Abstract

The purpose of this study was to determine the effect of compensation, leadership and promotion on employee motivation and performance at PT. SDS. The research population is employees who work at PT. SDS. The sampling technique used a proportional stratified random sampling technique with a total sample of 90 people calculated using the slovin method. The analysis technique used is structural equation modeling - partial least square (SEM-PLS) using the Warp-PLS program. The results of this study indicate that compensation, leadership and promotion have an effect on compensation and performance and show that compensation also affects performance, reinforced by the influence of compensation, leadership and promotion.

Abstract

Tujuan penelitian ini untuk menganalisis implementasi kebijakan bantuan operasional sekolah (BOS ) di Sekolah Dasar Negeri 126 Pekanbaru beserta faktor yang mempengaruhi  dalam  mengimplementasikan kebijakan tersebut. Fokus penelitian ini pada aspek gaji guru honorer sekolah, pengadaan alat multimedia dan buku wajib bagi siswa yang didasarkan pada Peraturan Menteri Pendidikan Dan Kebudayaan Republik Indonesia Nomor 8 Tahun 2020 Tentang Petunjuk Teknis Bantuan Operasional Sekolah.  Penelitian ini menggunakan metode kualitatif dengan informan sebanyak 10 orang dengan teknik purposive sampling . Penelitian ini menggunakan teori implementasi menurut Edward III dengan teknik pengumpulan data yang digunakan adalah wawancara, observasi dan dokumentasi yang dianalisis menggunakan triangulasi. Berdasarkan hasil analisis didapati bahwa pelaksanaan bantuan operasional sekolah berjalan lancar dan ketentuan administrasi dilaksanakan dengan baik. pada aspek komunikasi, terjalin komunikasi efektif antara pemangku kepentingan dan sasaran kebijakan. Untuk aspek sumber daya, tersedianya staff yang berkompeten dalam mengelola BOS.  Pada aspek struktur birokrasi, pengelola BOS menunjukkan bahwa dalam penggunaan anggaran mengacu dan berpedoman pada petunjuk teknis BOS. Terdapat 2 faktor yang mempengaruhi pelaksanaan BOS tahun 2020 di SD Negeri 126 Pekanbaru yakni faktor pendukung  yang terdiri dari SOP, komunikasi, disposisi dan sumber daya sedangkan  faktor penghambat terdiri dari struktur birokrasi, wewenang dan LSM. Walaupun terdapat faktor penghambat  dalam implementasinya, namun secara umum peneliti menarik kesimpulan bahwa  implementasi program bantuan operasional sekolah pada satuan pendidikan sekolah dasar negeri 126 pekanbaru tahun 2020 telah berjalan  dengan baik.

Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh supervisi dan peran kepala sekolah terhadap kinerja mengajar guru SD Negeri di kecamatan Rumbai Pesisir Data dalam penelitian ini diperoleh dari kuesioner yang bersumber dari guru. Data dianalisis menggunakan regresi berganda. Hasil penelitian menunjukkan bahwa: 1) Terdapat pengaruh yang signifikan antara supervisi dan Peran kepala sekolah terhadap kinerja mengajar guru SD Negeri di kecamatan Rumbai Pesisir, dimana Fhitung (61,101) > Ftabel (1,654). Berdasarkan koofisien determinasi (R Square) = 0.441 atau 44,1%. Besar pengaruh supervisi dan peran kepala sekolah terhadap kinerja mengajar guru SD Negeri di kecamatan Rumbai Pesisir sebesar 44,1% berada pada tingkat sedang. 2) Terdapat pengaruh yang signifikan antara peran supervisi  terhadap kinerja mengajar guru SD Negeri di kecamatan Rumbai Pesisir, dimana Fhitung (6,173) > Ftabel (1,654). Berdasarkan koofisien determinasi (R Square) = 0.440 atau 44%. Besar pengaruh supervisi dan peran kepala sekolah terhadap kinerja mengajar guru SD Negeri di kecamatan Rumbai Pesisir sebesar 44% berada pada tingkat sedang. 3) Terdapat pengaruh yang signifikan antara peran kepala sekolah terhadap kinerja mengajar guru SD Negeri di Kecamatan Rumbai Pesisir, dimana Fhitung (5,417) > Ftabel (1,654). Berdasarkan koofisien determinasi (R Square) = 0.403 atau 40,3%. Besar pengaruh supervisi dan peran kepala sekolah terhadap kinerja mengajar guru SD Negeri di kecamatan Rumbai Pesisir sebesar 40,3% berada pada tingkat sedang.  Kesimpulan dari penelitian ini bahwa supervisi dan peran kepala sekolah berpengaruh positif dan signifikan terhadap kinerja mengajar guru SD Negeri di kecamatan Rumbai Pesisir.

