Abstract

ABSTRACT, The concentration of the population in urban areas, the number of decent housing that does not meet the needs, and the economic gap creates slum settlements that give rise to social, health problems and damage the aesthetics of urban planning. With the issuance of Law no. 1 of 2011 the government targets to increase the number of decent and healthy settlements, especially for 30 priority cities/regencies in Indonesia. This policy is in line with the implementation of the Sustainable Development Goals program on poverty, inequality and sustainable cities and communities. As one of the priority areas, the city of Semarang has succeeded in conjuring the face of the slums. This study tries to present an analysis related to the practice of structuring slums through a case study in Randusari Village. The main aspects analyzed are the form of integration, coordination, participation, and the model of slum settlement arrangement. This study uses a qualitative approach with descriptive research methods that combine literature review research techniques and secondary data. The results of the study explain that the KOTAKU program helps the government in overcoming the problem of slum settlements and the welfare of the local community. The thematic village and rainbow village schemes that are implemented have interrelated objectives, namely 4E (ethos, ecosystem, education and economy). The success of the top-down bottom-up policy model in this program is carried out with community participation from the planning to evaluation stages so as to create sustainable innovation in residential areas, either in cooperation or delegation of power.Keywords: Slums, Integration, Coordination, Participation  ABSTRAK, Terpusatnya penduduk di wilayah perkotaan, jumlah hunian layak yang belum mencukupi kebutuhan, dan gap  ekonomi menciptakan pemukiman kumuh yang melahirkan masalah sosial, kesehatan dan merusak estetika penataan kota. Dengan terbitnya UU No. 1 tahun 2011 pemerintah menargetkan peningkatan jumlah permukiman layak dan sehat terutama untuk 30 Kota/Kabupaten prioritas di Indonesia. Kebijakan ini senada dengan implementasi program Sustainable Develeopment Goals tentang kemiskinan, ketidaksetaraan serta kota dan komunitas berkelanjutan. Sebagai salah satu daerah prioritas, Kota Semarang berhasil menyulap wajah permukiman kumuh tersebut. Penelitian ini berusaha menyajikan analisis terkait praktik penataan permukiman kumuh melalui studi kasus di Kelurahan Randusari. Aspek utama yang dianalisis adalah bentuk integrasi, koordinasi, partisipasi, serta model penataan permukiman kumuh.  Penelitian ini menggunakan pendekatan kualitatif dengan metode penelitian deskriptif yang mengkombinasikan tenik penelitian literature review dan data sekunder. Hasil penelitian menjelaskan bahwa program KOTAKU membantu pemerintah dalam mengatasi masalah permukiman kumuh dan kesejahtraan masyarakat setempat. Skema kampung tematik dan kampung pelangi  yang diterapkan mempunyai tujuan yang saling berkaitan satu dan yang lainnya yaitu 4E (etos, ekosistem, edukasi dan ekonomi). Keberhasilan model kebijakan top-down bottom-up pada program ini terselenggara dengan keikutsertaan masyarakat mulai dari tahapan perencanaan hingga evaluasi sehingga menciptakan inovasi berkelanjutan di lingkungan pemukiman baik dalam kerjasama atau pendelegasian kekuasaan.Kata kunci: Pemukiman Kumuh, Integrasi, Koordinasi, Partisipasi

Abstract

By the emergence of good local governance paradigm,local government must innovatively manage localuniqueness to create community self-reliance in healthcare. By using qualitative perspective and theoreticalanalysis on public policy and sustainable development inlocal context, the research results revealed somedevelopment strategies on health and maternal care.Firstly, (a) upholding cross-sector policies through PublicPrivate Partnership and Good Corporate Governance toserve equitable health outcomes by developing healthinfrastructure and health personnel in local area. (b)Implementing Good Village Governance to enhance localeconomic growth and achieve the outcomes of villageautonomy system. Abstract

This paper analyze the need for ecology based democracy to achieve sustainability in local development.  Research results indicate that the development of democracy as it was mandated in the Green Constitution has directed the implementation of the Local Sustainable Development Goals using Ecocracy principles. The new trend of Open Local Government and Green Economy by strengthening the strategies of gender development and Ecoregion has recognized the sovereignty of the environment in local development.  A qualitative CATWOE analysis concludes that in the context of local sustainable development, the ideas of Ecofeminism and Ecoregion practically take into consideration local factors which are unique and different due to the nature of diversity. Consequently, the key principle of Ecocracy must be enhanced comprehensively through enhanced participation, transparency, law enforcement, sustainability, local wisdom (socio-culture), equality (gender), accountability, efficiency and effectiveness, and welfare.

