Abstract

The development of the Chinese city site area as a tourism potential in the city of Medan is very important considering the city of Medan does not yet have natural tourism objects that are well managed. The type of study used in this research is descriptive with a qualitative approach where research is carried out to create a tourism development using the Collaborative Management (Co-Management) method. To obtain data and to deepen the implementation of collaborative management, in-depth interviews were conducted with key informants and questionnaires so that the data needed in this study was complete. Data obtained in the field, both secondary data and primary data will be compiled, presented and analyzed with a qualitative approach in the form of exposure which will then be analyzed in accordance with the research problem undertaken. The results of research conducted show that the community has been involved in the development of tourism in the Chinese city site area. But the community is still walking alone in the development of tourism. With the concept of collaborative management, it will certainly be in developing tourism that is more focused and more targeted as desired. From this research it can be concluded that the area of the Chinese city site has a huge opportunity to be developed into the tourism sector that can provide benefits for both the government, the community and the parties involved in developing tourism.

Abstract

This research aims to explain how the implementation of the village's Explore service program is picking up taxes related to UN-P2 services at the Langkat District Revenue Board. In addition, the research aims to determine what factors that can encourage and inhibit the implementation of the village-exploring program to pick up taxes on the district Revenue Board of Langkat. The form of research used in this study is descriptive research with a qualitative approach. This study used Edward III's theory. The informant used in this study was the head of the Langkat District Revenue board and the officers who conducted UN services-P2 as well as taxpayers in Langkat district. The data used in this research is primary data as well as secondary data as complementary data. Qualitative analysis in this study was conducted with an inductive logic approach. Based on the results of the research can be noted that the implementation of the program to explore the village picking up taxes in the District Revenue Board of Langkat is generally well-done. Contributing factors to the success of implementation of village-exploring program to collect tax in the Regional Revenue Board of Langkat District are: Commitment of leadership and resources. The Factor is a low community awareness inhibitor, and there are some cases where taxpayers do not want to pay the UN for reasons that they are not the owner of a tax object but only contracted or so on. Abstract

Rural development is a priority of national development program in Indonesia. A number of measures have been taken such as decentralization of authority, capacity building, and budget approach. The most recently used action to accelerate rural development is through the village assistance program. Each village has a local village assistant to optimize the village administration performance and build the village community capacity in the rural development process. This research aims to explore the concept of village assistance program and the role of local village assistants in Batu Layan Village, Padangsidempuan City, North Sumatra Province. This research used qualitative research. The data were obtained through in-depth interviews, library research, and documentation studies. The research results indicated that the concept of village assistance was applied in stages following the governance structure in Indonesia to encourage the realization of the functions and authorities of each government structure in achieving development targets. Village local assistants in this research were able to perform their functions skillfully through a persuasive communication approach based on local values in the local area.

Abstract

Penelitian ini bertujuan untuk mengetahui Analisis Pelaksanaan Administrasi Kependudukan pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Dairi. Penelitian ini adalah penelitian deskriptif dengan menggunakan pendekatan kualitatif. Teknik pengumpulan data dilakukan dengan teknik observasi, wawancara, dan telaah dokumen. Dari hasil penelitian menunjukkan bahwa (1) pelayanan pendaftaran penduduk pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Dairi sudah berjalan dengan baik dalam hal persyaratan, prosedur, dan biaya/ tarif sesuai dengan Peraturan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi Nomor 15  Tahun 2014 tentang Pedoman Standar Pelayanan. Adapun yang menjadi kendala adalah dalam hal jangka waktu, produk pelayanan, dan penanganan pengaduan. (2) Pelayanan pencatatan sipil sudah berjalan baik dalam hal persyaratan, biaya/ tarif sesuai dengan Permenpan dan RB Nomor 15  Tahun 2014 tentang Pedoman Standar Pelayanan, adapun kendala pelayanan adalah dalam hal prosedur, jangka waktu, produk pelayanan, dan penanganan pengaduan. (3)pelaksanaan Sistem Informasi Administrasi Kependudukan (SIAK) belum berjalan dengan baik dan belum sesuai dengan Permenpan dan RB Nomor 15  Tahun 2014 tentang Pedoman Standar Pelayanan dalam hal sarana dan prasarana, kompetensi pelaksana, dan jumlah pelaksana.

Abstract

Penelitian ini bertujuan untuk mengetahui Gambaran Pelaksanaan  SIMDA Keuangan Versi 2.7 Berbasis Akrual pada Pemerintah Kabupaten Dairi dan produk  yang dihasilkan SIMDA Keuangan Versi 2.7 Bebasis Akrual. Peneliti memilih menggunakan teori George C. Edwards III yang mengatakan 4 faktor yang mempengaruhi implementasi kebijakan publik yaitu komunikasi, sumber daya, disposisi dan struktur birokrasi dalam penelitian ini. Penelitian ini adalah penelitian deskriptif dengan menggunakan pendekatan kualitatif. Teknik pengumpulan data dilakukan dengan teknik wawancara, observasi dan telaah dokumen. Teknik analisis data yang digunakan adalah melalui model Irawan. Dari hasil penelitian menunjukkan bahwa (1) pelaksanaan SIMDA Keuangan Versi 2.7 Berbasis akrual sudah terlaksana melalui faktor komunikasi dan disposisi. Adapun permasalahan adalah dari faktor sumber daya dan struktur birokrasi (2) Penganggaran dan Penatausahaan dilaksanakan berdasarkan Peraturan Menteri Dalam Negeri Nomor 13 Tahun 2006 tentang Pedoman Pengelolaan Keuangan daerah  sementara penatausahaan berdasarkan Peraturan Menteri Dalam Negeri Nomor 64 Tahun 2013 tentang Penerapan Standar Akuntansi Pemerintahan Berbasis Akrual.

