Abstract

Komunikasi merupakan proses pengiriman pesan baik verbal maupun non verbal dari sumber kepada penerima melalui saluran tertentu yang bertujuan untuk mendapatkan respon yang diinginkan dan mempengaruhi perilaku penerima pesan. Dalam organisasi, komunikasi menjadi salah satu unsur terpenting untuk mempengaruhi anggota organisasi agar bekerja sama mencapai tujuan organisasi. Pimpinan merupakan penanggung jawab utama dalam organisasi yang memiliki fungsi kontrol untuk mengarahkan komunikasi dalam organisasi menjadi efektif. Komunikasi yang efektif dapat membentuk iklim komunikasi organisasi yang positif sehingga membuat karyawan termotivasi untuk berupaya mencapai tujuan organisasi. Penelitian ini bertujuan untuk mengetahui hubungan antara gaya kepemimpinan dan iklim komunikasi organisasi pada Kantor Cabang BRI Madiun di masa pandemi covid-19. Teori yang digunakan adalah Contingensy Theory yang merupakan salah satu teori komunikasi kepemimpinan yang digagas oleh Fiedler (1964). Penelitian ini menggunakan pendekatan kuantitatif dengan metode survei sebagai teknik pengumpulan data dan analisis korelasi sebagai teknik analisis data. Pengolahan data penelitian menggunakan bantuan SPSS versi 17.0. Populasi dalam penelitian ini berjumlah 107 orang, dengan pengambilan sampel menggunakan teknik simple random sampling sehingga diperoleh sampel sebanyak 85 responden. Hasil penelitian ini menunjukkan bahwa terdapat hubungan yang positif dan signifikan antara gaya kepemimpinan yang digunakan pimpinan Kantor Cabang BRI Madiun terhadap iklim komunikasi organisasi pada masa pandemi.

Abstract

Poverty is one of the social problems that the government can never completely solve. As a result, other, more significant social issues arise and cause social vulnerability, such as conflict and crime. As a province that is experiencing rapid growth in the last ten years, the West Sumatra find difficulty to overcome the number of poor people in several districts and cities.  The research outcomes are the models and forms of social policy made by West Sumatra regencies and cities governments in improving the welfare of poor communities. It is also covering the constraints or obstacles to the implementation of social policy and the selection of welfare state models for the poor in some districts and municipalities of West Sumatra. This research is conducted qualitatively with a sociological approach that uses social perspective on searching and explaining social facts that happened to needy groups. Based on research conducted that the social policy model adopted by the government in responding to social problems in the districts and cities of West Sumatra reflects the welfare state model given to the poor. There is a strong relationship between the welfare state model and the form of social policy made by the government.

Abstract

The issue of damage to the Mandeh tourist area, Pesisir Selatan Regency has gone viral in various print and online media since April 2017. The damage was reported in connection with a project that involved elements of investors, provincial officials and politicians. As a result of the crisis there was a conflict between the regent and the deputy regent. This research questions how the position of PR / Public Relations of the Government in the conflict between the pair of regional heads, environmental communication crisis, tourism and internal communication of the South Pesisir Regency Government. The data were obtained through focus group discussions (FGD), in-depth interviews and field observations. The study found that government public relations did not take any action to overcome the crisis because they were collided by the main duties and functions of the Regent. Public relations also does not face a dilemma because it takes sides with one of the actors in conflict.

Abstract

The West Sumatra Liaison Agency is one of the government organizations of West Sumatra Province. This organization is located outside West Sumatra, especially in Jakarta. The West Sumatra Liaison Agency functions to facilitate the West Sumatra Provincial Government and the Central Government. This study aims to explore the experience of the Liaison Agency personnel in the perspective of symbolic interaction theory. Research with qualitative methods using a phenomenological approach is more focused on exploring the stages of interpersonal communication in communicating with migrants from West Sumatra from the perspective of symbolic interaction theory. The informants of this study consisted of 6 people, of which three people served in the West Sumatra Liaison Agency and three people who were staff. The research informants were selected by purposive sampling technique. The results of this study indicate that personnel who are organizational officials have different concepts of thought, self-concept, and interaction / community concepts from personnel who are staff at the West Sumatra Liaison Agency.

