Abstract

Penelitian ini bertujuan untuk mengetahui kinerja pegawai inspektorat Kabupaten Pulau Taliabu dalam pembinaan administrasi pelaporan keuangan desa di Desa Todoli Kecamatan Lede, serta peran sekretaris desa dalam pelaksanaan administrasi pemerintahan. Penelitian ini menggunakan metode kuantitatif dengan sampel sebanyak 45 kepala keluarga dari populasi 1500 kepala keluarga. Teknik pengumpulan data menggunakan kuesioner yang disusun berdasarkan indikator-indikator administrasi pemerintahan desa. Data dianalisa menggunakan teknik persentase dan skala likert untuk mengukur setiap indikatornya. Hasil penelitian menunjukkan bahwa pembinaan yang dilakukan pegawai inspektorat berjalan dengan baik, terlihat dari perencanaan, pengarahan, pengawasan, hingga evaluasi yang dilakukan dalam pelaporan keuangan desa. Sekretaris desa juga memiliki peran strategis dalam menjaga tertib administrasi. Diharapkan melalui peningkatan pembinaan dan kompetensi aparatur desa dapat terwujud tata kelola pemerintahan desa yang transparan dan akuntabel

Abstract

The provision of government goods and services plays a strategic role in supporting national development and economic growth. However, in practice, problems such as fraud, inefficiency, and weak policy implementation are still common. This study aims to evaluate the implementation of government policies in the provision of goods and services at the Public Works and Spatial Planning Agency of Banggai Regency. The focus of this research is to assess the effectiveness of existing policies and regulations and identify factors influencing their implementation in the field. A qualitative approach was used, with data collection techniques including observation, documentation, and in-depth interviews. Three informants were selected through purposive sampling based on their respective areas of responsibility within the Public Works and Spatial Planning Agency of Banggai Regency. The research findings are expected to provide an overview of the strengths and weaknesses in the implementation of goods and services procurement policies, as well as provide recommendations for improving governance. Furthermore, this study is expected to contribute as a reference for further research in the field of public policy, particularly procurement.

Abstract

This study analyzes food security policy in Central Sulawesi through a multisectoral approach aimed at achieving sustainable food security. The research employs a qualitative method with a case study design, integrating primary data obtained through in-depth interviews with key institutional actors and an analysis of regional policy documents. The findings indicate that although Central Sulawesi possesses abundant natural resources and records a rice surplus, disparities in food access persist, as reflected in the increasing number of priority food-insecure subdistricts. The regional government has undertaken various initiatives to strengthen food security, including innovative programs such as Tetra Pandu, the Gerakan Pangan Murah (Affordable Food Movement), and local food diversification involving cross-sectoral collaboration. However, policy implementation continues to face significant challenges, including weak inter-agency coordination, the absence of integrated cross-sectoral data systems, limited logistics infrastructure, commodity price volatility, and vulnerability to natural disasters. From a theoretical perspective, this study contributes to the literature on network governance in regional public policy by highlighting the limitations of hierarchical administrative models in the context of multisectoral food policy. Practically, the study recommends strengthening cross-sectoral data integration, institutionalizing horizontal coordination mechanisms, and reforming governance architecture to promote a more sustainable and adaptive regional food security system.

Abstract

This study aims to analyze human resource (HR) development strategies in the Society 5.0 era through the Systematic Literature Review (SLR) approach. The Society 5.0 era, which is characterized by seamless integration between physical and cyberspace, has created a new paradigm in HR development, where technology is not only a tool but has become an integral part of life. Through an analysis of 20 Scopus indexed articles (Q1 and Q2) published in the 2019-2024 period, this study identified several key findings. The results show that digital transformation in HR development requires a holistic approach that includes aspects of technology, humans, and organizations. The implementation of technologies such as AI and VR/AR has been shown to increase learning effectiveness by up to 2.5 times, while a structured hybrid learning approach results in a 65% higher level of knowledge application than traditional methods. The study also revealed the importance of a learning culture and change management, where 72% of digital learning initiatives fail due to cultural resistance. The measurement framework developed includes dimensions of financial metrics, learning metrics, and organizational impact, providing comprehensive guidance for organizations in implementing HR development strategies in the Society 5.0 era. The implications of the research emphasize the importance of balance between technology adoption and human values, as well as the formation of a sustainable learning ecosystem.
