally, clarifying the jurisdictional boundaries between land and sea is an essential step, as clear demarcations will eliminate uncertainty and conflicts regarding institutional authority. Public awareness and education on land and maritime regulations must also be enhanced, ensuring that communities understand their rights and obligations concerning coastal land, as well as the processes and procedures for obtaining land title certificates at sea.Keyword: Certificate, Authority, Conflict, Government Institution, Indonesia

Abstract

Wild boars pose a significant threat to cassava farmers in the Jantho Baru area, Aceh Besar district, as they can reduce agricultural productivity. The region's location in hilly terrain near a protected forest makes this challenge unavoidable. An initial assessment with farmer groups (partners) identified the need for a monitoring and protection system to manage wild boar infestations in cassava farms. The partner's land, situated 42 km from the Faculty of Engineering, Universitas Syiah Kuala, spans 5 hectares in a hilly area adjacent to the protected forest. To address this issue, an IoT-based technology solution is proposed for monitoring and safeguarding cassava farms. This system includes video cameras that allow farmers to remotely monitor their land via smartphones. Additionally, security measures such as electric fences and speaker outputs, controlled through an Android-based mobile application, are implemented. The system is powered by renewable solar energy through the use of solar panels. The application of this technology is expected to reduce crop losses caused by wild boars, ultimately improving farm productivity.

Abstract

This research comparatively analyzes the legal compliance frameworks governing the registration and issuance of halal certificates in Indonesia and Malaysia, two leading nations in the global halal market. It focuses on the normative juridical aspects, examining statutory provisions, institutional roles (BPJPH-MUI in Indonesia, JAKIM in Malaysia), and procedural mechanisms. The study highlights the challenges faced by Micro, Small, and Medium Enterprises (MSMEs) in Indonesia in navigating these regulations, particularly in light of Law No. 33 of 2014 and its implementing regulations. Employing a qualitative approach with statutory, case study, and literature review analyses, the research identifies key differences in regulatory centralization, enforcement strategies, and MSME support systems. Findings indicate that while both nations strive for robust halal assurance, variations in legal implementation significantly impact compliance accessibility and economic implications for businesses. The study concludes with recommendations for enhancing legal certainty and streamlining compliance, particularly for Indonesian MSMEs, drawing lessons from Malaysia's more integrated system.

Abstract

This article explores the implementation of a children's leadership development program in Jorong Baduih, Tanah Datar, aimed at fostering young religious leaders to serve as imams, khatibs, and preachers. The program addresses the declining involvement of youth in religious activities due to migration and the absence of structured mentorship, which threatens the continuity of local Islamic traditions. Using a Participatory Action Research (PAR) approach, the initiative involved community leaders, religious figures, and families in identifying needs, designing training modules, and evaluating progress. The program featured hands-on training sessions, simulations, and mentorship by local religious leaders to enhance the participants' competence and confidence. The results demonstrated significant improvements in the children's ability to lead prayers, deliver sermons, and engage in public speaking, fostering a sense of responsibility and pride. Despite challenges such as limited training duration and facilities, adaptive measures ensured the program's success and highlighted the importance of community collaboration. The initiative not only revitalized religious engagement among youth but also strengthened community bonds and intergenerational cooperation. The program's sustainability is expected to be achieved through continuous community involvement and the institutionalization of regular training. This model offers a replicable framework for other communities seeking to preserve religious leadership and nurture future generations, reinforcing the value of grassroots initiatives in sustaining local religious and social development
