Abstract

Performance evaluation can be used as a measure of the success of a predetermined job. So that with the implementation of performance evaluation it can be seen whether the target of the organization has been achieved or not. The Bandung City Public Employment Service in 2020 in carrying out its duties has not reached the target that has been set, this can be seen in one of the programs, namely the Percentage of Road Length in Steady Conditions which in the program did not reach the set target. This study aims to analyze organizational performance in improving the performance of the organization's Human Resources (HR) seen from the performance results in 2020. In this study, researchers used Payaman and Robbin's theory which requires performance dimensions so that employee performance is more optimal and these dimensions namely: Quantity; Quality; Cooperation; Responsibility; and Initiative. Using qualitative research methods with a descriptive approach. Data collection was carried out by means of observation, interviews, and documentation. The results of this study concluded that the Percentage of Road Length in Steady Condition program did not reach the target that had been set due to a budget transfer, which should have been the budget for implementing programs that had been prepared previously but was diverted to deal with the covid-19 outbreak that emerged in 2017. 2020, which resulted in the programs of the Bandung City Public Works Service, especially in the fields of roads and bridges, which could not be fully implemented.        Evaluasi kinerja dapat digunakan sebagai tolak ukur keberhasilan suatu pekerjaan yang telah ditetapkan. Sehingga dengan dilaksanakannya evaluasi kinerja dapat terlihat apakah target dari organisasi sudah tercapai atau belum. Dinas Pekerjakan Umum Kota Bandung pada tahun 2020 dalam melaksanakan tugasnya belum mencapai target yang telah ditetapkan, hal tersebut terlihat pada salah satu program yaitu Presentase Panjang Jalan Dalam Konsidi Mantap yang dimana pada program tersebut tidak mencapai target yang telah ditetapkan. Penelitian ini bertujuan untuk menganalisis kinerja organisasi dalam meningkatkan kinerja dari Sumber Daya Manusia (SDM) organisasi dilihat dari hasil kinerja tahun 2020. Pada penelitian ini menggunakan teori Payaman dan Robbin yang dimana perlu adanya dimensi kinerja agar kinerja pegawai lebih optimal dan dimensi-dimensi tersebut yaitu: Kuantitas, Kualitas, Kerjasama, Tanggung Jawab, dan Inisiatif. Menggunakan metode penelitian kualitatif dengan pendekatan deskriptif. Pengumpulan data dilaksanakan dengan cara melakukan observasi, wawancara, dan dokumentasi. Hasil penelitian ini menyimpulkan bahwa pada program Presentase Panjang Jalan Dalam Kondisi Mantap tidak mencapai target yang telah ditetapkan karena adanya pengalihan anggaran, yang seharusnya anggaran tersebut untuk melaksanakan program-program yang telah disusun sebelumnya akan tetapi dialihkan untuk menangani wabah covid-19 yang muncul pada tahun 2020 tersebut yang mengakibatkan program-program dinas pekerjaan umum kota bandung yang khususnya bidang jalan dan jembatan tidak bisa terlaksanakan sepenuhnya.

Abstract

Melalui berita Pemerintah Kota Depok, terdapat sebuah fenomena menarik yaitu Laporan Pemerintah Kota Depok mendapat opini WTP (Wajar Tanpa Pengecualian) selama 10 tahun berturut-turut pada tahun 2011-2020. Mohammad Idris selaku Walikota Depok mengatakan bahwa hasil tersebut diperoleh karena adanya kinerja pegawai yang baik dari Badan Keuangan Daerah (BKD). Tujuan dari penelitian ini untuk mengetahui dimensi dari kinerja pegawai yang membuat sumber daya manusia di BKD Kota Depok berkualitas. Penelitian ini menggunakan pendekatan kualitatif yang bersifat deskriptif. Teknik pengumpulan data yang dipakai adalah observasi, studi literatur, dan wawancara mendalam. Penentuan sampling/informan menggunakan teknik purposive sampling. Teknik analisis data yang digunakan yaitu reduksi data, penyajian data, dan penarikan kesimpulan. Jenis data yang dipakai adalah data primer dan sekunder. Peneliti menggunakan teori dari Berdaddin dan Russel yang terdiri atas 4 dimensi yaitu; kualitas, kuantitas, ketepatan waktu, dan pengaruh interpersonal. Hasil penelitian yang didapatakan menunjukan bahwa kualitas sumber daya manusia yang ada di BKD Kota Depok memiliki kualitas yang baik karena sudah memenuhi empat dimensi yang ada pada teori kinerja pegawai.

Abstract

Regional Financial Management is managed in an orderly, effective, efficient, economical, transparent and accountable manner. Financial management that has not been optimal has an effect on the low accountability of the program targets implemented. The Bandung City Social and Poverty Alleviation Service has problems in managing regional finances that are not optimal, which then affects the accountability of the implementation of program targets from 2018-2020. The purpose to measure how much influence regional financial management has on public accountability in the Bandung City Social and Poverty Alleviation Service in 2018-2020. The method used quantitative approach with a associative method. The collection of information and data through questionnaires distributed to employees at the Social Service of Bandung City. The population is all employees at the Bandung City Social Service. The sample used simple random technique. The analysis used Spearman rank correlation analysis, simple regression analysis, coefficient of determination, t test and data testing in this study using SPSS Version 25 software. The result are there is a significant effect positive and significant relationship between regional financial management and public accountability. The magnitude of the influence of regional financial management on public accountability at the Bandung City Social Service is 61% while the remaining 39% is influenced by other factors not examined by the author.

