Abstract

Some State Own Enterprises (SOEs) have measured their performance based on Malcolm Baldrige Criteria for Performance Excellence method yearly since 2005 and participated in Indonesia Quality Award (IQA) to recognize their performances. The MBCfPE method measures company performance based on seven criterion categories, which Leadership as the first category is stated in the method that must be visionary, motivator and as the driver to lead people and entire organization to achieve performance excellence. The purposes of this study is to analyze the interrelatation of Leadership as first category to category second up to category seventh of MBCfPE.Convenience and purposive (judgmental) sampling techniques are used to choose twelve SOEs, which consist of two groups of six SOEs: “Good Performance” and “Below Good Performance”. Two hundred seventy two respondents consist of SOEs’ CEO, management and employees who understand MBCfPE method have participated in this study which selected by judgmental sampling technique. Reseacher used Rank Spearman and Discriminant anlysis for analyzing the interrelation of leadership category to category second up to seventh of MBCfPE. According to rank-spearman correlation analysis results, in overall, most of variables X (areas to address of Laedership category), have relation with variables Y (areas to address of category second up category seventh of MBCfPE, except for variable X4 (Legal and ethical behavior) and variable X5 (Societal Responsibility and Support of key communities) to variable Y1 (Strategy development process). From Discriminant analysis, it can be concluded that Communication and Company Performance is variable that discriminate between SOEs “Good Performance” and SOEs “Below Good Performance”.

Abstract

The constant change and rapid growth of the business world could create turbulence in a business organization, therefore, the business professionals have to continuously increase their skill and ability to be able to maintain the existence and even improve the condition of their business in this highly competitive world. A company would reach its optimal performance when there is an alignment between its business organization and the surrounding environment filled with no strategic gap. If good strategic planning is already in place, then the other crucial aspect to be analyzed would be the external factors outside an organization. The purpose of this is to measure and understand the behaviors and effects of those external factors towards the company through threats as well as opportunities. There are five level of environment turbulence: Repetitive, Expanding, Changing, Discontinuous and Suprising. The case study in this research concludes that all seven petrochemical companies have done a consistent and continuous strategic planning. The environment turbulence level is on two grades, Expanding and Changing, however, the most dominant is Expanding. The avarage score calculation also showing the same result, Expanding.

Abstract

Leadership is a phenomenon of society, nation, and state which influence and characterize the life of society, nation, and state. Leadership is also one of all functions which can push both the realization of national ideas and national objectives, and national security and defense system. This research seeks for a strategic leadership model which can be implemented in all provinces in Indonesia, and which will influence all of provincial leaders, especially governors, in order to improve the strength of the National Security System (NSS). The collected quantitative and qualitative data were selected and analized descriptively and analitically by the use of descriptive analysis and multivariate regression, to meet the objective of this research. The result of this study shows that the leadership of a governor has a significant and positive influence upon national security and defense system and, therefore, it maybe concluded that a strong leadership of a governor will provide his local area with positive effect, namely, there will be an establishment of a strong and realiable system of national security and defense.   Keywords: Leadership, Province, Governor, National Security and Defense System, Multivariate Regression