Abstract

Bencana covid 19 ini memaksa Perguruan Tinggi (PT) untuk menyelenggarakan Pembelajaran Jarak Jauh (PJJ) karena belum terbiasa menggunakan teknologi digital pada sistem pembelajaran. Tujuan kegiatan ini adalah agar program studi sebagai pengelola dapat memanfaatkan teknologi dan mampu berdaptasi dengan lingkungan untuk menyelenggarakan proses pembelajaran secara daring. Metode kegiatan dilakukan dengan sosialisasi, pelatihan dan simulasi serta praktik. Hasil kegiatan 85% dosen di lingkungan program studi Administrasi Publik dapat menyelenggarakan PJJ melalui E-learning yang disediakan kampus dan Google Classroom. Solusi yang ditawarkan agar PJJ dapat terlaksana dengan optimal maka Universitas hendaknya memiliki Learning Management System (LMS) yang mengadopsi model MOOC dan dosen diberi pelatihan untuk dapat membuat konten-konten materi ajar yang menarik.

Abstract

Tujuan penelitian ini adalah untuk menganalisis secara langsung maupun tidak langsung antara gaya kepemimpinan, motivasi dan disiplin kerja terhadap kinerja Pelaksana program pendaftaran tanah sismatis lengkap (PTSL) di Kantor Pertanahan Kabupaten Kuantan Singingi. Populasi dari penelitian ini adalah seluruh Pelaksana PTSL di Kantor Pertanahan Kabupaten Kuantan Singingi yang terlibat dalam program PTSL berjumlah 105 orang. Penelitian ini menggunakan pendekatan kuantitatif dengan metode pengumpulan data menggunakan alat bantu kuesioner. Data dianalisis secara deskriptif dan teknik analisis data yang digunakan adalah regresi liniear berganda. Hasil penelitian menunjukkan bahwa dari hasil pengujian dapat disimpulkan bahwa kebenaran hipotesis yaitu diduga gaya kepemimpinan berpengaruh positif terhadap kinerja sesuai hasil hasil t hitung (8,008) > t tabel (1,983), motivasi berpengaruh positif terhadap kinerja dan kebenaran hipotesis yaitu diduga displin berpengaruh signifikan terhadap kinerja Pelaksana PTSL karena ternyata hasil t hitung (2,605) > t tabel (1,983). Berdasarkan hasil pengujian kinerja pegawai dipengaruhi oleh variabel gaya kepemimpinan, motivasi dan disiplin sebesar 77,10%. Sementara sekitar 22,23% dipengaruhi oleh variabel lain.

Abstract

Cybercrime is considered a serious problem in the digital age. The problem is the low literacy rate of the digital community. In Indonesia, the number of Internet users and the frequency with which people access information content and social media, especially among the millennial generation, are not accompanied by awareness to use the internet wisely. For this reason, this study aims to determine the level of digital literacy of the millennial generation in the city of Surabaya in tackling cybercrime. The research method used is a survey method with a quantitative approach. The sample used as research is 45 people from peers with a range of ages 15 to 20 years. Digital data literacy was obtained from the distribution of online questionnaires using Googleform which contained 31 statements as indicators, then analyzed descriptively using the SPSS version 23.00 program for Windows. The results showed that the level of digital literacy in general was in the low category index. The highest component is shown by Understanding Understanding, with a digital literacy index score of 46.8%, which is in the medium category. The lowest component is indicated by the ability to collaborate with a digital literacy index score of 32.2%. This research contributes in the form of new policy recommendations for policy makers as initial data screening related to digital literacy.