Abstract

This study explains the process of identity politics that occurred in the gubernatorial election in North Sumatra in 2018. The purpose of this study is to look at the process of identity politics and patterns of identity politics influencing the course of democratic parties between contesting candidate pairs. This study uses a descriptive method that focuses on the actual problems or phenomena that occur when the research is conducted. The findings of this study are: (1) The identity politics process was carried out by the ERAMAS team by evaluating traditional and religious leaders, while the DJOSS team only carried out the process of identity politics by using traditional leaders in various regions; (2) The patterns of identity politics in the ERAMAS team are carried out in the form of activities related to Islam, such as preaching safari with Ustadz Abdussomad, Dzikir Akbar, provider of mosque cleaning cars, subuh movement in congregation, and sanitation, and participating in traditional activities DJOSS's winning team patterned activities related to adat in various regions and were involved in traditional activities, for religious patterns only to visit religious leaders in the area.

Abstract

Welfare society to be important to note the increase because it is the aspiration of the implementation of the country, this would be a great responsibility, especially for the Government of the Village because it has the authority of the area in the implementation of the government in Indonesian. One of the efforts made by the Government in improving the welfare of society is to provide Allocation of Village Funds every year to each of the respectively the one who is the Hessa Perlompongan in the Air Batu of the Asahan regency of North Sumatera, which is in 2017. The management Allocation of Village Funds for the year 2017 at the Hessa Perlompongan have been set up in a regulation of the Asahan No. 8 Year 2017 Guidelines for Management Allocation Fund of the year 2017 and make improving the welfare of society as one of the goals of its management. Based on this is a writer interested in doing research with the title of the Effectiveness Allocation Fund of the year 2017 In The Improvement of Public Welfare Society in the village of Hessa Perlompongan the Air Batu of the Asahan Regency with using the method of research a qualitative. To measure effectiveness of the management Allocation of Village Funds is a writer trying to fit this research by using the theory put forward by Duncan, namely: Achieving the goal, integration and adaptation. In this study can be described that the management Allocation of Village Funds in 2017 at the Hessa Perlompongan is still not succeeded in creating the improvement of public welfare because there are still problems that impede the achievement of these objectives, such as the amount of funds disbursed from the Government of the to the very limited and a lot of the needs of internal Government of which are filled with the use of Allocation of Village Funds so that no funds are distributed not enough to improve the welfare of society, including the community who works as covered in the Allocation of Village Funds as tutor, the dead bilal, the gravediggers and so forth.

Abstract

Program Alokasi Dana Desa (ADD) is an implementation Alokasi Dana Desa through physical and no-physical development. This research background by program Alokasi Dana Desa (ADD) in empowering village communities at Desa Bangun Sari namely the KDRT prevention program that was established in 2018 where this program could not be realized with a total of Rp 41.000.000-, funds. This study aims to analyze the program Alokasi Dana Desa in the empowerment of rural communities, namely the KDRT program and what are the obstacles for not realizing the program. As for the method used in this study is a descriptive qualitative method. In this study, researchers used three informants who knew as well additional informants. There are two ways to collect data, namely secondary data such as book, journals and documentation, while primary data such as interview and observation. From the result of the above research it can be seen that the program analysis Alokasi Dana Desa (ADD) in empowering village communities at Desa Bangun Sari in 2018 not maximal enough in its application which cab ve examined throught three program indicators according to chareles, namely organizing, interpretation and application.

Abstract

The role of banking in economic development is to channel funds for economic activities, one of which is in the form of credit for individual communities or business entities in the surrounding areas such as the Cape Morawa area. Bank Rayat Indonesia is an executing bank that distributes the most people's business loans. This is because Bank Rakyat Indonesia has a broad network compared to other implementing banks so that it is easy to distribute credit. So so so so that that aims to find out the implementation of policies and problems that occur in presenting Business Loans to customers at the Tanjung Morawa BRI Unit. This research method uses qualitative methods. Technique data through observation and documentation. By wrongly, the implementation of policies carried out by the Tanjung Morawa BRI Unit has not gone well, causing suspicion in the distribution of the People's Business Credit which is due to the communication made by the Bank and reducing existing human resources, resulting in reduced understanding of KUR for prospective customers.

Abstract

In an effort to reduce teenage dropouts, collaboration is needed from various parties, both from the government and the community. One of the efforts made is to provide social services. The social service aims to keep out of school teenagers getting education outside of school that can be used as provisions to obtain work so that they can meet their needs independently. The social services provided must of course have to be in accordance with the needs of teenagers dropping out of school. Social services th at can be provided are in the form of coaching for school dropouts through guidance. Guidance provided is religious mental  guidance,  social  and  physical  guidance,  skills  guidance  and  Job  Learning  Practices  (PBK).  This research was conducted at the Technical Implementation Unit of Tanjung Morawa adolescent social services using qualitative descriptive research methods. While the source of the data in this study were employees at the UPT Sosisal Services for Adolescent Children. The withdrawal technique used is the "purposive sampling" technique. Data collection techniques used through interviews, observation and document analysis as well as recording and recording. Data Analysis Techniques used in this study are qualitative data analysis techniques. This study aims to find out how the implementation of the policy of the School Dropout Guidance Program in UPT Tanjung Morawa Social Services for Teenagers in 2018. The implementation of the Policy for School Dropping Guidance Programs at the UPT Tanjung Morawa Teenage Social Services Year 2018 has been done quite well. Only the lack of facilities and funds to run coaching for school dropouts.
