Abstract

This study examines the structural relationships between TQM, Reengineering, Operational Excellence in downstream and upstream sectors, Reformation, and sustainable community development program. A good understanding of how oil and gas industry should integrate mainstreaming the approach to sustainable community development into policymaking. Sustainable community development should be implemented by considering the links between change management through TQM and reengineering, operational excellence applications, and the real reformation. Recognizing that contributions of reformation (via the amendment of law of the Republic of Indonesia No. 22/2001 concerning oil and natural gas) in the sustainable community development is a key component in the Indonesia’s economy reform and recovery. Empirical evidences find that seven causal paths specified in the hypothesized model were found to be positive and statistically significant. Furthermore empirical results suggest that reengineering has a positive and significant indirect effect on sustainable community development program through its direct effect on operational excellence in supply chain; and reformation. The result also shows that a complete model fit and the acceptable parameter level which indicate the overall parameter are good fit between the hypothesized model and the observed data. By concentrating on a single industry (oil and gas) is that SEM specification of the structural relationship model between six constructs can be more complete and specific because unique characteristics of the oil and gas industry can be included (upstream and downstream chain activities). Finally, the particular design of the research and the findings suggest that the structural model of the study has a great potential for replication to business as well as public sectors.

Abstract

Evaluasi kinerja instalasi farmasi rumah sakit penting dilaksanakan terutama karena instalasi farmasi termasuk penyumbang pendapatan rumah sakit yang terbesar. Pengintegrasian balanced scorecard dengan objective results, dapat dijadikan sebagai fungsi evaluasi atau sistem umpan balik dan sistem analitik untuk mendapatkan data yang riil dan relevan dalam mengambil keputusan dan pemetaan strategi jangka panjang pada rumah sakit. Jenis penelitian yang digunakan merupakan penelitian deskriptif kuantitatif dinarasikan secara imperatif  dengan mengunakan data primer dan sekunder. Data primer didapatkan dari survei kepuasan pasien rawat jalan serta wawancara dan survei dengan karyawan di instalasi farmasi. Data sekunder mengambil data retrospektif dengan menelaah dokumen dari tahun 2019 sampai 2021. Hasil penelitian dari perpektif keuangan fixed asset turnover pada tahun 2019, 2020 dan 2021 adalah 16,20%; 19,15% dan 21,29% artinya rumah sakit dari tahun ke tahun tercatat semakin efesien dalam menggunakan asetnya. Indeks kepuasan pasien berdasarkan perspektif pelanggan adalah 92,5%, meningkat 21,4% pada 2019, turun 20,3% pada 2020, dan meningkat kembali 22,2% pada 2021, mencapai 94.711 pasien. Bisnis internal rata-rata waktu tunggu obat jadi 29,57; 26,18 dan 14,13 menit serta untuk obat racikan 36,29; 32,95 dan 17,93 menit dari tahun 2019 hingga 2021. Pertumbuhan dan pembelajaran kerjasama antar bagian, karier, motivasi yang baik dari para karyawan merupakan indikator yang diukur. Indikator iklim kerja di instalasi farmasi banyak pegawai menilai netral terkait kualitas layanan, masukan, saran dan umpan balik perbaikan. Karyawan memahami dalam melakukan budaya kejujuran, selalu kerjasama dalam suatu tim kerja. Strategi integrasi antara balanced scorecard dan objective & key results harus disesuaikan dengan tujuan, sumber daya, dan kebutuhan spesifik dari instalasi farmasi. Dengan merancang OKR yang relevan dan terukur, instalasi farmasi dapat bekerja menuju pencapaian tujuan yang lebih jelas dan mendorong perbaikan berkelanjutan dalam kinerja.

Abstract

The Ministry of Transportation’s Vocational Education Public Service Agency (BLU) has been underperforming in asset optimization, indicating inefficiencies in its asset management plan. This study critically examines existing asset management strategies and leadership effectiveness within the Ministry’s vocational education sector. Employing a phenomenological research approach, this investigation prioritizes a deep dove into asset management practices through semi-structured interviews and literature reviews. The findings highlight significant shortcomings in the BLU’s asset management and leadership, particularly in failing to meet its asset performance targets. These inadequacies are evaluated using ISO 55000 standards alongside human resources data, assessing five key areas: procurement and supply chain integration, innovative leadership, effective organizational structure, dynamic organizational culture, and human resource development. Analytical Hierarchy Process (AHP) analysis was used to prioritize issues under the Human Resources and Organization criteria. It identified asset management leadership as the most critical focus, with a weight of 0.40. This was followed by organizational culture at 0.23, competency management at 0.17, and both procurement and supply chain management and organizational structure at 0.10. The development of business units was highlighted as a priority over other strategies such as asset utilization and management collaboration. The regulatory framework guiding these strategies includes Minister of Finance Regulation 202/PMK.05/2022, which outlines four strategic asset utilization options. The analysis was proven to be consistent, with all priority weight matrices showing consistency ratios (CR) below 0.1, ensuring the reliability of the findings.

Abstract

Lean dan Six Sigma merupakan pendekatan manajemen mutu yang telah banyak diadopsi di sektor pelayanan kesehatan, termasuk di instalasi farmasi rumah sakit, guna meningkatkan efisiensi dan kualitas pelayanan. Penelitian ini bertujuan untuk meninjau dan mengidentifikasi metodologi yang digunakan, intervensi yang diterapkan, serta dampak implementasi Lean dan Six Sigma terhadap berbagai indikator kinerja di lingkungan farmasi rumah sakit. Tinjauan sistematis dilakukan menggunakan tiga database utama, yaitu Scopus, PubMed, dan Science Direct, dengan kata kunci “Lean” ATAU “Six Sigma” DAN “Farmasi”, serta mengikuti pedoman PRISMA. Dari 54 artikel yang teridentifikasi, 11 artikel memenuhi kriteria inklusi. Hasil analisis menunjukkan lima metodologi implementasi, dengan metode DMAIC (Define, Measure, Analyze, Improve, Control) sebagai yang paling dominan. Sebanyak 40 intervensi ditemukan dalam studi terpilih dan diklasifikasikan ke dalam enam kategori utama, dengan tiga intervensi paling umum meliputi pengembangan proses atau sistem baru, penyediaan alat atau instrumen, dan perancangan ulang tata letak. Evaluasi dampak menggunakan lima kategori indikator utama menunjukkan bahwa penerapan Lean dan Six Sigma secara umum berdampak positif, seperti penurunan waktu layanan, pengurangan kesalahan pengobatan dan biaya, serta peningkatan kualitas, volume produksi, dan kepuasan pasien. Diperlukan penelitian lanjutan di berbagai konteks farmasi rumah sakit untuk mengeksplorasi indikator-indikator lain yang relevan.
