Abstract

The COVID-19 pandemic has challenged many governments in managing public health and maintaining economic stability. This study explores the policies implemented by the North Sumatra Provincial Government in balancing public safety and economic interests during the pandemic response in the 2020-2022 period. They are using qualitative research methods with a descriptive approach. The research was conducted in various related institutions, such as BNPB, IDI, and the North Sumatra Provincial Health Office. The results showed that the government implemented various strategic measures, including improving health infrastructure and vaccination programs and supporting MSMEs for economic recovery. This research emphasizes how vital synergy between institutions is to create responsive and adaptive policies in dealing with crises while maintaining economic growth. The North Sumatra Provincial government's policies in dealing with the COVID-19 pandemic show that the government has successfully implemented strategic and comprehensive measures to maintain a balance between health and economy. Focusing on improving health infrastructure, vaccine distribution, and supporting MSMEs through financing and training programs reflects integrated economic recovery efforts. The synergy between the central government, regions, and communities is the key to overcoming the pandemic's impact and building a foundation for sustainable economic growth.

Abstract

This study aims to analyze Nasril Bahar as a political actor using his political strategy to maintain power in every legislative election as a House of Representatives of the Republic of Indonesia member for the North Sumatra III Dapil for 2004-2029. This study uses qualitative research methods through Political Actor Theory and Organizational Performance Theory, with data collection techniques through observation, interviews, and documentation. The result of the study is that Nasril Bahar, a member of the House of Representatives of the Republic of Indonesia for five terms, is known as a superior political actor with good communication skills, especially in synergizing to build his constituencies. He used the Muhammadiyah organization to get closer to the residents and their sympathizers through various agendas, such as recitation, haul, and tarjih studies. Nasril upholds the values of Muhammadiyah in its politics, making it a long-term strategy to gain empathy and public vote. This collaboration reflects his dedication to society and the application of religious values in building beneficial and sustainable political relationships.

Abstract

Institutional strengthening of Electoral Commission is a model to increase voter participation in 2020 Medan Mayoral Elections. Purpose of activities in improving voter participation through; First, describe trend of voter participation in Medan. Second, explain the Readiness of the Medan Municipal Election Commission in 2020 Regional Head Elections. Third, explaining institutional strengthening of Electoral Commission in increasing voter participation in Medan. Method of implementation of activities through a panel discussion with Blended learning based on webinars, and face-to-face with Selection Committee of Medan District. Results of devotion show; First, trend voter participation in regional head elections tends to be low, so a social and cultural approach is needed in increasing participation in Medan. Second, readiness of Medan Municipal Election Commission in the 2020 regional elections is readiness of human resources, socialization, participation and adaptation of new normal life. Third, institutional strengthening of Electoral Commission in increasing voter participation should be done to Ad Hoc institutions such as District Election Committee, Voting Committee, Voter Data Update Officer and Voting Organizing Group to better understand duties, functions and protocols of health. In addition, new innovations in political socialization and political education through information technology media provide public awareness and increase voter participation

Abstract

The florists in Bangun Sari Lama Village are still very dependent on the traditional model of selling which requires direct interaction between the seller and the buyer. Therefore, during the Covid-19 pandemic, sales turnover decreased drastically. In fact, if florists are able to take advantage of social media this problem can be handled. The implementation of this activity aims to provide guidance to florists regarding the use of media social media and the importance of creating a special website for Bangun Sari Lama village to facilitate online sales on line. The method of implementing this activity is done offline, namely socialization and sharing questionnaire to 20 respondents. In this activity, information was obtained that there are still many florists who lack working capital so that it has an impact on the quality of ornamental plants sold and then causes low levels of income and their ability to market their business.

Abstract

Training and assistance is provided to organizations assigned by KEMENPORA (Ministry of Youth and Sports) to handle drug issues among young people, namely the Anti-Drug Youth Core Cadre Organization (KIPAN). In this training, partners are provided with basic materials (modules) on strategies for making good, correct and appropriate policy recommendations to be implemented by NGOs. Partners receive technical training on policy analysis and how to formulate policy recommendations so that this organization is able to contribute better in dealing with drug problems in North Sumatra. Thus, partners are more aware and understand about the steps that can be taken to overcome the drug problem that exists in North Sumatra. The method used in this service is the Participatory Learning and Action (PLA) method. This service has succeeded in increasing the understanding of as many as 20 training participants about making good and correct Policy Briefs.

