Abstract

This article aims to explain the failure of US-North Korea’s denuclearization negotiation in 2019. There has not been research on this topic. In general, existing literature proposes four factors that explain the failure of international negotiation, namely, actor, structure, strategy, and process. This article contributes to existing literature by adding another variable in explaining diplomatic failure. Using Charles Kupchan’s concept of unilateral accommodation, this article argues that the failure of US-North Korea’s denuclearization negotiation in 2019 is caused by the failure at the unilateral accommodation stage due to US distrust over North Korean’s commitment in dismantling its nuclear program. Despite the fact that North Korea has sent a positive signal to the US – for example by destroying its nuclear facilities and returning US prisoners of war and soldiers’ body – the US remains unfazed. This article demonstrates that the negotiation process is largely determined by the first stage in which each party gives concessions in order to create mutual trust.

Abstract

This article targets an understanding related to the phenomenon of the rise of the Private Military Company which has strengthened its relations with the State in various conflicts in the world in the era of globalization - especially after the terrorist attacks on the United States in 2001. Using PMC understanding as an actor and the concept of globalization on economy, this paper provides a descriptive analysis of the correlation between the existence of PMC and the process of economic globalization that supports their existence in various conflicts in this world.

Abstract

Discussion on the power interplay between global sport governance and state-level sport management in Indonesia enriches discourse on the relation between globalization and nation-state’s sovereignty. This Indonesia’s case is an exceptional, since it is representing triangular relationship among Fédération Internationale de Football Association (FIFA), the Indonesian Ministry of Youth and Sport (Kemenpora RI), and the Football Association of Indonesia (PSSI) which creates protracted dispute among football stake holders in Indonesia. This paper focus on the case of the Indonesian Kemenpora’s decision to suspend the PSSI activities, which raised reaction of the FIFA by banning Indonesia’s participation in the global football agenda managed by FIFA. Departing from the abovementioned context and perspectives, the purpose of this essay is to answer the questions about the significance of a nation-state’s sovereignty to govern its domestic football issues, as well as answering the question of the global football governance’s power over the national football association. In answering these questions, this paper will draw dynamics relation among domestic political powers which contribute to the internal dispute inside the PSSI in the first part. This paper will also portray the global context by describing on how the FIFA exercises its ‘global authority’ by imposing sanction to the member which is ‘coopted’ by the domestic political power for the second part. Finally, in the third part, this paper will discover the power interplay among these three actors until the recent progress of this case which seems to prove the effective power exercised by the FIFA as a global football governor. Abstrak Diskusi mengenai interaksi kekuasaan antara tata kelola pemerintahan dunia di bidang olahraga dengan pranata manajemen olahraga pada level negara di Indonesia memperkaya diskursus terkait inter-relasi antara globalisasi dengan kedaulatan negara. Distingsi kasus Indonesia terletak pada interaksi triangular antara Fédération Internationale de Football Association (FIFA), Kementerian Pemuda dan Olahraga Republik Indonesia (Kemenpora RI), dan Persatuan Sepak Bola Seluruh Indonesia (PSSI) yang mengundang sengketa berkepanjangan antara pihak-pihak terkait dalam penyelenggaraan sepak bola di Indonesia. Artikel ini fokus pada dinamika pasca keputusan Kemenpora RI untuk melarang kegiatan PSSI, dimana keputusan tersebut memantik reaksi dari FIFA dengan membekukan hak partisipasi Indonesia di seluruh agenda sepak bola global yang dikelola oleh FIFA. Bertolak dari konteks dan cara pandang ini, tujuan utama dari artikel ini adalah untuk menjawab pertanyaan terkait signifikansi eksistensi kedaulatan negara dalam mengelola permasalahan sepak bola domestik, sekaligus mengungkap kekuasaan tata kelola sepak bola global terhadap asosiasi sepak bola nasional. Dalam menjawab pertanyaan ini, pada bagian pertama, artikel ini akan menelaah dinamika interaksi antara kekuatan-kekuatan politik domestik yang berkontribusi di dalam sengkarut kasus PSSI. Selain itu, artikel ini juga akan menangkap konteks global dengan mendeskripsikan kapasitas FIFA dalam mengartikulasikan otoritas global-nya dengan menjatuhkan sanksi terhadap anggota FIFA yang terkooptasi oleh kepentingan politik domestik. Sedangkan pada bagian akhir, artikel ini akan mengungkap interaksi kekuasaan antara tiga aktor di dalam kasus ini untuk membuktikan kekuasaan FIFA sebagai representasi dari “global football governor”. Kata kunci: Global Governance, Negara-Bangsa, Sepak Bola, Kemenpora RI, PSSI, FIFA.

