Abstract

This study was conducted to analyze the role of the Village Consultative Institution (BPD) in monitoring the use of Village Funds in Kuta Pinang Village, Tebing Syahbandar District, Serdang Bedagai Regency. This research uses descriptive qualitative research methods, data collection techniques by conducting literature studies and research in the field. Data analysis was performed by reducing data, presenting data and drawing conclusions. The role of BPD includes three things, namely the role in regulations, organizations / institutions and in individuals. The results showed that the role of the Village Consultative Body (BPD) of Kuta Pinang Village in the supervision of Village Funds by monitoring and auditing financial reports on the use of village funds. The follow-up of the supervision that has been carried out by the BPD which is an evaluation of the performance of the Kuta Pinang village government has also not been available so that the role of supervision has not been optimal. In addition to these aspects, the findings in this study are the obstacles faced by the BPD of Kuta Pinang Village in conducting supervision, namely the lack of community participation in village deliberations, the BPD does not understand the regulations for the use of village funds, BPD resources are still inadequate and inaccurate monitoring documentation, so that the impact on the implementation of supervision is not optimal.

Abstract

This study aims to determine the application and process of implementing regional regulation number 10 of 2012 concerning levies on cleaning services in Medan Tembung Subdistrict, Medan City. This study used descriptive qualitative method. Data collection techniques carried out were interviews, observation and documentation. Implementation of Regional Regulation Number 10 of 2012 concerning cleaning service levies in Medan Tembung Subdistrict (Medan City) has been running quite well in terms of the application of performance in the field and the readiness of the workforce to implement the regulation has been quite good. The constraints faced are infrastructure resource factors that have not been sufficiently adequate in implementing the performance carried out such as typper cars and motorized becak (Betor), which are still lacking in the needs needed.

Abstract

This research aims to explain how the implementation of the village's Explore service program is picking up taxes related to UN-P2 services at the Langkat District Revenue Board. In addition, the research aims to determine what factors that can encourage and inhibit the implementation of the village-exploring program to pick up taxes on the district Revenue Board of Langkat. The form of research used in this study is descriptive research with a qualitative approach. This study used Edward III's theory. The informant used in this study was the head of the Langkat District Revenue board and the officers who conducted UN services-P2 as well as taxpayers in Langkat district. The data used in this research is primary data as well as secondary data as complementary data. Qualitative analysis in this study was conducted with an inductive logic approach. Based on the results of the research can be noted that the implementation of the program to explore the village picking up taxes in the District Revenue Board of Langkat is generally well-done. Contributing factors to the success of implementation of village-exploring program to collect tax in the Regional Revenue Board of Langkat District are: Commitment of leadership and resources. The Factor is a low community awareness inhibitor, and there are some cases where taxpayers do not want to pay the UN for reasons that they are not the owner of a tax object but only contracted or so on. Abstract

Community participation at the time of the North Sumatera Governor Election is a very important aspect so that the General Election Commission uses a special strategy to increase public participation in the Gubernur Pemilihan of North Sumatera. The nature of this research is descrptive. The result of the research shows that the strategy of North Sumatera Provincial Election Commission in increasing the society participation in Sumatera Governor Election 2018 is seen from three stages namely the formulation stage shows there is clarity of socialization plan. The stage of action selection shows the implementation of sosialization to the voters segment with the methode of socialization third stage of resource allocation namely by doing technical guidance to the committee. The constraints experienced by the Election Commission of North Sumatera Province is located on the allocation of human resources is very limited in the region.

Abstract

Management of collection and management of motorized vehicle taxation is carried out in one office involving several related elements in its management. Motor vehicle tax collection carried out in one office is known as SAMSAT (One Roof Single Administration System), in which there is cooperation between the Indonesian National Police (POLRI) which has the function and authority in the field of registration and identification of motorized vehicles, Local Government in this case the Regional Tax and Retribution Management Agency in the field of motor vehicle tax collection (BBN-KB), PT. Jasa Raharja (Persero) which is authorized in the field of delivery of Road Traffic Accident Donations (SWDKLLJ). The results of this study indicate that the implementation of a one-stop single administration system in managing motor vehicle tax at the SAMSAT office in Mandailing Natal Regency viewed from the aspect of organizational structure, resources, communication and disposition in general has been good. In order to create professional services and satisfy SAMSAT taxpayers, Mandailing Natal District needs to conduct regular / regular coordination meetings so that periodic evaluations can also be carried out to make improvements to services provided from time to time.

Abstract

This study aims to determine the Employee Performance Evaluation of the Partnership and Community Development Program Section at PT. Perkebunan Nusantara III (Persero) Medan. Employee performance is the work that can be achieved by a person or group of people in an organization according to the authority and responsibility of each in order to realize the goals of the organization, which here will evaluate the performance of employees in the Partnership and Community Development Program at PT. Nusantara Nusantara III (Persero) Medan in 2016. Where many indicators can measure the performance of an employee. By looking at several indicators to determine performance success, namely productivity, service quality, responsiveness, responsibility and accountability, in this study using qualitative descriptive methods, the location of the study was conducted at the Office of the Partnership and Community Development Program at PT. Perkebunan Nusantara III (Persero) Medan, Data collection techniques are interviews, observation and documentation, it can be concluded that the Employee Performance Evaluation Section of the Partnership and Community Development Program at PT. Perkebunan Nusantara III (Persero) Medan is very good.

