Abstract

Abstract

Inconsistencies between spatial planning and the factual development of an area can lead to environmental degradation, which requires management that considers the balance between development needs and environmental sustainability. The purpose of this study is to analyze the land use conformity between 2013 and 2023 and the land use plan in the Spatial Planning Plan of Banyuasin Regency for 2019-2039, as well as strategies for controlling land use changes in the Jakabaring Urban Area, Banyuasin Regency. This research uses a mixed-methods approach, involving both qualitative and quantitative approaches with the help of spatial analysis techniques using Geographic Information Systems (GIS) and interviews. The results of the study show that the conformity to the spatial planning in Banyuasin Regency in 2018, with an area of non-conformity reaching 190.83 ha, occurred. The non-conformity with the spatial planning pattern was found in the existing land use of rice fields, which are designated for local protection areas, with an area of 136.97 ha. Meanwhile, in 2013, non-conformity to the spatial planning of Banyuasin Regency was found in the existing land use of swamp shrubs, covering an area of 94.67 ha, designated for local protection areas. In this study, the recommended strategy for controlling land use changes in the Jakabaring Urban Area of Banyuasin Regency includes efforts to control land conversion, namely minimizing the opportunities for land conversion, controlling land conversion activities, and using land conversion control instruments.

Abstract

Multi-stakeholder engagement is an important approach in realizing urban sustainability, especially in the implementation of the United Nations Reports in the 2030 Agenda (Beisheim & Simon, 2015). Collaborative governance must support cross-sector participation in addressing the complexity of urban challenges together (Ansell & Gash, 2008)(Emerson et al., 2012). This study aims to analyze the practice of multistakeholder collaboration in sustainable urban development in Lampung Province and evaluate the shift of multi-stakeholder forums from dialogue to impactful action initiatives. This study also highlights good practices from local institutions that have consistently applied GEDSI principles in program planning and implementation. The research method used is a descriptive qualitative approach (case study). Lampung Province was chosen as the research location because it demonstrates quite active multistakeholder forum activity and has implemented sustainable development programs such as Communal Sanitation, Green and Independent Housing (H2M), and community initiatives in waste management (disperkim, 2024)(biroadpim.lampungprov.go.id, 2025)(Haluan, 2022).  The findings of this study include the transformation of collaborative action outputs between the Multi-stakeholder Forum, the role of government and local policy dynamics in the forum and data, collaboration between communities and the private sector, the application of GEDSI principles in development governance, and strengthening documentation and the role of the media. Suggestions for enhancing the multistakeholder forum encompass formal legalization, collective accountability, incorporations of GEDSI principles, and proactive engagement of the media, communities, and academics. The local government also contributes by offering continuous support to collaborator to guarantee contextual and inclusive solutions.

Abstract

Introduction: Urban coastal areas possess significant development potential but also face various development challenges. Pesawahan Village, Bandar Lampung City, is one of the coastal areas that has considerable local economic potential, strong social capital, and opportunities for community-based tourism development. However, environmental, social, and economic problems remain major obstacles to achieving sustainable regional development. Community involvement in the development planning process is essential to ensure that development programs are formulated in accordance with local needs and regional characteristics Objective: This community service program aimed to enhance community capacity in preparing participatory strategic regional planning by integrating the potentials and vulnerabilities of coastal areas as the basis for determining development priorities in Pesawahan Village, Bandar Lampung City. Method: The community service activities were carried out using a participatory approach through field observations, Focus Group Discussions (FGDs), participatory mapping, training sessions, and community mentoring. Result: The assistance program successfully identified the existing conditions of the study area, including environmental infrastructure issues, tidal flood vulnerability, local economic potential, tourism potential, and the capacity of community institutions. Through Focus Group Discussions (FGDs) and participatory mapping, community members successfully developed maps of regional potentials and vulnerabilities, which served as the basis for preparing the strategic regional planning document. In addition, the community formulated several development priorities, including drainage improvement, environmental enhancement, the development of UMKM, and community-based tourism development. These outputs were compiled into a participatory regional action plan document containing analyses of local potentials, regional vulnerabilities, and development priorities, which serves as a reference for sustainable development in the coastal area. Conclusion: Assistance in the preparation of participatory strategic regional planning was effective in enhancing community capacity and participation in local development planning processes. The integration of regional potential identification, coastal vulnerability analysis, and participatory action plan formulation contributed to the development of planning directions that better reflect community needs. Furthermore, the program strengthened community commitment to supporting inclusive, adaptive, and sustainable development in coastal areas.

Abstract

Sustainable urban development can support the achievement of the Sustainable Development Goals (SDGs), particularly Goal 11, and can be optimized through multi-stakeholder collaboration. This paper aims to (1) Raise awareness among various parties about the importance of collaboration for sustainable cities and communities; (2) Advocate for active support from pentahelix stakeholders (government, private sector, academia, community, and media) through the principles of Multi-Stakeholder Partnerships (MSP); and (3) Strengthen institutional commitment to collaborative governance in achieving SDG 11 in Lampung Province. The research employs a descriptive qualitative method to examine the dynamics of communication and advocacy in cross-sectoral collaborative processes. Data collection was conducted through a series of audience meetings with various stakeholders, including government institutions, academia, civil society organizations, local communities, and the media. The findings conclude that the success of building sustainable cities and communities largely depends on strategic communication and systematic, participatory advocacy processes. The multi-stakeholder partnership (MSP) approach involving the pentahelix elements—government, academia, community, media, and the private sector—has proven to provide an inclusive and practical framework for collaboration. However, realizing sustainable urban development in Lampung Province still faces significant challenges, particularly rgarding slum settlement issues that require special attention.
