Abstract

Indonesian Madrasah Competence Assessment (AKMI) is a national assessment implemented each year held by the Ministry of Religious Affairs. One of the uniqueness of the AKMI is the use of different tests every year. AKMI focuses on capturing the development of learning in Madrasa by comparing the test scores of the current year with the previous year. An equating process is crucial for valid results when comparing scores. Therefore, this research aims to (a) equate the scientific literacy assessment tools at AKMI in 2022 with 2023 and (b) evaluate the business process of developing AKMI scientific literacy instruments (along with the MSAT design), which has implications for the equating process. This study adopted a Non-Equivalent Anchor Test (NEAT) design because the two test sets were parallel years, and the participants were from a diverse population. The data is from the AKMI Science Literacy of the Ministry of Religious Affairs, with 303,987 participants in 2022 and 342,987 in 2023 from the Islamic elementary school level. A total of 674 scientific literacy instrument items in 2022 and 1,392 items in 2023, with 90 items used as anchor items. There are 3 stages of analysis: pre-equalization, equalization calibration, and post-equalization analysis. The results show that there are differences in item parameter estimation results between 2022 and 2023, where 2022 has a higher level of item difficulty. Furthermore, the Stocking-Lord and Haebara methods had proven to be effective and had produced estimates with minimal differences in the equating process. In addition, the anchor items used as the basis for the equating do not represent the items as a whole in the item pool. These findings indicate the need for firm, careful standardization based on psychometric principles of the process at AKMI, from developing items to assembling items, testing, determining anchor items, and assembling items in the MSAT application.

Abstract

Perkembangan teknologi informasi dalam sektor pemerintahan menuntut adanya pengelolaan sistem yang efektif, aman, dan berkelanjutan. Sistem Informasi Tata Ruang (SITR) Jawa Timur memiliki peran strategis dalam penyediaan data spasial dan non-spasial yang mendukung transparansi informasi, perencanaan pembangunan, serta pengambilan keputusan berbasis data. Namun, ketergantungan tinggi pada sistem digital menimbulkan potensi risiko yang dapat mengganggu keandalan dan kualitas layanan publik, baik dari aspek teknis seperti gangguan keamanan dan infrastruktur, maupun dari aspek non-teknis seperti kompetensi sumber daya manusia. Penelitian ini bertujuan menganalisis risiko pada SITR Jawa Timur dengan kerangka kerja ISO 31000 melalui pendekatan kualitatif deskriptif menggunakan teknik Risk and Self Control Assessment (RSCA). Data dikumpulkan melalui wawancara terstruktur dengan staf IT dan observasi langsung di instansi pengelola, kemudian dianalisis melalui proses identifikasi, analisis, dan evaluasi risiko. Hasil penelitian menemukan 11 potensi risiko dengan klasifikasi 1 risiko tinggi terkait keamanan siber, 6 risiko tingkat sedang yang mencakup kelemahan manajemen data dan kompetensi SDM, serta 4 risiko tingkat rendah terkait operasional sistem. Temuan ini berkontribusi dalam pemetaan risiko yang lebih terstruktur dan penyusunan rekomendasi mitigasi strategis yang dapat memperkuat tata kelola teknologi informasi pemerintah, khususnya dalam pengelolaan sistem informasi geospasial untuk mewujudkan prinsip transparansi dan akuntabilitas good governance.

Abstract

Advances in information technology have encouraged companies to use digital platforms such as e-procurement, which can improve efficiency, transparency, and accountability in the procurement process. However, without thorough testing, these systems are at risk of functional errors and a decline in user trust. Previous research using black box testing methods and automation tools such as Katalon Studio can improve error detection, but there are still weaknesses in terms of validation and documentation consistency, meaning that the reliability of the system is not yet fully guaranteed. This study applies the ISO 29119 international standard as a structured framework, combined with black box testing methods and the Katalon Studio automated testing tool in testing the e-procurement website of PT. XYZ. Testing focused on four main features including registration, login, profile editing, and password change, with a total of 44 test cases. The evaluation results showed that 41 test cases were successful and 3 failed, mainly in the aspects of input validation and mandatory field labeling. The recommendations proposed include strengthening input validation, providing mandatory labels, and more informative error messages. This study shows that the implementation of ISO 29119 improves transparency, professionalism, and system reliability, making e-procurement services more secure and user-friendly.