Abstract

The purpose of this study was to determine the implementation of Medan Mayor Regulation No. 8 of 2017 Regarding Restaurant Taxes in Medan City. The study uses descriptive qualitative design, which is research that is limited to efforts to reveal a problem or condition or event as it is so that it is merely revealing facts (fact finding). The results of this study indicate that the implementation of Medan Mayor Regulation No. 8 of 2017 concerning Restaurant tax in Medan has an impact on adjusting the communication process between Medan City Tax and Retribution Management Agency officials and taxpayers. Implementation of Medan Mayor Regulation No. 8 of 2017 Regarding Restaurant Tax has no impact on the structure and disposition of taxpayers. While for the Medan City Regional Tax and Retribution Management Agency the structure and disposition have an impact on internal performance. Implementation of Medan Mayor Regulation No. 8 of 2017 is the most affected element. Implementation officers for the Medan mayor regulation require changes in attributes, logos, letter content formats, reporting forms and tax payments. Changes to these items require quite a long time due to the procurement of goods and services that have just been implemented by a unit outside the Medan City Regional Tax and Retribution Management Agency.

Abstract

The purpose of this study was to determine the implementation of the early retirement program policy at PT Telkom Regional 1 Sumatra. This type of research is qualitative research, triangulation (combined) collection techniques, qualitative inductive data analysis and research results. Research results obtained by researchers that the Implementation of Early Pension Program Policies at PT. Telkom Regional 1 Sumatra through Activities carried out in the early retirement program including socialization, registration, selection, counseling and briefing, and the stages are divided into two parts and in assessing the successful implementation of the George Edward III model there are 4 (four) variables that affect the success or failure of policy implementation, among others, are the factors of communication, resources, disposition and bureaucratic structure. The four variables are interconnected with each other. Based on the results of research and discussion, researchers can conclude that the Implementation of Early Pension Program Policies at PT. Telkom has not been maximized in carrying out an early retirement program, This Can Be Seen From The Stages Passed In Implementing Early Pension Program Policies at PT. Telkom. The conclusion from this study that researchers can conclude that the Implementation of Early Pension Program Policies at PT. Telkom has not been maximized in running an early retirement program.

Abstract

Tujuan dari penelitian yaitu, untuk mengetahui gambaran pelaksanaan Program Keluarga Harapan di Desa Minta Kasih Kecamatan Salapian Kabupaten Langkat serta kendala-kendala dalam pelaksanaan Program Keluarga Harapan. Metode penelitian yang digunakan dalam penelitian ini adalah metode penelitian kualitatif. Penelitian kualitatif adalah penelitian tenteng riset yang bersifat deskriptif dan cenderung mengunakan analisis. Landasan teori dimanfaatkan sebagai pemandu agar fokus penelitian sesuai dengan fakta di lapangan. Hasil penelitian bahwa pelaksanaan Program Keluarga Harapan di Desa Minta Kasih Kecamatan Salapian Kabupaten Langkat belum optimal meskipun pihak Desa yang terkait dalam program sudah memberikan semua upaya yang terbaik untuk masyarakatnya. Tetapi kenyataanya ketidaktepatan sasaran masyarakat penerima program tersebut masih terjadi dimana perekonomian masyarakat yang berkecukupan mendapatkan PKH, padahal masih banyak masyarakat kurang mampu dan memenuhi syarat tidak mendapatkan program tersebut hal ini menimbulkan kecemburuan sosial di kalangan masyarakat Desa Minta Kasih. Kendala yang dihadapi dalam pelaksanaan Program Keluarga Harapan adalah kurangnya komunikasi antar masyarakat penerima manfaat dengan pihak pemerintah terkait dan banyak masyarakat tidak mampu dan memenuhi syarat PKH tidak menerima program.

Abstract

This study aims to determine the role of the Ombudsman of the Republic of Indonesia in North Sumatra Representative in the Supervision of Population and Civil Registry Service in Medan City. This study uses a qualitative approach with descriptive methods describing information about the data obtained from the field in the form of written and oral data from the parties studied. Data is collected based on interviews and documentation. The results of this study indicate that the role of the Ombudsman of the Republic of Indonesia in North Sumatra was carried out in the form of external supervision. External supervision is supervision carried out by the Ombudsman of the Republic of Indonesia Representative of North Sumatra to the Medan Population and Civil Registry Service. Actions taken in the supervision process are incoming reports, follow-up of the first report and follow-up of the report. Based on the research that has been carried out, it has been concluded that the role of the Ombudsman of the Republic of Indonesia in the North Sumatra Representative in supervising the service provider of the Population and Civil Registry services is carried out in the form of external supervision. In supervising the handling of public reports of alleged poor service in the area of population administration, it has been effective, with several efforts to handle reports such as: (1) Clarification; (2) Investigation; (3) Recommendations; (4) Monitoring.