Abstract

TThis paper is intended to present a comparative analysis of the implementation of a community empowerment based Kampung Climate's Leading Program (ProKlim) in Jati Village, East Jakarta and Kebon Kosong Village, Central Jakarta. The result of this research indicates that both in Kebon Kosong Village and Kelurahan Jati have emphasized aspects of community empowerment in the implementation of ProKlim mainly in climate change adaptation and mitigation activities. Empowerment and participation of communities in Jati Village is considered improperly managed, while in Kebon Kosong Village, the implementation of ProKlim is more coherent and sustainable. However in substance, ProKlim has been well implemented in each locus. Further in practice, ProKlim, with a persistent management, is perceived to be able to manage a microclimate which gives a wider impact on temperature deterioration in the capital city. Abstract

Di era disrupsi yang sangat dipengaruhi oleh internet of things melalui hadirnya media sosial ini, umat beragama dimanjakan dalam memilih akses konten keagamaan sesuai dengan preferensinya. Kemudahan akses tersebut mendorong munculnya elit keagamaan baru konservatif yang menantang kemapanan otoritas keagamaan tradisional yang telah lebih lama eksis. Mereka mengemas berbagai konten dengan label dakwah, hijrah, dan istilah keagamaan populer lainnya. Kemasan yang mereka tawarkan cenderung lebih simple untuk dipahami sehingga mampu menarik khalayak, terutama kaum muda Muslim urban yang cenderung gandrung dengan budaya pop dan ingin belajar agama secara instan. Munculnya elite keagamaan baru tersebut memicu reaksi dari kelompok moderat untuk memberikan wacana tandingan. Hal ini mengakibatkan media sosial berubah menjadi arena kontestasi perebutan otoritas keagamaan. Bila kita perhatikan, fenomena tersebut jelas bertentangan dengan teori sekularisasi yang menggambarkan bahwa di era modern agama bukanlah sesuatu yang populer. Nyatanya saat ini kita justru melihat kebangkitan agama atau religious revival di ruang publik. Jurgen Habermas mengatakan bahwa ruang publik merupakan wahana diskursus demokratis masyarakat dimana setiap warga negara dapat menyatakan opini ataupun kepentingan secara diskursif. Opini dan kepentingan tersebut selanjutnya dimanifestasikan dalam berbagai trajektori. Terkait isu kebangkitan agama, salah satu trajektori tersebut adalah manajemen dan administrasi Islam. Untuk melihat bagaimana kebangkitan agama bekerja di sektor manajemen dan administrasi Islam, maka kita dapat mendiskusikannya lebih mendalam melalui tujuh naskah yang terbit pada Jurnal MD Volume 6 Nomor 2 Tahun 2020 ini.

Abstract

Positions and authorities have become a commodity which always contested by humans. In fact, authority is an amanah to carry out the responsibility to serving the people. Nowadays, discretion has enhanced the role of Street Level Bureaucracy in the policy arena by authorizing a certain political power from the “top” to the “bottom”. By the emergence of governance era, discretionary power of street level bureaucracy was formerly designed as a means of public service innovation to transform red tape based public service delivery into social equity based public service management. Yet, in contrast to the objective of public service innovation, discretionary power is frequently misused by irresponsible actors in bureaucracy to legalize street level corruption which has triggered massive social distrust towards bureaucracy. Whereas Islam has clearly prohibited corruption as in Qur'an surah Al-Baqarah verse 188. By conducting literature study and theoretical analysis, this qualitative research highlights the urgency of discretion to uphold innovation in public service management with the spirit of sincerity and religiosity. As a conclusion, in the era of open government, socio-political control on discretion must be enhanced by establishing clear mechanism, high awareness, and good religiosity to guide the core role of street level bureaucrats as socio-professional worker.

