Abstract

Bureaucratic ethics are crucial for the integrity of licensing services at the Yogyakarta City Investment and Licensing Service. Despite challenges like corruption, collusion, and nepotism, the Yogyakarta City Government is working to institutionalize an employee code of ethics through the SATRIYA Culture and BerAKHLAK core values. This paper aims to explain the development of bureaucratic ethics in the Yogyakarta City Investment and Licensing Office, using qualitative descriptive methods such as interviews, focus group discussions, observation, and documentation. The study found that civil servants have a good understanding of bureaucratic ethics, but internalizing values and norms takes time. Efforts to achieve integrity include public interest orientation, legal certainty, equality of rights, balance of rights and obligations, professionalism, equality of treatment, openness, and accountability. However, sub-optimal results exist due to limited funds, limited public facilities, different attitudes, unintegrated coordination, and operational technical problems.

Abstract

The Covid-19 pandemic has a high impact on higher education governance so that it has the potential to reduce the performance of the institution. Universities must adapt and innovate in strategic management to respond to environmental changes during the Covid-19 pandemic. This study aims to explain the results of the implementation of strategic management carried out by Yogyakarta State University (YSU) during the Covid-19 pandemic. Data collection is done through documentation from journals, books, YSU performance reports, Kemendikbud performance reports, policy documents, documentation of mass media reports. The data needed is in the form of secondary data that can support (4) generating strategies to be implemented in higher education management during the Covid-19 pandemic, (5) formulating policy recommendations. The analysis was carried out by collecting data, reducing data, submitting data, as well as verifying and drawing conclusions. The achievements of the implementation of the strategic management of universities during the COVID-19 pandemic with the YSU case study showed stagnation in the fields of education services, student affairs, human resource development, research and service. Implementation of agile organization and adaptive governance in higher education governance can be done with the following principles 6 principles.

Abstract

This study aims to assess the feasibility of the Jogjakarta-Semarang railroad reactivation program via Magelang. The research method used is a quantitative method through surveys and qualitative methods using interview techniques. Feasibility is assessed from 4 aspects, namely aspects of need, technical, management and law, and social aspects. The survey results were processed using Microsoft Excel 2010 applications. Qualitative analysis was strengthened by data triangulation techniques. The findings of this study indicate that the Jogjakarta-Semarang railroad reactivation program via Magelang is feasible in two aspects, needs and management and law. While it is considered not feasible according to technical and social aspects. However, reactivation programs should continue to be carried out because future regional developments require alternative modes of transportation. To overcome this, researchers recommend a middle ground, namely 1) Partial reactivation; 2) Development of elevated lines; 3) Policy of swap with additional compensation. Generally, commuters responds positively to railroad reactivation programs, but if the railroad tracks hit a functional building that exists, then commuters have several considerations.

Abstract

Climate change will have a negative impact on farmers due to changes in rainfall, air temperature, and water availability, especially in drought prone areas such as the Gunungkidul regency of Indonesia. This may disrupt food availability, because it forces farmers to switch the function of agricultural land, especially paddy fields, to more commercially productive uses. The Sustainable Food Agriculture Land Protection (SFALP) Policy is a policy designed to suppress the conversion of land functions so that food availability remains stable and even increases in the future. This research aims to understand the overall performance conditions of the SFALP policy implementation, constraints, and supports for the policy. The research is qualitative, with a case study approach. Data are collected qualitatively through literature study, observation, in-depth interview and focus group discussion. In terms of policy input, the availability of financial and human resources is sufficient because currently the main focus is on planning and designation activities, but the availability of land with new rules is insufficient, so there must be new rice fields planted. In terms of output, there is no established Sustainable Food Agriculture Area (SFAA), but there are some indications of one. Barriers include unclear policy incentives, policies that are logically inaccurate in determining SFAA, the limited budget, attracting public interest, weak juridical enforcement due to unclear regulations, and overlapping inter-organizational relations. Support comes from farmers' receipts, the existence of local regulations on SFALP in Gunungkidul Regency, and support from the Gunungkidul Regent and the Provincial Government.

Abstract

Inclusiveness policies in services, including education, are an important mandate, especially related to access for people with disabilities. This study focuses on universities as education service providers, which are committed to improving supporting facilities for lectures for people with disabilities. The objectives of the study include: (1) the influence of disability facility policies on achieving SDG's 16, (2) efforts by universities to fulfill the policy mandate, and (3) challenges and opportunities for its implementation. Using the Merilee Grindle model, this study highlights the implementation of policies related to SDG's 16, namely Peace, Justice, and Strong Institutions. The Mix Methods method with a sequential explanatory approach is used. In the first stage, quantitative analysis was carried out with a simple linear regression test, followed by qualitative data collection using the Miles and Huberman interactive model. The results show that the implementation of disability facility policies has a significant impact on achieving SDG's 16. Universities have shown commitment through the provision of disability-friendly infrastructure, supportive regulations, and mentoring and training programs. The main opportunity is the commitment of university leaders to disability inclusion. However, major challenges remain, especially in the suboptimal policy monitoring and evaluation system.

Abstract

Researchers typically focus on the participation of stakeholders who cannot influence the organisation. This right requires a more effective perspective on participation and leads to the granting of power. This research investigates how extensively stakeholders have participated in developing educational tourism at Bantul Regency's Siluk School River. This investigation uses a case study approach and employs descriptive qualitative methods. Researchers gathered the data through observation and conducted in-depth interviews with relevant informants for the study. Researchers gather relevant documents by conducting a literature search to collect data. The researchers conducted qualitative data analysis continuously and thoroughly in an interactive manner. The results showed stakeholders actively developed educational tourism at the Siluk School River. PT PLN contributes to infrastructure development through its corporate social responsibility program. The Selopamioro Village Government actively supports and collaborates with the community's activities. Various communities, universities, and non-governmental organisations actively contribute to community empowerment activities. However, other government institutions, like local governments, still lack clearly defined functions.