Abstract

One of the state's most important priorities is to ensure its citizens' health and happiness. For this goal to be accomplished, it is necessary to put into place several different mechanisms, all of which should be reflected in the public policies that are ultimately adopted. The many obstacles that must be overcome to acquire riches through the implementation of public policy constitute a task in their own right. The topic of investigation for this line of inquiry will be how the application of public policies might reduce or do away with the illness that affects the well-being of individuals and bring about equality in the current world. Most people don't think of equality in terms of financial parity; rather, they focus on having equal access to opportunities to achieve it. It is necessary to connect to the idea of social justice while tackling the problem of inequality. In this essay, I will first review and critique the present literature on poverty, inequality, and social justice. Then I will propose a variety of unique techniques for eradicating inequality. Although political activities are necessary to achieve these goals, Ultimately, it is the responsibility of the public administrator to establish detailed plans or procedures for carrying them out. In this essay, we will investigate how public officials might work to advance equality and social justice.

Abstract

Traditional art is a performance that results from the legacy of previous ancestors. This traditional art must be maintained in its integrity. Traditional art has a massive role for a nation or country, namely as a national identity, where the identity is representative of the national identity and a symbol that the country has cultural purity. However, now in an era of rapid development, traditional arts are on the brink of extinction. This is because traditional arts must be able to survive in foreign cultures whose influence is absorbed by the Indonesian people more quickly. With this, the role or support of all parties involved is essential. The purpose of this study is to understand how the public's perception of the role of regional leaders or local governments in terms of preserving the culture of Benjang (Topeng Benjang). The research method applied in this study is a qualitative method with the type of literature study and interviews. The results of the study indicate that there are several roles of regional leaders or local governments in the preservation of Benjang Topeng, namely the roles of ownership, innovation, education, coaching, legality, and facilitators.

Abstract

Tugas pelayanan publik adalah kewajiban yang harus dilaksanakan oleh Organisasi Pemerintah Daerah.  Kewajiban dalam mengelola keuangan daerah merupakan salah satu bentuk dari tugas pelayanan publik tersebut. Bentuk dari pengelolaan keuangan daerah dapat dilihat dari pelaksanaan APBD. Dinas Pekerjaan Umum Kota Bandung termasuk organisasi pemerintahan yang bertugas untuk merealisasikan APBD. Dinas Pekerjaan Umum Kota Bandung belum melakukan realisasi anggaran yang efektif dan efisien di tahun 2020 yang menyebabkan adanya senjangan anggaran. Hal ini dibarengi dengan pandemi COVID-19 yang menimbulkan ketidakpastian lingkungan. Penelitian ini bertujuan untuk mencari tahu adakah pengaruh ketidakpastian eksternal organisasi terhadap senjangan anggaran yang dibuat oleh Dinas Pekerjaan Umum Kota Bandung dan mengukur seberapa besar pengaruhnya. Penelitian ini menerapkan pendekatan kuantitatif asosiatif. Pengambilan data yang diterapkan adalah melakukan observasi dan menyebarkan kuesioner. Pengambilan sampel yang dipakai adalah pengambilan sampel secara purposive. Teknik pengolahan data yang diterapkan adalah analisis deskriptif, uji validitas, uji reliabilitas dan uji normalitas. Hasil akhir dari penelitian memperlihatkan adanya pengaruh positif ketidakpastian lingkungan eksternal organisasi terhadap senjangan anggaran yang dibuat oleh Dinas Pekerjaan Umum Kota Bandung. Dinas Pekerjaan Umum Kota Bandung harus lebih siap dalam menghadapi perubahan yang akan terjadi ke depannya, sehingga dapat mencegah dan mengurangi terjadinya senjangan anggaran.

Abstract

The fulfillment of basic needs for every community is to provide good public services. As customers, the public hopes to receive professional performance from the public service provider. One form of professionalism is good ethics in public services. This study aims to be able to see how ethics in public services in Indonesia. This research will be carried out using a qualitative approach through the study center method. The data used in this study came from various research results and previous studies that are still relevant to this research. This study then found that there needs to be a synergy between actors to determine ethical and moral values in implementing public services.

Abstract

This research has become quite important as Indonesian’s currency or known as rupiah, has reached its highest depreciation to US dollars like never before 18 years. Aim of this research is to find out whether the policy of Joko Widodo or Jokowi to increase national debt has any correlation with rupiah depreciation in a political economy perspective. In conclusion, there are at least three points. Firstly, although there is a long history of how Indonesia involve in such a capitalistic economic system, Jokowi policy itself solely is a mistake, at least according to political economy philosophy of Indonesia. Secondly, there is a positive correlation between national debt and rupiah depreciation. Moreover, the prediction has been positively predicted. This condition happened as the result of poor Indonesian economy during the first year of Joko Widodo. Thirdly, worsen of rupiah depreciation is the result of improper policy adds up with the poor condition of Indonesia.