Abstract

ABSTRACTThis study aimed to 1) identify the perceptions of agricultural extension of training management at “Badan Pelaksana Penyuluhan Kabupaten Sarolangun”; 2) identify the perceptions of agricultural instructor on performance; 3) analyzing the agricultural training needs to be held, and the type of training needs to be done based on the analysis of the work load and competency. The data were processed using a range of criteria techniques, Tools Training Need Assessment (TNA-T) and T-Test. The results showed the whole perception of agricultural extension at all functional level positions are quite satisfied with the training organized by “Badan Pelaksana Penyuluhan Kabupaten Sarolangun”. Perception on the performance of young agricultural instructor, expert agricultural instructor and agricultural instructor supervisor is high. Meanwhile the performance of advanced agricultural instructor and skilled-implementer agricultural instructor is high enough. Performance levels across functional departments of agricultural instructor at Badan Pelaksana Penyuluhan Kabupaten Sarolangun is high enough although not all of them achieve the desired result by the organization due to the lack of infrastructure and extension facilities. Therefore more trainings to enhance their knowledge and skills could be done to obtain high performing agricultural instructor.Keywords: agricultural extension, performance, competency-based training, range criteria techniques, training need assessment toolsABSTRAKPenelitian ini bertujuan 1) mengidentifikasi persepsi penyuluh pertanian terhadap pelatihan yang pernah diikuti  yang dilihat dari manajemen pelatihan yang terdapat pada Badan Pelaksana Penyuluhan Kabupaten Sarolangun; 2) mengidentifikasi persepsi penyuluh pertanian tentang  kinerja; 3) menganalisis tingkat kebutuhan pelatihan penyuluh pertanian yang akan diadakan dan jenis pelatihan yang perlu dilakukan berdasarkan analisis kemampuan kerja jabatan dan kemampuan kerja pribadi. Data diolah dengan menggunakan teknik rentang kriteria, metode Training Need Assessment Tools (TNA-T) serta Uji T- Test. Hasil penelitian menunjukkan Persepsi seluruh tingkatan jabatan fungsional penyuluh pertanian cukup puas dengan pelatihan yang diselenggarakan oleh Badan Pelaksana Penyuluhan Kabupaten Sarolangun. Persepsi terhadap kinerja penyuluh pertanian ahli muda, penyuluh pertanian ahli pertama dan penyuluh pertanian terampil penyelia adalah tinggi, sedangkan penyuluh pertanian terampil pelaksana lanjutan dan penyuluh pertanian terampil pelaksana cukup tinggi. Kinerja seluruh tingkatan jabatan fungsional penyuluh pertanian penyuluh pertanian pada badan pelaksana penyuluhan Kabupaten Sarolangun cukup tinggi walaupun tidak semuanya mencapai sasaran yang diinginkan oleh organisasi yang diakibatkan karena kurangnya sarana dan prasarana penyuluhan. Oleh karena itu, untuk mendapatkan penyuluh pertanian yang memiliki kinerja tinggi, dapat dilakukan melalui pelatihan yang berkaitan dengan pengembangan wawasan dan pengetahuan.Kata kunci:  penyuluh pertanian,  kinerja, pelatihan berbasis kompetensi, teknik rentang kriteria, training need assessment tools

Abstract

This study is aim to analyze the expost (2001-2004) and exante (2007-2010) impacts of industrial relation issues on Indonesian economy in the era of regional autonomy.  To reach this objective, a simultaneous equations model containing 34 stuctural equations  and 18  identity  equations is  constructed.  Time  series   1980-2004 data was used in this study and model was estimated by 2SLS Method, SYSLIN Procedure.  Historical and forcasting simulation used the SIMNLIN Procedure.  Estimated parameters of the model suggest that an increase of minimum wage policy, emergence of labour union and strike cases affect significantly on investment, agregate supply, unemployment and inflation.  Results of the simulations analysis indicate that solving industrial relation issues is potential to increase investment and agregate supply as well as to decrease unemployment and inflation in 2007-2010.   Key words: industrial relation issues, economy, regional autonomy

Abstract

The objectives of this research are: (1) To analyze labor structural transformation in West Java Province, (2) To analyze linkage intersector on labor structure transformation process interfarm, industry and other sectors, (3) To analyze impact of fiscal decentralization on economic growth and labor structure transformation in West Java Province.  In order to answer the above, a simultaneous equation model was established, consisting of 32 structural equations and 15 identity equations.  Furthermore, this research used data pooling where data were analyzed with descriptive analysis, econometrics model, as well as predictions using a variety of policy scenario alternatives.  Model was then estimated by 2SLS method with SYSLIN procedures, while prediction simulation was performed by using SIMNLIN procedures.  In its development era, West Java province have done transformation structure of labor.  During this labor structure transformation process, the decrease on agricultural sector contribution was not automatically followed by increase in labor contribution in industrial sector since it was absorbed by other sectors such as the informal ones.  The increase in local taxes receipt gave a positive impact on output growth, but it had a negative impact on agriculture labor, and it had lead to labor structure transformation.  The result also showed that an increase in personel current expenditure and regional income from DAU gave a positive impact on agriculture output growth and it had not lead to labor  structure transformation.  Next, the increase development expenditure for agriculture gave a positive impact on output growth agriculture, but it had a negative impact on total output growth and it had not lead to labor structure transformation.  Expenditure for infrastructure had a positive impact on output growth, and it had lead to labor structure transformation.   Key words: fiscal decentralization policy, economic growth, labor structure transformation, simultaneous equation model

Abstract

The objectives of this research are identifying factors that influence the farmer’s decision to develop human resources and analyzing the role of human resources development to the income of farmer household.  Theoretical framework based on the analysis of farmer household economic using descriptive analysis and econometric using single equation.  The research location at province of Yogyakarta Province that are Bantul District represent coastal area and Kulon Progo District represents mountainous area.  The result of economic analysis  shows factors that influence the farmer’s decision to make activity in human resources investment are farmer’s motivation, farmer’s education, amount of family members, farmer’s savings, perceptions toward human resources development and relation with organization.  Investment for human resources development at coastal area is higher than at mountainous area.  The income of farmers at coastal area influenced by education investment and health investment, while the income of farmers at mountainous area influenced by farmers education and family member education.  The implication of this research are the government facilitate better education and health services for farmers household, in order to access finance and market organization easier, optimizing all institution at rural area.   Key words: model of farmers household economic, human resources development and income of farmer household

