Abstract

Poverty is one of the social problems that the government can never completely solve. As a result, other, more significant social issues arise and cause social vulnerability, such as conflict and crime. As a province that is experiencing rapid growth in the last ten years, the West Sumatra find difficulty to overcome the number of poor people in several districts and cities.  The research outcomes are the models and forms of social policy made by West Sumatra regencies and cities governments in improving the welfare of poor communities. It is also covering the constraints or obstacles to the implementation of social policy and the selection of welfare state models for the poor in some districts and municipalities of West Sumatra. This research is conducted qualitatively with a sociological approach that uses social perspective on searching and explaining social facts that happened to needy groups. Based on research conducted that the social policy model adopted by the government in responding to social problems in the districts and cities of West Sumatra reflects the welfare state model given to the poor. There is a strong relationship between the welfare state model and the form of social policy made by the government.

Abstract

Padang City has a low resilience for earthquake and tsunami disaster. Actually, social capital can be used as a strategy for overcoming impacts and efforts to reduce the level of risk of disaster. According to Siegler, social capital has four aspects, there are personal relationships, social network support, civic engagement, and trust and cooperative norms. The research objectives are: 1) Describe the knowledge and experience of vulnerable groups in dealing with disasters (earthquake and tsunami); 2) Identifying vulnerable groups' social capital as a disaster risk reduction (DRR) effort; 3) Describe the opportunities and obstacles/threats in the use of social capital as an effort to disaster risk reduction (DRR). The research method is qualitative with a case study. The location of this research in Pasie Nan Tigo, Koto Tangah District, Padang City. The determination of informants is a purposive sampling technique. This research has 22 informants. The criteria of informants are; 1) Have settled in a red zone area for at least 5 years; 2) The distance between the house and the beach is a maximum radius of 3 km. The results of the research are; 1) Vulnerable groups have the knowledge and experience about disasters; 2) Social groups already have social capital in 4 aspects of social capital such as personal relationships, social networking support, civic engagement, and trust and cooperative norm; 3) Social capital has opportunities and challenges from the internal and external side. Keywords: Social Capital, DRR

Abstract

The concept of the clear and clean permit has been implemented since 2011 by the Indonesia government to produce sustainable mining practices. This concept is applied by the government due to the occurrence of conflicts in Indonesia. This article presents the results of research findings concerning the influence of clear and clean permits to social practices of mining. The study used structuration theory and using qualitative research method what has been studied is the use of government regulations by mining companies, related government agencies, and local communities to legitimize and understands their actions. A case PT. Tripabara operating in Nagari Lunang Utara has been studied. This article would like to show that although the company has obtained a clear and clean license, sustainable mining practices are not carried out. The article discussed the causes of unsustainable mining practices by PT. Tripabara. Two things will be revealed: the first is status of clear and clear permits obtained by the company is used by the company officials to claim that their mining practice is sustainable, while the community based their understanding of the company behavior on the company’s actions to tackle environmental problems and conflict of land acquisition.

Abstract

The Malay penghulu adat have traditional authority that can direct their people to maintain their own identity and existence. In fact, although the function of these Malay penghulu adat is only in the context of customs and culture, but in some cases these penghulu also influence the implementation of local democracy.  For example, in the election process of the head of the region, although the function of the penghulu adat leader as a leader can direct the tribe and his people, but this function is rarely used because it is contrary to the principle of propriety in Malay custom. Nevertheless, the presence of this penghulu adat remains important to strengthen the legitimacy of the power of the political elite.  This is reasonable because the legitimacy of the Malay customary is very important as a basis for building political support derived from indigenous communities. This article is derived from field research using descriptive qualitative methods. The informants of this research are adat penghulu, members of local elections commissions, bureaucrats, politicians and local academics. This article finds the dimensions of  the Malay penghulu adat authority only used to establish Malay identity by strengthening Malay customs and culture. Moreover, the people of Riau are more complex than the social and cultural aspects. Their involvement gives support to the regional head only in order to preserve Malay culture to be accommodated in local government policy and not in the form of political activity. Therefore it is not surprising that every Riau governor is given the title of Datuk Seri Setia Amanah customs so that those who are given this title take part in preserving Riau Malay culture.