Abstract

This activity aims to help the world of education, in this case SMAN 1 Medan to overcome the threat of radicalism and the degradation of the national character of school children. The method used in this service is in the form of socialization and Participatory Learning and Action (PLA). The learning module for improving national character consists of 4 main topics, namely: (1) National Insights Module (2) Multiculturalism Module (3) Local Wisdom Module (3) Radicalism Module. These four modules will be taught to SMA Negeri 1 Medan students. This school is located in the city center, a pilot school in government programs at various levels. The target to be achieved through this service is to increase quality education by the standing of the success of the world's SDGs. In addition, there is also an increased sense of state defense and national insight that creates a national character who cares about the values of Pancasila in practice in everyday life.

Abstract

The goal of this program is to assist Indonesian education, specifically SMAN 3 Medan, in overcoming the challenge posed by students' diminished sense of national awareness and dwindling sense of nationalism. Participatory learning and action (PLA) and socialization are the methods employed in this service. The Geopolitics of Pancasila module will be taught to students of SMAN 3 Medan. This school consistently receives nominations for Medan City's top 10. The target to be achieved through this service is to increase quality education that is in accordance with the standardization of the success of the world's SDGs. Additionally, it instills in the next generation a greater sense of nationalism and national awareness, making them more concerned with upholding Pancasila values in their daily lives.

Abstract

This research delves into the financial and logistical management practices employed by the General Election Commission (KPU) of Labuhanbatu Regency during the 2020 Regent and Deputy Regent elections, with a particular focus on the subsequent re-voting processes. Following elections, it's common for unsuccessful candidates to contest results, leading to legal challenges and, in some cases, re-voting. Labuhanbatu Regency's experience is noteworthy as it underwent re-voting twice. Utilizing a qualitative research approach with a descriptive framework, this study reveals that the financial and logistical governance by the Labuhanbatu KPU was effectively executed, ensuring smooth re-voting procedures, minimizing the likelihood of errors, and bolstering public trust in democratic processes. Recommendations stemming from this research advocate for the recruitment of polling station (TPS) officers based on merit and experience to enhance service quality. Moreover, it underscores the importance of sustaining effective financial and logistical management practices to preempt future re-voting scenarios, even in the absence of significant hurdles.

Abstract

This paper aims to analyze the impact of agrarian conflicts on the political trust of peasants who are victims of agrarian conflict in North Sumatra. The study utilizes political trust theory and agrarian conflict as analytical tools with a qualitative approach. Political trust serves as the foundation of the relationship between society and the state, shaped by the government's performance in policy or conflict resolution, such as agrarian conflicts. Agrarian conflicts typically manifest through actions like land grabbing, the unilateral takeover of land by companies, the exploitation of natural resources for economic gain, leading to the displacement of traditional peasants, and violations of peasants' rights, such as criminalization or distancing peasants from agrarian sources. The research results indicate that agrarian conflicts have influenced the political trust of peasants due to the lack of clarity in enforcing agrarian conflict resolution rules, the unfair distribution of resources, and the unequal opportunity for peasants to access justice.

Abstract

This research aims to analyze the strategies employed by the Gerindra Party to enhance the electability of Prabowo Subianto in the 2019 presidential election in the Aceh Province, utilizing Organizational Theory, Social Exchange Theory, and Political Marketing Theory. The qualitative research method incorporated data collection techniques such as observation, interviews, and documentation. The findings indicate the success of Gerindra Party's organizational strategy in Aceh, leveraging organizational structure and the committed performance of party cadres, motivating them to collectively support Prabowo Subianto. The effectiveness of the political promise strategy is evident through the signing of a political contract between Prabowo Subianto and 26 Aceh religious figures, aimed at developing Aceh Province and realizing the Free Port of Sabang to boost the economy of Aceh's communities. Furthermore, the identity politics strategy was implemented due to the majority of Aceh's population being Muslim. The Gerindra Party crafted an image of Prabowo as a devout Muslim leader who is consistent, pro-people, and engaged religious Islamic authorities in garnering support through Islamic boarding schools, mosques, and associations in the Aceh Province. This approach strengthens the relationship between Prabowo Subianto, the Gerindra Party, and the Acehnese community.