Abstract

Basuki Tjahaja Purnama’s blasphemy case reaped various reactions and criticisms. In the “Action of Defending Islam 212”, where Muslims in Indonesia expressed their anger, the masses demanded that religious blasphemers be brought to justice. It caused a series of demonstrations in Indonesia and instability in their domestic security, especially Jakarta as the capital city. This movement was widely known as the wave of right-wing populism in Indonesia. To respond to an extreme right-wing political movement in Indonesian society, the Coordinating Ministry for Political, Legal, and Security made efforts to persuade the community after the movement. This effort was significant in managing the widening of the narrative and reminding those who used the approach anchor base or key people and communities to help spread the message.

Abstract

There have been abundant literature concerning movies as a learning tool in International Relations (IR). The use of movies as a learning tool matters in order to achieve learning outcomes since movies could reduce the level of abstraction of a concept. This paper aims to explain the global climate change phenomenon depicted in a documentary film entitled Before the Flood using four main theoretical approaches in IR, namely, realism, neoliberal institutionalism, Marxism, and constructivism. This paper argues that Before the Flood is quite relevant and effective to achieve learning outcomes of IR theories course. Watching documentary films is expected to enrich learning methods in IR particularly IR theories courses by using audio-visual instruments.

Abstract

PT. AFI or better known as the producer of AICE ice cream is a food sector company that is quite massive and well known by the public in Indonesia. The company with the tagline "Have an Aice Day" is quite popular in all Indonesians, from children to adults. A problem emerged in early 2017 which was felt by workers who were filled with labor demonstrations due to decreased wages, work accidents, working hours which resulted in poor relations between workers and management, not not due to a lack of good communication roles in management. In crisis communication, it is known as the Rhetoric Of Renewal (ROR) theory, which is a theory that emphasizes the positive values and characteristics of crisis communication, which emphasizes the future and restoring the image of the company. The focus of this theory is to help the parties affected by the crisis and planning carefully so that the organization and its stakeholders can be better in the future. ROR emphasizes on the future and recovery.

Abstract

The membership structure matters to ensure a durable negotiating forum in an international organization. However, in July 2017, Saudi Arabia and the United Arab Emirates, on behalf of the Organization of the Petroleum Exporting Countries (OPEC), requested Indonesia to reactivate its membership, which the country had suspended—for the second time—in November 2016. The first suspension was in January 2009—annulled in January 2016. The Government of Indonesia (GoI) then welcomed the invitation. This study aims to analyze OPEC’s membership scheme, which has given leeway to its members to send a request like the above. In-depth interviews were conducted with Indonesia’s representatives in OPEC to capture the organization’s internal condition. By analyzing the organization’s membership dynamics, we can identify three reasons behind Indonesia’s invitation to rejoin. The first is because OPEC’s country members need Indonesia’s presence in negotiations as they consider Indonesia neutral. Second, OPEC needs a country with a different attribute to strengthen the organization’s image of diversity on the international stage. The third reason is the historical elements. OPEC strives to maintain historically good relations with the GoI as the country has contributed to the organization’s development. For those reasons, an international organization might reinvite its former member to join the group.

Abstract

The Fukushima Disaster in 2011 posed a challenge to Japan's energy security. Before the disaster, Japan was very dependent on nuclear power plants to fulfill its energy mix, mainly the Fukushima Daiichi Nuclear Power Plant. Energy security is prominently Japan's priority agenda because they do not possess natural resource endowments. Therefore, Japan must pay attention to provide energy availability access, emphasizing accessibility elements to maintain a secure position at global economic levels. Departing from this background, this paper analyzes Japan's energy security strategy after the Fukushima Disaster. The article questions the post-Fukushima Disaster, How does Japan maintained their energy security under the dynamics of current geopolitics of energy after Fukushima Disaster?. The finding obtained from the analysis is that Japan focuses on import policy to fulfill its national energy security. Meanwhile, the current international political situation has prosecuted Japan to China's foreign policy competitiveness and its impact on the geopolitical map. Moreover, Japan's energy security strategy is based on energy policy amid geopolitical energy competition to pursue energy security through two levels, namely the domestic and international sectors.

Abstract

Many reports in the mass media regarding the humanitarian crisis caused by economic and political instability in West Africa continued to become headlines that were widely discussed throughout 2019. The saying "there will be no smoke if there is no fire" also applies to the situation in West Africa. This crisis happened due to several reasons such as the increase in armed conflict crises, civil war, authoritarian leaders, and rebellions carried out by extremist groups. Instead of offering significant solutions to end the crisis, the government as a key actor sometimes even becomes the root cause of the conflict. Consequently, the situation triggered several civil society grassroots movements in various countries in West Africa. One of the global civil society movements that later emerged was The West Africa Network for Peacebuilding (WANEP). This research aims to look further at how WANEP worked in responding to the instability in West Africa in 2019. In looking at the role of WANEP, the Neo Kantian approach is used as the basis perspective in understanding the global civil society movements in peacebuilding attempts. The method used in this study is a qualitative method by analyzing data sources from official reports and previous studies, which are relevant to answering the research question. It is found that WANEP had initiated and was involved in many capacity-building efforts to educate the people and minimize the impacts of the crisis.