Abstract

This study aims at investigateingthe strategy taken by the Department of Manpower and Industry of the city of Tarakan in overcoming the job seeker card service (AK-1). The problem was focused on collaboration between structural officials, staff, and non civil servant. To solve this problem, the theoretical references of Chris Ansell and Alisson Gash were used. The data were collected through interviews, observation and documentation and analyzed qualitatively. This study concludes that the collaboration process between structural officials, staff and non civil servant at the Department of Manpower and Industry of the city of Tarakan was going well, the strategy for making job seeker cards were able be applied. The service supporting factor was the existence of Information Technology (IT)-based applications, an inhibiting factor from services due to the Covid-19 pandemic. Services are still carried out based on health procedures set by the government.

Abstract

BOS policy is one of the public policies made by the government aiming at improving the quality of the human resources as the indicator of the progress of a nation’s development. This study aims to analyze and describe the implementation of BOS budget, and the supporting factors also inhibiting factors in implementing BOS at Junior High Schools in Tembilahan sub-district. The research design was qualitative using a descriptive method. The data and information were collected through an observation technique, interview, and documentation. Data analysis was conducted using classification steps, analysis, and data interpretation until the conclusion was drawn. The result showed that BOS policy was an appropriate and effective public policy for people in general and, particularly, for the school, teaching staff, and the students. The implementation of BOS at Public Junior High Schools in Tembilahan sub-district, was good and met the BOS technical guideline. However, it had still an obstacle that several school activities could not be accommodated using BOS budget. The supporting factors of the BOS policy implementation at Public Junior High Schools in Tembilahan sub-district such as a good communication between several relevant parties and the availability of competent human resources. Meanwhile, the inhibiting factors were financial resources and the characteristics of the policy were too rigid in the use in every school.

Abstract

As part of the skills demographic bonus towards ASEAN Economic Community (AEC), student preparation still needs to be improved, especially in entrepreneurship skills. The purpose of this research is to find out the entrepreneurial abilities of Universitas Terbuka students and how to improve these abilities. This research was conducted through a mixed methods design consisting of two survey research designs that aim to clearly map and make recommendations from students regarding entrepreneurial skills. This research involved 730 students at the Universitas Terbuka, Indonesia. Data were collected through observation, questionnaires, interviews, and documentation which were then analyzed descriptively and inferentially. The results of the study showed that: i) Students’ entrepreneurial abilities are categorized as good; and ii) Gender affects students’ entrepreneurial abilities. Therefore, it needs support and concrete steps from stakeholders in welcoming the AEC. There are several necessary steps carried out by faculty leaders and the chancellor so that students have the desire to develop an entrepreneurial spirit, including: by conducting regular monitoring and evaluation of Universitas Terbuka students, providing reward and punishment and equal justice without discrimination and providing training in accordance with their fields, giving permission to continue studies and provide training that can support good performance by coordinating and evaluating work.

Abstract

This research examines the implementation of forest protection policies in North Konawe Regency, Southeast Sulawesi Province, by the Gakkum LHK Kendari Post, with the aim of making a significant contribution to the broader improvement of forest policy implementation in Indonesia. The study involves an analysis of implementation effectiveness, factors influencing implementation, and policy characteristics as well as environmental issues. The research employs a qualitative research method, detailing findings through interviews, observations, and document analysis. The results indicate personnel imbalance, budget limitations, deforestation due to illegal mining, and challenges in infrastructure and coordination as the primary obstacles to policy implementation. Applying Mazmanian and Sabatier's policy implementation theory provides insights into the crucial roles of environmental factors, policy characteristics, and issue specifics in achieving successful forest protection policy implementation.
