Abstract

This study aims to analyze the implementation of the Additional Income Allowance policy in Mappi Regency and analyze the supporting and inhibiting aspects of the Additional Income Allowance policy in Mappi Regency. The method used in this study is qualitative with a data collection process through interviews. Data analysis was carried out through three stages, namely Data Display and Conclusion Drawing/Verification, Data Reduction. The results of the study show that in the communication aspect, 3 important aspects in communicating the additional income policy are language selection, media selection, and type of communication. In providing messages related to the contents of the additional income policy, leaders use verbal language that is easily understood by communicants (employees). Based on the research results, this article concludes several important points, namely that the implementation of the additional income policy is running well and cannot be separated from communication using media, both vertically and horizontally, both print and social media. Abstract

This study aims to determine The results of this study indicate that from the aspect of communication, regional asset management reflects the communication network outside the organization, namely in the organization of regional asset management and users of regional assets. Resource aspects. Resources include comprehension and understanding of administration are still very minimally related to the implementation of the elimination of unproductive regional assets, this can result in failures that occur in the Mappir Regency Government, thus inhibiting the regional autonomy of the Mappir Regency Government because unproductive assets do does not provide benefits for the Mappir Regency Government but drains maintenance costs. Distribution aspects. The attitude of the administration has not reflected the marginal commitment related to the implementation of SOP in the implementation of assertive and unproductive administration. Bureaucratic Structure Aspect. The bureaucratic structure of the administration does not have overlapping authority because the organization is led by one leader, so that only one leader directs and the decisions made are clear. In addition, the organizational structure has been in accordance with the division of labor and the objectives of the organization, the division of labor is to prevent shifts between members of the organization and work can be done with mutual cooperation with the respective divisions. The function of the division of labor is also to facilitate the work of each division and can be evaluated regarding the tasks and responsibilities of the division of labor will also reduce complexity because there is a grouping of work. In addition, the division of labor will also be able to measure how much is doing what and how the results are achieved. Keywords; asset management, policy implementation

Abstract

BUMDesa Lamantuha Sejahtera Bersama di Desa Pasir Panjang memiliki peran yang strategis untuk mengelola potensi desa demi kesejahteraan masyarakat namun dalam implementasinya ditemukan permasalahan. Penelitian ini bertujuan untuk mengetahui implementasi kebijakan pada BUMDesa Lamantuha Sejahtera Bersama, faktor apa saja yang menjadi pendukung dan penghambat, serta upaya yang dilakukan agar implementasi kebijakan BUMDesa tersebut dapat berjalan efektif. Metode penelitian yang digunakan adalah metode penelitian kualitatif-deskriptif dengan teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Hasil penelitian ini menunjukkan bahwa implementasi kebijakan BUMDesa Lamantuha Sejahtera Bersama belum efektif meskipun telah memberikan manfaat dan menumbuhkan pemberdayaan bagi masyarakat. Faktor pendukung yang ditemukan yaitu upaya yang dilakukan Pemerintah Kabupaten Kotawaringin Barat dalam mendukung BUMDesa, potensi yang dimiliki desa, potensi BUMDesa ke depan, serta munculnya peran serta masyarakat. Sedangkan faktor penghambatnya adalah kurangnya dukungan sarana dan prasarana, kurangnya kejelasan tata kelola organisasi, kurangnya faktor operasional, pengawasan dan peran Pemerintah Desa, minimnya pelatihan bagi unit usaha serta adanya bencana tidak terduga. Untuk mewujudkan implementasi yang efektif, komitmen tindakan korektif yang dilakukan oleh para aktor adalah dengan melakukan restrukturisasi pengurus dan unit usaha, meningkatkan kapasitas pengelola BUMDesa, lebih melibatkan BUMDesa dalam kegiatan strategis dan melakukan evaluasi terhadap unit usaha yang kurang berkembang serta membuka peluang bagi unit usaha baru.

Abstract

Webtoon is a popular Line Webtoon platform in Indonesia that can be used as education and information media among the users. The Internet users make the information that is available in webtoon can be spread to all Indonesian people since webtoon applies the online-based comic system. Through this webtoon comic, it is expected that it can justify the wrong perception of open university to the users. Consequently, it can improve the users’ motivation and interest to continue their study at open university. This study uses a quantitative research design with a survey method. A survey study had been conducted toward 55 users. Data collection technique was done by distributing online questionnaires, and then, the data were analyzed by using quantitative data analysis assisted by SPSS version 23.00 for Windows. Based on the result and the discussion of the study that had been revealed previously, it can be drawn a conclusion that line webtoon as education media in increasing the users’ interest and motivation developed using the ADDIE model has been successfully developed and published; therefore, it can be widely used. Also, the use of webtoon among the users in Riau province as education media is categorized as good (3.09). It can be seen from the eight components, namely didactic component (2.93); webtoon construction (3.13); the technique of webtoon (3.20); ease of use (3.13); the efficiency of webtoon (3.11); benefits (3.13); interests (3.07); and motivation (3.04). These findings make an important contribution that popular digital-based media, such as webtoons, can be an innovative alternative in supporting the learning process. The main implication is that teachers and education practitioners can leverage webtoons to increase student engagement, motivation, and interest in learning because this medium is close to their daily lives.

Abstract

Digital literacy is a skill to understand and utilize information from various digital sources. Digital literacy skill is useful for dealing with information explosions. In fact, internet users nowadays keep increasing. The problem is that technological advances lead to excessive use of information technology, leading to undesirable cases. Therefore, this study aimed to map digital literacy of tutors at Universitas Terbuka. This research used a quantitative approach with a case study method. Informants used as research samples were 127 tutors from Universitas Terbuka. Data on digital literacy skills of tutors were collected through online questionnaires using Google Form, then analyzed descriptively and inferentially using SPSS Program version 23.00 for Windows. Results showed that instrument used was a digital literacy ability questionnaire consisting of eight constructs with an average Croanbach’s alpha value of 0.859 with high criteria. Importantly, results also showed that there was a significant relationship between basic, scientific, economic, information, technological, visual, multicultural, and global awareness. Based on value of correlation coefficient, economic ability, visual intelligence, and technological intelligence had the highest values (0.613, 0.554 and 0.513), showing that the three constructs were better constructs in increasing digital literacy of tutors. In other words, these results provide empirical evidence that tutors' digital literacy is not only influenced by the technical ability to use digital devices, but also by the ability to understand aspects of the digital economy, information visualization, and the application of technology in the context of learning. This certainly has an impact on the quality of teaching and the readiness of tutors in facing educational transformation in the digital era.