Abstract

The existence of international actor has become hot issue in this globalizationworld. Community Based Solid Waste Management (CBSWM) program is one ofthe commitment of The United States Agency for International Development(USAID) in helping Indonesian government reducing the environmental problems,particularly the problem of waste. Just like another program that is needed to beevaluated and improved, CBSWM also has big attention from public community.The real role of USAID in CBSWM raised a lot of question relates to the successof the program. Many people said agree to the effective role of USAID, and so doesthe program of CBSWM. The core point to understand the role of USAID isconsisted to two urgent questions about the perspective of the program implementationand also the impact that community felt. These two perspectives are the main measurementtool to assess the role of USAID and its key learning of success. While in thisresearch, the quantitative approach the researcher used is Analysis of Variance(ANOVA); it is a technique to test a similarity of mean of the variable in the sametime. After that, the analysis of the role of USAID in CBSWM will be derived intheoritical explanation on the sound governance and community empowerment perspective.From this result, the role of USAID was really good in the process ofimplementation and given good impact to the environmental condition, activity andfacility. The failure on the aspect of community welfare does not make a complexproblem since the main purpose of the program is in the context of environment. Thesuccess of CBSWM program not only comes from the serious role of USAID, itneeds community and government total support. Local government and communityneed to hold a closer partnership to maximize the result USAID has achieved and to make a better condition of community welfare. Abstract

Millennial generation nowadays prominently inspires innovation not only in the development of technology and knowledge but also in the social and political arena. In this fast-changing era, the world can’t resist the trend of digital application and its dissimilar impacts on various realms. Millennial generation, somehow, hit by adverse impacts of the development of technology based digital application; however in another side, this Y generation also gives significant influences on political dynamism in Jakarta. Millennial generation movement known as TEMAN AHOK: a community which supports Ahok to be Independent Candidate of Jakarta Governor 2017 defined as a new trend of political innovation pioneered by millennial generation. By developing a qualitative research as its methodological framework, this research tried to describe the role of millennial generation in managing political network and enhancing democracy. This study also elaborates the expanded effects of millennial generation participation on future political development and policy formulation process in Jakarta and Indonesia. The existence of TEMAN AHOK has been assumed as a critic for government to redefined democracy as a whole process from people, by people, and for people, not from political party, by political party, and for political party.

Abstract

Pemerintah Provinsi DKI Jakarta sedang melakukan upaya membangun kanal-kanal ruang publik untuk merubah wajah kota dengan cara membangun Ruang Publik Terpadu Ramah Anak (RPTRA) sebagai upaya mendukung Jakarta menjadi Kota Layak Anak. Berbeda dengan gagasan Jürgen Habermas yang menjelaskan konsep ruang publik sebagai ruang yang mandiri dan terpisah dari negara dan pasar, RPTRA justru merupakan hasil dari kemitraan antara pemerintah dengan perusahaan melalui CSR. Penelitian ini ditujukan untuk menganalisa RPTRA dalam perspektif ruang publik yang berbasis demokrasi deliberatif. Adapun lokasi penelitian ini yaitu RPTRA Sungai Bambu dan RPTRA Sunter Jaya Berseri yang keduanya berada di Kota Administrasi Jakarta Utara. Proyek pembangunan RPTRA merupakan momentum untuk mengoptimalkan dan memperluas ruang-ruang publik yang mampu diakses dan dikontrol lansung oleh publik di DKI Jakarta pada umumnya, dan Jakarta Utara khususnya. Metode penelitian yang digunakan dalam penelitian ini yaitu penelitian kualitatif dengan menggali informasi dan data melalui observasi langsung, wawancara mendalam, dan dokumentasi. Hasil dari penelitian ini menunjukan bahwa RPTRA telah memenuhi karakter ruang publik sebagai ruang interaksi masyarakat, dikelola dan dikontrol bersama untuk kepentingan publik, terbuka bagi semua tanpa kecuali, dan secara relatif menjadi ruang kebebasan dan aktualisasi bagi warga. Namun bila ditinjau dalam perspektif demokrasi deliberatif, kekurangan terjadi saat proses pembangunan RPTRA karena warga tidak dilibatkan secara aktif. Aktor yang dominan dalam proses pembangunan adalah pihak swasta dan pemerintah. Adapun transformasi demokrasi deliberatif tercipta saat pada proses pengelolaan RPTRA.Kata Kunci: Ruang Publik, RPTRA, CSRKata Kunci: Ruang Publik, Ruang Publik Terpadu Ramah Anak, CSR