Abstract

Penelitian ini bertujuan menjelaskan tentang implikasi uji kompetensi wartawan terhadap profesionalisme insan pers. Batasan masalah dalam penelitian ini pada pandangan wartawan terhadap uji kompetensi, menjelaskan pemaknaan wartawan bersertifikasi terhadap profesionalitas pemberitaan dan kemampuan wartawan bersertifikasi dalam merekonstruksi sebuah realitas. Untuk mendiskusikan persoalan tersebut, peneliti mengambil lokasi penelitian pada organisasi Persatuan Wartawan Indonesia Kabupaten Agam Provinsi Sumatera Barat. Penelitian menggunakan motode kualitatif dengan pendekatan fenomenologi Alfred Schutz yaitu untuk memahami suatu realitas yang terjadi pada wartawan bersertifikasi dan menggali pengalaman wartawan dalam mengkonstruksi peristiwa dan menginterpretasikannya ke dalam sebuah berita. Hasil penelitian ini menemukan bahwa wartawan bersertifikasi pada PWI Agam menilai pentingnya uji kompetensi. Profesionalisme di lapangan diterjemahkan secara subjektif oleh wartawan besertifikasi lewat pemberitaan. Wartawan besertifikasi mengkonstruksi realitas menjadi sebuah berita tidak lepas dari kepentingan narasumber dan pemilik media.

Abstract

Communication that can reduce the risk of infrastructure projects because with communication people can achieve common ground-supporting views that are then transformed for good cooperation. Therefore, communication plays a very important role in achieving success in infrastructure project work. In West Sumatera there are no expensive infrastructure projects that end in problems. Communication plays an important role in academic-study infrastructure projects carried out in full by communication science learners on this issue. To overcome this scarcity, this study will discuss the processes, characteristics, power relations and causes of the failure of infrastructure projects from the perspective of communication science, more specifically Public Relations. The analysis of this research begins by mapping out discussions discussing the implementation of projects carried out by the Government, especially in this research in the Government of West Sumatera Province, narrating the interests of the community by exploring their experience and analyzing domains that have the potential to study communication phenomena that occur in infrastructure project implementation.

Abstract

In order for Government Public Relations to achieve its objectives as a bridge between government and society, good governance is needed. For this reason, the Indonesian Ministry of Administrative Reform and Bureaucratic Reform (Kemenpan) issued Permenpan No. 30/2011 concerning General Guidelines for Public Relations Governance in Government Agencies. After more than five years the Permenpan was issued, it was necessary to conduct research to monitor the extent to which improvements have been made to Government Public Relations. Monitoring in the form of research is considered important to know the diversity of government public relations governance practices. The study was conducted in three cities in West Sumatra, namely Padang, Solok and Payakumbuh. Research subjects are Government Public Relations officials, media practitioners, political activists and other relevant stakeholders. The research resulted in the finding that Permenpan No. 30/2011 has not become a reference for the work of the third Public Relations Division of the Municipal Government that was studied. The emphasis of public relations work is more on relations with the media (media relations) by prioritizing the publication of the activities of the mayor and deputy mayor. Attention to ten other types of publicity emphasized in Permenpan No. 30/2011 is minimal.

Abstract

Penelitian ini dilator belakangi oleh pelaksanaan komunikasi KPU Sumatera Barat dalam sosialisasi Pilgub Sumatera Barat Tahun 2015 yang tidak mencapai target partisipasi pemilih sebesar 77,5 %. Penelitian ini dilakukan untuk mendeskripsikan dan menganalisis proses penyusunan, penyampaian serta penerimaan pesan sosialisasi, menemukan hambatan dan mengusulkan model proses komunikasi dalam sosialisasi. Penelitian ini menggunakan metode kualitatif dan dianalisis menggunakan model Boove dan Thil serta glamour theory. Hasil penelitian menunjukkan bahwa pelaksanaan komunikasi dalam sosialisasi belum maksimal dan pesan tidak tersebar merata diterima khalayak. Proses komunikasi dalam Pilgub Sumbar 2015 terdiri dari 8  (delapan) tahap. Hambatan yang ditemukan selama proses komunikasi yakni hambatan dalam proses, semantik, fisik dan psikologis. Hambatan lain yang ditemukan yaitu keterlambatan regulasi dan perencanaan yang tidak maksimal. Model proses komunikasi yang ditambahkan dalam tahapan komunikasi KPU Sumbar adalah tahap evaluasi. Saran dalam penelitian ini yaitu KPU Provinsi Sumbar perlu membuat perencanaan dengan baik, menggandeng relawan demokrasi yang dibekali dengan informasi pemilihan yang lengkap serta evaluasi sebaiknya dilakukan dalam setiap proses komunikasi. Tatap Muka.  This research motivate by the implementation of KPU West Sumatra communication in the 2015 West Sumatra Pilgub socialization which did not reach the voter participation target of 77,5%. The research objective are to describe and analyze arrangement process, delivery and acceptance the socialization message, found obstacles and model of communication process in socialization. This research used a qualitative metho, analyze by Boove and Thil Model with the glamour theory. The research found that communication activities in socialization not maximal yet because the message not distribute broadly and accepted by public. The communication process on  the 2015 West Sumatera Governor and Vice Governor Election consist of 8 (eight) phase. There are some obstacles found within communication process; obstacles in the process, semantic, physical and psychological. The others are delays in regulation and improper planning. Evaluation phase is model of communication process which is added on communication phase of West Sumatera Election Commission. The research propose that West Sumatera Election Commission have to plan qualified arrangement, cooperate with democratic volunteers which are provided with proper electoral information, then the evaluation should be performed in every process of communication. Abstract