Abstract

Abstrak - Pengelolaan aset yang efektif menjadi faktor penting dalam mendukung transparansi dan efisiensi birokrasi di instansi pemerintahan. Sistem manual yang masih digunakan berpotensi menimbulkan duplikasi data dan kesalahan pencatatan, menghambat akuntabilitas. Penelitian ini bertujuan mengembangkan sistem inventaris berbasis web yang terintegrasi dengan teknologi QR Code untuk secara efektif menyederhanakan pelacakan dan verifikasi aset. Metode yang digunakan adalah Waterfall, yang meliputi tahap analisis kebutuhan, perancangan sistem, implementasi, dan pengujian ketat. Sistem ini menggunakan framework Laravel dan basis data MySQL untuk manajemen data yang efisien. Kebutuhan sistem dikumpulkan melalui observasi langsung prosedur yang ada dan wawancara dengan staf administrasi. Validasi fungsional menggunakan pengujian black-box. Pengujian komprehensif mengonfirmasi bahwa semua skenario yang telah ditentukan, mencakup operasi inti CRUD dan alur kerja pemindaian QR Code esensial melalui perangkat seluler, mencapai 100% hasil valid, memverifikasi integritas operasional sesuai spesifikasi. Temuan menunjukkan bahwa sistem yang diimplementasikan secara signifikan meningkatkan efisiensi pengelolaan aset sambil secara substansial mengurangi risiko terkait kesalahan entri data manual. Penelitian ini berkontribusi menghasilkan solusi inventaris praktis yang dikembangkan secara sistematis dan langsung berlaku untuk inisiatif digitalisasi pemerintah. Implikasinya mencakup potensi perbaikan alur kerja birokrasi dan penguatan akuntabilitas aset.Kata kunci : Inventaris Aset; Framework Laravel; Kode QR; Model Waterfall; Pengujian Black-Box; Abstract - Effective asset management is crucial for transparency and efficiency within government institutions. Manual inventory systems, still prevalent in many agencies, frequently lead to data duplication and recording errors, hindering accountability. This study aims to overcome these limitations by developing a web-based inventory system integrated with QR Code technology to effectively simplify asset tracking and verification. Adopting the structured Waterfall model, the research progressed through requirements analysis, system design, implementation, and rigorous testing. The system utilizes the Laravel framework and a MySQL database for efficient data management. System requirements were carefully gathered through direct observation of existing procedures and interviews with administrative staff. Functional validation employed black-box testing. Comprehensive testing confirmed that all predefined scenarios, encompassing core CRUD operations and the essential QR Code scanning workflow via mobile devices, achieved 100% valid outcomes, verifying operational integrity according to specifications. The findings demonstrate that the implemented system significantly enhances asset management efficiency while substantially reducing the risks associated with manual data entry errors. This study contributes, resulting in a practical, systematically developed inventory solution directly applicable to government digitalization initiatives. Abstract

Pondok Pesantren Syafa'aturrasul telah mengadopsi dua sistem digital utama, yaitu aplikasi Qrion untuk pemantauan aktivitas santri dan sistem unit usaha cashless On-Card. Namun, penggunaan teknologi tersebut masih menyisakan tantangan operasional berupa pemborosan waktu dan kesalahan data akibat prosedur manual yang belum terintegrasi. Penelitian ini bertujuan untuk memetakan proses bisnis berjalan (As-Is), menganalisis waste dan kapabilitas proses, serta merancang model proses usulan (To-Be) yang lebih efisien menggunakan pendekatan Business Process Improvement (BPI) dan Lean Six Sigma. Metode penelitian yang digunakan adalah kualitatif dengan rancangan studi kasus. Pengumpulan data dilakukan melalui wawancara semi-terstruktur, observasi langsung, dan analisis dokumen internal. Pemodelan proses bisnis menggunakan BPMN dan simulasi dengan Bizagi Modeler. Hasil penelitian menunjukkan bahwa keempat proses layanan digital (pendaftaran akun, transaksi unit usaha, top-up saldo, dan pergantian kartu) masih didominasi aktivitas manual dengan rata-rata DPMO sebesar 50.417 (setara sigma level 3,14). Tiga jenis waste dominan yang teridentifikasi adalah waste of waiting, waste of defect, dan waste of overprocessing. Rancangan proses usulan (To-Be) yang mengintegrasikan otomatisasi pada aplikasi Qrion berhasil memangkas rata-rata cycle time sebesar 90,63%, menurunkan utilisasi staf Admin sebesar 98,6%, serta menekan jumlah cacat operasional sebesar 72,4%. Proyeksi peningkatan sigma level menjadi 4,19 dengan DPMO 3.532. Penelitian ini membuktikan bahwa penerapan BPI dengan pendekatan Lean Six Sigma secara simulatif mampu mengidentifikasi, mengukur, dan mengeliminasi waste operasional pada sistem layanan digital pesantren.