Abstract

EnglishBased on the Human Development Index (HDI) figures, the Indonesian welfare level show that the community development process must be continuously carried out. The most important elements in the successful achievement of community development especially in rural community to support agricultural development are natural capital, technology, institutional, human capital, and social capital. The elements of social capital in this respect are mutual trustworthy on fellow members of the community, social empathy, social cohesion, social awareness, and collective cooperation. This paper examines the significance of social capital in agricultural development, as well as how the strategy to strengthening co-utilization and community development. Through a review of some study results on the role of facilitator in community development, strengthening social capital is required in the development community, particularly through the assistantship or mentoring process. Facilitators especially extension workers are needed in community development because of their function as problem analyst, group supervisor, trainer, innovator, and liaison officer. The principles of operation are (1) working group, (2) continuity, (3) self-reliance, (4) unity of target audiences, (5) growth of mutual trust, and (6) continuous learning process.  In addition, the assistantship program is highly considered as an activity enabling the optimum empowerment of the poor. For an optimum role of technical assistant, the development of quality human resources is required through participatory training-based education and development of assistantship forum. IndonesianDerajat kesejahteraan rakyat Indonesia dilihat dari angka Indeks Pembangunan Manusia membuktikan bahwa proses pengembangan masyarakat harus tetap dilaksanakan secara terarah dan bersinambung. Unsur terpenting dalam capaian keberhasilan pengembangan masyarakat khususnya di wilayah perdesaaan untuk mendukung pembangunan pertanian adalah modal alam, teknologi, kelembagaan, modal manusia, dan modal sosial.  Unsur modal sosial yang dimaksud diantaranya adalah saling percaya pada sesama anggota masyarakat, empati sosial, kohesi sosial, kepedulian sosial, dan kerja sama kolektif. Makalah ini ditujukan untuk mengkaji arti penting modal sosial dalam pembangunan pertanian, serta bagaimana strategi pemanfaatan dan penguatan pendamping (khususnya penyuluh pertanian) dalam pengembangan masyarakat. Melalui review dari beberapa hasil kajian terhadap peran pendamping dalam pengembangan masyarakat, penguatan modal sosial sangat dibutuhkan dalam pengembangan masyarakat, khususnya melalui proses pendampingan. Penyuluh pertanian sangat dibutuhkan dalam pengembangan masyarakat karena  mempunyai fungsi sebagai analis masalah, pembimbing kelompok, pelatih, inovator, dan penghubung. Prinsip kerja pengembangan masyarakat mendukung pembangunan pertanian melalui pendampingan adalah: (1) kerja kelompok, (2) keberlanjutan, (3) keswadayaan, (4) kesatuan khalayak sasaran, (5) penumbuhan saling percaya, dan (6) pembelajaran bersinambung. Disamping itu, pendampingan merupakan kegiatan yang diyakini mampu mendorong terjadinya pemberdayaan masyarakat miskin secara optimal. Agar pendamping dapat berperan optimum maka dibutuhkan pengembangan mutu sumber daya manusianya melalui pelatihan partisipatif berbasis pendidikan orang dewasa dan pengembangan forum pendampingan.

Abstract

The key challenge for the telecommunication business industry in the global world’s is “assuring competitiveness and profitability” for their companies in turbulent environments. Never in history has the pace of change in the business environment been as rapid as it is now. Recent developments such as the global marketplace, customers’ demands that are differentiated by different buying power and product preferences in this environment, technological leadership is one of the key success factor. New technologies and new industries develop rapidly and customers are prepared to pay for the most newest technology. The company’s strengths and successful strategies of the corporate leadership in the past are likely to remain relevant in the future. The research findings revealed that the turbulent environment level in the mobile telecommunication industry was in the discontinuous –strategic level, where the future is not extension of the past. This environment situation facing by Indonesia’s telecomunication industry need the corporate leadership to challenge the organisation survival. This research is based on the qualitative descriptive method by using data obtained from telecommunication industry experts and secondary data.

Abstract

This research aims to analyze the agricultural and agricultural industrial processing sectors which contribute highest role based on input and output market transaction mechanism. The finding showed that the degree of sensitivity index was less than one (0.7678). Similarly, the index of backward linkages for agricultural sector on industries and services was also less than one (0.9199). This finding indicates that the agricultural sector has not yet either used output from other sectors or push investment decisions to use its output. The same finding has also been occured for its supply for input.