Partisipasi pemilih menjadi salah satu indikator sebuah hasil pemilihan umum dengan derajat legitimasi yang kuat. Angka partisipasi seringkali menjadi acuan bagi penyelenggara pemilu apakah pemilu yang diselenggarakannya memiliki daya Tarik yang kuat kepada warga negara untuk terlibat di dalamnya. Tidak heran jika kemudian KPU sebagai penyelenggara pemilu memandang angka partisipasi sebagai nominal yang akan selalu diusahakan meningkat dari pemilu ke pemilu. Question Researchny adalah bagaimana strategi KPU Kota Pekanbaru dalam meningkatkan angka partisipasi pemilih?. Pemilihan Walikota dan Wakil Walikota tahun 2017 berjalan dengan lancar dan damai. Firdaus-Ayat Cahyadi keluar sebagai pemenang pesta demokrasi yang diselenggarakan dalam sekali limatahun itu. Dalam Pilwako kali ini angka partisipasi pemilih hanya 51,9% tentunya ini masih jauh dari angka yang diharapkan dan sudah dipatok oleh KPU RI yaitu 77,5%. KPU Kota Pekanbaru sudah berupaya semaksimal mungkin untuk mendongkrak angka partisipasi pemilih ini sehingga target nasional tercapai. KPU Kota Pekanbaru menggunakan strategi on dan strategi off. Strategi on  adalah dengan memaksimalkan fungsi ICT dan pemanfaatan media social dalam bersosialisasi. Sedangkan strategi off adalah strategi konvensional yang selalu digunakan oleh hampir semua KPU yang ada di Indonesia yaitu dengan cara memasifkan sosialisasi di instansi-instansi, sosialisasi melalui ceramah-ceramah pemuka agama di masjid dan mushallah, sosialisasi ke kampus-kampus dan institusi pendidikan lainnya, sosialisasi di mall-mall, jalan raya, tempat keramian, memaksimalkan fungsi FKUB (Forum Kerukunan Umat Beragama), membuat Focus Discussion Group (FGD), Membuat diskusi-diskusi komunitas seperti Komunitas Buzzer Pekanbaru, MDI, Mahasiswa, iklan dan ajakan di media massa, poster dan baliho yang disebarkan di masyarakat. Key word: KPU Pekanbaru, Pilkada, Partisipasi Pemilih

Abstract

This study describes and analyzes the phenomenology of organizational communication carried out in the Communication Organization of the Padang Ekspres Morning Daily Editor in Producing Journalistic Works. This study uses the concept of Phenomenology Theory, where communication experiences between sub-organizations, between individuals, between individuals and groups in the editorial of the Padang Ekspres Morning Daily have experienced a shift in the intensity and climate of communication. This shift was formed due to changes in the ranks of editorial and leadership personnel, this made a fundamental change to the leadership model. If the leadership in the initial management of the establishment that the author ran with the founders was more emphasized on the climate of struggle to establish a newspaper from unknown to well-known and respected, at this time, the editorial crew felt well-known and respected by the public. The trust that has been obtained makes the atmosphere comfortable and far from the spirit of struggle. The atmosphere of a well-established office can be felt when you are in the Padang Ekspres Morning Daily, the facilities are more complete and make the crew work in their minds without feeling that there is tight competition between competitors among newspapers
